This piece serves as an exploratory study into the combination of blockchain-aware smart meters and radical economic paradigms. Load shedding is examined through this novel lens. Load shedding is an established means of preventing system collapse under emergency conditions. An auctioned load shedding hierarchy method is proposed whereby participating parties bid on tokens (SALtoks) guaranteeing access to supply during load shedding. This method is based on the recently developed Self Assessed Licenses Sold via Auction paradigm developed. Under this paradigm, SALtoks are subject to taxes based on valuations, while also being subject to continuous auction. A case study is performed on a hypothetical island power system. Higher ranking SALtoks are held by larger consumers. The method is found to mitigate economic impacts by allowing industry to maintain supply during load shedding. Smaller consumers, while subject to more frequent interruptions, gain the public benefit of increased income from taxation.

This revealed significant archaeology from the Viking period, which was excavated where necessary. A very successful series of public events followed, with senior politicians visiting. This paper concludes by emphasising the need to provide the public with accurate information.

This study presents a novel approach to calculate the load to be shed in El Hierro isolated power system in generation tripping events. The proposed shedding law is based on a linear regression model. The regression model is obtained by means of offline dynamic simulations in a set of representative test cases. The proposed shedding law has been compared to the under-frequency load shedding scheme currently utilized in El Hierro, considering three different implementation schemes. The results of this study demonstrate that the proposed shedding law can contribute to reduce the average amount of load shed in generation tripping events and meet the requirements of the system’s frequency with a moderate investment in smart power management devices.

Communicating a local cultural institution on the example of Elbląg Cultural Society in Elbląg The article joins the discussion on marketing communication of Polish cultural institutions that are also public benefit organizations. The aim of the article is to identify and analyse selected forms and tools used by the Elbląg Cultural Association – a Public Benefit Organization in Elbląg to communicate with the local community and an assessment of this communication. Research methods such as face-to-face interview, case study, desk research and participant observation were used. Research has shown that the majority of Polish local cultural institutions conduct marketing communication in an inept manner, without preparation, without a strategy of action, implementing most often broadly defined Internet promotion. The Elbląg Cultural Association communicates correctly, in a well-planned and efficiently organized manner with its local community. Using various communication tools, it implements many cultural projects, informing the public about them well in advance. It does not remain indifferent to comments and ideas obtained in the form of feedback from participants of cultural events.

Abstract The main objective of the paper is to present a model of the good practices of deliberative cooperation in a parliamentary setting. This goal is achieved through applying the three functions of the deliberative system—epistemic, ethical and democratic (Mansbridge et al. 2012)—to an analysis of cooperation between different stakeholders during the work of a Polish Parliamentary Subcommittee. They are used as an evaluative tool for analysing the cooperation of MPs, members of the public and representatives of the government (promoters of the bill). The paper analyses a concrete example of the work of the Permanent Subcommittee on the government bill amending the Act on Public Benefit Activity and Voluntary Work in the Polish Parliament. This concrete example is presented as a model of good practices when it comes to deliberative cooperation between representatives of the authorities and citizens aiming at the development of shared practical judgement. The paper consists of three parts. In the first, a systemic approach to deliberative democracy is briefly introduced, and the history of the work on the bill is outlined. The main part consists of an analysis of the three speeches of three main stakeholders in the legislative process, from the perspective of their view of legislative deliberations, and in terms of the three functions of deliberative system. In the conclusions, four main issues are analysed with reference to the presented legislative deliberations: 1. Legislative committees as mixed deliberative spheres; 2. Internal/external deliberation; 3. The distinction between stakeholders/ordinary citizens; and 4. Deliberative stance/deliberative mindset.

ABSTRACT In cold regions like Alaska of USA, Canada and the northern parts of Europe, using studded tyres is common among the public when driving in icy and snowy conditions. However, studded tyres cause extensive wear to asphalt pavement, reducing pavement life. This study addresses the physical and economic impacts of winter studded tyres on the roadway system to better inform decision makers as they develop alternative solutions and future polices. The approach is applied in a case study from a sample of Alaska statewide road segments. Surveys were employed to examine the extent of the use of studded tyres and cost-effective alternatives. A pavement life-cycle cost review was established considering several variables to discover a realistic cost of roadway resurfacing and rehabilitation. Wear rates due to studded tyres and rut rates due to wheel loads were found for different highway classes. The results indicate higher average wear rates due to studded passenger vehicles on freeways than average rut rates due to heavy wheel loads. The results also indicate lower average wear rates on arterial and collector roads. The estimates show that studded tyre use reduced asphalt surface life by about 7 years on the selected freeway sample in the case study, which is about 47% loss in pavement life based on the initial design life of 15 years. Other road classes experienced lower reductions in service life. Finally, cost analysis was provided to reflect the impact of studded tyres on the state's budget. Countermeasures were suggested, which in turn may help other cold regions develop strategies on the use of new winter tyre technology.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.

This research was conducted to determine the Effectiveness of Jakarta Siaga 112 Emergency Services in Fire Management by UPT. Disaster Data & Information Center of BPBD DKI Jakarta Province by paying attention to aspects contained in the Effectiveness of the Jakarta Siaga Emergency Service Program 112. The research method was carried out with a case study method with data collection techniques using interview methods and document review. Interviews were conducted on 10 (ten) key informants, document review focused on documents related to the Jakarta Emergency Alert Service 112 Effectiveness research in Fire Management. The results showed that the Effectiveness of Jakarta Siaga 112 Emergency Services in Fire Management by UPT. The Center for Disaster Data & Information BPBD DKI Jakarta Province Its effectiveness is still low, due to the Implementation of Emergency Services Jakarta Standby 112 in Fire Management implemented by UPT. Disaster Data & Information Center of BPBD DKI Jakarta Province in terms of the Target Group Understanding of the Program, the Achievement of the Program Objectives aspects, and the Program Follow-up aspects. It is recommended to continue to disseminate this Emergency Service to the public, it is necessary to increase the firm commitment of the Head of 8 SKPD related to fire management so that all units play a role in accordance with the Standard Operating Procedures (SOPs) for Fire Management and the evaluation and follow-up of program services that are held periodically 3 once a month.Keywords: Effectiveness, Emergency Services, Fire Handling
