Explosive increase in urban population especially in major cities and towns has brought the strain on sustainable development of the city. Jaipur is one of the rapidly growing cities of India, facing several problems. One of the major issues is to find new area as well as restricted areas for further urban development. Therefore effective and efficient planning becomes mandatory for sustainable development of Jaipur. This research aimed to ascertain the built up growth of Jaipur city and its satellite towns; as well as connectivity of satellite town with all the basic amenities and facilities. In this paper satellite images are used to map built up growth and proximity analysis using GIS deployed for assessing connectivity to Jaipur city. Built up are showed enormous increase for Jaipur city and its satellite towns in last four decades. However proximity analysis provided details of distance to basic amenities and facilities from all towns. Although all towns are very well connected with road network but distances from facilities and basic amenities are almost lie in the range of 30-40 km, which indicated requirement of efficient transportation to avail facilities. Results can be used as preliminary guidelines for local governments and planners regarding development and management to achieve sustainable city.

ABSTRAK Keuangan Daerah adalah semua hak dan kewajiban Daerah yang dapat dinilai dengan uang serta segala sesuatu berupa uang dan barang yang berhubungan dengan pelaksanaan hak dan kewajiban Daerah. Semangat desentralisasi yang melimpahkan kewenangan pengelolaan keuangan kepada pemerintah daerah,  khususnya tingkat kota atau kabupaten membuat daerah mencari cara mendapatkan pendapatan daerah yang sah untuk mendukung program pembangunan dalam bentuk Infrastruktur untuk meningkatkan kesejahteraan masyarakat, di tengah gencarnya program pembangunan perekonomian di berbagai sektor, sehingga berimplikasi kepada pembangunan yang berkelanjutan dan berdampak luas pada penambahan pendapatan masyarakat sehingga pertumbuhan ekonomi meningkat secara positif . Perangkat Daerah yang terkait di dalam proses penerimaan daerah di pacu untuk meningkatkan peluang penerimaan daerah dari semua sektor pendapatan daerah. dengan paradigma pembangunan berkelanjutan (sustainable development) yang harus diimplementasikan oleh pemerintah daerah. Fakta empiris (empirical evidents) menunjukkan penerapan otonomi  daerah  memberi keleluasaan kepada daerah untuk  mendapatkan sumber sumber pendapatan yang sah seperti pajak dalam bentuk Dana Bagi Hasil baik dari Pemerintah Pusat maupun Pemerintah Provinsi dan retribusi daerah dengan luasnya kewenangan pemerintah daerah. Kata kunci : Dana Bagi Hasil, Infrastruktur dan Pertumbuhan Ekonomi                                                                       ABSTRACT                                                               Regional Finance is all Regional rights and obligations that can be valued with money and everything in the form of money and goods related to the implementation of the rights and obligations of the Region. The spirit of decentralization that delegated financial management authority to local governments, especially at the city or district level, made the regions look for ways to obtain legitimate regional revenues to support development programs in the form of infrastructure to improve community welfare amid the intense economic development programs in various sectors, thus implicating development sustainable and have a broad impact on increasing community income so that economic growth increases positively. Regional Apparatus that is related to the process of regional revenue is encouraged to increase the opportunities for regional revenues from all regional income sectors. with a sustainable development paradigm that must be implemented by the regional government. Empirical evidence shows the application of regional autonomy which gives freedom to the regions to obtain legitimate sources of income such as taxes in the form of Revenue Sharing Funds from both the Central and Provincial Governments and regional retributions with the broad authority of the regional government. The world of tourism is something that has an important influence on the development and development of a country. The development of tourism will not be separated from physical and non-physical elements. Physical and non-physical elements will be considered in relation to the carrying capacity of objects and consideration of the impacts arising from tourism development. Tourism development must be based on planning, development and management direction. Local governments have an important role in tourism development. Lake Sipin is a lake located in the middle of the city of Jambi. Lake Sipin will definitely be very interesting, if it is packaged in such a way. The purpose of this study is to identify the effect of tourism product revitalization on preferences, identify the effect of tourism product revitalization and preferences on visiting decisions and identify preferences able to mediate the effect of tourism product revitalization on visiting decisions The population of this study is the Jambi city community while the sample is the Jambi city community which more than once visited the attractions of Lake Sipin Jambi as many as 150 people. The data method uses path analysis. The results of the study note that the revitalization of tourism products has a significant influence on the preferences of visitors to the Lake Sipin Jambi tourist attraction, the revitalization of tourism products and visitor preferences have a significant influence on the decision to visit the Lake Sipin Jambi tourist attraction and the visitor's preferences are able to mediate the effect of tourism product revitalization on the decision visited the attractions of Lake Sipin Jambi

