The subject of this study is to present the concept of a model solution for the public security system of monocentric and polycentric agglomeration. Taking into account the security conditions of a large urban agglomeration, one universal scheme of police organization has been adopted. Its func-tioning on the basis of specific forms and methods to some extent limits the autonomy of police chiefs in shaping safety in accordance with the specificity and internal social and organizational conditions of the agglomeration. Among the available research methods, the participatory observation method was used in particular. Nevertheless, the basic scientific method for obtaining empirical data was a diagnostic survey. Furthermore, the article presents the opinion of police officers on the transfer of solutions from the Warsaw agglomeration to other agglomerations in Poland. The author’s conceptual proposal of a model solution for the public safety system of a large urban agglomeration was presented.

The relevance of the subject matter of the article is determined by the increasing spread of volunteering in our country, in particular, the formation of voluntary people’s guards that are intended to assist all state authorities includinglaw enforcement agencies. The legal basis for cooperation between the police and the public is fixed in the corresponding statutory documents. The performanceof voluntary people’s patrol depends considerably on the level oflegal, moral and psychological competenceof its members allowing to interact withlaw enforcement officers. Vigilantesshould understand the specifics of human rights practices and law enforcement activities. The decrees of the Ministry of Internal Affairs of Russia define the procedure ofvigilante groupstraining, but their implementation requires the development of policy and methodological documentation. The article presents the analysis of the existing practice of vigilantes training atlaw enforcement agencies, and identifies deficiencies and contradictions in thelevel of their expertise. The article discusses the specific features of such training: its short-term duration, as well as the heterogeneous composition of thevigilante groups as to age and profession. The authorpresents experience in implementing specially developed program forvigilantestraining that is unique both in content and in methods used. The content is presented on the basis of classification of representative tasksthat have to be solved by voluntary people’s patrol in joint activities with police officers. These tasks formed the basis for the three training modules reviewed in the article («Minors», «Foreigners», «Maintenance of order»). Practice-oriented training methods include analysis of real situations that are presented in the classroom in various aspects and forms. Test and situational materials developedon their basis can be used in the process of training as well as for monitoring the effectiveness of the work performed. In conclusionthe author presentsthe analysis of the effectiveness of the suggested training program for vigilante groupas compared to the control group.

The paper analyzes the results of the research on the attitudes of the public order and traffic police officers in seven regional police departments in Serbia - Belgrade, Novi Sad, Subotica, Novi Sad, Nis, Kragujevac and Zajecar. The subject of the research is the analysis of the police attitudes on discrimination, recognition of its essence, the scope of vulnerability of particular social groups and recognition of the hate speech. Also, the subject of the research is: determination of relationship with measures which should improve the position of vulnerable groups and the relationship with the institutions in terms of their responsibility for the appearance of discrimination and its impact on the reduction, then the personal experience of discrimination and analysis of attitudes regarding certain claims of stereotypical character. The results of this research are given in the comparative analysis with the results of the research on the attitudes of members of the criminal police conducted in 2014, so we have indication of perception of discrimination by the police in all three key operating police areas. In regard to some issues, a comparative analysis of the results from the survey of citizens? attitudes towards discrimination conducted in 2013 by CESID is provided.


ROBERT HOOKE’s ideas on scientific method have been the subject of several previous investigations, Hooke was concerned to utilize and develop Bacon’s suggestions for the prosecution of scientific inquiry, and in his early writings he hinted that he might have a general procedure that would enable him to ‘raise axioms and theories’ by means of some kind of semi-automatic process— his ‘philosophical algebra’. Thus he may have conceived the development of a method for establishing Bacon’s ‘ladder of axioms’, which could be deployed by any investigator in natural history or science. Or Hooke may have intended that his method should be analogous to procedures that some 17th-century writers such as Descartes supposed were possessed by the ancient geometers for arriving at their axioms, but which they chose to keep secret! Hooke himself seems to have given some credence to this legend when writing his ‘Method of improving natural philosophy’, which was subsequently published at the beginning of his Posthumous Works . However, his editor, Richard Waller, pointed out that Hooke never gave any account of his ‘philosophical algebra’ or showed how the ancients might have worked backwards (or upwards) from theorems to axioms. The nearest thing we have to seeing Hooke’s views on method in science actually at work— and revealed as such to the public— is, I believe, in the development of his theory of the Earth, and in his proposed empirical methods for the testing of his theory, presented in lectures to the Royal Society in 1686 and 1687. But what we have there is essentially an exercise in hypothetico-deductivism, and we do not see anything like an algebraic method used (somehow) for raising a ‘ladder of axioms’.

