Introduction. The article outlines the priority tasks of Ukraine's economic development with the active participation of banks and the basic principles of European integration of the domestic banking system. Particular attention is paid to the forecasts of the problems of the banking system of Ukraine on the way of the processes of European integration of Ukraine and measures for the practical implementation of the main directions of integration of the banking system of Ukraine into the European Union. The purpose of the article is a theoretical and methodological substantiation of the priority of the banking system in the process of European integration and the development of scientific and practical recommendations on the adaptation of the national banking system in accordance with EU requirements. Results. The object of the study is the development of the banking system in the context of Ukraine's Eurointegration. The information base for research are work domestic and foreign scientists (monographs, manuals, textbooks and other scholarly publications), analytical publications of the National Bank of Ukraine, legal acts of Ukraine, Internet sources. The scientific novelty of the results the research is in the deepening some theoretical concepts and the development of scientific and practical of recommendations for adapting the national banking system of the EU requirements. The practical significance of the research results obtained is that they can be used to develop and improve the mechanisms for transforming the banking sector of Ukraine with the aim of adapting it to the requirements of European integration. Conclusions. From the given material it is possible to draw conclusions that the main goals of the development of the domestic banking system can be defined: – strengthening the banking system of Ukraine, increasing its resilience to crises; – strengthening confidence in banks in particular and in the banking system, generally by depositors and investors (creditors); – deepening the integration of Ukraine's banking system into the global financial space; – activation of banks' activities for raising funds and their transformation into loans for subjects of the real sector of the economy; – expansion of the spectrum and increase of volumes of products and services in the banking and financial markets, etc. Consequently, the economic, social and political challenges in the domestic economy should be initiated by the process of improving the functioning of the banking sector through the creation of secure, legitimate and transparent conditions for banking. These relationships should be based on trust and responsibility in the process of obtaining the maximum result with the maximum acceptable risk level.

<p>In the last decade the European integration process was the main focuses of the European Union, as its completion could bring a huge step toward a fully integrated European Union. As the banking sector is the main channel for funding of the European economy, it has become now more clearly than ever that is integration is of the up more essence. The aim of this paper is to quantify the progresses registered by the main European Union’s economies in the process of banking integration, as their example is generally followed by the other member states. First we underline the necessity of the European integration and the progress made using an extended literature review doublet by an analysis of the main indicators for the banking systems of these countries. We also present, in a non-exhaustive way, the main trends that have characterised the banking sectors of these countries in the last decade: diversification, vertical product differential and consolidation underlying their impact on the sectors architecture.</p>

Relevance of research. Existence of global financial crises points to the fact that in the world there is no perfect banking system and therefore the efficiency of the banking system requires a detailed study, including major performance indicators. The aim of the study is to summarize and characterize the existing trends of banking system evolution in the European Union. Methodological basis of the study – is based on the analysis of the study of the dynamics of such indicators as the number of banking institutions, the volume of assets and liabilities, asset quality, as well as the profitability of the banking sector of the European Union. A systematic analysis of the quantitative and qualitative composition of the above-mentioned banking indicators, synthesis and generalization were used to generalize and formulate conclusions. Scientific results. This article is devoted to the study of the dynamics of the main indicators of the European banking system during the period from 2000 to 2019 inclusive. It is argued that the number of commercial banks has decreased over the last decade, including in the European Union. Bank branches are no exception, the negative dynamics of the number of which was followed by the global financial crisis of 2008-2009. At the same time, it was found that the volume of bank assets shows a positive trend. Regarding the geographical distribution of assets, in 2019 the leading position was taken by France, Germany, Italy and Spain. At the same time, the volumes of liabilities of the financial sector of the European Union for the studied period also show a positive trend. The structure of loans is characterized and it is emphasized that the vast majority of loans are issued to non-financial corporations and households, which is an evidence of the business orientation of banks to provide loans to the real sector of the economy. It has been established that one of the key problems facing European banks is profitability, which today still could be on a better level than in 2007, the year of the financial surge. This situation distances European banks from competitors in the United States, which have shown positive dynamics of their profits. However, it is encouraging that the quality of assets of the European Union banks has significantly improved over the last 4 years. The practical significance of the study is to rate the strengths and weaknesses of the European banking system. Significance/originality. The results achieved from an integrated view of the functioning of the banking system of the European Union, which will allow the authors to further build a model for verifying the stability of the banking system.

