Introduction. The article analyses the essence of public and private partnership as a mechanism of state management for the development of the tourist sphere. The research conducts a theoretical analysis of the content of the terms which define this economic category by systematizing the works of foreign and Ukrainian authors. The expediency of investment stimulation of the development of regions through the forms of public and private partnership on the basis of principles of cooperation processes in tourism is proved. Purpose. The article aims to study the peculiarities of the use of public and private partnership in the mechanism of state management of tourism development with the definition of directions of investment development of the regions. Method (methodology). The following methods have become the methodological basis of the research: methods of system and structural analysis, method of causal analysis, method of synthesis and argumentation. On their basis the directions of investment development of regions are determined. Result. The identification of the features of public and private partnership and the formation of the principles of cooperation in tourism have become the main results of the article.

This article discusses the problematic issues of financing and development of tourism startups at the present stage in terms of financial instability. Under the tourist startup understood is a project focused on the sale of tickets for transport which is associated with travel or hotel rooms, or both, as well as traditional designs for the sale of package tours. The paper describes the case for the conceptual provisions of financing for small businesses in the tourism industry, in particular, with the help of venture capital, which effectively supports the small businesses’ innovative sector and solves the problem of the introduction of new technologies, as well as the peculiarities and directions of its development in modern conditions. Typically, venture capital plays a critical role in the commercialization of the companies at the early stages, and complement government grants only increase the chances of success, as evidenced by studies of the Russian Venture Capital Association. However, the Russian venture industry is largely focused on investments in companies at later stages of development. Identified is the necessity of initiatives to support start-ups in the form of the public-private partnership (PPP). The key issue in the implementation of such projects is the complexity of structuring start-ups, as a public-private partnership - a long-term mutually beneficial cooperation of public and private partners to carry out projects in order to achieve the objectives of public law entities, improving the availability and quality of public services, achieved through leveraging private resources and risk sharing between partners.

Introduction. The article analyzes the essence of the tourist destination and the content of terms that determine the characteristics of the tourist services market by systematizing the works of foreign and Ukrainian authors. On the basis of the conducted research has been proved the role of the information and communication component in tourism and defined peculiarities of communication interaction based on the interests of the participants of the tourist destination. The purpose of the article is to substantiate the role of information and communication component in the system of tourism and management of tourist destination; to systematize the processes of communication interaction between the participants of the tourist market based on the definition of their common interests. Method (methodology). Based on methods of system-structural analysis, causal analysis and argumentation are detailed interests of participants of tourist interaction and structured the components of the tourist destination and the correspondence with the processes of joint interaction of its participants. Result of the research was to determine the interests of participants in communication interaction within the tourist destination and to activate the features that put into development an optimal model of communication interaction in tourism.

The article considers the conditions for the formation of a healthy lifestyle infrastructure in the context of the development of the health care system using the foreign practice of public-private partnership. The article also focuses on the imperfection of the existing health care system and the system of ensuring a healthy lifestyle of the population, on the regional specifics that must be taken into account when implementing the state policy in the field of public health protection in a certain territory. A study of the infrastructure of the health care system and the infrastructure of a healthy lifestyle was conducted. The economic and institutional assessment of the activities of health authorities in the context of the use of public-private partnership mechanisms is given. It is noted that the development of the health care system is impossible without the joint efforts of private organizations, central and territorial state authorities. The author’s definition of the concept of healthy lifestyle infrastructure is given in the article. Improving the infrastructure of a healthy lifestyle, at the same time, is possible only with the use of public-private partnership (PPP), as a key mechanism for interaction between authorities, legal entities and citizens, especially taking into account the regional and municipal specifics of a certain territory.

The article is aimed at characterizing the public-private partnership (PPP) as an efficient form of investment provision for the tourism sector in Ukraine. This type of cooperation between the State and public sectors is common in Europe, but for Ukraine this cooperation is completely new and is used in terms of a rather narrow range. In particular, PPPs are most often used in the activities of purification, distribution of water, extraction and transportation of gas, and only 2% of public-private partnership agreements are related to the tourism industry. This percentage of agreements in the sphere of tourism is very meager compared to European countries, so the PPP is an urgent issue for research and implementation. Thus, the creation of special economic zones of tourism and recreational type is extremely promising, since it allows to form a strong tourism cluster, functioning for the development of tourism on the region and country levels, in order to meet the needs of tourists, make a profit and facilitate the development domestic tourism. The mechanism of formation of special economic zones of tourism and recreational type (SEZ TRT), or tourism cluster, on the terms of PPP for the purpose of investment provision of the tourism sector has its own features and requires both step-by-step control and organization, and these functions should be carried out both by the public and private sectors. In general, this form of cooperation is effective, has a synergistic effect and is beneficial for all participants in public-private partnerships, ensuring high development of infrastructure, services and related branches of the economy.

