Creating and ensuring sustainable development is impossible without active innovation in all areas of social production. Today, our country has achieved high and even record-breaking indicators in certain industries. All this happens, including through innovation. Technological competition is a key factor in the global competition between the States. However, technological pessimism remains the prevailing sentiment among groups of domestic experts. It is aggravated by the sanctions policy of Western countries and the risks of further isolation. Thus, further breakthrough development of the Russian economy is possible only with comprehensive support from the state and a systematic orientation towards the creation of an innovative economy

<p>The article analyses the importance of an active role of the state in achieving the Sustainable Development Goals. Its starting point is that despite the fact that today there is a growing recognition in the world that for the implementation of sustainable development an active role of the state and local self-governing communities is indispensable and despite the fact that in Slovenia such a role of the state in implementing sustainable development stems from its Constitution, so far, too little has been done in Slovenia to achieve the Sustainable Development Goals. The purpose of this article is to analyse theoretical arguments and the Constitution in order to show the need for an active role of the state in implementing sustainable development goals, and also to discuss basic steps to be implemented in order to achieve an active role of the state in Slovenia. In this article comparative and analytical methods were used in studying the literature and regulation. The article, based on theoretical arguments and the constitutional analysis, identifies the need for an active role of the state in implementing sustainable development goals, and proposes arguments for it and also basic steps toward an active role of the state. The discussed topic is new and this article contributes to the field some fundamental arguments for the active role of state and for the more comprehensive policy-making. The article offers theoretical and constitutional arguments to be implemented in order to transform the present role of the state from a passive one into an active role and its findings are meant to be used by policy-makers and law-makers as a significant argument to pursue more active role of the state in implementing sustainable development goals.</p>

The article examines the role of digital innovation in the business efficiency of small and medium-sized enterprises and the economic security of the country. The results of the analysis of the state of digitalization in small and medium-sized businesses. The directions of implementation of digital innovations are analyzed. It is shown that enterprises implementing innovative strategies adapt faster to changes in the external environment. On the basis of the results of sociological surveys published in open sources, the priority directions of implementation of digital innovations by small and medium-sized enterprises in Russia are identified.

The formation of the spectrum of global economic and political challenges for Russia is a factor in returning the issues of economic modernization to the public administration agenda, taking into account the current state and development trends of the country’s economy as a whole and its regions. As a research tool, the system method and the method of statistical observations are used. In Russia, the role of the state in regulating economic processes and its predominance in the structure of Russian economy remains significant. All this makes it necessary to consider the participation of the state in the process of modernization transformations. The article discusses the historical experience of modernization in developed countries with significant state participation, as well as modern Russian goals of state participation in economy, the role of the relevant policy in achieving the goals of modernization (on the example of the “May Decree” of the President of the Russian Federation of May 7, 2018), its contingency with the practices and role of big business as an integral part of the modernization process. The paper suggests ways to optimize public policy in the direction of modernization, taking into account the priorities formulated for the management system.

This article views the mechanism and modern forms of financial capital mobilization in risky and uncertain conditions of the economic environment. From the perspective of the institutional approach, there is a group of problems typical for two different financial capital mobilization models: the bank loans market and the stock market. It reveals some contradictions of capital mobilization mechanism through bank lending by a critical assessment of subjective and purely subject-object relations; the major participant currently is the State. The features of the process of investing in a portfolio of securities in the current environment of high volatility of systematic and specific nature are defined, which ultimately determine the need to revise the prerequisites of classical portfolio theory and the development of new algorithms for redistribution of capital.Solving the problem of the role of the State in the financial capital mobilization will allow the mechanism to adjust itself in the direction of growth in bank lending instruments. Simultaneously, there is an increase in the growth rate in the real sector of the Russian economy.  The proposed mathematical apparatus of fuzzy set theory, based on uncertainty factors variety of the economic system being considered, is capable of minimizing the portfolio investment risk.
