This study intends to: (1) describe regional development programs, (2) determine local potential, (3) describe the level of alignment of the current spectrum of expertise and make a spectrum of expertise Vocational High Schools based local potential in the Cilacap District. Descriptive research was used in this study. The research site was carried out in the Cilacap Regency area. The data sources used are secondary data sources, namely the use of data through official documents such as the Rencana Tata Ruang Wilayah (RTRW), Rencana Pembangunan Jangka Menengah Daerah (RPJMD), Cilacap Regency in the 2017 Figures and the Cilacap Regency Economic Census in 2016. Analysis of official documents are used to achieve the research objectives. The validity of the documents carried out is the provision of a wet stamp from the related agency. The results of this study include: (1) the development program planned for the development of local potential in the Cilacap Regency area is listed on the 4th mission of regional development, namely "developing an economy that relies on local and regional potential"; (2) existing local potential includes the manufacturing sector; agriculture, forestry and fisheries; wholesale and retail trade, car and motorcycle repair; and the construction sector; (3) the level of alignment of the expertise spectrum of SMK with local potential in corridor 1 amounting to 35.7%; corridor 2 of 28.6%; corridor 3 is 43% while corridor 4 is 28.5%; areas of expertise that are in harmony with local potential include: Technology and Engineering; Agribusiness and Agrotechnology; Maritime; Business and management. The needs of local potential vocational schools are 36 schools, 465 classes and 887 teachers. It is necessary to close and increase the areas of expertise, expertise programs and expertise competencies to be in harmony with local potential in the Cilacap Regency and its surrounding areas.

The article is devoted to the analysis of current measures of the process of digitalization of public services in the Donetsk region. The experience of implementing smart specialization technology in the practice of European Regional Development is analyzed in detail, and its compliance with the principles of strategic planning for regional development in the EU is determined. The role of "smart specialization" as a mandatory condition for regions to receive funds from European funds is noted. Attention is focused on a vertically oriented approach when choosing regional development priorities. The ambiguity of selective selection of regional development directions and the need to balance the interests of all territorial stakeholders are noted. Based on the assessments of the UNDP Development Program in Ukraine on the introduction of e-management tools for regional state administrations and compulsory health insurance of Donetsk and Luhansk regions, the analysis of problematic issues of digital transformation of public services and Electronic Document Management in state and local authorities was carried out. It is noted that the progressive Ukrainian scientific community is quite capable of generating ideas that will immediately be used by entrepreneurs, who, as employers, can form an educational request, thus ridding the labor market of specialists who do not have demand in the labor market. The need for urgent measures of the first stage of EDP implementation of e-governance in the Donetsk region is stated, in particular: development of a roadmap, identification of stakeholders and creation of innovative ecosystems, workshops where an analysis and joint vision of the development of priority start-specialization industries will be carried out. Systematic effective recommendations are given for the implementation of certain tasks of the corresponding operational goal of the Donetsk Region Development Strategy until 2027.

<strong>English</strong><br />Agribusiness regional development program carried out by the government does not empower farmers. This is due to limited community involvement in planning and implementation of the program. This paper is aimed at contributing policy recommendations on agribusiness regional development concepts in order to improve community involvement. One of the concepts is one village one product movement model. This model is initiated by the local community and facilitated by the government. Three principles of this model development are development of local specific commodity with international competitiveness, decisions and initiatives carried out by local community, and human resource development.<br /><br /><br /><strong>Indonesian</strong><br />Program pengembangan wilayah agribisnis yang dilakukan pemerintah selama ini belum sepenuhnya dapat membuat petani lebih berdaya. Salah satu penyebabnya adalah masih terbatasnya pelibatan masyarakat dalam perencanaan maupun pelaksanaan program pengembangan. Tulisan ini dibuat untuk memberikan sumbang saran terhadap konsep pengembangan wilayah agribisnis yang lebih melibatkan masyarakat (petani) dalam pembangunan. Salah satu bentuk operasionalisasi konsep agribisnis yang dapat dikembangkan adalah model one village one product movement. Model ini merupakan kegiatan pengembangan wilayah yang aktivitasnya diinisiasi oleh penduduk lokal dan difasilitasi oleh pemerintah daerah. Tiga prinsip utama pengembangan model ini adalah (1) pengembangan komoditas unggulan daerah yang mampu bersaing di pasar internasional, (2) keputusan dan inisiatif dilakukan oleh penduduk lokal, dan (3) pengembangan sumberdaya manusia.

Regional Development policy is the whole authority of the Head of the region where the development of the region has a direct impact on society. The direct contribution in policy implementation is anticipated. That is, the principal orientation in improving society’s welfare, so the government policy should reflect the profitable’s development between government and society by presenting the participation in the region. Serdang Bedagai district which is Government people’s participative development policy is “Development Movement Governmental / Gerbang Swara”(The Society Self -Supporting Development Programme / SSDP). Gerbang Swara as a movement is to raise society to build self-support in the which the means and infrastructure needed by society starting from the village and sub-district. There is the participation of society in regional development policy in the participative models by attacking Bedagai Government. The research before shows us there are many problems in the local participation in regional development. The development could be bottom-up development, not top-down development. This research would not criticize the fails or the success of regional development from the research before. This Research is the main strengthening of the model of the which applied in regional development and use the explanatory design and apply survey methods in Serdang Bedagai district. The results of hypothesis testing on each path coefficient Significantly influence the development of the planning region with the direction of the positive relationship. The decision making insignificantly influence on the regional development and going to the negative relationship. Whereas, the dissemination influential is significant on the regional development and going to the positive relations. The implementation influential is significant on the regional development and going to the positive relations. The evaluation process influential is significant on the regional development and going to the positive relations. Conversely, the utilization influential is insignificant on the regional development and going to the positive relations. Although in variable this research is positive and significant but, there are several variables which have no influence or significant impact on regional development.

The implementation of national regional policy depends on the extent to which its mechanisms and instruments ensure effective regional development. One of the important tools for solving the problems of social and economic development of the regions is the program approach to planning and management of the regions. However, the situation with funding and implementation of regional target programs in the regions is unsatisfactory. The purpose of the article is to investigate trends and find out the problems of budget financing of social and economic development using the program-targeted approach on the example of Zaporizhzhia region. The following methods were used for the study: historical, abstract and logical, systemic and comparative analysis. In the article, the issues of budget financing of social and economic development using a program-targeted approach are examined. The regional target programs and projects of the State Regional Development Fund for Zaporizhzhia region are analyzed. The following main features, weaknesses and problems of financing are identified: the dominance of the social component of the regional programs and projects of the State Regional Development Fund over the development-related one; duplication of tasks and activities by different programs; inconsistency of regional target programs with the strategic and operational goals of regional development strategies; fragmentation of regional target programs, which significantly complicates their management The directions of improvement of the regional target programs’ funding that correspond to the peculiarities of the current stage of social and economic development of Ukraine are outlined: activation of extrabudgetary financing, control of program measures implementation, elimination of duplication of program measures.