The sphere of the unknown, supernatural and miraculous is one of the most popular subjects for everyday discussions in Ayodhya – the last of the provinces of the Mughal Empire, which entered the British Raj in 1859, and in the distant past – the space of many legendary and mythological events. Mostly they concern encounters with inhabitants of the “other world” – spirits, ghosts, jinns as well as miraculous healings following magic rituals or meetings with the so-called saints of different religions (Hindu sadhus, Sufi dervishes),with incomprehensible and frightening natural phenomena. According to the author’s observations ideas of the unknown in Avadh are codified and structured in Avadh better than in other parts of India. Local people can clearly define if they witness a bhut or a jinn and whether the disease is caused by some witchcraft or other reasons. Perhaps that is due to the presence in the holy town of a persistent tradition of katha, the public presentation of plots from the Ramayana epic in both the narrative and poetic as well as performative forms. But are the events and phenomena in question a miracle for the Avadhvasis, residents of Ayodhya and its environs, or are they so commonplace that they do not surprise or fascinate? That exactly is the subject of the essay, written on the basis of materials collected by the author in Ayodhya during the period of 2010 – 2019. This study was aimed at identifying new effective forms that could facilitate the achievement of a practice-oriented result, i.e. students’ ability to communicate in any speech situation, as well as their readiness for various kinds of oral and written examination tests, including the public defence of projects in the 10th grade and writing December essays in the 11th grade. The article considers rhetorical competitions as a means of developing communicative and linguistic competencies among 10th–11th grade students of a polycultural school. The article provides recommendations on organizing such competitions, criteria for evaluating presentations, examples of oral presentations. A textual analysis of the folklore material of Dagestanian and Russian fairy tales and proverbs allowed the authors to conclude that an inexhaustible set of universal themes that have become the subject of reflection in different nations, can teach students to respect other cultures and extend their knowledge of the world and other people. The experience of a rhetorical competition in high school on the basis of fairy tales and proverbs of different nations is expected to help students form such core competencies as critical thinking, creativity, communication and cooperation (ability to work in a team).

The approach of this research is qualitative and descriptive. In this study those who become the subject of research is an informant (key figure). The subject of this study is divided into two main components, consisting of internal public and external public that is from the Board of the Central Executive Board of Gerindra Party, Party Cadres, Observers and Journalists. The object of this research is the behavior, activities and opinions of Gerindra Party Public Relation Team. In this study used data collection techniques with interviews, participatory observation, and triangulation of data. The results of this study indicate that the Public Relations Gerindra has implemented strategies through various public relations programs and establish good media relations with the reporters so that socialization goes well. So also with the evaluation that is done related to the strategy of the party. The success of Gerindra Party in maintaining the party’s image in Election 2014 as a result of the running of PR strategy and communication and sharing the right type of program according to the characteristics of the voting community or its constituents.Keywords: PR Strategy, Gerindra Party, Election 2014

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.

The lecture support system in Higher Education has information about student identity in each system, such as profile photos, names, NIM (Student Registration Number) and according to system requirements. An assessment on the public viewboard is an Online Assessment System aimed at improving services at Raharja University. However, in the multiplication flow system still has 3 disadvantages, namely, students do not yet have the facility to see the allocation value between friends in one class in one course to be able to improve the results of lecture grades with classmates and also between classes. In class design Popular writers also do five methods, namely the method of analysis, method of literature review, observation method, design method, and then implemented. With the existence of this study, there are 3 Benefits, namely, students can see the value determined by classmates, can improve the value, and lecturers can ensure the value given must be recognized by students.

The Anthropology A-level has achieved a great deal despite its failure to be redeveloped as a qualification. In this article I discuss what this means and why this matters for anthropology education. I show how the Anthropology A level was just one component of a much wider movement to engage new audiences with anthropology. I demonstrate how the A-level brought biological and social anthropology into schools and colleges that had never offered the subject before. The A-level diversified the community of anthropology educators and increased links between local schools, colleges and university anthropology departments. The campaign to widen access to anthropology for students, teachers and the public continues to grow, regardless of the AQA decision.
