The objective of this work is to analyze the expected positive and negative impacts of the 2016 Olympic Games from the perspective of public policy managers of sports and leisure within Brazil. Previous research demonstrates that sports megaevents generate both positive and negative impacts for every host country and it is essential that the host nations use research to base the construction of their public policies within sports and leisure in order to minimize the negative aspects and amplify the positive ones. For this study, field and bibliographic was conducted. The field research was conducted via semistructured interviews with public policy managers of sports and leisure. Our findings indicated that in order to be effective, there needs to be adequate management and public policies that enable the population to practice sports and it can minimize the negative social impacts of 2016 Olympic Games.

Sports megaevents generate both positive and negative impacts to the host nation, and it is fundamental that the country have elements and research to have a base for the public policies construction of sports and leisure, aimed at broadening the positive impacts and reducing the negative ones which stem from such events. The objectives of this research were: to identify and analyze the meanings and positive and negative social impacts of Olympic Games Rio 2016 for public policies researchers of sports and leisure. Bibliographic and field research were used as methodological procedures and this is a qualitative study. The field research was carried out with 10 Brazilian public policies researchers of sports and leisure. The main positive social impact was the sport itself. The main negative impact mentioned was related to the absence of legacy for the sport. The interviewees also mentioned as positive and negative impact the infrastructure created in function of the sports megaevents. For researchers, the creation and / or improvement of the city structure and the host country can improve people's lives: access to means of transport and the right to sports and leisure. However, factors such as high costs and works over-billing, the removal of people, corruption and lack of actions that allow access to the spaces and equipment built are pointed out as negative by the researchers regarding the infrastructure.   Keywords: Sports. Culture.   Resumo Os megaeventos esportivos geram impactos positivos e negativos para o país anfitrião, sendo fundamental que o país sede tenha elementos e pesquisas para ter uma base para a construção de políticas públicas de esporte e lazer, visando ampliar os impactos positivos e reduzir os impactos negativos que decorrem de tais eventos. Os objetivos desta pesquisa foram identificar e analisar os impactos sociais positivos e negativos dos Jogos Olímpicos 2016 para pesquisadores de políticas públicas de esporte e lazer. Pesquisa bibliográfica e de campo foram utilizadas como procedimentos metodológicos e trata-se de um estudo qualitativo. A pesquisa de campo foi realizada com 10 pesquisadores brasileiros de políticas públicas de esporte e lazer. O principal impacto social positivo foi o próprio esporte. O principal impacto negativo mencionado foi relacionado à ausência de legado para o esporte. Os entrevistados também mencionaram como impacto positivo e negativo a infraestrutura criada em função dos megaeventos esportivos. Para os pesquisadores, a criação e / ou melhoria da estrutura da cidade e do país hospedeiro pode melhorar a vida das pessoas: acesso a meios de transporte e direito ao esporte e lazer. No entanto, fatores como altos custos e excesso de faturamento das obras, afastamento de pessoas, corrupção e falta de ações que permitam o acesso aos espaços e equipamentos construídos são apontados como negativos pelos pesquisadores em relação à infraestrutura. The research entitled: "Maqasid al-Shari'ah Analysis of the Role of the Surabaya City Government in Realizing Child Friendly Cities" is a field research that aims to answer the question how the role of the Surabaya City Government in realizing Child Friendly Cities through established public policies from the perspective of the maq??id al-shar?'ah. Research data were collected using interview and documentation techniques and then analyzed using descriptive analysis techniques with a deductive mindset. The results of the study concluded that the Surabaya City Government was very active in realizing Child Friendly Cities through the protection and fulfillment of children's rights, which was clearly seen from the existence of various public policies that were established to support institutional strengthening and fulfillment of the five Child Friendly Cities clusters.The role of the Surabaya City Government is in accordance with the concept of maqasid al-shari'ah because the determination of public policy is based on the welfare of children. This is proven by the elements of hifz al-din and hifz al-nasl in the public policy regarding civil rights and freedom, family environment, and alternative protection. In addition, there are elements of hifz al-nafs and hifz al-aql in public policies regarding institutional strengthening and the five Child Friendly Cities clusters, although they are actually less than perfect due to the absence of the hifz al-mal elements in them.

PurposeDespite the recognition that citizens' perceptions of mega sport events' social impact is critical for the sustainable development of these events and host cities, most previous studies have not taken into consideration how these perceptions may change over time. This study examines citizens' social impact perceptions of the 2016 Rio Olympic Games before and after the event.Design/methodology/approachData were collected amongst local residents of Rio de Janeiro pre- and post-event (n = 256). A confirmatory factor analysis (CFA) analysed the psychometric properties of the proposed social impact constructs. Subsequently, a multigroup analysis and latent mean comparisons were conducted to test social impact perceptions pre- and post-event.FindingsThe multigroup CFA showed factorial stability of the social impact model in both periods, while the latent mean comparisons revealed significant differences in the dimensions of social experiences, city image and community pride enhancement, public infrastructures and social conflicts. Results indicated that the perception of positive impacts tends to increase, while perceived negative impacts decrease from pre- to post-event.Social implicationsThe social effects of hosting sport mega events result in a short-term change in attitudes towards the local community, leading to a better comprehension on how communities perceive the event's impact on their lives.Originality/valueIn a highly complex mega event such as the Olympic Games, any change may influence residents' perceptions. The findings of this study demonstrate the importance of residents for determining support or opposition in hosting the event, allowing a better understanding of the exchange effects.

