Deregulation in power industry is restructuring of the rules and economic incentives that government set up to control and drive the electrical power industry. Restructuring in electricity industry will create new business opportunities where new firms selling new products and services will appear, consumers will have alternatives in buying electricity services, and new technologies such as metering and telecommunication devices will develop. Bidding by participants is one of the major challenges. To overcome this issue, strategic bidding models are being developed based on market structure, auction rules and bidding protocols. This paper proposes to formulate an optimal bidding strategy algorithm for DisCos and analyze its impact in the market operations. The bidding optimization is aimed at developing bids that get selected in the market operations and simultaneously maximizing the total profit of DisCos and minimizing power imbalances. Power Exchange market, which is simple yet enables competition, will be considered. This is proposed to be done using MATLAB coding and Genetic Algorithm tool box. Multiple simple bids are modeled. Power imbalance for each of the possible cases is computed. Decision variables (L1 ,L2 ,L3 ) and (C1 ,C2 ,C3 ) are used in order to compute objective functions i.e. Minimization of Power imbalances and maximization of profit, using MATLAB coding and GA tool box.

Transition to digital technologies in management of power industry at all levels – an inevitable consequence of the technical progress which has generated opportunities for diversification, decarbonization and decentralization. Thus it is necessary to recognize that digitalization in power industry is NOT automation, and first of all creation of new business models, services and the markets with a support on possibility of digital economy. In this article questions of transformation of architecture of power industry, and also the main restrictions are considered: absence in regulatory base of new opportunities for consumers; general system inefficiency; impossibility “to legalize” appearance of new subjects (active consumers and prosumers, operators of micropower supply systems and aggregators of the distributed power objects, various service organizations), and also to deregulate the relations between them, to standardize interaction interfaces with EEC, to transform the energy markets.In article it is offered for transition to new digital power to make corresponding changes to the legislation: to enter new type of participants of the market (the active consumer, an active power complex), operated intellectual connection carrying out the standard with the electrical power system, completely responsible for management of the power supply and thus having the minimum regulatory restrictions on organizational model of the work; to improve rules of functioning of trade systems for creation of the markets of the distributed power providing an effective exchange of goods and services between traditional participants of the markets and participants of new type; to enter possibility of application of technologies of the coordinated management of the distributed sources and consumers of energy, systems of storage of energy, means of regulation of loading (“aggregators”) for the purpose of increase of efficiency of their use and participation in the electric power and power markets, including rendering system services and performance of other functions in these markets (the pilot project of such system is realized under the leadership of the author of the present article by subsidiary PAO “Lukoil” “Energy and gas of Romania”); to increase technological and economic flexibility of conditions on reliability and quality of power supply, creation of possibility of a choice by the consumer of conditions of power supply necessary for him and the account them in cost; to enter the accounting of the opportunities given by “new” decisions, at an assessment, formation and implementation of investment programs of the adjustable companies (including introduction of a technique of an assessment of investment projects at possession cost on all life cycle of the decision); to replace cross subsidizing of the population by industrial consumers with mechanisms of address social support and / or with system of restriction of volumes of consumption on reduced rates (“соцнорма”); to refuse further deployment of system of subsidizing of power supply of one regions at the expense of consumers of other regions (as it leads to growth of inefficient power consumption in the subsidized regions, not provided with available generation and infrastructure); to change norms of technical regulation, norms of design on the basis of new technologies; to make changes to programs of development of the infrastructure organizations of power industry taking into account trends of diversification, decentralization, decarbonization and a digitalization; to provide possibility of stimulation, including tariff, implementation of regional programs (pilot and regular), aimed at the complex development of power industry on the basis of new approaches, technologies and the practician, and also the hi-tech companies of small and medium business providing development.

Electric power industry is the foundation of national economy and plays a key role in the development of human society. Traditional power industry is monopolized by industry and lacked of market efficiency. In recent years, it is seeking breakthroughs in the market-oriented reform. Although China’s electricity market reform has achieved some achievement, it is still lacked of market players, regional transactions, excessive data management, concentration and other defects. This paper puts forward higher requirements for the system design of power market transactions. The electrical power market is facing with the security and performance challenges, it is to improve the electrical power market transaction mode and to enhance transaction security, blockchain is a new decentralized framework and with a distributed computing paradigm, which integrates and innovates a variety of computer technologies, then it constructed a perfect competitive electricity market system. Using of different levels of multi auction trading model to integrate the province’s trading and inter provincial trading parts in one system. In the part of inter-province trading, it adopted the contract trading and bidding coexist pattern, the trade is carried out in each province Surplus-deficit electricity which based on the meet of the province’s demand basis. By using blockchain, it can conducted the intelligent contract and record the whole transaction information discretely, and provided the inquiry transaction channel to the users, so it can achieve the resource scheduling fairness and transaction information in security.

