Resumo: O movimento institucional indígena tem ganhado variadas expressões desde sua criação nos anos 1980, período de abertura política no Brasil. Este artigo analisa uma dessas expressões. Analisa-se a busca da escolarização indígena pelo movimento social Guarani, criado por dois irmãos na década de 1990, no estado do Rio de Janeiro. Grande parte das sociedades Guarani são oriundas do Paraguai, Bolívia, Uruguai e Argentina, cujas famílias mantêm uma circulação não fixa por todos esses territórios. A noção de escolarização é atravessada por ritos, seres cósmicos e lógicas sensíveis que desconstroem os sentidos puramente racionais dos modelos de educação indígena que têm povoado a América Latina. Conclui-se que há um mundo invisível e cosmológico que subsume os processos de escolarização e o movimento popular indígena. Os mundos invisíveis são, portanto, condições essenciais e indivisíveis ao entendimento de política, organização e humanidade Guarani.Palavras-Chave: Educação Indígena. Movimento Social Guarani. Cosmologia. THE REVOLUTION OF SENSES AND THINGS: A GUARANI - MBYÁ MOVEMENT IN SEARCH OF INDIGENOUS SCHOOLING Abstract: The indigenous institutional movement has gained varied expressions since its creation in the 1980s, a period of political beginning in Brazil. This paper studies one of these expressions. This study analyzes the search for indigenous schooling based on the popular Guarani movement, created by two brothers in the 1990s in the state of Rio de Janeiro / Brazil. The most Guarani societies came from Paraguay, Bolivia, Uruguay and Argentina, where families maintained a non-fixed circulation for all these territories. The notion of schooling is crossed by rites, cosmic beings and sensible logics that deconstruct the purely rational meanings of the models of intercultural education that have populated Latin America. It’s possible to conclude that there is an entire invisible and cosmological world, which subsumes the processes of schooling and the indigenous movements. The invisible worlds are, therefore, essential and its indivisible conditions are mandatory to the understanding of Guarani politics, organization and humanity.Keywords: Indigenous Education. This paper is the result of anthropological research conducted among the Mbyá - Guarani, from the Southeast of Brazil and Northern Argentina. Based on the ethnographic method, the paper analyzes indigenous schooling through the shamanism plan and the different conceptions of body, knowledge, and notions of indigenous persons. This study discusses the conflicts between school and alterities, human and nonhuman, understanding that the notion of schooling crossed by cosmic entity and sensible logic deconstructs the normative and rational models of indigenous education that has populated America Latin America and Caribbean. This study finds that there is an invisible and cosmological world that subsumes the schooling processes. Invisible worlds are understood, in this context, as essential and indivisible conditions for the understanding of Guarani curriculum, organization, and alterity.

This paper analyses the ways transfer of the discourse on interculturality and intercultural education, as it has been coined and shaped by European anthropologists and pedagogues, towards educational actors and institutions in Latin America. My ethnographic data illustrate how this intercultural discourse is currently transferred through intellectual networks to different kinds of Mexican actors who are actively “translating” this discourse into the post-indigenismo situation of “indigenous education” and ethnic claims making in Mexico. On the basis of fieldwork conducted in two different institutions in the state of Veracruz, the appropriation and re-interpretation of, as well as the resistance against, the European discourse of interculturality are studied by comparing the training of “intercultural and bilingual” teachers through the state educational authorities and the notion of intercultural education, as applied within the so-called “Intercultural University of Veracruz”.

This author suggests new avenues for thinking about the relationship between formerly stateless societies and the state. It does so through a detailed study of one particular group, the Shuar, indigenous to the Ecuadorian Amazon. Formerly an acephalous society of hunter-gardeners, the Shuar now constitute a federation with a democratically elected, hierarchical leadership and are at the forefront of indigenous movements in Latin America. The author analyzes this transformation in the context of colonialism but argues that colonialism involves far more than the movement of people from one place to another or the extension of state authority over new territory. Rather, he reveals colonialism to hinge on the transformation of sociospatial boundaries. Such transformations were critical not only to Shuar ethnogenesis but also to Ecuadorian state-building. That is, colonialism involves a dialectical reorganization both of the state and of its new subjects.