This article deals with a study about the efficacy of reading literature classics as a complementary educational activity in the discharge process. It is an attempt to construct public policies aimed at the re-education of the distressed student, escaping from the social imaginary dominated by punitive and repressive thinking regarding crime and violence. The practice of reading in criminal facilities deserves greater diffusion and application in the process of remission of the sentence, since it presents the maximum plausibility for an effective reeducation of the prisoner and its consequent social inclusion. We live in a world with a view to sustainability, where peace, justice, freedom, dignity, fraternity are in the process of achieving its highest level of effectiveness. It is no longer possible to perpetuate a criminal policy that has long demonstrated its inefficiency. It is through the practice of reading in criminal facilities, more specifically the reading of classics of the universal and Brazilian literature, that it is intended to defend a humanizing public policy, in opposition to the merely criminal policies that are still applied in the XXI century. The methodology used was qualitative, using the method of historical-comparative-sociological procedure and bibliographic research.

Dam projects are inevitably accompanied by massive displacement and resettlement, which imposes intricate social impacts on the host community. This study aims to investigate the social impacts of dam-induced displacement and resettlement in China through a comparative case study where both the control and experimental groups were investigated. Data were collected through a mix of questionnaire-survey, archival files, and face-to-face interviews. The results show that dam-induced displacement and resettlement was conducive to improving residence conditions and facilitating the acceptance of rural cooperative medical insurance. But it had negative impacts on employment, income level and income resource, and overall well-being. Implications for theory and for practice are provided in the end.

This chapter reviews the institutional actions and discourses linked with public policies affecting young people in Latin America, highlighting three large institutions that have impacted this sector in the region: the army, the justice system, and schools, which view young people as a group at risk who must be helped. Next, the chapter discusses youth within the framework of their interactions and well-being, as part of one of the distinctive aspects of social pedagogy—placing it at the center of public policy. Finally, the chapter discusses the relevance of a dialogue between adults and young people that channels the demands, conflicts, and concerns of both in order to produce new youth policies, starting from the recognition of young people through a generational perspective that must be present in all government actions.

Innovation public policy has an essential role in influencing the competitive capacity of companies and is strongly associated with their ability to innovate and the way they are organized. As important as the technological organization of work is the social dimension, namely, involvement, participation, and commitment of the workforce, as these are, par excellence, factors that contribute to creating added value and differentiation for companies. In this sense, the concept of innovation depends on an integrated vision between the human dimension and the other multiple dimensions that innovation can assume. Public policies, besides the goal of creating a more modern and competitive business and industrial context, also are focused on the development of the workforce, not only in digital competences but also in soft skills. This type of skill contributes to creating a more innovative context and a culture of innovation. This article's goal is to make a global overview of innovation and the public policies to promote the modernization of companies and influence the way they contribute to economic growth.

Resumo: a proposta do presente artigo é investigar a problemática da construção e implementação de políticas públicas para o Sistema Penitenciário Brasileiro, em especial, aquela política penitenciária voltada ao direito humano fundamental ao trabalho da pessoa, independentemente das condições em que se encontre. Nesse sentido, ressalta-se inicialmente a importância do entendimento do ciclo das políticas públicas, desde o surgimento do problema social até a implementação da política pública aprovada com posterior avaliação de resultados. Em um segundo momento, constata-se por intermédio de pesquisa de dados secundários, as altas taxas de reincidência penal e aumento dos delitos, de forma que as políticas públicas não estão conseguindo alcançar resultados satisfatórios. A pesquisa fundamentou-se em teóricos sobre o tema políticas públicas, além de colheita de dados secundários extraídos de fontes disponíveis no Conselho Nacional de Justiça – CNJ, Informações Penitenciárias – INFOPEN e no Instituto de Pesquisas Econômicas Aplicadas – IPEA -.Palavras-chave: Política pública; direitos humanos da pessoa presa. Abstract: The purpose of this article is to investigate the problem of the construction and implementation of public policies for the Brazilian Penitentiary System, in particular, that penitentiary policy focused on the fundamental human right to the person 's work, regardless of the conditions in which they are found. In this sense, the importance of understanding the public policy cycle, from the emergence of the social problem to the implementation of the approved public policy with subsequent evaluation of results, is emphasized initially. Secondly, through secondary data research, the high rates of criminal recidivism and increased crime are found, so that public policies are not achieving satisfactory results. The research was based on theorists on the subject of public policies, as well as the collection of secondary data extracted from sources available in the National Council of Justice (CNJ), Penitentiary Information (INFOPEN) and the Institute of Applied Economic Research (IPEA).Keywords: Public policy, human right of the person arrested.

The participation of social organizations in the process of public policy can make up for the limitations of the existing system, effectively safeguard the social interests at the core of the public interests and promote the sustainable development of the diversified society. However, in the process of participating in public policy, the social organizations of our country still face some factors such as unclear legal status of participation, insufficient operating funds, lack of professional talents and imperfect supervision system. We should take strategies and measures from the aspects of law, system and the self construction of non-governmental organizations, expand the scope and level of social organizations to participate in public policies, and promote the democratization and scientization of public administration in China.
