<p>The article analyses the importance of an active role of the state in achieving the Sustainable Development Goals. Its starting point is that despite the fact that today there is a growing recognition in the world that for the implementation of sustainable development an active role of the state and local self-governing communities is indispensable and despite the fact that in Slovenia such a role of the state in implementing sustainable development stems from its Constitution, so far, too little has been done in Slovenia to achieve the Sustainable Development Goals. The purpose of this article is to analyse theoretical arguments and the Constitution in order to show the need for an active role of the state in implementing sustainable development goals, and also to discuss basic steps to be implemented in order to achieve an active role of the state in Slovenia. In this article comparative and analytical methods were used in studying the literature and regulation. The article, based on theoretical arguments and the constitutional analysis, identifies the need for an active role of the state in implementing sustainable development goals, and proposes arguments for it and also basic steps toward an active role of the state. The discussed topic is new and this article contributes to the field some fundamental arguments for the active role of state and for the more comprehensive policy-making. The article offers theoretical and constitutional arguments to be implemented in order to transform the present role of the state from a passive one into an active role and its findings are meant to be used by policy-makers and law-makers as a significant argument to pursue more active role of the state in implementing sustainable development goals.</p>

This article discusses the role of small business and the characteristics of investment factors that affect the economy of Kyrgyzstan, as a factor in the sustainable development of the country. The development of small small businesses is the basis for the stability of the macroeconomic situation of the state. Officially, small and medium-sized businesses have been identified in Kyrgyzstan as the most important sector of the economy. An analysis of data on the production of small and medium-sized businesses in Kyrgyzstan shows that small business shows the most productive activity.

Topicality. The urgency of the problem of state incentives for the sustainable development of regions on the basis of economic freedom, property, rule of law and democracy is increasing in today's conditions of strengthening the role of such factors as globalization, competitiveness and innovation in the world. Aim and tasks. The purpose of the article is to study theoretical, methodological and practical recommendations, which should justify the tools for improving the state incentives for the sustainable development of regions in Ukraine and Poland, taking into account the experience gained from the European Union countries. Research results. Research and practice show that the development and rates of economic growth in the country depend on the efficiency of public institutions. They are one of the most important variables that explain the differences in the rates of economic growth in the groups of developing and transforming countries. It was found that the decentralization of state functions means that it delegates its powers to the structures it establishes, one of which is a region with, inter alia, administrative rights. Therefore, the article provides a comparative analysis of the legal conditions for the sustainable development of the regions in the EU, Poland and Ukraine. It should be noted that both the basis for smart development and inclusive development are important, however, this study focuses on the components of sustainable development, and, therefore, the stimulation of an economy that effectively uses resources, while being environmentally friendly and more competitive. Conclusions. It was found that in all the analyzed countries, the planning documents on the regional level take into account the basic principles of the arrangement, development and land use taking into account historical, economic, ecological, demographic, ethnic and cultural features of the region. Prospects for future research in the field of state incentives for sustainable development of regions are related to the effective structure of the formation of the institutional environment of the state.

Topicality. The effect of modern globalization processes leading to escalating competition make it actual and necessary to learn historical studies of implementing reforms worldwide and the role of the state in the process of institutional transformation provided by highly developed countries of the world. Therefore, the present day the key issue of Ukraine resolving which has the theoretical and practical importance is the issue of the institutional modernization with defining the role and placing of the state on course of implementing and supporting the innovative and sustainable development. Aim and tasks: to prove, on the basis of learning the historical studies of implementing reforms worldwide and the role of the state in the process of institutional transformation, that at the present stage of human development it is the state that is in a role of the main institutional strategic subject of the innovative and sustainable development strategy that has the practical importance for defining the direction of the further social and economic transformation in Ukraine. Research results. The article is focused on that the market system in its classical form is past the point of the historical development. Gradually, in view of objective reasons, the placing and functions of the state have been changing in the direction of consolidation of its role, direct dealing with resolving fateful issues. Nowadays in successful and developed countries it is the main institutional and strategic subject of mixed economic system, one of its organization components. The overview of historical experience of the reform implement in countries that have achieved substantial gains proves that these gains are connected with the institutional reformations with the state being in the heart of them. On the other hand, dogmatical proclamation of private property privileges under any circumstances and at the same time the removal of the state from resolving fateful issues, the glamorization of the market of Ukraine and as a result � system error while choosing and implementing the model of economic development, have led to the formation of oligarchic capitalism with the objective traits peculiar to it. Therefore, the present day the issue must be not the reforms modernization and intensification but the change of their rates, the economy management philosophy in general. Conclusion. The research that had been made gave an opportunity to substantiate the attitude of the authors being that without the complex system support of the real sector of economy with the focus on innovation, without consolidation of state property and its institutes including those on the backs of reprivatizing the strategically important enterprises as the fundamental principle of the future economy of Ukraine the fateful issues would be impossible to resolve.

