The rapid development of science and technology has led to the emergence of a crisis in society. Science "pushes" religion, but does not offer a new moral code in its place. The definitions of "security" are almost as many and as controversial as postmodernism. For the purposes of this study, however, it will be sufficient to define security as "the functional state of a system that provides for the neutralization and counteraction of external and internal factors affecting or potentially damaging the system." This scientific article presents a study, which seeks to answer the question why the paradigm "security" is so important in the postmodern society, what are the roots of its influence and meaning, and to seek conclusions and guidelines for its increase.

The development of irregular warfare and various phenomena of post-modern warfare increasingly make war strategies develop dynamically and adaptively. Strategy is no longer used as a tool to win wars like in the traditional era but is more directed towards how to maintain space security or security. In addition, threats are also growing rapidly and extraordinary in line with the rapid development of science and technology so that the study of strategy itself must also be adaptive and dynamic. This study uses a qualitative approach by using a literature study. The results of the study prove that to deal with this, the government needs to integrate between actors competing in irregular wars to support national security. The government must also take firm and bold steps to make 'peace' with non-state actors.

The scientific article deals with the conceptual questions of the state policy of Ukraine regarding the participation of the Armed Forces in the collective security system. The specifics of state policy in national security and defense are outlined; its influence on the formation of Ukraine's foreign policy in the 21st century is clarified. The focus is on the factor of Russian aggression in the Crimea and the Donbas, which is extremely actualized the issue of Ukraine's participation in the collective security system in the region. The author draws attention to the fact that the participation of the Armed Forces of Ukraine (ZSU) in the collective security system has remained an integral part of the state policy since the implementation of its multi-vector foreign policy model, without having a clearly defined political strategy. It was stated that only with the beginning of Russian aggression against Ukraine and the appearance of new challenges to national security and defense, the issue of the Armed Forces' participation in the collective security system became conceptual and received a clearly defined vector of development. It can be concluded that our country's participation in the Euro-Atlantic security system will permit it to influence collective political decisions and international policymaking in the region. At the same time, the expansion and deepening of Ukraine's international relations lead to urgent the need for improvement of the regulatory framework of the security and defense sphere. The prospect of integration into NATO's collective security systems and under the presidency of the EU (European Union) will also give an impulse to the transformation of the Armed Forces into a professional army able to resist any challenge to the national security of the country, towards raising military standards. Being over-dependent on imports, China has been faced with the problem of food insufficiency in recent years.This paper, with the adoption of the indicators of agricultural development and relevant models, aims to explore factors affecting food security in China, in particular, technological elements. The findings demonstrate that technology plays a vital role in improving food production. It is recommended to increase the input of science and technology and improve agricultural mechanization.

The problem associated with the household behavior on solid waste disposal site in today�s society is complex because of the large quantity and diverse nature of the wastes. Due increase the population, rapid development, global agricultural development has moved rapidly, limitations of financing, emerging limitations of both energy and raw materials and also add to the complexity of any waste management system, large quantities of wastes are being generated in different forms such as solid, liquid and gases. This research explored factors affecting the level of participation in solid waste segregation and recycling of households in Romania, as well as examining current Romania households waste management practices and their knowledge of waste management. This study investigated the solid waste situation and the organization of solid waste management in both urban and rural settings from the perspective of households. Solid waste management is a key component of public services which needs to serve the urban and rural municipalities in an efficient way in order to maintain a decent standard of public health.

The article emphasizes that modern governments, working in unique socio-economic, historical and cultural conditions, must take into account global trends, as well as the growth of citizens’ expectations associated with the rapid development of information technologies and other factors. In such circumstances, special attention is paid to the effectiveness of public administration. The article discusses some of the significant factors impacting the effectiveness of public administration, such as the professionalization of the state apparatus, the legibility of the institutional framework, the optimization of information flows and corporate culture. In accordance with this, on the basis of work experience in the public administration system and analysis of civil service reforms in the countries of the region, the main challenges and possible solutions are shown. In the professionalization of the state apparatus, the importance of the merit principles in the selection and promotion stages of personnel through the empowerment of human resource (HR) management services, the integrity of tools and approaches at all stages of selection process, and the responsibility of the selection board are noted. The author focuses on the need to ensure a balance of powers, responsibility and resources, delimitation of powers between political and administrative civil servants, optimization of information flows. Particular importance is paid to corporate culture, which is one of the main factors affecting the efficiency of the state apparatus. It is noted that central values of corporate culture and leadership in state bodies of the countries of our region, along with generally accepted in the modern leadership theory, should be respect for the dignity, work and time of employees.

β-NiAl coatings on a superalloy substrate will inevitably result in severe rumpling at elevated temperatures; however, the associated rumpling mechanisms are not completely understood. The scale rumpling behavior of a β-NiAlHf coating deposited by electron beam physical vapor deposition (EB-PVD) on single crystal superalloy IC21 was investigated in this work. Some internal factors, including the mismatch in the coefficient of thermal expansion and the stress induced by the growth of oxide scale and the phase transformation, were taken into consideration. The thermal mismatch stress between the coating and substrate was the main internal factor responsible for rumpling behavior during thermal cyclic loads, while the phase degradation from β-NiAl to γ’-Ni3Al in the coating played a dominant role during static thermal loads.
