Abstract Indonesia is an archipelagic country with an area of the ocean covering almost two-thirds of the total area of the archipelago which has potential with coastal, oceanic, mineral, oil and natural gas resources, however the boundaries and management of marine and coastal areas are not yet optimal and evenly distributed, especially by the Government. Area. Law Number 23 of 2014 concerning Regional Government has stipulated that the maximum boundary for the provincial sea area is 12 nautical miles, while the limit for regency / municipal marine production is a maximum of 4 miles, if the boundary of the sea area between provinces does not reach the maximum limit, the limit will be divided by the distance equal to the principle of the median line. The division of authority in the management of maritime and coastal boundaries is felt by the regional and central governments. This research is aimed at analyzing the implications of the Regional Government Law on several laws and regulations on marine and fisheries and to find out the ideal division of authority in the management of maritime and coastal boundaries. This study uses a normative juridical methodology approach. This research aims to provide a more detailed explanation regarding policies that regulate aspects of the management of maritime and coastal boundaries as well as the implementation of central, regional and other vertical authorities for the welfare of people in the Sea and Coastal areas. The results of the study can be concluded that the implementation of regional government authority in managing the boundaries of coastal sea areas is the division of concurrent governmental affairs of choice and division of affairs in the marine sector between the Central Government, Provincial Regions and Regency / Cities, especially in the marine and fisheries sector. Abstrak Indonesia merupakan negara kepulauan dengan luas wilayah lautan meliputi hampir dua pertiga bagian dari seluruh luas wilayah Nusantara yang memiliki potensial dengan sumber daya pesisir, lautan, mineral, minyak dan gas bumi, namun batas dan pengelolaan wilayah laut dan pesisir belum optimal dan merata khususnya oleh Pemerintah Daerah. Undang-Undang Nomor 23 tahun 2014 tentang Pemerintahan Daerah telah menetapkan bahwa batas maksimal wilayah laut provinsi sejauh 12 mil laut, sedangkan batas bagi hasil kelautan kabupaten/kota maksimal sejauh 4 mil, apabila batas wilayah laut antar provinsi tidak mencapai batas maksimal, maka batas akan dibagi sama jarak dengan prinsip garis tengah (median line). Pembagian kewenangan dalam pengelolaan batas wilayah laut dan pesisir dirasakan oleh pemerintah daerah dan pemerintah pusat. Penelitian ini diarahkan untuk menganalisis implikasi Undang-Undang Pemerintahan Daerah terhadap beberapa peraturan perundang-undangan tentang kelautan dan perikanan serta mengetahui pembagian kewenangan ideal dalam pengelolaan batas wilayah laut dan pesisir. Penelitian ini menggunakan pendekatan metodologi yuridis normatif. Dalam penelitian ini bertujuan untuk memberikan penjelasan lebih terperinci mengenai kebijakan yang mengatur aspek pengelolaan batas wilayah laut dan pesisir serta pelaksanaan kewenangan pusat, daerah dan lembaga vertikal lainnya untuk mensejahterakan masyarakat di wilayah Laut dan Pesisir. Hasil penelitian dapat disimpulkan bahwa pelaksanaan kewenangan pemerintah daerah dalam pengelolaan batas wilayah laut pesisir merupakan pembagian urusan pemerintahan konkuren pilihan dan pembagian urusan bidang Kelautan antara Pemerintah Pusat, Daerah Provinsi dan Daerah Kabupaten/Kota terkhusus pada sektor kelautan dan perikanan.

Pelaksanaan desentralisasi dalam negara kesatuan berarti memberikan hak untuk mengatur dan mengurus kepentingan dan aspirasi masyarakat setempat pembentukan daerah otonom dan penyerahan kewenangan secara hukum dari pemerintah pusat ke pemerintah daerah untuk mengatur, mengurus dan/atau bagian dari urusan pemerintahan tertentu. Untuk itu daerah otonom diberikan kewenangan untuk membentuk peraturan daerah. Penelitian ini merupakan penelitian hukum normatif yang membahas tentang urgensi pembentukan peraturan daerah pada era otonomi daerah ialah sebagai rule dari pelaksanaan otonomi daerah, utamanya menyangkut urusan-urusan pemerintahan sebagaimana dimaksud pada Undang-Undang Pemerintahan Daerah dan Peraturan Pemerintah Nomor 38 Tahun Tahun 2007 tentang Pembagian Urusan Pemerintahan antara Pemerintah, Pemerintahan daerah Provinsi, dan Pemerintahan Daerah Kabupaten/Kota. Serta konsep ideal peraturan daerah pada era otonomi daerah dikembalikan kepada asas formil dan materil pembentukan peraturan perundang-undangan sebagaimana termuat didalam Undang-Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-Undangan. URGENCE FOR ESTABLISHING REGIONAL REGULATIONS IN THE ERA REGIONAL AUTONOMY The implementation of decentralization in a unitary state means giving the right to regulate and manage the interests and aspirations of the local community, the formation of an autonomous region and the delegation of legal authority from the central government to the regional government to regulate, manage and/or part of certain government affairs. For this reason, autonomous regions are given the authority to form regional regulations. This research is a normative legal research that discusses the urgency of the formation of regional regulations in the era of regional autonomy, namely as a rule for the implementation of regional autonomy, especially regarding government affairs as referred to in the Regional Government Law and Government Regulation Number 38 of 2007 concerning Division of Affairs. Government between the Government, Provincial Government, and Regency/City Regional Government. And the ideal concept of regional regulations in the era of regional autonomy was returned to the formal and material principles of the formation of laws and regulations as contained in Law Number 12 of 2011 concerning the Establishment of Legislations.

