Аннотация: В статье рассматриваются возможности использования электронных ресурсов образовательного портала БГУ в учебном процессе. Одним из важных направлений развития системы высшего образования является внедрение информационно-коммуникационных технологий в процесс обучения, в том числе и русскому языку как неродному. В связи с этим появилась настоятельная потребность поиска новых подходов к организации учебного процесса с целью достижения его качества и уровня мировых стандартов. В статье дана информация об «Образовательном портале» и принцип его работы, также рассмотрены функции электронной библиотеки, электронных ресурсов и показаны Возможности Образовательного портала, Портала «Образование на русском» Государственного института русского языка им. А.С. Пушкина. Ключевые слова: электронное образование; образовательный портал; интернет- технологии; googleclass, учебный сервер; электронные ресурсы. Аннотация: Макалада БГУнун билим берүү порталынын электрондук ресурстарын пайдалануу мүмкүнчүлүктөрү каралган. Жогорку кесиптик билим берүү системасын өнүктүрүүнүн маанилүү багыттарынын бири, анын ичинде орус тилин чет тили катары окутуу жараянына маалымат жана байланыш технологияларын киргизүү болуп саналат. Бул жагынан алганда, анын сапатын жана эл аралык стандарттарга жетүү үчүн билим берүү жараянынын уюмуна жаңы мамилелер үчүн абдан зарыл болуп турат. Annotation: The article considers the possibility of using the electronic resources of the educational portal of Bishkek Humanitarian University in the educational process. One of the important directions in the development of the higher education system is the introduction of information and communication technologies in the learning process, including the Russian language as non-native. In this regard, there was an urgent need to find new approaches to the organization of the educational process in order to achieve its quality and the level of world standards. The article provides information about the "Educational Portal" and the principle of its operation, also discusses the functions of the electronic library, electronic resources and shows Opportunities of the Educational Portal, “Education in Russian” Portal of the State Russian Language Institute of A.S. The article considers the system of principles for creating a modern textbook for adults as a basic linguodidactic tool in teaching Russian to foreigners at an advanced stage of training, with the focus of the educational process on the formation of intercultural competence. Russian language textbook for foreigners contains topics and situations of reality that are relevant to Russian linguoculture in their verbal embodiment in texts of different genres and styles of the modern Russian language. The author demonstrates that with a cognitive-communicative approach, the discursive base of the textbook on the Russian language for foreigners contains relevant topics and situations of reality in their verbal embodiment in texts of different genres and styles of the modern Russian language.; the linguistic concept of the textbook is based on the achievements of theoretical Russian studies; the methodological interpretation of the educational material reflects the understanding of the experience of teaching Russian to foreigners. The textbook serves as a basis for creative use both by the teacher in the educational process and by the students in their independent work, which plays a crucial role in learning. The author emphasizes the importance of the modern textbook as a means of improving the professional competence of the teacher. The author notes that the textbook takes into account the specifics of the forms and norms of modern communication, including the use of information and communication technologies. The textbook is based on clearly defined goals based on the internal motivation of students, focuses on the development and improvement of their communication skills with the active cooperation of the teacher and the student.

In modern conditions of informatization of society, the use of information and communication technologies is becoming a necessity. The Internet provides tremendous opportunities to improve the process of language learning, increase motivation and enhance learning activities. In the educational process, teachers can use both ready-made software tools and materials from the Internet, and independently developed electronic textbooks, interactive tasks and tests based on Internet technologies. The author analyzes various platforms that allow you to organize the educational process in the format of distance learning. The article discusses various online services that allow you to create interactive tasks in the discipline for distance learning and in online format. The article provides practical recommendations on the implementation of information and communication technologies in the process of language learning. The author has developed various interactive tasks in the Russian language based on ready-made templates offered by various Internet services and designers. The author explains how to implement such services as Learning Apps, H5P Designer, Learnis educational platform to create your own interactive tasks,. The use of a set of exercises based on interactive technologies is considered as a promising and effective direction of the scientific and methodological work of the teacher. The author concludes that the use of information and communication technologies will increase the level of information competence, motivation in language learning, cognitive activity and logical thinking.

With modern realities in the development of new media and the information and communication technologies (ICT), the skills of checking information for the reliability of sources – fact-checking (or fact-check) is extremely important. The article briefly considers the term fact-checking and gives the definitions and also related concepts. The author’s understanding of approaches to and tools of the fact-checking in the context of the concept “Source Studies 2.0” is offered. English dictionary definitions are analyzed and translated into Russian, an overview of the Russian-language interpretations is given, as well as links to key publications on the topic.

