A large amount of regulatory and technical documentation, from state standards to guidelines governing the requirements for noise barrier design and location, has been currently developed in Russia. However, despite such an abundance of regulatory and technical documentation, it is extremely difficult to achieve compliance between the theoretical and practical noise barrier efficiency. According to the study, in the 3rd year of operation, 7 out of 10 noise barriers have already lost their original acoustic properties, the state of 50% of the NB can be estimated as ‘moderate’, 20% - as ‘bad’. Starting from the 8th year of operation, the condition of 50% of the NB is characterized as ‘moderate’, and 50% - as ‘bad’. It is necessary to adjust the regulatory and technical documentation taking into account the main issues and errors encountered in practice.

This paper presents the results of a statewide noise barrier study for the New Hampshire Department of Transportation (NHDOT). The feasibility and reasonableness of noise barriers throughout the state has been evaluated according to NHDOT acoustical and cost-effectiveness criteria. The study has provided the DOT with an estimate of the potential noise barrier material costs associated with a newly implemented Type II noise barrier program. The study also has identified municipalities that the DOT can coordinate with for enacting noise-compatible planning regulations. The paper describes the methodology used to develop the screening-level noise barrier evaluation. Highway noise levels throughout the state and the distances from the highway where noise levels exceed the noise abatement criteria were determined. A method to predict the noise reduction of barriers (insertion loss) based on a simple geometrical relationship of receptors and potential noise barriers was established and has been shown to correlate well to detailed traffic noise models using actual roadway and terrain geometry. The simplified prediction method was used to evaluate over 300 miles of highway, 300 candidate noise barrier study areas, and over 30,000 receptors. This screening-level modeling approach is critical to the practicality of using the Traffic Noise Model across the entire state given the significant number of receptors and noise barrier study areas. The results of the study including information about all 30,000 receptors and 300 noise barrier study areas were collected in Google Earth™ data files for easy access when the DOT responds to noise complaints from the public.

Purpose of the noise barriers is to create an acoustically sufficient impermeable obstacle located on the sound wave propagation path, thereby creating a shadow of the sound pressure level behind the barrier. The paper is focused on the analysis of measured noise values at specific selected points of the railway track in the region of Kysuce without noise barrier and on the determination of noise barrier efficiency. The observed values are compared with the permissible noise values specified by the Slovak legislation

The paper aims to improve the terminology used in dependability-related state standards. Examples are given of the use of the terms “estimate” and “definition” in the “Risk management” and “Dependability in technics” series of state standards. The meanings of those terms were clarified based on the existing regulatory documents. Requirements for the integrity of the used terms were defined. Wordings were proposed for the term definitions that feature the words “estimate” and “definition”. Aim. To examine and discuss the common, but not sufficiently substantiated terms “estimate” and “definition” used in state standards, i.e., to consider the legitimacy of their application as part of the above series of state standards. Proposals as to the improvement of such terms’ application were also set forth. Methods. Examples are given of the use of the terms “estimate” and “definition” in state standards. Based on the existing state standards, the actual meanings of the considered terms were clarified: “definition” refers to the way a term is defined, while “estimate” and “estimation” are closely associated with mathematical statistics. The requirements for the integrity of the used terminology are defined and come down to it being unambiguous, consistent within itself and across the relevant state standards. In this context, the shortcomings of the examined terms are shown that are associated with the above requirements, i.e., the meaning, content, essence and key features of such terms are clearly defined. Any comments or references to other regulatory documents are missing as well. Results. In most standards, in the “Terms and definitions” section, the concept of “definition” is used correctly, i.e., terms are defined. However, in other cases, the concept of “definition” is used in a different sense, as nothing is actually being defined. Based on the term integrity requirements and in light of the above shortcomings, proposed replacements for the terms in question were defined. In most cases, instead of the terms “estimate” and “definition”, it is proposed to use the terms “calculation” and “computation”, as well as their cognates, “calculate”, “compute”. It should be noted that along the state standards, theseterms are used in technical documentation, science papers, monographs and textbooks. Conclusions. The use of the examined terms in some standards lacks integrity. The requirements of the standardization recommendations are not observed, the terms are not unambiguous and consistent with other standards. Based on these requirements, the paper proposes improved ways of using the terms “estimate” and “definition”. The suggested terms should be considered as a tentative proposal. Final definitions and/or replacements of these terms are to be developed through extensive discussion and compromise.

