The article proves that the management of the potential of the enterprise in market conditions is a complex dynamic phenomenon that can lead to the development of this potential, its reduction or complete disappearance. Capacity development should be understood as its growth and implementation to achieve the goals set by managers. In order for capacity development to take place and have the necessary dynamics for managers, management decisions on the formation and use of enterprise capacity must take into account factors of internal and external environment of the enterprise, in particular those that affect the rationality of management. Factor analysis must be performed permanently. Its results should help business leaders choose sound management decisions. To accomplish this task, factors need to be identified, classified, and evaluated. Identifying factors means identifying them and establishing the relevance of these factors. The classification of factors is necessary for their division into constants and variables, interconnected linearly or indirectly, into significant and insignificant, and so on. The construction of the classification of factors is the result of their evaluation. The study performed a clustering of factors. This made it possible to identify the factors grouped into one group, as well as to identify the nature of the relationships between these factors. The practical application of the proposed analytical and information model of factor consideration in the formation of management decisions to manage the potential of the enterprise will increase the objectivity of the approved decisions in the management of the potential of the enterprise.

Today, around 50 million people worldwide suffer from cataracts, more than a half of them need surgical treatment. High prevalence of this pathology in Ukraine, the need to improve the provision of ophthalmic care to patients, and the reform of the health care system have made the research relevant. Concomitant diseases and special conditions of the eye increase the risk of intra− and postoperative complications, worsen the functional parameters of patients after surgery. In order to develop a unified approach to the treatment of complicated cataracts based on diagnostically related groups of patients, a retrospective analysis of case histories of patients with different variants of complications related to the condition of the lens itself, its ligament apparatus and other structures of the eye was conducted. In each case, the surgeon has to choose the appropriate modification of cataract phacoemulsification surgery. The study proposed the classification of cataract phacoemulsification modifications on the basis of the techniques and the sequence of operation stages, taking into account the classification of the degrees of turbidity of the lens, proposed by L. Buratto. It has been noted that in complicated cases, according to the indications of the patient, surgery may be performed on several modifications of cataract phacoemulsification. The developed classification made it possible to generalize the various variants of pathology and greatly facilitate the choice of tactics of surgical treatment in complicated cataracts. It can be used not only for practical application, but also for improving the qualification of trained professionals. The prospect of further research is to identify contraindications for outpatient treatment of the patients with complicated cataracts. The author's classification of management decision-making methods, including twenty-five classes of methods, is presented for the first time. As part of the general classification of management decision-making methods, the role and place of a group of methods for making managerial decisions based on the optimization of performance indicators was demonstrated. In the group of methods for making managerial decisions based on the optimization of performance indicators, a subgroup of programming methods (linear, nonlinear and dynamic) is considered in detail. The features of use and application are shown when making managerial decisions of a subgroup of programming methods.

Adequate roost sites for hibernacula are an important factor in the distribution and abundance of temperate bat species and knowledge of specific hibernacula is necessary to make sound management decisions. Caves are recognized as one of the most important roosting sites for bats, yet surveys in caves are uncommon in North America. This paper presents data on the distribution and abundance of bats hibernating in Iowa (U.S.A.) caves and includes new hibernacula records. These are the first published records of bats in Iowa caves in almost 25 years.

Purpose. Problems of the existing theory, methodology and organization of accounting need to be solved taking into account practical requirements of modern management. In turn, this provides an opportunity to expand the functionality of accounting to make informed decisions, focused on achieving the efficiency of business operations and maximize the value of business, which contributes to the increased importance of accounting in management. This testifies to the relevance of the chosen topic , which determined the directions of the research, which requires in-depth scientific research, its scientific-methodological and practical importance. Purpose. The purpose of the article is to systematize existing approaches and to improve the classification of accounting functions in accordance with the requirements of the management system. Methods. In the process of researching the growth of accounting functionality in the management of agrarian business used general scientific methods of knowledge of reality, including: structural-logical and semantic analysis - to clarify and streamline the terminology in the conceptual apparatus; induction and deduction - for parameterization of accounting functionality in management; grouping and classification - to develop methodological principles and systematize the classification features of accounting functions. The research is based on general and specific methods of studying the economic processes, facts and phenomena of management requests for increasing the functionality of accounting for agricultural business management. The scientific base of the research was scientific works of domestic and foreign scientists on accounting functions in the management system, materials of international scientific-practical conferences and seminars, results of personal experience and observations. Results. Accounting as an information system, which is designed to make operational and strategic management decisions, needs to expand its functionality and increase its tasks. These categories have become one of the main ones in accounting, but also in management, as indispensable tools of managerial relations in business. Today, accounting is facing a scientific problem that needs theoretical and methodological justifications and practical solutions. It is necessary to expand the functionality of accounting in agrarian enterprises in order to meet management requests focused on achieving the strategic goal of the enterprise and maximize the value of business. The analysis of the evolution of information requests of the branch management and the priority of accounting functions in the development of agrarian business makes it possible to conclude that the priority task characterizes the process of information support for customers and consumers. According to the results of studying the classifications of functions, we have concluded that most often the scientists indicate the information function, the second most important is the control, and then the analytical and evaluation. Considering different approaches of scientists to classification of accounting functions and summarizing the results of the research, we concluded that the existing set of accounting functions does not allow to fully fulfill the tasks set before it. Therefore, in the current conditions of development of the global economy, the solution of this problem requires both theoretical and methodological justifications. That is why an important component of increasing the importance of accounting in the management of agrarian business is the expansion of its functionality, in particular by isolating new objectively formed functions. Given the priority of accounting functions in the development of agrarian business, they should be classified according to the information requests of the management system, as a result of which we propose to introduce a cost-oriented function and the function of saving capital and economic security of business. The capital saving function is a tool through which the formation of equity, regulation of property relations and business management, which provides a legal platform for completeness of payments with owners and guarantees the economic security of the enterprise. This function will facilitate the management of capital formation and its use. The value-oriented function is based on creating the market value of the business or providing the assets with the characteristics of the most valuable investments. It reflects the change in the value of the property of the enterprise from the point of view of transformation of its value in the external environment and allows to better understand the alternative advantages of investment sources. The proposed functions are aimed at identifying the degree of participation of owners in the management of the business entity, completeness of payments with them and determining the market value of agricultural businesses, increasing the investment attractiveness of Ukrainian agricultural enterprises. Discussion. Further scientific research in the direction of increasing the functionality of accounting in the management of agricultural business, it is advisable to carry out on the basis of domestic and foreign experience where the basis is the assertion that is built on the basis that accounting becomes the main function of management, which will facilitate the implementation of all functions of the management system. This will allow you to determine the place of accounting functions in achieving the goal of the management system, which will help in the formation of feedbacks between management and accounting. In-depth study of accounting functions will create the basis for improving the theoretical and methodological level of its development and will enhance functionality in the management system of agricultural business. Functional approach will allow to study the object of accounting not from the point of view of internal structure, set of interrelations of elements of its system, but on the other hand - interrelations with the external environment.

