Construction projects in all regions continues to be developed for the creation of facilities that can be utilized by the community. One of them is the construction of apartments which are now being intensively carried out to meet residential needs for the community. Making a construction project plan always refers to estimates that exist at the time development plan is made, therefore problems can arise if there is a discrepancy between the plans that have been made and the actual reality. So the impact that often occurs is the delay in the time of project implementation which can also be accompanied by an increase in the cost of implementing the project. In the construction project of Cinere Terrace Suites Apartemen & Citywalk, Jakarta there was a delay resulting in a late payment of monthly bill progress by the owner. Based on the above reasons, this research was conducted to find out how the project performance was seen from the cost and time period of the review period. how is the estimated cost and time to complete the overall project work. The method used in the analysis of this study is the Earned Value Method. Based on the results of the analysis carried out for 29 weeks the project performance on schedule has been delayed and cost shows a positive value. For the estimated completion time of the project there is an increase in time whose duration increases from the planned 98 weeks or 685 days to 109,624 weeks or 768 days. While the estimated cost of completing the project from the results of the analysis obtained a value of Rp. 270,147,448,569.16 smaller than the planned cost of Rp. 315,272,727,272.73. With the difference VAC of Rp. 45,125,278,703.57 this shows that there are benefits obtained by the contractor.

Purpose – This paper aims to present the outcome of a study conducted on the impact that cost-based contractor selection (CBCS) might have on construction project performance. Several criteria are normally used to select construction contractors, competitiveness of the quoted prices of the prospective contractors is one such important criterion. However, choosing contractors solely on the basis of the quoted price may cause poor performance in the construction project. Design/methodology/approach – A quantitative approach was adopted. A critical review of the literature was conducted to develop 50 survey questions relating to the problems that CBCS might have on construction project performance. Findings – Analysis of close data obtained from the survey of construction experts showed the nature of project performance problems associated with the CBCS to be project time delays and non-compliance with construction standards. The major reason they occurred was found to be the reduced profit margin for contractors. Research limitations/implications – The research sample size is small and restricted to construction professionals in Brunei. Practical implications – The study findings present updated information to construction professionals about the inherent impacts of choosing contractors based on cost. Furthermore, this study enhances the approach of selecting contractors within the construction industry. Originality/value – The study made strong and unique arguments about the problems associated with choosing construction contractors based on cost. This study contributes to the body of knowledge relevant to the management of construction projects.

The Construction Industry is a complex and fragmented industry worldwide with regards to its supply chain, products, and processes, and is faced with a similar dilemma as faced by manufacturers during its time in past decades. Scope, time, and cost are the triple constraints of project management and leading factors in defining the project performance. Productivity and efficiency of each construction project is measured through its triple constraints, therefore the factors that affect project success are significantly important. Despite the importance of understanding project performance indicators, few empirical studies have been conducted over the last decade in terms of analyzing the factors that determine the performance of high-rise buildings in Engineering, Procurement, and Construction (EPC) projects. Hence, the aim of this paper is to analyze and rank EPC critical activities across large-scale residential construction projects in Iran, by using the TOPSIS method as a multi-attribute group decision-making technique. Results indicate that engineering design, project planning and controls are significant factors contributing to the project performance. In addition, engineering has a pivotal role in project performance and this significance is followed by the construction phase. On the contrary, all believe procurement is more important than Construction phase.