Abstract Amendments to the laws on local government undnagan impact on local government authority in running the affairs of government. For 10 years Indonesian running the regional autonomy system using Law No. 32 of 2004 on local government, and amendments thereto, for the moment the law declared invalid by the enactment of Law No. 23 Year 2014 on Regional Government, the State Gazette of the Republic of Indonesia Year 2014 No. 244, on October 2, 2014. in the Act governing the affairs of government that must be done by the central government, provincial government and local government district / city. Some affairs are regulated in more detail in the Government Regulation No. 18 Year 2016 concerning the Region, which regulates the scope of authority in dealing with government affairs. PP No. 1/2016 outlining the areas that must be held in an area with indicator, scale of values that can be found local work load. Environmental Management itself in Law number 23/2014 and Government Regulation No. 1/2016 is a category / classified in the Mandatory government affairs unrelated to basic services.Keywords: Local authorities, Environment, government affairs

This paper discuss good governance model for conflict resolution around water tourism area in Indonesia. This paper developed structural factors that influence water tourism such as the population, economic development, regional generated revenue, real-time sector revenue, poverty rates, and water management which is the focus of the study affected the rising of the water conflict. This study is field research qualitative study. The objects in this research are water tourism stakeholders which are composed of three different water tourism management in Karanganyar, Central Java, Indonesia, namely Grojogan Sewu, Jumog and Peblengan. This study conducted in Karanganyar as a district that has a natural beauty with huge potential to further develop its natural attractions. The data sampling is done by observation and interview. From the result of this study it can be concluded that (1) there needs to be a clear explanation for the villagers near the water tourism area that the natural resources of water needs to be preserved and used moderately ; (2) a communication needs to be established between the stakeholders and those using the water resource, for the sake of the villagers’ welfare as well as the economic improvement; (3) the government, both the regional government as well as the central government need to make regulation to keep the condition of the nature without ignoring the possibility of conflict ensuing because of water usage by the villagers; (4) increasing the role of the villagers in managing the water resource so that there will be no prolonged conflict in the future.

The increase of regional capacity in managing the needs of Regional Development accompanied by the Delegation of Authority from Central Government to Regional Government, has implications in increasing the need for Development Funds, while the Regions can’t continue to rely on the fulfillment of these needs to the Central Government. In response to this, in implementing Autonomy, the Regions are given additional Authority of Financial Management. Such authority, creates demands for the Regions to be creative and focused in achieving the Government Goals that have been established.,As an effort to execute duties and functions of Regional Government in the form of Regional Financial Management, then a region must be able to recognize the potential and explore all the resources it has. Local Government is expected to dig deeper related to the potential derived from its own financial resources, especially in order to meet the needs of government financing and development in the region, one of them through Local Own Revenue as one of the main sources of Regional Financial Reception. Independence of Local Own Revenue for a Regional Government, giving positive support to the ability of the region in meeting the needs to build the region. Thus, the greater source of income derived from the potential owned by a region, the more freely the area can accommodate the needs of community without the interest of Central Government which is not in accordance with the needs of people in the region.

Social assistance is the provision of assistance in the form of money or goods provided from the Central Government to the Regional Government or central institutions in the region. The expenditure / burden of social assistance in the Regional Office of the Ministry of Religion of North Sulawesi Province is in accordance with Government Accounting Standards (GAS). for procedures for social assistance that have been going well, can be seen from the procedures stipulated in the proposal until the disbursement of funds or goods. Impacts Insecurity in Aden will deal a blow to the legitimacy of the Saudi-backed Hadi government. A major setback in the south will reflect badly on the reputation of Saudi Defence Minister Deputy Crown Prince Mohammed bin Salman. Reconstruction efforts in southern Yemen will place increased long-term strain on the Saudi budget in particular. Southern Yemen could emerge as a key battleground in the rivalry between al-Qaida and ISG for leadership of the global jihad.

In the mid-20th Century, the practice of bartering was one of the most prevalent forms of economic transaction around the Indonesian Archipelago. The most prevalent and crucial for Indonesian society was the trade conducted along the border between Singapore and Sumatra. The government centred in Jakarta often approved and even encouraged barter with Singapore at the regional and national level. In many cases, however, bartering along the borders was done autonomously by the regional government and traders, and often out of state control. In these circumstances, the central government sometimes “illegalised” barter trade, while the regional government and societies, arguing that their barter transactions were “licit”, issued a challenge to the government’s order. Such tension and conflict over barter in the region was exacerbated by political upheavals such as regional rebellions in the 1950s and the Konfrontasi in the 1960s. This article traces changing policies and discourses regarding “barter” between Singapore and the Indonesian islands (mostly Sumatra) in the mid-20th Century, and highlight how an economic transaction was politicised, and how the ideas of licitness and legality were in confrontation in certain political backgrounds.

Indonesia is the Unitary State. It is understood that within a unitary state, the central government operates a high state sovereignty. In order not to be arbitrary, the activities of the central government are supervised and limited by the constitution. The government which is divided from the Central Government to the Regional Government included Regional Autonomy therein, as well as the authority of the Regional Government, is on duty to manage the Regional Property. In carrying out its authority as an administrator of local property, there are still many abuses or omissions committed by the local government in operating its authority in managing regional property, such as the negligence of the Regional Assets, the misuse of authority in the revocation of rights already granted by the regional government on the right to use of local property, using local property for personal interest. In the management of regional property required planning, implementation, and supervision by the local government in accordance with applicable laws and regulations in the constitution.