The development of any business entity depends on its potential. Enterprise potential is a system of opportunities to achieve development goals within the functions defined by the structure of the enterprise. The level of potential of the enterprise depends on the level of development of the functional structure of the enterprise. It should be acknowledged that, regardless of the type of activity of the enterprise, its form of ownership and size, there are certain components of the potential of the enterprise that are common to all economic entities. There are also those that are specific to specific businesses. This difference in potentials largely determines the vectors and intensity of enterprise development, their competitiveness. Enterprise potential management involves: defining the goals of enterprise potential formation taking into account the factors of the internal and external environment of the enterprise; organizing events to build enterprise capacity; motivation of employees to fulfill the set tasks within the measures defined in the previous stage; control of the process of formation of enterprise potential; regulation of the process of formation of enterprise potential. This article highlights the peculiarities of the implementation of these last two stages of enterprise potential management. It is proved that monitoring of management decisions is directed to such objects as production capacities, areas, resources of the enterprise, etc. taking into account changes of factors of internal and, especially, external environment for timely adoption and implementation of corrective management decisions aimed at optimization of the results of realization of enterprise potential.

Deep learning has been widely used in the field of image classification and image recognition and achieved positive practical results. However, in recent years, a number of studies have found that the accuracy of deep learning model based on classification greatly drops when making only subtle changes to the original examples, thus realizing the attack on the deep learning model. The main methods are as follows: adjust the pixels of attack examples invisible to human eyes and induce deep learning model to make the wrong classification; by adding an adversarial patch on the detection target, guide and deceive the classification model to make it misclassification. Therefore, these methods have strong randomness and are of very limited use in practical application. Different from the previous perturbation to traffic signs, our paper proposes a method that is able to successfully hide and misclassify vehicles in complex contexts. This method takes into account the complex real scenarios and can perturb with the pictures taken by a camera and mobile phone so that the detector based on deep learning model cannot detect the vehicle or misclassification. In order to improve the robustness, the position and size of the adversarial patch are adjusted according to different detection models by introducing the attachment mechanism. Through the test of different detectors, the patch generated in the single target detection algorithm can also attack other detectors and do well in transferability. Based on the experimental part of this paper, the proposed algorithm is able to significantly lower the accuracy of the detector. Affected by the real world, such as distance, light, angles, resolution, etc., the false classification of the target is realized by reducing the confidence level and background of the target, which greatly perturbs the detection results of the target detector. In COCO Dataset 2017, it reveals that the success rate of this algorithm reaches 88.7%.

This article examines the scenario of game simulation “The City Started by You”. The game represents an information platform built on the basis of online game, where the players select a city they would like live in and the services they would like to use. The players are also given the opportunity to discuss and make management decisions regarding the development of their city. The game touches upon such questions as solidarity in society, meaning of paying taxes, value of local democracy, proactive budgeting, and implementation of direct online democracy. The game is aimed at the development of the skills for classification of the topical issues and separate delegated authority, liaising between the authorities and officials of the city’s self-governance and the residents, as well as engagement of city residents in urban management. The computer game not only calculates the consequences of the made by the student management decisions, but also takes into account the factors of the internal and external environment. It is noted that this game can be used as educational in schools and universities, as well as for increasing information transparency between the executive branches and municipal officials. The latter would require conducing educational online games within the framework of group classes with the municipal officials. The use of remote technologies built on the basis of game simulation “The City Started by You” allows to consider and analyze alternate solutions of topical issues, work out spatial development strategies, and form project thinking. Game simulator Constant improvements in the area of ensuring transparency of the local self-governance is essential for increasing public confidence in the local authorities, effective solution of topical issues, and successful conduct of the reforms.