Optimization of process steam requirement in order to maximize sugar recovery and export power along with manpower optimization is a must for sugar factories to survive under difficult conditions and to earn additional revenues. The process steam demand of greenfield and revamped plants has been reduced to levels of 32–38% from originally more than 50% steam on cane in the case of the brownfield plants. In addition, significant improvement in the power requirement of the plants has been achieved. Bagasse drying offers a good potential to improve the power export. Different available concepts are compared with a focus on bagasse steam drying and low temperature bagasse drying. In order to set up an optimized highly efficient plant or to optimize an existing plant to achieve competitive benchmarks, good process design and the right equipment selection are very important. Experience has been gained with multiple stage or double effect crystallization in the beet sugar industry offering further steam optimization potential. Vapour recompression is also an option to substitute live steam by electrical power. This even provides options to reduce the steam demand from the power plant for the sugar process down to zero. Key aspects concerning the process design and equipment selection are described.

Why do Chinese governments at various levels set up public complaint websites where citizen petitions and government responses can be reviewed by the general public? We argue that it is the result of two factors: strong signals sent by the central government to improve governance, and the availability of new technologies to promote policy innovation. To impress their superiors, local officials adopted newly available commercial technology to innovate existing citizen feedback systems, which presented a developmental trajectory from “openness,” “integration,” to “big data-driven prediction.” Drawing on policy documents and interviews with local politicians and administrators, we provide a chronological perspective of how technical development, central government’s signals and local decision-making have interacted in the past two decades to bring forth today’s public complaint websites. The contingent and non-teleological nature of this development can also be applied to other policies such as the social credit system.

AbstractDifferent theories have been posited that try to explain the decision-making process of smallholders especially regarding the adoption of new technologies or new agricultural techniques. The objective of this paper is to review and re-assess the dominant household production theories to explain the decision making of smallholders practicing conservation agriculture (CA) in the southern, eastern, and central provinces of Zambia. It also discusses the potential role of CA toward economic development. It finds that the CA smallholders studied did not aim to maximize profits but tried to secure household consumption from their own production before any other considerations in risky and uncertain environments. Their response to economic incentives was contingent on minimizing risks associated with securing a minimum level of livelihood and investing into local forms of insurance. This paper concludes that the ability for CA to contribute to rural livelihoods and economic development would depend on how adequately the factors that hinder smallholder agricultural development in general are addressed.

AbstractHealthcare as an industry is recognised as one of the most innovative. Despite heavy regulation, there is substantial scope for new technologies and care models to not only boost patient outcomes but to do so at reduced cost to healthcare systems and consumers. Promoting innovation within national health systems such as the National Health Service (NHS) in the United Kingdom (UK) has been set as a key target for health care professionals and policy makers. However, while the UK has a world-class biomedical research industry, several reports in the last twenty years have highlighted the difficulties faced by the NHS in encouraging and adopting innovations, with the journey from idea to implementation of health technology often taking years and being very expensive, with a high failure rate. This has led to the establishment of several innovation pathways within and around the NHS, to encourage the invention, development and implementation of cost-effective technologies that improve health care delivery. These pathways span local, regional and national health infrastructure. They operate at different stages of the innovation pipeline, with their scope and work defined by location, technology area or industry sector, based on the specific problem identified when they were set up. In this introductory review, we outline each of the major innovation pathways operating at local, regional and national levels across the NHS, including their history, governance, operating procedures and areas of expertise. The extent to which innovation pathways address current challenges faced by innovators is discussed, as well as areas for improvement and future study.

