The specifics of the current state of innovation and investment activity in the territories of the Russian Federation require a comprehensive analytical study, monitoring the effectiveness of innovation and investment development of the territories. The analysis of the study suggests that the task of leveling the levels of socio-economic development of territories can be solved on the basis of the formation of a modern investment and innovation management system that is adequate to the current socio-economic realities. The sustainable innovation and investment development of territories is strongly influenced by various components of the internal and external environment, including alternative factors, the analysis of which makes it possible to study problematic situations, crisis situations, determine ways to eliminate them and assess such opportunities. Violations and problems in the field of effective investment management and innovation implementation at the territorial level should be identified and eliminated in a timely manner. The main task of managing innovation processes is investment planning of the territory, development of actions that can apply and provide the necessary environment that has a favorable effect on the strategic development of the territory. During the scientific research, the classification of key factors influencing the program-target management of innovation and investment activities of economic regions was formed, and the effectiveness of their influence on the final result was determined.

This paper discusses the technological innovativeness in engineering enterprises in Tanzania and analyses the factors affecting the innovativeness. It starts by analyzing various concepts regarding innovation, then analyzed from documentary review factors affecting innovativeness and then analyzed the innovativeness in Tanzanian enterprises.From the documentary review it was learnt that the following key factors influence technological innovativeness: Existence of innovation management; Existence of market to absorb the products of innovation; Existence of partnership between the universities and the firms; Existence of positive culture and politics towards innovation; The governmentplaying its role to influence innovation; Existence of the right knowledge; and Ability of the enterprises to access to financing institutions that support innovation.The research shows that there is hardly any fundamental innovation in Tanzania, what is presented as innovation is the copying of technologies and manufacture them using local material. Theresearcher established the following factors affecting the innovativeness of engineering enterprises in Tanzania: Level of education among the entrepreneurs in engineering enterprises; financing for the enterprises in Tanzania; partnership with R&D institutions; innovativeness culture; and market for Tanzanian products.

Abstract. The purpose of this study is to analyze the key factors for managing the product innovation process, from existing models over time. Different proposals are presented by different authors who have studied this phenomenon, and as a result of these have conceptualized the knowledge in different models of innovation, so this work focuses on meeting certain elements in a new model including a new variable was not been considered in previous models (Organizational Creativity). This study was focused on SMEs and theirimportance in the economy of any country. El propósito del estudio es analizar los factores clave para gestionar el proceso de innovación de producto, a partir de modelos existentes a través del tiempo. Este estudio va enfocado a las PyMEs por la importancia que tienen en la economía de cualquier país. The necessity of identification of key talents in company is known in all sectors of economy. Therefore the aim of the paper is based on competency analysis to define key factors leading to talent identification and internalization through competency modelling. Paper characterizes areas of necessary competencies on specific job positions in companies. Their targeting on employee and teams in talent management is revealed. The objective is based on analysis of primary survey conducted on 101 agriculture companies. The data were obtained through manager surveys for which a single manager represented the given company. One-dimensional and multi-dimensional statistics were used to evaluate the data. Based on statistical analyses of required competencies five factors characterizing area of key employee and team development were identified. Those factors are inclusive approach, management support, strategic development, leadership development and integrity. The resultant factors create competency models usable in specified job positions. Limits of the paper is narrow focus on primary sector companies. The results may help surveyed companies in primary sector to set required and necessary competencies for specific areas to identify and develop employees, talents and teams.

Incompleteness of processes of structural reformation of Ukrainian economy reveals itself on the regional level. Argument towards the utility of decentralization reform was Ukraine-Europe integration. Decentralization should be viewed as a powerful tool of governmental policy for balanced development of territorial communities. In addition, it’s crucial to remember that the greatest effect will be achieved in a long term. Strategic development of united territorial communities (UTC) includes countless tasks that need to be solved as soon as possible. And organization of effective logistic activity in the region appears to be one of the ways to strengthen regional economy, to improve security level and development. The problem of ensuring stable socio-economic growth of a community is as well a logistic problem. It can be represented as a problem of optimization of flow processes of effective resource usage to achieve balanced processes of creation and consumption of resources in socio-economic system. Logistization of economic relationships on UTC level allows community to ensure better decision making of key tasks of regional management such as creation of optimal strategy to manage structural offers and material flows of social production; optimization of material, financial and informational flows of the region.

The article discusses trends in the strategic development of telecommunication companies in Russia. The factors of the strategies formation of the largest market players that determine the main directions of their investment activity are highlighted. Following the analysis of the five largest players in the telecommunications market, nine areas of digital transformation were identified: Internet of Things, OTT Applications, Cloud Technologies, Financial Technologies, Electronic Commerce and Big Data. The analysis of the implementation of investment projects of Russian telecommunications companies in the framework of their strategic development was carried out. It was identified trends in the transition of companies to the level of competition of digital platforms and ecosystems. A forecast has been made regarding the segmentation of the future digital market in Russia. The prospects for the development and significance of the development of 5G networks in Russia are named.

A necessary component of investment activity is the process of accumulating the necessary funds to finance investments. The natural state of limited internal own funds of the enterprise requires the attraction of additional (external) financing in the form of loans and borrowings. Investment lending is a promising area of activity of banks, the main task of which is the allocation of financial resources for the for-mation and development of production. Solving the problem of investment lending as a real sector of the economy pursues two goals: stabilization of the banking system in the rational allocation of financial resources and economic recovery through strengthening the position of commercial banks and small and medium enterprises (by attracting credit resources). Therefore, commercial banks engaged in investment lending should constantly and carefully study and analyze the condition of partner banks, both those with whom they are already working and those who are potential partners. The essence of the normative method of planning is to use a set of norms and standards when calculating the indicators of the indicative plan. The norm is the absolute value of the maximum allowable amount of material resources (ie, raw materials, fuel), as well as the cost of living labor for the manufacture of a unit of production. Standard – a relative indicator that characterizes the degree of use of tools, objects of labor, living labor costs. Norms and standards of consumption of paid services is a system of estimating the level of consumption by one person of certain types of services, which is based on scientifically based calculations of rational consumption. At the same time, in order to make specific decisions of the bank, it is necessary to be guided by a pre-thought-out strategy based on the "goal tree" and the system of plans of a commercial bank. In tactical terms, the main standard solutions can be provided in the credit policy of the bank for the period corresponding to the term of the project. At the same time, in the world economic literature, the standard deviation is called risk and is one of the most common absolute indicators of risk measurement.