The European Union forms new requirements for the efficiency of public institutions and the gradual transformation of public management. The relationship between the viability of public management to solve internal problems and the dynamics of socio-economic development is obvious. So, the evaluation of the viability of public institutions’ actions related to the socio-economic processes in any country has theoretical and practical significance. The purpose of our study is to assess the socio-economic viability of public management in the context of European integration processes. Within the article, a comprehensive study of the public management viability in EU countries is presented. The specificity of the study is to assess the socio-economic viability of public management on the basis of economic and social indicators of EU countries. According to the overview of scientific works it is a need to use a comprehensive indicator of public management viability evaluation. So, the considerable attention is paid to the deepening of methodical aspects of public management effectiveness on the basis of multicriteria methods. The result of the study is the calculation of the Socio-Economic Viability Index of Public Management. The obtained results prove the relationship between the SocioEconomic Viability Index of Public Management and the progress of economic reforms in the EU, with the possibility of appropriate conclusions for countries to identify strengths and weaknesses, justify priorities and means to achieve them in the context of European integration. These conclusions can be used as a starting point to assess the relationship between the level of development of the European country and the quality of its public management. The study confirmed the thesis on the correlation between the SocioEconomic Viability Index of Public Management and Happy Planet Index, The Global Competitiveness Index, Corruption Perceptions Index, Fragile States Index and сonfirm the possibility of using this indicator to assess public management quality in EU countries.

The subject matter of the research is the relations that are formed in the process of banking operations. It has been substantiated that banks and the banking system are among the most important financial institutions, which proper and stable functioning influences on all other spheres of life in the state. It is proved by the consequences of crises in the banking sector that have occurred in Ukraine over the past few years. Awareness of the importance of this area and the possible consequences of unlawful encroachments have determined the need to search for all legal means for combating delicts in the sphere of banking operations. Understanding the fact that one can achieve significant results in the sphere of protecting banking operations by administrative and legal means, has necessitated this scientific study. In order to analyze banking operations as an object of administrative and legal protection, the author has fulfilled the following tasks. The author has highlighted the use of the concepts of “protection” and “administrative and legal protection” in the context of their implementation in relation to banking operations. The foundations of Ukrainian and international administrative and legal regulation of protecting relations in the sphere of banking operations have been revealed. The essence and features of banking operations influencing the understanding of the sphere of protected relations have been outlined; and the content of administrative and legal protection of relations in the field of banking operations has been revealed. It has been noted that there is an extensive system of banking legislation on legal norms in Ukraine regulating banking operations that require legal protection. The practical significance of the obtained results of the article is determined by the substantiated provisions for improving the approaches to increase the efficiency of the administrative and legal protection of the relations in the sphere of banking operations. A number of practical results of the research can be used while studying administrative and legal means of protecting relations in the field of banking operations.

The current processes of economic and information globalization are mainly related to the successively progressing integration of financial markets, the development of ICT and Internet technologies. The liberalization of capital flows, progressing since the 1970s, was determined by many economic and political factors, including the modification of the international monetary system. The main determinants of economic and information globalization include such processes as liberalization of capital flows, deregulation of international financial markets and progress in the field of ICT. These processes constituted favorable conditions for the reconstruction of the market financial system, including the banking sector in Poland in the 1990s. Since the beginning of the systemic and economic transformation that has been taking place in Poland since 1989, the banking system and capital market institutions have been rebuilt. It referred to the Warsaw Stock Exchange market institutions, taking into account the opening of the economy to foreign capital. Foreign financial corporations taking over domestic banking entities in Poland have introduced their modern transactional and teleinformation technologies and new standards for entering into financial transactions. These processes were the main determinants of economic and information globalization that has been made in Poland since the 1990s.

Changes of them political situation in the world, introduction of economic sanctions in regard to the Russian Federation have changed the situation in banking system and have had an impact on the banks activities with foreign participation. The article examines possible variants of foreign capital in the banking system of the Russian Federation, presents the foreign and national practice of the Bank of Russias regulation of foreign investments into the banking sector beginning from 1991 till present. It shows the foreign capital role in own funds (capital), in assets of the Russian Federation banking sphere, in attracting monetary funds of private and legal entities in crediting the real economic sector. It notes that against the general background of decreasing number of the credit organizations of the Russian Federation there is a decrease of the number of the banks with foreign participation, their structural subdivisions. Beginning from 2013, there is a decrease of the foreign capital share. The aggregate charter capital of the national banking system manifests negative trends and other indicators of the banks activities with foreign participation. Beginning from 2014 and up till now, the role of the banks with foreign participation in the banking sector of the Russian Federation is beginning to go down.