The author emphasizes the importance of effective public administration of the tourism industry in modern conditions. The expediency of developing measures to increase the effectiveness of state regulation of tourism at different levels is noted. The definition of the concepts «mechanism of state regulation of the market of tourist services» and «regulation and management of the tourist industry» is characterized. The key aspects of public administration in the field of tourism are revealed. The institutions of state regulation by the levels of public administration decisions are considered. Financial, marketing tools and communication technologies are singled out. The content of the tools for implementing the mechanisms of public administration in the field of tourism in Ukraine is graphically presented. On the basis of the conducted theoretical research, three mechanisms of public administration in the field of tourism are identified, that is, administrative, legal, economic and organizational; means of their implementation, support and tools for the development of the tourism industry are identified. The need to determine the structure of the mechanism of public administration by clarifying its purpose is emphasized. The main purpose of the mechanism of state management of the tourism industry is outlined and the measures necessary for its implementation are determined. The methods of public administration of the tourism industry, which are implemented through certain forms, are described. The role of the Strategy for the development of tourism and resorts for the period up to 2026 in the implementation of the economic mechanism of state management of the tourism industry is determined. The research methods used are classification, elucidation of causal relationships, systematization, analysis of documentation and results of researchers on the problem of the study. Theoretical and practical value of the work lies in the availability of theoretical material on the study, eliminated among other things in the process of finding information on the topic, and in the systematization of the material of the research direction. The study has a deeper degree of analysis of the research area, based on previous research by scientists, dissertators and researchers.

In the article the definitional analysis of the concept of «information competence» is performed and the author’s own definition of this term is formulated. Based on the theoretical analysis of the study of this problem, the main components of the concept are determined from the point of view of information competence as a component of research. The main components of the general competence of a teacher-researcher, as well as the interdependence of professionalism, information and research competence are determined. The most effective technologies for the formation of information competence in future Ph.Ds. are justified. The relevance of the acquisition of future Ph.D’s. information competence in the conditions of research activity has been proved. The main skills of a future Ph.D. in the context of information competence were revealed, determining their readiness to work in the new conditions of informatization of education. Based on the synthesis of the analyzed scientific views on the structure of information competence and taking into account the research aspect, the structural analysis of information competence was implemented.

Drawing on Karin Bijsterveld’s triple definition of noise as ownership, political responsibility, and causal responsibility, this article traces how modern Japan problematized noise, and how noise represented both the aspirational discourse of Western civilization and the experiential nuisance accompanying rapid changes in living conditions in 1920s Japan. Primarily based on newspaper archives, the analysis will approach the problematic of noise as it was manifested in different ways in the public and private realms. In the public realm, the mid-1920s marked a turning point due to the reconstruction work after the Great Kantô Earthquake (1923) and the spread of the use of radios, phonographs, and loudspeakers. Within a few years, public opinion against noise had been formed by a coalition of journalists, police, the judiciary, engineers, academics, and municipal officials. This section will also address the legal regulation of noise and its failure; because public opinion was “owned” by middle-class (sub)urbanites, factory noises in downtown areas were hardly included in noise abatement discourse. Around 1930, the sounds of radios became a social problem, but the police and the courts hesitated to intervene in a “private” conflict, partly because they valued radio as a tool for encouraging nationalist mobilization and transmitting announcements from above. In sum, this article investigates the diverse contexts in which noise was perceived and interpreted as such, as noise became an integral part of modern life in early 20th-century Japan.

AbstractThis report examines the evolution and nature of the concept of motivation. It performs a theoretical analysis of the definitions of motivation and attempts to give a scientific definition of the phenomenon of motivation for practising the military profession. The results of the analysis will enable commanders to understand more clearly military motivation in order to effectively manage their subordinates.
