High technologies have penetrated into all spheres of production, and recently they have been applied even in such traditional industries as agriculture. Technology development also has influence on the appearance of new company functions and motivates the appearance of new professions and new types of services. In order to understand the future of innovative development in the field of agricultural enterprises, it is necessary to forecast what technologies the future and what related professions will arise in the near tomorrow. In addition, we need to know what condition of this market is now, which areas are actively developing, and which are only just beginning to be implemented into the agricultural sector. The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

The article considers the views of scientists on the problems of financial security of the agricultural sector of the economy, their significant contribution to the creation and development of theory and practice of financial security of small and medium-sized agribusiness. It is noted that financial security is one of the most important factors influencing the efficiency of agricultural enterprises. The credit instruments of financial support of development of the enterprises of agrarian business in the modern economic environment are characterized. Agrarian receipts are singled out as a direction of financing small and medium agrarian enterprises. The importance of agrarian receipts as one of the most dynamic ways to attract financial resources and development of small and medium agrarian business of Ukraine is substantiated. Other promising instruments of financial and credit support have been identified, which allow small businesses in the agricultural sector to function effectively, to improve the efficiency of agricultural production. It is determined that the use of effective credit instruments provides innovative development of agricultural enterprises. In order to form an effective policy of financing agricultural enterprises, measures aimed at increasing the transparency of agribusiness are needed; development of support infrastructure and educational work among small businesses; unconventional but effective methods of lending to agricultural producers. It is proposed to introduce new, effective financial and credit instruments in the agricultural sector of Ukraine in modern conditions, which in the long run will ensure the innovative development of the national credit system, taking into account the experience of countries with developed competitive economies.

The development of foreign economic activity in the conditions of protectionist measures in the domestic markets of Ukraine is one of the main directions of increasing the level of competitiveness of domestic enterprises in the agricultural sector. Entering markets with a high level of competition and the widespread use of modern technologies creates opportunities for new experience and knowledge, which can be key factors in the success of the enterprise in the future. The foreign economic activity of Ukrainian enterprises in the agricultural sector is characterized by high potential for further development, however, in the current and retrospective perspective does not show effective trends for rapid growth in the future. Therefore, it is necessary to develop and use a number of scientifically sound proposals that logically follow from the results of the analysis and take into account the national characteristics of doing business in a high level of economic and political instability. The article analyzes the dynamics of export-import operations in the field of agricultural products, formed a classification of factors influencing the development of this industry, and which, unlike others, is based on the impor-tance of these factors, which allows to build an exhaustive list of those factors. whose impact is insignificant and taking into account those whose impact cannot be ignored, as they can play a crucial role in ensuring a certain level of success of domestic agricultural enterprises in international markets. This made it possible to formulate the author's proposals to improve the process of selecting alternative factors for assessing the foreign economic activity of enterprises in the agricultural sector in international markets. Based on the analysis of the dynamics of export-import operations in the agricultural sector, a classification of factors influencing the development of this industry was formed, which, unlike others, is based on the importance of these factors, which allows us to build an exhaustive list of those factors. which are insignificant and taking into account those whose impact cannot be ignored, as they can play a crucial role in ensuring a certain level of success of domestic agricultural enterprises in international markets.Keywords: competitiveness, foreign economic activity, agrarian enterprises, classification of factors, methodical and applied tools. Розвиток зовнішньоекономічної діяльності в умовах дії протекціоністських заходів на внутрішніх ринках України являється одним із головних напрямків підвищення рівня конкурентоспроможності вітчизняних підприємств аграрного сектору. Вихід на ринки з високим рівнем конкуренції та поширеним використанням сучасних технологій створює можливості для здобуття нового досвіду і знань, які можуть бути ключовими факторами успішності підприємства у майбутньому. У статті проведено аналізування динаміки експортно-імпортних операцій у сфері сільськогосподарської продукції, було сформовано класифікацію факторів, які впливають на розвиток цієї галузі, і яка на відміну від інших, базується на врахуванні вагомості цих чинників, що дозволяє побудувати вичерпний їх перелік відкинувши ті фактори, вплив котрих є не суттєвими та врахувавши ті з них, чий вплив не можна ігнорувати, оскільки вони можуть відігравати вирішальну роль у забезпеченні певного рівня успішності вітчизняних підприємств аграрної сфери на міжнародних ринках.Ключові слова: конкурентоспроможність, зовнішньоекономічна діяльність, підприємства аграрної сфери, класифікація факторів, методико-прикладний інструментарій.

