A wide range of topical theoretical and practical issues of regulation and normalization of modern labor processes is considered. The possibilities of using distance learning on the Internet are considered with the fulfillment of the requirements of the Federal State Educational Standard of Higher Professional Education to the learning out-comes according to the indicators established in the discipline programs - to know, be able, and have skills. It is noted that distance learning, being accessible to users, does not have an evidence base for its effectiveness in ensuring the quality of education. The analysis of federal state educational standards for all steps of existing educational system shows that meta-subject approach in learning and bringing up activity is becoming more urgent. Orientation to the key strategic priority of continuous education such as bringing up activity and forming the ability to study are also urgent. The main types of universal studying activities are analyzed: personal, subject, meta-subject results; usage of learning activity matrix during the process of study. Federal State Educational Standard of basic common education sets the demands to personal, meta-subject and subject results of learning after basic educational program of secondary education. So, according to the succession principle we should develop the competence of the students following these three directions transforming them into educational environment of the university. Thus, meta-subject competence should include ability to use intersubject definitions and universal learning activities performing them at learning, knowledge and social practice. The achievement of meta-subject results is connected with the nature of universal activity. The basis of nature-coordinated education should lie in basic values - and the most important is morality which is formed from the human nature. That is why the standards of the second generation formulate four blocks of universal learning activities: personal, regulative, common knowledge and communicative. According to their nature meta-subject activities are functional-oriented ones and they form the psychological basis and determining condition of subject task solution success. Meta-subject competence development supposes various forms of studying process organization. One of such organization forms can be the business game which can be used as the means of diagnosis and forecast of personal behavior in various situations. Project technology is also aimed to develop wide range of competence and creative abilities and that is why it suggests the integrity of research, searching, problem solving and comparison methods. It has been shown that nowadays the role of each course in meta-subject competence development has been growing rapidly.

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

В статье раскрываются исторические и экономические предпосылки формирования конструкторских навыков у студентов - будущих дизайнеров. Современные требования к специалистам дизайнерского профиля подготовки описываются согласно ФГОС высшего образования и среднего профессионального образования. Теоретической базой исследования стали работы российских ученых в области истории дизайна, образования, дизайн-образования, словари профессиональных терминов. Кроме того, был изучен классификатор рабочих профессий на предмет востребованности конструкторских навыков в профессии дизайнера. В статье рассмотрены исторические данные о формировании конструкторских навыков в мировых школах дизайна - советском ВХУТЕМАС-ВХУТЕИН и немецком «Баухаузе», которые определили принципиальные позиции дизайн-образования. Развитие конструкторских навыков входило в фундаментальную подготовку специалистов в этих известных учебных заведениях. Проведен анализ рынка труда и перспектив развития экономики в двух регионах Российской Федерации - Чувашской Республике и Алтайском крае, который показал, что востребованность специалистов с конструкторскими навыками, обладающих технической компетенцией, будет расти. Производство, промышленность и строительство стабильно развиваются. Следовательно, востребованность дизайнеров в студиях дизайна и интерьера, на мебельных производствах и мебельных салонах-магазинах будет расти. На основании контент-анализа педагогической литературы и словарей профессиональных терминов нами сформулировано обобщенное определение понятия «конструкторские навыки». Обосновывается актуальность овладения конструкторскими навыками для студентов дизайнерского профиля подготовки. Разнообразие трактовок понятий «конструировать», «конструирование» и «навык», обобщенная собственная формулировка понятия «конструкторские навыки» позволит продолжить исследование, выявить в дальнейшем дескрипторы, описать их и предложить педагогические условия для успешного формирования этих навыков. The article considers the historical and economic preconditions for the formation of design skills at students majoring in design. Modern requirements for students of design educational program specialization are described in accordance with the Federal State Educational Standard of Higher Education and Secondary Professional Education. The theoretical basis of the study is the works of Russian researchers in the field of the history of design, education, design education, as well the vocabularies of professional terms. The authors studied the classifier of occupations for the relevance of design skills in design professions. The article examines some historical data on the formation of design skills in the world design schools (the Soviet VKHUTEMAS-VKHUTEIN and the German Bauhaus), which determined the fundamental positions of design education. The development of design skills was part of the fundamental training of specialists in these renowned educational institutions. The article also provides the analysis of the labour market and the prospects for economic development in two regions of the Russian Federation (the Chuvash Republic and the Altai Territory). It showed that the demand for designers will grow. Manufacturing, industry and construction are developing steadily. Consequently, the demand for designers in design and interior studios, in furniture production and furniture showrooms will grow. Based on the content analysis of pedagogical literature and vocabulary of professional terms, the authors formulated a generalized definition of the concept of design skills. The urgency of mastering design skills for design students is substantiated. A variety of interpretations of the concepts of design, construction and skill, a generalized authors’ definition of the concept of design skills makes it possible to continue this study, identify descriptors in the future, describe them and suggest some pedagogical conditions for successful formation of the above-mentioned skills.