Purpose The coronavirus disease 2019 (COVID-19) pandemic has affected the global economy and, thus, the global construction industry. This paper aims to study the impact of COVID-19 on construction project performance in the United Arab Emirates (UAE). Design/methodology/approach This study adopted a qualitative and exploratory approach to investigate the impact of COVID-19 and its policies on project performance in the UAE construction industry in critical areas of the project management body of knowledge (e.g. schedule, cost, resources and contracts). Semi-structured interview questions were asked from ten construction professional to obtain valuable insights into the pandemic’s effects on the UAE construction industry and the effectiveness of policies implemented to rectify the damage and identify the industry’s new normal. Findings The findings indicate that the construction industry faced several challenges such as schedule delays, disrupted cashflows, delayed permits, approvals and inspections, travel restrictions, serious health and safety concerns, material and equipment shortages, among others which hindered the timely delivery of construction projects. It also indicates that efforts made by the government institutions and the construction industry of the UAE such as economic support programs, digitization of processes, fee and fine waivers, health facilities, among other statutory relaxations proved effective in supporting the construction industry against the adverse effects of the pandemic. Research limitations/implications The research findings are limited to the literature review and ten semi-structured interviews seeking an expert’s opinion from industry professionals working in the UAE construction industry. The research team did not get access to project documents, contracts and project progress reports which may be required to validate the interview findings, and to perform an in-depth analysis quantifying the impact of COVID 19 on construction projects performance, which is a limitation of this research. Practical implications The implication is that, owing to the imposed lockdowns and strict precautionary measures to curb the rapid spread of the pandemic, smooth execution of the construction project across the country was affected. The government institutions and stakeholders of the construction projects introduced and implemented various techniques and solutions which effectively handled the implications of the COVID-19 pandemic on the construction industry of the UAE. Originality/value This study has identified the challenges faced by the construction industry of the UAE in the context of the management of project schedule, project cost, construction contracts, health and safety of construction employees and other related aspects of the construction projects. This study also identified the techniques and solutions adopted by various public and private institutions of the country and their implications on construction projects. Therefore, this study provides guidelines for policymakers and future research studies alike.

The Earned Value Method allows the prediction of future values of the total cost and duration of the construction project realization, and also it allows the early detection of the collisions between the schedule and the construction project budget. It is more often indicated its usefulness for monitoring and controlling the construction work progress in the time and cost formulation. It is used, in the indirect way, to control the risk in terms of the cost overruns of the construction project realization and in case of the failure to meet the deadline for completion of the construction project. The authors’ goal was not only to indicate the advantages of the method (widely discussed in the literature) but also to indicate some inaccuracies in the application of the Earned Value Method, which may affect the costs forecasting and the date of completion of the construction project. The conclusions are based on the analysis of several construction project realizations.

The process of implementing development projects has many obstacles that were not predicted beforehand resulting in delays in project completion which have an impact on increasing the cost of project implementation. sometimes the project is not completed in accordance with a predetermined schedule that may be caused by certain factors. Various ways can be done to anticipate and be a solution to the delay. The purpose of the study is to analyze the factors that influence delays in bridge construction projects in Bidau Timor - Leste and how to anticipate delays in project work. The research method used is descriptive method by observation and direct interviews. So that there are several dominant factors that influence the delay of the Bidau Timor-Leste bridge construction project, including the types of weather, material and financial. To anticipate delays in construction projects, it is necessary to do a work contract in accordance with the contract law in which all matters are regulated, so that the anticipation, mitigation and accountability are clear. Identification of the application of overcoming delays in the Bidau Timor-Leste bridge construction project if viewed from the side of the existing contract there are still shortcomings, so it needs to be improved in terms of working contract documents and refer to the contract law.

Construction is a complex system whose parameter values are constantly changing over time and depend on a huge number of factors. Successful completion of a construction project is to achieve the set goals: completion of construction on time, completion of planned workloads, optimal resource allocation, achievement of quality construction products. One of the most important technical and economic indicators of organizational and technological design is the duration of construction. Without its definition, it is impossible to correctly determine the cost of construction, to generate cash flow for the investment period of a construction project, to evaluate its effectiveness.The work is devoted to the organization of frame monolithic works of complexes by different methods, to determine the difference in cost, duration and dynamics of investments, which should be taken into account to the investor. Consideration was given to the construction of a monolithic frame of the house with the use of construction machines and mechanisms.- streaming method, and streaming optimized to eliminate downtime by adjusting construction time;- the parallel method with the greater use of resources;- the method is combined (parallel-sequential);is a sequential method.Functions defined:- cost dependence on the time of general complex construction;- the cost dependence of the time of individual work in the flow with downtime.One of the main tasks was to determine the optimal durationworks for the investor, because the type of organization affects the following indicators:- duration;- cost;- dynamics of investments.Housing is one of the most important areas that determine the economic stability and economic growth of the country, requiring significant and long-term financial investment. That is why the organization of effective management of innovative investment activity in housing construction is a task of particular importance.However, the development of the housing market is hampered by the following factors: inefficient ways of managing construction projects, low level of mobility of economic flows in construction, lack of qualified specialists and participants in the investment construction process. Therefore, the development and implementation of effective ways of managing investment is an important task today.