Introduction. In the conditions of continuous development of investment and innovative technologies the necessary requirement for the further successful and productive development of an agro-industrial complex is updating of technics, technologies, management methods, the organization of production. The purpose of the paper is to study the innovative development of the agricultural sector of Ukraine and to develop a mechanism for implementing investment and innovation technologies. Results. The implementation of the mechanism of introduction of investment and innovation technologies in the agricultural sector should become an effective means of ensuring innovative development in all parts of the technological chain of agricultural production. The main task of the mechanism is primarily to ensure the coherent development of all its components – agricultural enterprises on the basis of deepening agro-industrial integration and involvement in the production of the latest advances in science and technology. Thus, the mechanism of introduction of investment and innovation technologies in the agricultural sector should ensure the implementation of a number of tasks: – stimulating scientific developments aimed at creating new technologies and agricultural products; – effective transfer of scientific achievements, knowledge and results of scientific developments into production; – financing of investment and innovation projects on acceptable terms for agricultural enterprises; – fair distribution of results of investment and innovation projects; – deepening agro-industrial integration; – development, examination and support of investment and innovation programs and projects; – education, training and retraining; – formation of investment and innovative way of thinking; – participation of the state and regional authorities in investment and innovation activities of agro-industrial enterprises. Conclusions. Thus, the need to implement the mechanism of investment and innovation technologies in the agricultural sector will create a favorable environment for innovation, bring the agricultural sector of Ukraine to the world level, will ensure the receipt of competitive agricultural products.

The Impact

The article examines the modern realities of innovative development of agribusiness enterprises in Ukraine and substantiates the need for its further intensification and the need for thorough research. The theoretical basis of innovative activity of enterprises is considered with detailing on subjects of agrarian business and characteristic features of such activity for the specified subjects of managing that is caused by features of agriculture where the main factor of manufacture is the earth. The flowing factors and factors that caused technological and technical degradation against the background of weak investment attractiveness, reduction of innovation activity are determined. The rating of the most successful agricultural enterprises of Ukraine by the level of innovation implementation and costs for innovation activity is presented. The article presents a scheme of key determinants of the impact on innovation activity of enterprises in the agricultural sector of the Ukrainian economy. The authors give directions of innovative development of agro-industrial production of Ukraine with the separation of four groups of innovations: technical- technological, organizational-economic, social-managerial and informational with detailed examples of directions of innovations for each of the groups. The general algorithm of the process of risk management, which determines the current level of investment and innovation activity of agricultural enterprises, based on the systematization of the main stages of detection and evaluation. Activation of innovative activity of agricultural enterprises is one of the main prerequisites for stability and sustainable development of the agricultural sector of the economy, as it allows not only to change the nature of production activities, but also to fill it with new meaning and practical content. The practice of innovation, on the one hand, shows that there are still many obstacles in their way, which significantly hinder innovation development in the country; on the other hand, that innovative development is becoming, and in some places has already established itself as strategic for the development of industries and regions. However, these steps require specific content, from the organization of training to the practical implementation of large-scale innovative projects and programs.

The Future

Increasing the level of innovation and investment support for agricultural enterprises is particularly relevant. This enables them to function effectively in a dynamic, open environment. Thus, the main purpose of the paper is to characterize the current state and sources of investment expenditures in agricultural enterprises in Ukraine, and to make predictions on the inflow of investments in the agricultural sector in the future. Basing of this prognosis the recommendation of the appropriate steps towards investment strategy development in farming firms was formulated. ARIMA forecasting method was used in the article to determine the future expenditures for investments in Ukrainian agricultural sector. It was observed that there has been an inflow of investments in the area of Ukrainian agriculture in recent years. Additionally it was forecasted that this growth will continue in the future. Different scenarios tested showed an increase from 11 to 30% in 2019. Additionally companies could attract and utilize the FDI funds, which unfortunately decreased during the period 2015-2017 in agricultural sector. It could be however expected that these trend will revert together with changing political and economic situation of Ukraine, and companies could use this resources for their development.

Nowadays, an urgent issue for Ukrainian agricultural enterprises is the need for rational organization of their production and economic activities, because the current economic situation in Ukraine and in the world as a whole makes high demands on the quality of goods produced by agricultural enterprises. At the same time, the demand for various types of agricultural products and the costs borne by enterprises for their cultivation are constantly changing. The market environment of competitive relations is characterized by difficulties in finding opportunities and resources, ensuring the appropriate pace of development of an enterprise and setting the price level to determine the optimal production performance of the enterprise. A precondition for its effectiveness is the skillful organization of innovation in accordance with the economic situation in the region of the enterprise activity. The theoretical basis for the innovative activity of agricultural enterprises is considered, namely, its peculiarities and those of introducing innovations into production. Some problems of innovative development of the Ukrainian agricultural enterprises are also analyzed. Besides, the article identifies priority areas for innovative development. The SWOT-analysis method is considered as a method to determine the area for the development of an organization. The need for an optimal combination of production and innovation activities has been identified, which will ultimately allow not only to constantly improve the production process and its results, but also to be proactive, the latter being the main function of the organization management. It is determined that the search for innovative change areas should be systematic. It is only through purposeful and organized analysis of the opportunities provided by the business environment, and timely and reasonable involvement of cost-effective innovations for an organization, that its activities can be continually improved, and its prestige and competitiveness can be increased.