Resumo Este artigo aborda as atuais mudanças em curso na América do Sul, desde uma sociologia política crítica a partir de uma análise das interconexões entre sociedade política e sociedade civil, em especial gramsciana. Ela propõe ser a chave para construir um campo de problemas teóricos e metodológicos vinculados à teoria crítica e a questão do Estado em sentido integral, que permitam entender o que acontece na sociedade política (a disputa de projetos políticos) e, sobre tudo, na sociedade civil (o universo de ideologias, valores, visões de mundo em jogo). A questão não se trata aceitar a ótica dos autores políticos que dirigem as mudanças em marcha, se não configurar teoricamente a problemática das mudanças. Sugiro que este enfoque de estudo permita valorizar a capacidade de intervenção institucional e político-social das forças progressistas e perguntar se estão apostando, ou não, a elevar os níveis de organização e consciência das massas populares, questão chave na construção hegemônica. Conclui-se que a questão central a elucidar na última década e meia de governos progressistas na América do Sul é saber qual o Estado que se precisa para uma sociedade em expansão e empoderamento, e qual a sociedade civil necessária para sustentar, aprofundar ou consolidar as novas políticas em um sentido emancipador. Palavras-Chave: Crises e reconfiguração da América Latina. Crítica y política en las mudanzas de América Latina.---AbstractThis article covers the current changes taking place in South America, from a critical political sociology to an analysis of the interconnections between political society and civil society, especially Gramscian. This may be the key to building a field of theoretical and methodological problems linked to the critical theory and the issue of the State, which enables an understanding of the political society (the dispute of political projects) and, above all, of the civil society (the universe of ideologies, values, worldviews at stake). It is not a question of accepting the perspective of political figures that drive the ongoing changes, but to establish, theoretically, the issue of change. I suggest that this study approach will allow develop the ability of institutional and political-social intervention of the progressive forces and question if they are trying, or not, to raise levels of organization and consciousness of the masses, the key issue is in the hegemonic construction. I conclude that the key issue, from the last decade and a half of progressive governments in South America, is to know which is the state that is required for a society in expansion and empowerment and, in an emancipatory sense, which is the civil society needed to sustain, strengthen or consolidate the new policies. Keywords: Crisis and reconfiguration of Latin America. Political developments in Latin America have driven academic interest in Indigenous movements. This phenomenon emerged most clearly in the aftermath of massive uprisings that led to a flood of publications framed as “the return of the Indian” to the public consciousness. Much of our understanding of the history and trajectory of social movement organizing is a result of publications in response to these protests. Contemporary political concerns continue to inform much of the cutting-edge research on Indigenous movements. These issues include relations between social movements and elected officials (often framed as debates over horizontalism versus authoritarianism) and whether the extraction of natural resources can lead to economic development, including intense discussions over neoextractivism and the sumak kawsay, the Quechua term for living well (with equivalent phrases in other Indigenous languages, often translated in Spanish as buen vivir).

AbstractBefore the 1980s, LGBT groups in Latin America were largely (though not entirely) excluded from the state. This article argues that a combination of factors—democratization, social movement demands, neoliberal globalization and its accompanying discourse of modernity—has led many state actors to seek to incorporate LGBT groups into the state. Considering two cases of self-proclaimed revolutionary parties, Mexico's PRI and Nicaragua's FSLN, the article examines how and why these parties incorporated LGBT organizations and what impact such incorporation had on the LGBT groups themselves. In both countries, LGBT groups benefited from clientelistic resources at the same time that they found themselves deradicalizing, often forced to accept visibility without rights. But in Nicaragua, a more recent revolutionary experience and ties to a combative, autonomous feminist movement have allowed some LGBT activists to resist the state's efforts to co-opt their movement.

Performance-related pay policies applied to the Police have been implemented in Brazil and Latin America since the 2000s in an attempt to reduce the main violent crime indicators. The Integrated Targets System (Sistema Integrado de Metas – SIM), the Pacifying Police Units (Unidades de Polícia Pacificadora – UPP) and the Additional Service Regime (Regime Adicional de Serviço – RAS), initiated in the state of Rio de Janeiro in 2009, sought to reduce “strategic state crime indicators” whose results are monitored by the civil police report data. In order to understand how these policies have been implemented in the state of Rio de Janeiro between 2007 and 2017, the study adopts a quantitative approach upon criminal analysis and a qualitative one based on interviews and field observation at civil police stations and military police battalions.