Accelerating infrastructure development in Indonesia is a good thing, but this is not without problems. The COVID-19 pandemic is a problem that has a large and global impact, not least in Indonesia, especially in the construction industry sector. The construction project of the Soedono Madiun Hospital is one of the construction projects that have experienced the direct impact of the COVID-19 pandemic. Therefore, the purpose of this study is to review and analyze the impact of the covid-19 pandemic on construction projects in the case study of the construction project of the Soedono Madiun Hospital, and to find out the biggest impact of the covid-19 pandemic which has the most influence on construction projects in the case study of the construction project of the Soedono Hospital. Madison. The research method used to determine the biggest impact of the covid-19 pandemic on the cost and time aspects is the multiple linear regression analysis method with the help of Microsoft Excel. The other data analysis methods used in this study were the validity and reliability tests used in testing the questionnaire. The results of data analysis conducted in this study indicate that there are seven independent variables affect the dependent variable, namely the suitability of planning and project realization with the equation y= 94.186-0.376x1-0.108x2-1.014x3+0.873x4 for the time aspect, and the equation y=87,009 -0.0006x5-0.001x6-0.0002x7 for the cost aspect. With this equation, it can be seen that the independent variable that has the most influence on the dependent variable on the time aspect is the independent variable X3, namely the change in the time schedule due to delays in the arrival of construction materials by 1.014, while in the cost aspect is the independent variable X6, namely changes in costs due to instability. the price of construction materials is 0.001. So, it is hoped that there will be a project management handling that focuses on the most influential variable, namely construction materials.

Risk is a condition caused by uncertainty. Risks will occur on any construction project, including bridge construction projects. Efforts that can be taken to minimize the impact of these risks are to engage in risk management activities. This research was conducted on bridge construction work on toll road procurement project in Pejagan-Pemalang, Pemalang-Batang and Salatiga-Kertasura. The purpose of this research is to analyze the risk of bridge development project in toll road project using Risk Breakdown Structure (RBS) method and then the result as database in discussing risk response strategy. The bridge construction project has 36 risks that are divided into six groups: materials and equipment, design, human resources, finance, management, nature and environmental conditions. Bad weather risks are the higest risk and seasonal risk causing temporary work stoppages. This risk-response strategy is avoidance. Short-term avoidance response strategy is to add shift workers, install tents and add additives in the acceleration of the process of maturation of concrete. The long-term avoidance response strategy is to evaluate and rearrange the work schedule by considering the weather forecast report.

Purpose This paper aims to quantify the impact of craft worker shortage on construction project safety performance. Design/methodology/approach A database of 50 North American construction projects completed between 2001 and 2014 was compiled by taking information from a research project survey and the Construction Industry Institute Benchmarking and Metrics Database. The t-test and Mann-Whitney test were used to determine whether there was a significant difference in construction project safety performance on projects with craft worker recruiting difficulty. Poisson regression analysis was then used to examine the relationship between craft worker recruiting difficulty and Occupational Safety and Health Administration Total Number of Recordable Incident Cases per 200,000 Actual Direct Work Hours (TRIR) on construction projects. Findings The result showed that the TRIR distribution of a group of projects that reported craft worker recruiting difficulty tended to be higher than the TRIR distribution of a group of projects with no craft worker recruiting difficulty (p-value = 0.004). Moreover, the average TRIR of the projects that reported craft worker recruiting difficulty was more than two times the average TRIR of projects that experienced no craft recruiting difficulty (p-value = 0.035). Furthermore, the Poisson regression analysis demonstrated that there was a positive exponential relationship between craft worker recruiting difficulty and TRIR in construction projects (p-value = 0.004). Research limitations/implications The projects used to construct the database are heavily weighted towards industrial construction. Practical implications There have been significant long-term gains in construction safety within the USA. However, if recent craft shortages continue, the quantitative analyses presented herein indicate a strong possibility that more safety incidents will occur unless the shortages are reversed. Innovative construction means and methods should be developed and adopted to work in a safe manner with a less qualified workforce. Originality/value The Poisson regression model is the first model that quantifiably links project craft worker availability to construction project safety performance.