The article substantiates the need to regulate the banking sector to ensure economic security of its operation. The main tasks of state regulation and supervision of the banking sector have been identified. The types of existing models of the institutional structure of the system of banking regulation and distribution of powers between prudential supervisors are revealed. Requirements for the development of a model of regulatory policy in the banking sector of Ukraine have been formed. The necessity of creating early crisis prevention systems (macroeconomic, based on warning indicators), monitoring of systemic financial institutions, application of macroprudential analysis with regular publication of a strategic document - the Financial Stability Report. The foreign experience of macroprudential regulation and supervision with the help of established specialized divisions of central banks on financial stability and security is reflected. The creation of a separate unit of financial stability and security in Ukraine was initiated, reporting directly to the Chairman of the NBU. The scheme of correlation of subjects of management and tools of maintenance of economic safety of national banking system with separation of subjects of management of economic safety of banking sector, tools of maintenance of economic safety of banking sector at the international and national levels of banking supervision is developed. The implementation of the principles of the Basel Accords in the activity of the banking system of Ukraine is determined as a determining factor in strengthening its financial stability and economic security. The issue of trust in the banking system is one of the main criteria for success, efficiency and security of the banking sector of the economy of each state. The need for monitoring and management of systemic risks has been proved.

Summary Appraisal of Financial Situation of the Polish Banking Sector from 2008 to 2012 The banking system is a very important element of the financial system of a country. As institutions of public trust, banks play a crucial role in the process of transforming savings into investments, which directly affects the country’s economic development. Maintaining the banking sector in a good financial condition guarantees stability of the financial system and economic development of Poland. The article aims to present the essence of operations of banks as financial institutions, present their role in the economy, and describe various methods of appraising their financial condition. In order to fulfil the above goals, a research hypothesis is put forward stating that the financial condition of the banking sector in Poland deteriorated in the analysed period as a result of an adverse impact of turbulence in financial markets and problems in banking sectors in the European Union countries.

Formulation of the problem. In the last five years the number of insolvent banking institutions was reduced, however, the percentage of banks with foreign capital in the total number of banks was increased, which may affect the banking system stability and require a research of the positive and negative effects of foreign banks on Ukraine banking system. The aim of the research is analizing trends of the foreign capital presence in Ukraine banking sector and determination its positive and negative impact on Ukraine banking system. The subject of the research is the activity of foreign banks in Ukraine. The methods of the research: logical and meaningful method, method of comparison, methods of induction and deduction, etc. The hypothesis of the research. Existence of significant influence of foreign capital on Ukraine banking system. The statement of basic materials. The main tendencies of development of Ukrainian banks and place in ratings of state-owned banks and banks of foreign banking groups are analyzed. It has been found that according to different ratings, banks of foreign banking groups occupy the first leading five positions in the rating, while banks with state-owned shares occupy mostly middle positions. The positive and negative influence of the presence of foreign banks in the territory of Ukraine on the banking system of Ukraine is analyzed. The originality and practical significance of the research is determination the positive and negative impact of foreign capital banks on Ukraine banking system. Conclusions and perspectives of further research. Positive and negative influence of presence of foreign capital banks on the Ukraine banking system is analyzed, which is the basis for further research, in which it is planned to quantify the power of influence of individual banks with foreign capital on Ukraine banking system development, to determine the effectiveness of attracting foreign banking capital in Ukraine, to form a mechanism for admission of banks with foreign capital to the domestic banking services market.

This paper presents selected results of the study on improving information and methodological tools to increase the effectiveness of entrepreneur’s and state investment policy. Final result of this study - is developing guidelines for calculating the coefficient of investment attractiveness of the banking industry based on the physical theory of heat transfer. Classification of industries according to the degree of investment attractiveness allows to select the industries that will receive the least amount of resources from private investors. The least attractive sectors will be able to obtain public investment resources. For sectors with high investment attractiveness, public funds will only supplement the flow of free liquidity from the banking sector. The lack of liquidity in the real sector is compensated by attracting private funds, a significant share of which is in the banking sector. The real sector could also get the state investments. In this regard, it is important for the state and the banking sector to assess the industries from the position of the possibility of returning the funds, as well as obtaining additional income. The study presents guidelines for calculating the coefficient of investment attractiveness of the industry for the banking sector. The indicator takes into account both the distribution of bank loans in the economy by industry, and the expected profitability of lending, affecting the bank’s decision to issue a loan. Based on the analysis of theoretical concepts, it was demonstrated that the liquidity of the banking sector can be redistributed ≪freely≫ (due to market mechanisms) and ≪involuntarily≫ (through the implementation of state policy related to the direction of funds in certain sectors where there is a lack of resources). The study considers a methodological approach to the assessment of factors affecting the distribution of liquidity of the banking system in the real sector of the economy. The considered approach takes into account behavioral aspects of decision-making in the banking system.
