In this paper the main reasons and prerequisites for increasing the energy efficiency of multistorey residential buildings as a way of reducing the energy intensity of Country’s economy and reducing the anthropogenic impact on the environment were considered. The research methods were comprehensive, assessed, and include the literature review, the legislative and regulatory framework review, as well as the review and generalization of the accumulated native and foreign experience in the field of energy-saving. The high potential of the final energy consumption and the energy intensity of Russian construction sector redaction were noted, the main reasons were named. The necessity of carrying out energy-saving measures in multistorey housing construction was substantiated. In this paper the main problems facing the increase of energy efficiency of multistorey residential buildings, including the lack of scientific researches in this area and the low appeal of the research direction, caused by the features of market relations, were touched. State regulation was recognized as the most effective tool for overcoming existing problems. The main directions of further development were outlined. The need for further development of the regulatory and legal framework and a system of incentives and benefits for legal entities and individuals that effectively use energy resources was marked.

The relevance of the research topic is that energy-saving is the key element of modern energy development in the country. In Kazakhstan, energy-saving, and improving the energy efficiency of agriculture is currently a priority task that will solve energy, environmental and economic problems. Without a solution to these problems, the country's development will inevitably hold back. The head of state in the field of energy conservation has set a goal to reduce the energy intensity of the gross domestic product by at least 25% by 2020, and annual energy-savings of 3.5% after 2020. Industry in rural areas consumes more than 70 % of all electricity. As part of the comprehensive plan, their energy audit was conducted 50/50 (50 % of the financing is the enterprises' funds, the remaining 50 % is the state budget). As a result of the energy audit, systematic measures were developed to reduce the energy intensity of the industry, including the electric power industry. Large unproductive losses of energy resources are in the private sector, in this connection, since 2019, the energy audit of JSC "Kazakhstan center for modernization and development of housing and communal services (housing and communal services)" is conducted on budget funds in the private sector. Energy conservation is one of the most important and strategic tasks of the country. Rapidly developing production requires additional energy costs. This is confirmed by the annual increase in energy tariffs. In turn, resources are not unlimited, and their irrational consumption will inevitably lead to not only economic but also to an environmental crisis.

Promoting energy efficiency (EE) requirements for new residential buildings has been proven to be an effective way to slow down the rapid increase of energy consumption. Its successful implementation relies significantly on the attitudes and participation of various stakeholders within the industry, yet they are normally taken for granted. This paper explores and reports both the consensus among and the diversity of the attitudes of frontline stakeholders toward future EE requirements in the new residential building sector via a nationwide Delphi questionnaire distributed to 29 institutes and 25 experts. Results indicate that promotion of approximately 30% EE every five years until 2030 is suggested and that 20% EE promotion every five years is the most likely to be achieved. In addition, China should progressively adopt the energy intensity index into the current building EE evaluation system. This paper also gives a detailed description of opinions from frontline stakeholders. The findings are expected to help researchers and policymakers better understand the true attitudes of stakeholders, thereby enabling the formation of a proper outlook for new residential building EE promotion.

Based on the current energy consumption situation of existing masonry-concrete residential buildings in China, it discussed the main energy-saving renovation policies and technologies. Taking existing masonry-concrete residential building of Taiyuan city as a case, it analyzed its heat loss situations, energy-saving renovation design and reconstruction technologies of building envelope. It discussed energy-saving renovation effects. Energy efficiency and indoor thermal environment improved significantly after energy-saving renovation. The building life is extended.

Currently, energy-saving building is a hot topic in society, which is also generally recognized as the most direct and effective way with the greatest potential for energy saving in the industry when the energy problem has become increasingly urgent today. At present, the domestic scholars less focus on rural residential energy saving, so the energy efficiency assessment on countryside buildings is still a relatively new field. This paper introduced existing energy-saving building assessment system at home and abroad through referring to the domestic and overseas existing assessment system, combining the characteristics of energy efficiency of rural residential buildings in China, constructed the energy-saving evaluation index system of rural residential buildings. Expert opinions and analytic hierarchy process (AHP) were used to determine the index weight, and the rationality of the evaluation system was determined by an empirical analysis case.

This article proposes using passenger transportation energy intensity to measure the energy utility efficiency and energy-saving potential of the passenger transportation, uses the complete decomposition model to decompose the passenger transportation energy intensity from 1990 to 2007, and then investigate how various factors impact passenger transportation energy intensity. As is shown in the results, transportation structure increases passenger transportation energy intensity, while energy efficiency decreases it, however the decline is limited. Thus energy saving caused by adjustment of transportation structure is much more considerable.

One of the main elements for increasing energy efficiency in large-scale buildings is identified in the correct management and control of the Heating Ventilation and Air Conditioning (HVAC) systems, particularly those with Heat Pumps (HPs). The present study aimed to evaluate the perspective of energy savings achievable with the implementation of an optimal control of the HVAC with HPs. The proposed measures involve the use of a variable air volume system, demand-controlled ventilation, an energy-aware control of the heat recovery equipment, and an improved control of the heat pump and chiller supply water temperature. The analysis has been applied to an academic building located in Pisa and is carried out by means of dynamic simulation. The achieved energy saving can approach values of more than 80% if compared with actual plants based on fossil fuel technologies. A major part of this energy saving is linked to the use of heat pumps as thermal generators as well as to the implementation of an energy efficient ventilation, emphasizing the importance of such straightforward measures in reducing the energy intensity of large-scale buildings.
