Statement of the problem. Reforming of the professional education system required by conscious choice of secondary school graduates wishing to start their independent life quickly and which guarantees successful start of their career, is connected with corresponding changes in substantive, technological and competence aspects. Blue-collar and white-collar qualifications become popular among young people. The labor market sets new requirements for graduates of secondary vocational schools and this defines the range of professional competences of future intermediate-level managers. The purpose of article is to define psychological and pedagogical bases of formation of communicative competence in future intermediate-level managers. Methodology of research consists of a competent and systematic approach as a basis for structuring of future intermediate-level managers professional competences; State Educational Standard of Secondary Vocational Training in 16.0631.01 Car Mechanics; Federal State Education Standard requirements to the curriculum for training qualified employees. Research results. Composition of competences (general and professional competences) of future intermediate-level managers is identified and substantiated. The main causes of the communication problems are stated: shortcomings in secondary vocational education; inconsistencies of terms in requirements for general competence in the Federal State Education Standard and Car Mechanic Professional Standard. Conclusion. Article defines psychological and pedagogical foundations for development of communicative competences in future car mechanics during learning mathematics. Teacher issues related with choosing a form of collaboration with students in math class are identified.

The article focuses on a relevant issue of the development of intercultural competence in the health care context. Intercultural competence is a necessary component of any healthcare professional’s general competence. This is a demand not only at the federal level, but the cultural diversity of the population of is an ever-growing reality. The author also emphasizes the importance of learning a foreign language not only as a means of communication and cultural development, but also as a means of developing intercultural competence in health care. The results of the empirical part of the study are introduced. The survey was carried out among medical university students. The aim of this study is to analyze the preparedness of students for interaction with patients of different cultural backgrounds in health care profession. The method of questionnaire was used. The students gave their concepts of intercultural competence, defined its role in their future profession, and in a foreign language classroom.

There is a need to assess whether the resources invested in building trauma competence in services actually lead to higher levels of competence. For this purpose, we have developed an instrument called the Trauma and Development Education Monitor (TANDEM). The present article presents the process behind developing the instrument and an initial study of its psychometric properties. The tested version consisted of 59 items distributed across the domains of readiness, agency, reflexivity, knowledge, practice and culture at work. Based on responses from 415 professionals in relevant services, concept and criterion validity was examined through reliability analyses, factor analyses and regression analyses. Based on the analyses, the tested version was reduced to 54 items in the final version, distributed across the same six domains. As dimensions, the domains generally showed good scale reliability, and for the final version factor analyses confirmed a one-dimensional model for all domains. The instrument discriminated between respondents who reported more versus less previously received trauma competence building and showed specificity as a measure of trauma versus more general competence. The results indicate that TANDEM has the potential to become a useful tool in endeavours to implement trauma competence in services, as well as in research activities in this field. Communication of science through online media has become a primary means of disseminating and connecting science with a public audience. However, online media can come in many forms and stories of scientific discovery can be told by many individuals. We tested whether the relationship of a spokesperson to the science story being told (i.e., the narrative perspective) influences how people react and respond to online science media. We created five video stimuli that fell into three treatments: a scientist presenting their own research (male or female), a third-party summarizing research (male or female), and an infographic-like video with no on-screen presenter. Each of these videos presented the same fabricated science story about the discovery of a new ant species (Formicidae). We used Qualtrics to administer and obtain survey responses from 515 participants (~100 per video). Participants were randomly assigned to one of the videos and after viewing the stimulus answered questions assessing their perceptions of the video (trustworthiness and enjoyment), the spokesperson (trustworthiness and competence), scientists in general (competence and warmth), and attitudes towards the research topic and funding. Participants were also asked to recall what they had seen and heard. We determined that when participants watched a video in which a scientist presented their own research, participants perceived the spokesperson as having more expertise than a third-party presenter, and as more trustworthy and having more expertise than the no-spokesperson stimuli. Viewing a scientist presenting their own work also humanized the research, with participants more often including a person in their answer to the recall question. Overall, manipulating the narrative perspective of the source of a single online video communication effort is effective at impacting immediate objective outcomes related to spokesperson perceptions, but whether those objectives can positively influence long-term goals requires more investigation.

