The new metro rail policy was enacted by the government of India in the year 2017. Under this policy, under section xiv, the Government of India (GOI) made it compulsory to seek Public-Private Partnership (PPP) for metro projects which are intending to seek financial assistance from the central government. Hyderabad Metro is by far the largest metro project to be executed under PPP, but is it successful? This paper investigates various factors that affected the timeline of the Hyderabad metro. It evaluates various aspects in the preconstruction, construction, and post-construction phase of the Hyderabad metro. Finally, suggestions are made in the form of conclusions that would increase the likelihood of a successful PPP in the metro.

Purpose Lack of competition in procurement processes may affect the sustainable procurement due to overpriced and low-quality infrastructure. The purpose of this paper is to investigate the current practices in Malaysian public-private partnership (PPP) in handling unsolicited proposals within PPP and to suggest ways in which the practices can be improved to achieve sustainability. Design/methodology/approach Case study was conducted within which 13 semi-structured interviews were carried out with different groups: the policy makers, the practitioners and the experts. The study also scrutinised published guidelines and relevant regulations used by in management of unsolicited proposals in Malaysian PPP. Findings The Government of Malaysia welcomes unsolicited proposals from the private sector, even though it does not publish any established mechanisms to handle such proposals. Lack of competition in unsolicited proposals is a major concern in achieving sustainable goals of procurement. This could be addressed by introducing a competitive element to unsolicited proposals. Originality/value There are limited study and reports on the implementation of unsolicited proposals by the Malaysian Government. Besides adding to the literature, this paper reveals the management of unsolicited proposals. Most importantly, it is useful in assisting potential Malaysian PPP stakeholders and investors in what to expect, based on findings from the actual practice.

<p>Public-Private Partnership (PPP) in Indonesia only succeeded in the road sector and clean water. PPP sector Tourism Port Tanahampo failure, despite the tender held for 2 (two) times. This failure is a failure of government that has targeted the development of Tanahampo Port Tourism as a priority program which is already listed in the list of Bappenas in 2012. This study is a literature study, comparing the determinants of success (Critical Success Factors/CSF) PPP in the literature with the failure of the PPP Harbor Tourism Tanah Ampo Bali. This study concluded that the factors causing the failure of the PPP in the construction of port infrastructure Tanahampo tourism in Bali, among others: (1) Factors aspects procurement, tender failed twice caused no interested participants to submit bids; (2) Factors legal aspects, namely: the seizure of local government authorities (local government) and the Central Government. Local Government area of less agreed to surrender assets to the central government on the grounds of regional autonomy; (3) Factors consortium aspects, namely: lack of clarity about the PPP models that will be implemented, the Government tendered by BOT system, while most of the infrastructure has been built by the government; (4) social and cultural factors, the community asked the percentage of labor up to 30% at the time of operation, which is not necessarily the expertise and there is no clear form of cooperation the transfer of land belonging to local communities in the PPP.</p>

Public Private Partnership (PPP) is not a new method of development in a country. In Malaysia, concept of PPP had been used almost four decades after Malaysian Incorporated Policy had been introduced by the government. The objectives of this present study is to scrutinize defining the concept of PPP, the evolution of implementation PPP, and also characteristic and criteria of PPP based on Public Private Partnership Guidelines. This paper also examines the potential benefits of PPP implementation in Malaysia based on the previous study. Last but not least, issues and recommendation for future study has been suggested to enhance PPP implementation project.

The growth of central government debt in Indonesia is the subject of endless discussion for both economists and experts in other fields. Although the government uses this debt in order to increase Indonesia's competence through infrastructure development, there are problems in the form of previous accumulated debts. This accumulative debt is known as the concept of “debt stock” which is assessed through Indonesia's fiscal resilience (APBN) to measure the repayment capacity of new debts that will be made in the future. This ability will be seen using long-term data from 1990 to 2016 which is reflected in the variables of central government debt, government spending and revenue so that it is known that Indonesia's central government debt can still be said to be sustainable and the Indonesian government should prioritize productive expenditures in order to increase government revenues.

This article analyses the effect of political factors on the use of Public Private Partnerships in developing countries. According to a sample of 80 low- and middle-income countries over the period 1995–2017, our findings suggest that Public Private Partnership projects are affected by political ideology, the strength of the government and electoral cycles. Concretely, they tend to be used by left-wing governments to a greater extent than governments with other ideologies. Public Private Partnerships also tend to be more frequently used by fragmented governments and when there is greater political competition. There is also some evidence (although slight) on the relevance of the proximity of elections in explaining Public Private Partnerships in developing countries.

Abstract Background Due to the limited resources of the public sector, the presence of the private sector as an auxiliary to the health sector, to mitigate adverse health effects (AHEs) caused by environmental disasters, seems necessary. Therefore, the present study aimed to develop a Public-Private Partnership (PPP) framework for managing AHE of environmental disasters (case study of Lake Urmia-Iran). Methods This is a qualitative study with grounded theory approach, conducted in 2019. Required data were collected through semi-structured interviews with 20 experts selected through purposive sampling, and analyzed using Content-Analysis. To formulate the initial framework, an experts’ panel, composed of 12 experts, was formed. Delphi method was used to determine the validity of the framework. Results Most participants found the private sector participation in this field, essential and useful. The most important infrastructure for the private sector participation was designing a legal framework and providing adequate resources and facilities. Pollutant assessment and education of families for disease prevention are among the most important areas that the private sector can participate. To evaluate the performance of the private sector, periodic and short-term reports together with documentation should be used, and the evaluation tool should be the checklists agreed by two sectors. Payments to the private sector should be for periodic objectives, based on performance, and after performance confirmation, in the form of combination of fee for services, per capita and performance-based system. Preventing waste of resources, improving service coverage, greater efficiency and attracting public participation were the most important benefits of the private sector participation. Conclusions PPP can be considered by policy makers as an effective policy for reducing the AHE of environmental disasters (especially drying lakes). To this end, the framework presented in this study can be used as an action guide by national and local authorities and policymakers.

The guilds were essential allies in the operation of the regulatory system, which can be considered an early-modern example of a public/private partnership. Not only were the guilds the chief ‘customers’ of the court, providing much of the funding for public officials, they also had the authority to enforce market rules in their own sector. The price paid for their cooperation was the confirmation of their privileges and the division of the economy into separate sectors. This chapter emphasizes the functional role of guild litigation as opposed to the rhetoric that has surrounded it. From the point of view of a ‘command economy’, guild litigation served no useful purpose. The government considered it to be a waste of money, ‘petty disputes’ of no real significance.
