В данной статье рассматриваются концептуальные основы реализации непрерывного образованияпо обновлению профессиональных навыков и приобретению цифровых компетенций с учетом региональных потребностей. Определены основные педагогические аспекты и инструментарий формирования инфраструктуры и кадрового потенциала в субъектахРоссийской Федерации с целью создания условий реализации непрерывного образования в течение всей жизни на основе дополнительных профессиональных образовательных программ. В публикации приведен тщательный и детальный анализ рассматриваемой проблемы с учетом актуальности подготовки кадров в рамках федеральных проектов по Цифровой экономике . Основной акцент статьи сделан на описание методов реализации интеграции цифровой образовательной среды вузамежду уровнями образования среднего профессионального, высшего и цифрового образовательного пространства непрерывного образования, в том числе для работников отраслей IT, связи, телекоммуникации. This article discusses the conceptual framework for the implementation of continuing education to upgrade professional skills and the acquisition of digital competencies, taking into account regional needs. The main pedagogical aspects and tools for the formation of infrastructure and human resources in the constituent entities of the Russian Federation are identified with the aim of creating conditions for the implementation of lifelong education throughout life based on additional professional educational programs. The publication provides a thorough and detailed analysis of the problem under consideration, taking into account the relevance of training in the framework of federal projects on the Digital Economy. The main focus of the article is on the description of methods for integrating the digital educational environment of a university between levels of education secondary vocational, higher and digital educational space of continuing education, including for workers in the IT, communications, and telecommunications sectors.

Introduction. Development of the economy via the introduction of new technologies stimulates the transfer of competencies through the expansion of exports of educational services in various professional sectors. The study of current skills and competences in the agricultural complex was carried out to identify the most competitive educational programs for adults’/continuing education on regional labor markets, which could be successfully exported by Russia to other countries. We also identified innovative educational products required by the agricultural sector in Russia. The purpose of this article is to study the process of implementation of adult/continuing education and training in Russian agricultural universities in international educational markets. Materials and Methods. Results of a questionnaire survey of higher education institutions under the Ministry of Agriculture of the Russian Federation concerning the implementation of short-term continuing educational programs exported to other countries were used here. Content analysis of popular skills was carried out to determine the most competitive strategies of exports to international educational markets (the case of Kazakhstan, Russia, and USA). The study was conducted on regional job search databases. The sampling scope involved above 3,000 current vacancies. Results. Theoretical and empirical results showed that countries purchase more complex skills if there is a demand for them in the country, and their own continuing education programs are not available. The acquisition of such skills is in demand in countries using a similar model of development of this industry. The increase in exports of Russian life-long education programs to international markets can be achieved by the transfer of high technologies in the agro-industrial sector. Potential countries for the export of continuing/ life-long education include those building cultural, political and socio-economical relationships with the Russian Federation. Discussion and Conclusion. This article is useful for heads of adult education departments of universities to determine the most perspective strategies for exporting continuing education services to international markets.

Currently, there is a tendency of rapid development of information and communication technologies and their implementation into the сountry`s economy and life of the society. The purpose of this article was to study the digital competencies of students at different levels of education, as well as their comparison with digital competencies of employed in the economy. The article considers the projects and strategies developed and implemented by the European Union and the Russian Federation in order to reform the educational environment and scale up the implementation of digital technologies. The objectives of the information society development Strategy in the Russian Federation for 2017-2030 and the Federal project “Digital educational environment” have been characterized. The advantages of education with the use of digital technologies over classical education have been adduced. The analysis of the results of a sample survey of the population on the use of information technologies and information and communication networks, as well as a sample survey of the labor force has been made. Special attention has been paid to the study of students ‘ skills in working with applied software, which allowed us to identify the most and least popular programs. The ability of students to work with digital equipment has been analyzed. The communication skills of students in the digital environment have been analyzed in detail. All digital competencies have been considered among students of both higher and secondary vocational education. This circumstance have allowed us to reveal the differences between these categories in the context of their participation in the digital economy. A comparative analysis of digital competencies of students of secondary vocational and higher education programs and employed in the economy of the Russian Federation, as well as a comparative analysis of digital competencies of students of our country and the European Union has been made.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

The article discusses a new technology in the field of administration – a method of data-based management. In the field of education, analytics is the necessary manager’s competence to fulfill his work duties. The author identified the problem of transforming legal norms when working with open data, which did not affect the change in institutional and cultural norms of “data- based management” in managerial decision-making practice. The article provides a comparative analysis of the professional standards’ requirements and educational programs for the managerial personnel’s professional development in the field of education. The author analyzed two aspects of the development of a data-based management system: personnel – the development of educational programs for training managerial specialists who can use such technology, and infrastructure – the development of digital open data services and digital data processing services for making managerial decisions. The tasks of developing education through the analysis of data for assessing its quality are reflected in the Decree of the President of the Russian Federation “On national goals and strategic objectives for the development of the Russian Federation for the period up to 2024” and can be implemented based on the professional capital of managers using tools for analyzing such data. It is necessary to improve the interaction of electronic information exchange services for more effective information interaction and the construction of analytical reporting. This will allow for the efficient integration of data from different information systems and electronic resources and obtain the necessary data of the information of interest.