The authors, based on the latest research, prove that the modern generation with its peculiarities needs new creative methods and teaching methods that will take into account the specifics of cognitive activity of modern youth, its values, needs, psychological characteristics and technical skills. It is necessary to change not only teaching and learning methods, but also the style of communication between the subjects of the educational process, the form of presentation of information, knowledge, preparation of a new type of educational and methodical literature, active use of information and communication technologies.

The article describes the process of training future specialists under the program "Professional education", its features, conditions for implementation, aspects of further development, as well as some of the difficulties that arise during its organization. The focus of the department on how to create a new architecture of the educational process within the program "Professional education" is set by the leading principles: modularity, integrability, flexibility and dynamism, and methodological approaches - competence, activity-based, subject-oriented, environmental – were the basis for its development. As a result the authors presented a model for training a modern specialist with formed professional skills and personal and professional qualities, capable of being in demand in the labor market. The research results can be used in the educational process in the context of how to implement relevant programs in accordance with the new requirements in the educational services market. The rapid technologization of the socio-economic development of our society was reflected in the system of vocational education, designed to prepare highly qualified and competent specialists for the modern economy, science and industry. The transformation of the educational sphere is taking place under the influence of new technologies and human practices that change the social order. The determined infrastructural spheres have the greatest impact on this transformation, we are talking about "Communication Infrastructure": the sphere of information and communication technologies that affect all processes of accumulation and transmission of information; "Infrastructure of production and consumption": a financial and investment sphere, which sets the general rules for interaction in the economic and educational system. The above said made it possible to determine the further vector of educational activities of the Department of Pedagogy and Psychology of Vocational Education in training the specialists in "Professional Education" field both at the bachelor and master degrees.

This article discusses the problems of ever-increasing demands on the organization and quality of the educational process on the part of society. Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. Such opportunities are provided by the use of a cloud-based educational environment of the university.

The modernization of higher education is mandatory condition for the current stage of Russian society development and the ensuring of the Russian economy competitiveness. One of the priority issues of modernization is the strengthening of the significance of self-students studying. This is due primarily to the considerable reduction in the number of classroom sessions and the increase in hours provided for self-students studying. Self-studying becomes the basis for the professional development of a bachelor, encourage his cognitive interests, promotes the essential objectives of the training, that is, the formation of communicative and professional competences. The nature of the relationship between the teacher and the bachelor alters within the framework of competence-oriented education. The teacher, released from the mere transfer of knowledge, gets freedom in choosing forms of interaction or rather in choosing the methods used in such field of studying as “Foreign Language”. Classical teaching methods are replaced with new ones. The emergence of information and communication technologies led to their rapid introduction into the educational process. The organization of self-students studying through the use of information and communication technologies is of great interest to many educational specialists. The specific nature of information and communication technologies lies in the creation in the educational process of various kinds of relations and conditions of real life, requiring from bachelors not only the knowledge of work-related material, but also their familiarization with a given image, a holistic immersion in the professional environment. The use of simulation technology facilitates the formation of cognitive-search activity of bachelors, causes incentive for learning a foreign language.

The article is devoted to the problem of bullying and anti-bullying policy in school institutions. The problem of bullying, from a scientific point of view, began to be studied at the end of the 20th century. Today, this issue is covered in all laws and programs related to ensuring a safe educational environment for participants in the educational process. Bullying, as a social and pedagogical problem, has been actively studied since the beginning of the development of information and communication technologies, which contributed to the rapid dissemination of not only verbal, but also media information: photo and video facts about manifestations of bullying between children. The article presents the results of the research "Unicef", "La Strada-Ukraine", which indicate the prevalence of the phenomenon of bullying among children. The essence of the concept of "bullying" is revealed, as well as categories that are close in meaning: "violence", "aggression", "bullying", "bullying", "conflict". The structural components of the roles of the bullying process are described: initiators or offenders, helpers of offenders, defenders of the victim, victims and observers. The article provides data on anti-bulging programs in foreign countries and focuses on the problem of anti-bulging policy in educational institutions of our country. Three main approaches that make up the anti-bullying policy of schools are analyzed: disciplinary, restorative and an integrated approach, which is implemented using two directions: managerial and educational. The directions of anti-bullying policy at school are presented, namely managerial and educational. The managerial direction is organized and implemented by the head of the educational institution. The constituent components of activities in this area are an analysis of the current situation in an educational institution, the development of an official position of the institution regarding bullying and informing all participants in the educational process about it, the development of rules of conduct for all participants in the educational process and informing about them, defining the responsibilities and responsibilities of participants educational process in relation to the rules of safe behavior in an educational institution, instructing employees, students and parents. Whereas the educational direction is characterized by informing, explaining, developing the skills of tolerance and non-violent communication of all participants in the educational process.