This article provides a general description of the powers and competencies of public authorities exercising public administration in the field of air protection. Atmospheric air is proposed to mean an element of the natural environment, which is an invisible mixture of gases within the territory of Ukraine and contains vital chemicals and compounds necessary for the existence of living organisms. It is determined that the subjects of public administration in the field of air protection are the system of bodies of general and special competence, which exercise public administration powers to restore, preserve, ensure air quality and ensure the right of citizens to air, and take the necessary measures. to reduce the incidence of air pollution due to air pollution. The subjects of public administration in the field of air protection are proposed to be divided into two groups: 1. subjects of general competence (Verkhovna Rada of Ukraine, President of Ukraine, National Security and Defense Council of Ukraine) and 2. subjects of special competence (Cabinet of Ministers of Ukraine) (Government of Ukraine), Ministry of Environmental Protection and Natural Resources of Ukraine, State Ecological Inspectorate of Ukraine, Ministry of Health of Ukraine, local state administrations and local governments). Based on the analysis of legislative and by-laws, which determine their administrative and legal status in general, the powers of these entities in the field of air protection are highlighted. Emphasis is placed on the special tasks of these actors in order to preserve the health of the nation.

Within a global context, local government in New Zealand occupies an enviable position: it enjoys both a statutorily-defined ‘power of general competence’ and financial autonomy from central government. However, despite this, voter turnout rates in New Zealand local elections continue to fall as ever fewer New Zealanders engage in this fundamental act of civic engagement. This review article examines the decline in voting over the last four New Zealand local government elections (2010/13/16/19). It aims to do three things: plot the decline; identify and analyse the causes of this decline; and suggest ways in which the decline might be countered. The authors reach the conclusion that local government in New Zealand is at a crossroads – it will either be rejuvenated as a source of local democracy and prosper, or decline into an administrative arm of central government.

This chapter explores the external competences and procedures of the European Union. Sadly, the Union here suffers from a ‘split personality’ because it has a split constitutional regime for foreign affairs. It has a general competence for its ‘Common Foreign and Security Policy’ (CFSP) within the TEU; and it enjoys various specific external powers within the TFEU. The chapter analyses each of these competences and their respective nature. It then looks at the procedural dimension of the external relations of the Union. How will the Union act, and which institutions need to cooperate for it to act? This depends on which of the two constitutional regimes applies. While the CFSP is still characterized by an ‘executive’ dominance, the procedures within the Union’s special external powers are closer to the ‘legislative’ branch. Finally, the chapter considers two constitutional safeguards regulating the exercise of shared external competences: mixed agreements and the duty of loyal cooperation.

In the article the definitional analysis of the concept of «information competence» is performed and the author’s own definition of this term is formulated. Based on the theoretical analysis of the study of this problem, the main components of the concept are determined from the point of view of information competence as a component of research. The main components of the general competence of a teacher-researcher, as well as the interdependence of professionalism, information and research competence are determined. The most effective technologies for the formation of information competence in future Ph.Ds. are justified. The relevance of the acquisition of future Ph.D’s. information competence in the conditions of research activity has been proved. The main skills of a future Ph.D. in the context of information competence were revealed, determining their readiness to work in the new conditions of informatization of education. Based on the synthesis of the analyzed scientific views on the structure of information competence and taking into account the research aspect, the structural analysis of information competence was implemented.

The purpose of the academic paper is to reveal and define the set of competences of teachers of higher educational institutions, corresponding to the concept of “lifelong learning”. The study was conducted by surveying four higher educational institutions in Ukraine and Poland. Along with this, the basic components of the general competence of teachers of higher educational institutions are as follows: professional, psychological-communicative and academic competence. A set of certain features has been selected for a clear and concise essence of competences. It has been established that the competence of introduction of innovative learning technologies in the educational process, research, digital and competence of lifelong learning are relevant in accordance with the requirements. Systematization of indicators of professional, psychological-communicative and academic competence has made it possible to reveal that the improvement of these characteristics is achieved through continuous learning. It has been proved that the development of tools for assessing the competence teachers of higher educational institutions will help identify positive or negative trends.