Discussed is the problem of upbringing activities in the system of vocational education. In recent years this problem has not received much attention. To correct this situation, in July 2020 amendments were made to the law “On Education in the Russian Federation” about the problem of upbringing of students. Approved that it is necessary to include a working program of upbringing of students in educational programs. It is proposed that at the beginning the educational organization should develop a generalized program of upbringing of students and a calendar plan of upbringing activities. A variant of the program of upbringing of students at the university is given.

One of the main aims and objectives of Modern Russian education is to make a human be ready for effective working and interacting in the multiethnic educational environment. Different aspects of the multiethnic education are registered in numerous Legal Acts of the Russian federation. Educators multiethnic competence comprises such aspects as knowing national, religious, gender and other peculiarities of students under training, respective attitude towards them; the ability to behave in terms of cultural conformity as well as the ability to organize meaningful dialogue in a multiethnic group and to use these cultural peculiarities to enrich students personal experience. Moreover, educators multiethnic competence also includes understanding of students ethnopsychological reactions which are conditioned by their cultural background and national identity. The trainee has to anticipate and to resolve a conflict in a multiethnic group. Cultural studies of different nationalities have to be organized in different ways: among the most popular methods we are bound to mention the historical studies of nations and the annexation of different ethnic communities to the Russian federation, the history of an ethnic group contribution to the heroic deeds during wars and while defending the homeland. One of the most effective ways of understanding and assimilating other peoples traditions and customs is to make students participate in different national festivals, religious holidays and feasts. Reading national poets and writers contributes greatly to the better acquisition of the material as well. There are some other methods to get acquainted with cultures for example, National days, learning national games, songs, poems; collective projects, competitions, contests; work with families and family celebrations of national holidays with national food, family stories about strong family traditions and customs; training exercises which cultivate students tolerance towards other nations and ethnic groups etc.

Introduction. Human resources potential is one of the most important tools for achieving the objectives included in the key programme documents for the development of science and technology in the Russian Federation and the main element in the research and development resources of the state. Human resources potential is fundamentally made up of researchers employed in science and technology, including young researchers. Even though in recent years the government of Russia has been paying a lot of attention to developing mechanisms to attract and support young researchers in the sciences, we are still seeing a decline in their number, including in the number of researchers aged 39 or younger. The article presents the findings of tools for monitoring the financial support available to young researchers, recipients of scholarships and grants from the president of Russia, as well as grants provided by key research foundations. Monitoring Tools. The main monitoring tool is formal logic methods such as classification, analysis, synthesis, deduction, and induction. The monitoring was conducted using the materials published on the official websites of research foundations, the annual reports of said foundations, as well as other information in the public domain. The monitoring covered 42 foundations and 8 federal regulatory acts. The subject of the study was the financial tools for supporting young researchers, specifically the grants and scholarships of the president of the Russian Federation and major research foundations such as the Russian Research Foundation, the Russian Foundation for Basic Research, the Foundation for Assistance to Small Innovative Enterprises, and the Skolkovo Foundation, as well as state-funded programmes aimed at supporting young researchers; the findings of the monitoring are summed up in consolidated tables. Results. The support system for grant recipients spans all age categories of young researchers. Meanwhile, federal programmes offer a broader range of assistance to students, postgraduate students, and young researchers than to candidates and doctors of sciences. The most common types of assistance are grants and scholarships, while prizes are not as common. Regional and industrial foundations for assisting research, development, and innovation only function in some regions of the Russian Federation. Programmes aimed at supporting research activities are offered by regional and industry foundations through their official websites and are widely varied (the most common offerings include competitions, training programmes, organisation of conferences, exhibitions, forums, as well as special prizes and grants). Conclusion. Thus, the article provides information about the existing system of grants aimed at providing support and assistance to young researchers; the article also offers some information about the conditions, amounts, and timeframe for the provision of the scholarships and grants from the President of the Russian Federation; there is also a review of the tools for assisting young researchers in the context of such recipients’ status, as well as the forms and types of assistance (including for young researchers) provided by industry and regional foundations for research, development, and innovation.