The article is devoted to the problems of digital transformation of companies in the service sector. The article describes the concepts of "digitization", "digitalization", "digital transformation", "automation". The analysis of the main sectors of the public services sector, the processes of transformation into a new business model of their development is carried out. Specific examples show the role of digital technologies implemented by individual companies, the leaders of their industry: "Internet of Things" (IoT); virtual diagnostics of the service; mobile applications and portals; artificial intelligence and machine learning (AI / ML); remote maintenance; UX design; virtual reality; cloud technologies; online services and others. The authors proceed from understanding the difference between automation and digitalization, the strategic goal of which is to create a new digital business model that creates new value. The result of digital transformation is the reconfiguration of processes that change the business logic of the company and the process of creating value. The article concludes that the rapid development of new technologies leads to the fact that companies face not only a dilemma when choosing the most suitable technologies for investment, but also the problem of staffing and finding an adequate organizational structure to create and maintain a new business model of the company.

Abstract The Polish energy market gained its competitive character in late 1990s. At that time in majority of European countries a new law was enacted (in Poland – in 1987), which enabled the creation of internal energy markets. The Polish Power Exchange has been functioning since the end of 1999. However, from the very onset it has constituted a vital component of under grounding liberalization of electricity market. Since it was created the Polish Power Exchange has served as a market mechanism for setting objective energy market price. Support and control of the Polish Financial Supervision Authority guarantee the security of concluded transactions. The spot energy market was created as the first one and has functioned according to the rule of the double auction. The model of Sadrieh will be used for the description of the auction rules applied to the spot energy trade on the Polish Power Exchange. Furthermore, an algorithm on the basis of which it is possible to forecast transaction prices is presented. The effectiveness of this algorithm will be compared with other traditional methods of forecasting transaction prices.

The digital economy allows to compose the new business models, digital platforms and services, which create new types of economic activity, as well as the transformation of traditional industries. Due to the industries transformation to the digital economy there is the transformation of the world economy, or rather the economy itself is being digitized The purpose of the paper is to reveal the essence and features of the digital economy formation and to consider what significant transformations will take place in the world by the analysis of major trends in the near future. Accumulating all the concepts, we can say that the digital economy is the rather complex term, but we can assume that its development is based on the key components According to forecast estimates, the most advanced retail companies will begin implementing the service of virtual and voice search of goods by 2022. This will require from the company the better understanding of the consumers wishes, their interests and intentions. Consider the main technological development trends for 2020-2025 based on the data of the major consulting agencies and the consulting company "Cartner" Figure 2 shows the forecast curve of the new technologies development. Innovative development triggers that will actively influence the technology development include the following: the Authenticated Provenance, Low-Cost Single Board Computers at the Edge, Self-Supervised Learning, BMI (Brain Machine Interface), active development of "Packaged Business Capabilities" services, Digital Twin of the Person and Composible Enterprises. The peak of disappointments will be Social Distancing Technologies and Secure Access Service. The source of expectations will be the development of Carbon-Based transistors technology and Human digital Ontologies. The formation of a productivity platform will be based on trends in Self-Development and Self-Education. Digital IT trends grow, evolve and acquire new properties of social technologies that can influence the structure of the community, form dependencies and demand. Therefore, companies, large corporations and government need to move to more flexible composite business architectures. The modular business model is based on four basic principles: modularity, efficiency, continuous improvement and adaptive innovation. This business model allows to move from rigid traditional planning to a flexible response to rapidly changing business needs. In general, it creates opportunities for innovative approaches, reduces costs and improves partnerships. It is important to pay attention to the other technologies in the new business model such as bundled business services, data factories, private 5G networks and embedded artificial intelligence. Thus, as a result of the research it is proved that the digital world is a completely new order of life, which requires to change our thinking. The person should be always focused on the new technologies and methods in order the enterprises remain competitive and constantly developed, it will promote the economy development and the growth of well-being of the society. So, taking into account the global trends in technology development, Ukraine has to adapt to the new standards quickly and implement innovative solutions for the economic development. The digitalization of the economy, on the one hand, is the key to economic success, on the other hand, it is the driving force in the conditions of the conceptual understanding of the digital economy essence. The growth of the quality and innovation level of domestic goods and services should provide not only sustainable economic growth, but also competitive advantages with further integration into the EU. At the same time, there is the relevant need of the scientific and technological research, the formation of a certain business ("digital") culture, the implementation of smart city ideas in Ukraine based on the development of local communities and the emergence of new initiatives and proposals for innovative solutions.