The field of law and development examines the role of law, legal institutions, and legal systems in economic, social, and political development. As a comparatively recent field emerging in the 1960s, law has become an increasingly important aspect of the issues and debates surrounding international development, particularly since the 1990s. Debate continues over the meaning of “development” and what constitutes international development law, as well as over theoretical approaches: the character, role, and impact of legal institutions and development actors; the structures and processes of development; and the principles and norms that are already or arguably ought to be in the system. International development law generates a range of practical challenges, including implementation and enforcement of a right to development; the role of state, and the role of an increasingly globalized civil society; the rule of law; environmental sustainability; land reform; poverty and aid; issues of gender in law and development; law-building in post-conflict situations; transparency and accountability for donors and recipients; and the relationship between human rights, social justice, and rule of law. The centrality of sustainable development, the complexities of globalization, the private sector, civil society, new technologies, and the rise of emerging powers—some as new “nontraditional” donors—further add to the necessity and importance of understanding law and the sustainability of development. Together, these factors of change and transformation provoke new thinking and debate within this field on the role of the state in development and how the international legal rules of the game should operate. From the perspectives of developing countries, primary issues of concern relate to development cooperation and pro-poor, inclusive growth; improved access to trade for small enterprises; development effectiveness; South-South dialogue; climate change; and low-carbon development. Environmental protection and sustainable development represent significant challenges for international law-making, while also offering innovative solutions to some of the systemic problems of the international legal order. One central thrust of contemporary analysis and practice in law and development is the search for better understanding of the relationships between social and cultural factors and international development law in promoting more multidisciplinary approaches. Another central theme is the role of the state in development. The state is not simply a formal legal institution, but has both internal structures of legal competence and external, international legal commitments. There is a pattern of litigation history between the compatibility of the two, with implications for development law. Extensive debate continues over what constitutes development, why and how developing countries should pursue it, and what the eventual goal ought to be. This debate is necessary in retaining the vitality and practical relevancy of law. Development constitutes a form of social and societal change, and the relevancy of law depends on its responsiveness to such change; as such, the role of law in development should be of significant, if not dominant, importance.

Purpose The purpose of this paper is to develop an assessment model for corporate social responsibility (CSR) that is interlinked to sustainable development and examine the model on CSR cases in Egypt, exploring whether CSR is embedded into the core agenda of the corporations. This analysis helps in understanding the state of CSR in Egypt and countries with a similar socio-economic background. Design/methodology/approach The study presents a sustainable development assessment model for CSR, based on combining and modifying Archie Carroll’s model of Hierarchy of Corporate Responsibilities (1979, 2010) and Donna Wood’s Corporate Performance Model (1991) to include sustainable development imperatives. The proposed model analyzes two CSR practices of corporates. Qualitative analysis using in-depth interviews was conducted in the two case studies: a global multinational company represented in Egypt and a family business typical of many Egyptian corporates. Findings Generalizing from the results of the assessment in Egypt and countries with similar circumstances, most CSR practices in such a context still fall under philanthropy and few under human development or the business case. The lack of the formal institutional framework for organizing the role of the State in CSR promotion leads to missing the opportunity of linking CSR to the Sustainable Development Goals or similar strategies. Originality/value The paper presents a CSR assessment model adopted in developing countries, with a focus on incorporating sustainable development indicators since the 1990s. This methodological development since 2010 is timely and particularly useful for relating CSR to the recent global focus on sustainable development.


Creating and ensuring sustainable development is impossible without active innovation in all areas of social production. Today, our country has achieved high and even record-breaking indicators in certain industries. All this happens, including through innovation. Technological competition is a key factor in the global competition between the States. However, technological pessimism remains the prevailing sentiment among groups of domestic experts. It is aggravated by the sanctions policy of Western countries and the risks of further isolation. Thus, further breakthrough development of the Russian economy is possible only with comprehensive support from the state and a systematic orientation towards the creation of an innovative economy