This paper systematically presents the information about a sustainable city and the process of putting forward, developing and evolving the concept, and it provides an analysis of some current main views in the studies of sustainable cities. In this paper, it is argued that the construction of a sustainable city should not be carried out simply by bringing the concept of sustainable development down to the city level; sustainable development should be more materialized, scenario focused, and localized at the city level, and it should be internalized into the various dimensions of the construction of a city at the special temporal and spatial scales of a city. Based on literature reviews, this paper holds that there are three drawbacks in the current understanding of a sustainable city, mainly including: First, emphasis is placed on the internal equilibrium of a city, but no attention is paid to the negative environmental externalities of other cities or areas and the compensation for them; second, the ultimate goal of sustainable development — achieving equilibrium — is excessively stressed, while the embodiment of the stages of development and regional differences in the goal of sustainable development is overlooked; third, the form of the city is a key indicator for building a sustainable city, but this indicator is basically unavailable in the current definitions of sustainable cities. The definition and theory of a sustainable city should fully reflect the temporal and spatial nodes of differentiation in a sustainable city and the dynamic relationship of equilibrium between the systems of a city and the surrounding areas; its definition and theory should also realistically address the urban needs and the practice of the sustainable development of a city. Based on a comprehensive analysis, this paper stresses that a sustainable city is a city in which the form of the city is scientifically designed in line with a certain social and economic development level, and environmental conditions in order to optimize the internal and external functions, improve the system of urban governance, achieve a dynamic equilibrium among economic development, environmental safety, resource utilization and social equity, continuously enhance its capability for coping with risks, make it more livable, and provide positive externalities in perspectives of economy, environment and social governance for other cities.

The article examines and summarizes the experience in using the components of the ecological security system in European cities, which ensure the solution of problems concerning sustainable development. The research used the methods of a systematic approach, analysis and synthesis, abstraction, logical generalization. The city's ecological security system is a set of economic methods and legal tools linked by the tasks of protecting the environment and creating comfortable living conditions for the population. Based on considering conditions and factors, the above methods and tools allow making decisions on supporting the ecologically safe development of the city. The experience of sustainably- developed European cities shows that their main ecological priorities at the present stage are the following: developing renewable energy; improving the energy efficiency of buildings and structures, reducing urban motor vehicle traffic in the central part of the city, using bicycles and urban electric transport; forming green spaces in order to strengthen ecosystem resilience and preserve biodiversity; rational handling of industrial and household waste. To achieve these priorities the following methods and tools are used: the development of a circular economy; introduction of resource-saving technologies and environmental innovations; formation of the ecological consciousness of the population; the broad powers of local governments in the environmental sphere, implementation of ecological programs and projects; support for environmental entrepreneurship. It was determined that to use the European experience of the ecological security system in Ukrainian cities, it is necessary to carry out preparatory work in the legal aspect (implementation of legislation and development of regulations, standard acts, provisions) as well as in the organizational and economic aspects (formation of conditions and opportunities for the implementation of decisions made in the environmental sphere). The preposition is made that the introduction of the individual components of the ecological security system used in European sustainably-developed cities should be done in Ukraine gradually, starting with eco-projects, eco-entrepreneurship, eco-cooperation and the formation of eco-spaces. The above components of the ecological security system must be aligned with goals and priorities of the sustainable development of the city in the economic and social aspects, which should be the subject of further research.

It has become vital to understand the economic, environmental, and social impact “going green” has on the region as well as on the interlinked relationship between sustainable consumption and production. This chapter focuses on Dubai's green growth strategy and the process for anticipating success while comparing its policy and initiatives to other major cities. In addition, the chapter reviews current regulations along with low carbon initiatives as part of Dubai's green, sustainable development. As Dubai prepares for Expo 2020, the city is focusing on generating sustainable, green innovations. Indeed, climate change has shaped the need for cities and countries to be more aware of their surroundings, and Dubai is no exception in developing a fully, sustainable city to become a green, economic leader.

