We presented the first experience of experts work of management of Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing in the Samara Region on the organization and ensuring epidemiological wellbeing during the hosting major international event – the 2018 FIFA World Cup. The issues of organization and implementation of activities to identify epidemiological risks, prevention of the emergence and spread of infectious diseases. On the basis of the done work resuits, it is concluded that the task of ensuring sanitary and epidemiological wellbeing has been completed.

the health of the citizens lies at the heart of any state and presents an immeasurable value. Decent living standards and protection of the population’s health are contingent upon ensuring sanitary and epidemiological wellbeing. The activities of the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) aim at achieving a consistent improvement of the sanitary and epidemiological wellbeing of the Russian population and are based on the findings of scientific research, legal framework development, and direct cooperation with sole entrepreneurs, individuals, and legal entities. The accumulated scientific knowledge and the multi-year experience in fighting against infectious diseases enable the Service to react swiftly to new challenges, such as the new Coronavirus disease (COVID-19).

We presented the experience of ensuring sanitary and epidemiologic wellbeing during the preparation and hosting mass events with the international participation on the example of matches held within the XXI FIFA World Cup in Volgograd. The paper outlines the algorithm of planning, preparation and implementation of measures for the sanitary protection of the territory in order to prevent the entry of infectious diseases, epidemiological surveillance and control on environmental health and safety, sports facilities and their location, food safety and consumer rights protection.

Relevance. The risks of emergency situations during mass events require the coordination of activities of respective structures and departments of the host country.Intention. Assessment of ensuring radiation, chemical and biological safety during the 2018 FIFA World Cup matches and the 2017 FIFA Confederations Cup in Kazan on the example of the Department of Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) in the Republic of Tatarstan, as well as the effectiveness of the forces and assets involved.Methodology. A retrospective analysis of interdepartmental cooperation and organization of control of the radiation, chemical and biological situation with the forces of Department of Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) in the Republic of Tatarstan, the Ministry of Defense of the Russian Federation, the Ministry of Emergency Situations of the Republic of Tatarstan, performing safety tasks before and during the 2018 FIFA World Cup matches and the FIFA Confederations Cup 2017 in Kazan from 2015 to 2018.Results and Discussion. Before the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup in Kazan, industrial and infrastructure facilities were identified, which malfunction could jeopardize radiation, chemical and biological safety during the events. Organizational events were held for these facilities. Potentially dangerous processes were temporarily suspended. Laboratory and instrumental studies were conducted at the stage of reconstruction of the involved objects. During the 2018 FIFA World Cup matches and the 2017 FIFA Confederations Cup in Kazan, a two-level radiation, chemical and biological control system was organized. Interdepartmental interaction and interchange of information at the subject level in the field of radiation, chemical and biological safety was organized. During the 2018 FIFA World Cup matches and the 2017 FIFA Confederations Cup in Kazan, the radiation, chemical and biological situation was intensively monitored. Task forces were on duty for radiation, chemical and biological emergencies.Conclusion. To ensure radiation, chemical and biological safety, a model of interdepartmental interaction was used for mass events. An integrated approach to ensuring radiation, chemical and biological safety has made it possible to maintain a stable radiation, chemical and biological environment. Interdepartmental experience with radiation, chemical and biological safety can be implemented before and during international mass events.

Aim: to optimize the diagnosis of toxocariasis based on the analysis of epidemiological, clinical and laboratory data in children with the infestation. Patients and Methods: the analysis of official statistical data for the period of 2014–2018, literature sources, a retrospective analysis of 57 medical records of patients (40 children and 17 adults) who received treatment and diagnostic in the clinic of the Rostov Research Institute of Microbiology and Parasitology of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing in 2015–2018 was conducted. Results: a decrease in the incidence of newly diagnosed infestation cases was revealed (registered in the clinic of the Rostov Research Institute of Microbiology and Parasitology of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing). It correlated with official statistics (r=0.9, p=0.05). Based on clinical and laboratory examination, the diagnosis was established in 26 patients (45.6%). Among patients with a verified diagnosis of toxocariasis, the proportion of children aged 1 years and 1 months to 10 years old, was 96%. An analysis of epidemiological data showed that 76% of children had close contact with the soil. The infestation occurred in the form of latent toxocariasis in 36% of patients. In more than half of the cases, the disease was clinically manifested by geophagy (56.0%). A permanent laboratory parameter was the eosinophilic leukemoid reaction in patients with toxocariasis. Peripheral blood eosinophilia ranged from 15.66.2±9.31% in latent toxocariasis to 25.5±15.0 % in visceral toxocariasis. The positive rate in ELISA with Toxocara antigen was higher than that in the group of patients with visceral toxocariasis. However, there was no correlation between the eosinophilia level and positive rate (r=0.1, p=0.05). Conclusion: in areas where the incidence of toxocariasis and environmental contamination with invasive helminth eggs are high, it is advisable to perform tests of the peripheral blood in children at least one time per year in the autumn for timely diagnosis of infestation. The use of ELISA with Toxocara antigen is reasonable in the cases of peripheral blood eosinophilia. We proposed an algorithm for organizing and carrying out activities on control without interacting with legal entities and individual entrepreneurs in the course of state social and hygienic monitoring (SHM). Methodological approaches to the development of the Order of tasks' drawing up for carrying out these activities, the requirements for their content, as well as the drawing up the activities’ results on control without interaction with legal entities and individual entrepreneurs in the course of SHM by specialists of the Federal Service for Surveillance of Consumer Rights Protection and Human Wellbeing were suggested.

In order to ensure epidemiological surveillance and prevention measures aimed at preventing of dangerous infectious diseases transmitted by mosquitoes, the ZikaMap geographic information system was used during the preparation and hosting the 2018 FIFA World Cup in Sochi. The use of this information resource allowed realtime visualization and analysis of data on monitoring the number and distribution of Aedes albopictus mosquitoes, monitoring the performance and effectiveness of insecticidal (larvicidal) treatments. The cartographic display of the radius of spread of mosquitoes from the points of their detection made it possible to determine the risks of their contact with epidemiologically significant objects and correct the treatment plan if necessary. The results of the analysis showed the effectiveness of the taken prevention measures (a total of 139 objects were processed on an area of 252.2 hectares). Entomological monitoring data at 692 observation points confirmed the localization of mosquitoes Ae. albopictus on the territory of city cemeteries and in the forest-park zone, but mosquitoes of this species were not found near the epidemiologically significant objects. The geographical information system ZikaMap is a domestic development and can be used to solve various problems of monitoring carriers and vectors for infectious diseases as well as for planning preventive measures.