With the increase in the production of new machines, it was necessary to pay more attention to their repair and maintenance, expand research, create appropriate standards, and constantly update technical documentation. The pre-1953 repair laboratories were not powerful enough to solve the growing problems. In 1953, it was decided to establish The State Union Research Institute for the Repair and Operation of Tractors and Agricultural Machinery. (Research purpose) The research purpose is in describing the history of GOSNITI establishment, analyzing the tasks and results of the Institute's activities over the first decade. (Materials and methods) The article presents the base of the new Institute and its quantitative composition. The article describes the main objectives of the Institute and its activities. (Results and discussion) Work was carried out to create self-moving workshops for filling filters, electric brake stands, stands for testing fuel equipment, equipment for vibration contact surfacing. The calculations of the repair base for the regions were carried out. The article presents the list of works that were widely implemented in the national economy and the list of publications of technical documentation. GOSNITI was awarded the Order of the Red Banner of Labor by the decree of the Presidium of the Supreme Soviet of the USSR on May 25, 1967, for implementing the system and advanced technology for repairing cars. (Conclusions) The staff of the established Institute successfully completed the tasks set in the first decade.

The completion of the largest Ohio Department of Transportation traffic noise abatement project in 1995 was met with public controversy over the effectiveness of the noise barriers. A public opinion survey was designed to obtain the perceptions of the residents in the project area. In a departure from most surveys of traffic noise barrier effectiveness, the coverage was not limited to the first or second row of houses, but was extended to 800 m on each side of the roadway. It was found that the larger survey area was needed to avoid misleading conclusions. Overall perceptions of noise barrier effectiveness were found to vary with distance from the roadway and with noise barrier configuration.

The relevance of the article is that the Constitution of Ukraine stipulates that a person, his life and health, honor and dignity, inviolability and security are recognized in our state as the highest social value. The activity of law enforcement bodies and judicial authorities in the state is aimed at ensuring the implementation of this provision of the Basic Law of Ukraine. Protection of the rights and legitimate interests of individuals and legal entities is one of the tasks of criminal proceedings which is achieved through the implementation of others - by prompt and full disclosure of crimes, exposing the perpetrators and ensuring the proper application of the Law. The purpose of the article is to determine the current state of scientific developments of operational and investigative documentation in the process of combating crime by units of the National Police of Ukraine. The state of scientific development of problems of operative-search documentation by generalization and systematization of results of monographic works of domestic and foreign scientists, and also scientific researches on the researched subjects, stated in manuals, methodical recommendations, lectures and scientific articles of different historical periods is analyzed. For in-depth study of these issues, the chronological principle of presentation of the material was chosen, which provides an opportunity to highlight the defining ideas and views of the formation of modern operational and investigative documentation. It was found that today, in the legal literature and practice, along with the term "operational documentation" has become widespread concept of "operational and technical documentation" of criminal offenses, as these terms are used not only in forensic, operational and investigative, but also other aspects , where they have different meanings, although identical in meaning, which is the need to ensure compliance of the process of operational and technical documentation of criminal offenses with the requirements of applicable regulations governing the admissibility, procedure and conditions of its implementation. It is stated that the study indicates the need and relevance for modern theory and practice of ORD conducting at the monographic level of a comprehensive study of theoretical, legal and organizational and tactical principles of operational and investigative documentation in the fight against crime by the National Police of Ukraine.

In the frame of the SOPRANOISE project (funded by CEDR in the Transnational Road Research Programme 2018) the database of the European noise barrier market developed during the QUIESST project was updated with newly acquired data. This database gives the opportunity for an empirical study on the correlation between the different measurement methods for the acoustic properties of noise barriers (according to the EN 1793 series) to further investigate the interrelationships between these methods by using single-number ratings and third-octave band data. First a correlation of the measurement methods for sound absorption under diffuse field conditions (EN 1793-1) and sound reflection under direct sound field conditions (EN 1793-5) is presented. Secondly, a correlation of the measurement methods for airborne sound insulation under diffuse field conditions (EN 1793-2) and airborne sound insulation under direct sound field conditions (EN 1793-6) is shown. While for airborne sound insulation a distinct correlation is found due to the wide data range, for sound absorption no robust correlation can be found.

In this article was analyzed acoustic efficiency of two different construction noise barriers. Field measurements of noise tests were carried out before and behind a wooden barrier, which height was 2.9 meters and a wooden wall with equipped roof, which height was 3.2 m. As is known the length of the wall, height, surface roughness, shape and material of the wall – key aspects of determining the effectiveness of noise barrier. Different materials, depending on their characteristics of the hard or soft, porous or dense, interact differently with the sound of waves. Article contains research results of noise measurements at positive and negative air temperature. There analyzing wooden noise barrier acoustic efficiency at different temperatures and the effects of temperature to the diffraction of sound waves through the peak of the barrier. Test results show, that noise barrier without structural changes reduced noise level to 14–22 dB, noise barrier with structural changes reduced noise level to 20–23,1 dB, when air temperature was positive. When air temperature was negative, noise barrier without structural changes reduced noise level to 15,5–21,4 dB, noise level with structural changes to 19–26,6 dB.