The global concepts of the post-industrial period are considered in the example of the concept of the city of sustainable development. The main examples of existing global concepts of a sustainable city are presented, as well as the established way of life is considered in the analysis of concepts of a sustainable city in four areas: ecology, economy, politics, and culture. The development of modern concepts of sustainable urban development  X with their further classification is presented. A combination of concepts based on functional features, as well as social trends, is presented. To analyze the meanings inherent in an architectural work, the method of conducting of content analysis of the descriptive part of architectural concepts is used. The article analyzes the global concepts of" Sustainable Urban Development " and creates architectural concepts based on them as part of the process of learning of new challenges and opportunities that have appeared in modern architecture. The following global concepts are considered: a) the City of Sustainable Development; b) Urban agriculture; c) Arcology; d) SmartCity; e) Eco-settlements and Eco-Cities; f) Green standards in architecture; g) Technoparks. It is noted that in the course of its development, a number of concepts intersected or were completely absorbed by higher-order concepts. It is revealed that the concept of "the city of sustainable development" in terms of a set of indicators belongs to the category of "Architectural utopias", according to many evaluation criteria it coincided with the concepts of "ideal cities". For the most part, the similarity consisted in the presence in most concepts of "the city of sustainable development" of a description of attractive expectations of the "Results" of applying the concept and extremely vague descriptions of possible "Risks" and "Resource costs" that arise during its implementation.

Sustainable development is a concept that is already established in our consciousness. It can be assumed that, in relation to the city, it means the implementation of 4 principles (goals) that such a city and its inhabitants should strive to achieve (Szelągowska, Bryx 2015), namely: 1. Aspire to be close to the ecosystem, obtaining spatial order with the least possible interference in this ecosystem. 2. Produce no more waste than the city can assimilate, while consuming no more resources than it can recreate. 3. To promote and consolidate a lifestyle consistent with the above principles, which all residents create by their daily conduct, not just the city authorities. 4. Comply with the principles of honesty and justice. This definition, a little too detailed, aims to highlight two aspects of sustainable development: human proximity to the environment and ethics in human behaviour towards the natural and social environment. The university campus is part of the city, intellectually radiating, forging and disseminating new concepts. By disseminating the idea of a sustainable city, the campus should be an example of implementing these principles in a community constituting an urban enclave. Answering the questions: is this happening? and is it possible at universities that were created before the emergence of the idea of sustainable development ? is the purpose of this article. The author, considering these issues, uses the experience of the campus of the Warsaw School of Economics, designed 100 years ago, constructed in stages and seeking its path of development.

The concept of sustainable development increasingly affects cities and the challenges they face. At the present stage of sustainability awareness it is desired that the discussion about the city development combines the financial aspects and harmonious social relationships with the natural environment. The role of local authorities in implementation processes is undeniable. The objective of the paper is to verify theoretical assumptions regarding sustainable development governance in cities. A special attention is paid to transport and logistics solutions as supported measures but also as barriers of implementation. The detailed questionnaire in the form of the survey was chosen to examine how local governments practice the concept of the green urban economy to strengthen the sustainable development in different cities. Results prove that Scandinavian cities, in comparison to other European and some North American cities, are indisputable leaders in the development and implementation of sustainability strategies. They extensively involve stakeholders and facilitate open dialogue approach, create public-private partnerships and stimulate more sustainable behaviour through variety of financial incentives.

The purpose of this article is to prove the validity of the methodology of measuring the level (index) of sustainable city development by means of using the sociological survey of citizens on the basis of the retrospective analysis of existing approaches to measuring this index. In the contemporary economic literature there are discussions on the possibility of measuring the level (index) of sustainable city development, various lists of indicators and various mathematical formulas. The authors of these methodologies are united in one thing, i.e. in recognition that all known approaches are not ideal, although they complement each other. The diversity of cities in terms of size, geographical location, specialization and a number of other criteria makes it difficult to reach a common opinion in measuring this economic category. The article presents the main provisions of the authors’ method of measuring the level (index) of sustainable city development based on the perception of city inhabitants. The approbation of this approach was carried out using the example of the city of Volgograd (city with a population of 1 million or more) based on the sociological survey conducted in 2014 and 2018. The obtained results allow determining the degree of sustainable development of the city with reasonable accuracy without taking into account the errors of municipal statistics. The proposed approach can be considered universal and it can be used by city authorities at the stage of strategizing and later at the stage of implementing municipal reforms. The most accurate results for comparing the state of sustainable development will be observed in the cities of the same or similar typology. The article substantiates the expediency of the sustainable development assessment among individual cities belonging to the same type (city with a population of 1 million or more, medium-size cities, etc.), as well as the ability to track the dynamics of this state in different periods. The application of the proposed methodology will ensure their competitiveness in the market economic conditions.
