The article is devoted to the analysis of current measures of the process of digitalization of public services in the Donetsk region. The experience of implementing smart specialization technology in the practice of European Regional Development is analyzed in detail, and its compliance with the principles of strategic planning for regional development in the EU is determined. The role of "smart specialization" as a mandatory condition for regions to receive funds from European funds is noted. Attention is focused on a vertically oriented approach when choosing regional development priorities. The ambiguity of selective selection of regional development directions and the need to balance the interests of all territorial stakeholders are noted. Based on the assessments of the UNDP Development Program in Ukraine on the introduction of e-management tools for regional state administrations and compulsory health insurance of Donetsk and Luhansk regions, the analysis of problematic issues of digital transformation of public services and Electronic Document Management in state and local authorities was carried out. It is noted that the progressive Ukrainian scientific community is quite capable of generating ideas that will immediately be used by entrepreneurs, who, as employers, can form an educational request, thus ridding the labor market of specialists who do not have demand in the labor market. The need for urgent measures of the first stage of EDP implementation of e-governance in the Donetsk region is stated, in particular: development of a roadmap, identification of stakeholders and creation of innovative ecosystems, workshops where an analysis and joint vision of the development of priority start-specialization industries will be carried out. Systematic effective recommendations are given for the implementation of certain tasks of the corresponding operational goal of the Donetsk Region Development Strategy until 2027.

The article aims at determining the strategic priorities of Ukraine’s budget development policy while implementing the regional development strategy for the years 2021–2027. The strategic priorities of the budget policy on territorial development are substantiated in the context of, first, creating the regional development strategy and territorial development strategies for the years 2021-2027, and second, shifting the focus from spatially oriented measures, i.e. stimulating the development of problematic areas, to the policy of territorial development through activating untapped potential, the policy being aimed at increasing regional and national competitiveness, with special attention paid to innovation. The necessity to observe both the vertical and horizontal integration of the formation and realization of budget policy on territorial development, and the necessity to implement it, combining the problem-oriented and general approaches to directing the territorial development budgeting (territorial development budgeting is based on the following: competitive advantages of the functional types of the regions; development of problematic regions; regional development in the context of smart specialization; border areas development in the context of cross-border cooperation). A prospect for further research in this field is seen in making an attempt to form the budget policy on territorial development in Ukraine on the basis of defining strategic priorities for regional development and the development of different level territories, aimed at: reducing interregional and intra-regional asymmetries; ensuring universal improvement of the quality of life; transferring the territories to development based on sustainability, inclusiveness, innovation, and the maximization of using and building up the existing potential.

The article is devoted to assessing the degree of orientation of the development strategies of the regions of Ukraine towards smart specialization and innovative development, the implementation of which should become the starting point for the socio-economic improvement of the territory. The novelty of the work lies in the application of an integrated approach to the essential definition and establishment of the presence of smart specialization of the region, which was done by examining the text of the corresponding regional development strategy.The paper substantiates the relevance of the problematic study to assess the adequacy of the degree of orientation of the regions of Ukraine towards smart specialization when developing their own development strategies. It is proved that the selected scientific problem is a rather young field of research and there is still no theoretical and methodological toolkit developed or adapted to the realities of the Ukrainian regional administration.The essential definition of the term "smart specialization of the region" has been defined, by which it is proposed to understand the purposeful orientation of the regional development strategy towards the activation of specific types of economic activity with a high level of growth potential and resource provision, accompanied by a synergistic direction of efforts of all participants in market relations, the implementation of which will allow achieving ambitious the goals of the innovative growth of the territory, social security of the population and the economic efficiency of the activities of all participants in regional economic relations.Based on the study of the content of development strategies for individual regions of Ukraine in recent years, a study was carried out of the presence, clarity of definition and substantive concretization of the specified regional specialization. A comparison of the proclaimed smart specializations of the regions of Ukraine is carried out and the level of their focus on enhancing the innovative development of regions and the country as a whole is characterized.

It is argued that the European practice of smart specialization is based on partnerships between business, government, scientific and technical institutions, and the public for the development of key sectors of specialization in the region aimed to stimulate intellectualization and digital transformation of regional economies. The shortcomings of the processes of intellectualization and digitalization of regional economies in Ukraine are identified, in particular, in the following aspects: the number of new technological processes introduced in industrial enterprises, the level of the Internet use, export and import of telecommunications, computer and information services. The results of the content analysis of strategic and program documents related to the innovative development of certain sectors of the economy adopted in Ukraine in the period 2013-2020 are summarized. Perspective goals and tools of regional strategies of smart specialization in the focus of a new vision of Ukraine's development are identified. The scientific novelty of the research results lies in the substantiation of the system and tools of regional strategies of smart specialization in the focus of new perspectives of innovative and digital development of Ukraine differentiated for the regions that are innovation-oriented, partially innovative, and backward in terms of innovation. Accordingly, with such an approach it is possible to achieve higher efficiency of the state policy for intellectualization and digitalization of regional economies within the strategy of smart specialization of regional development. The practical significance of the research is that the implementation of selected tools of the regional policy will result in the intensification of the processes of intellectualization and digital transformation of regional economies and society in Ukraine. Implementation of own smart specialization strategies by regions of Ukraine will not only increase regional competitiveness, create new jobs and improve the quality of life, but also draw additional financial resources for regional development, including priority sectors of the economy, by increasing investment attractiveness.

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.

The smart specialization concept was implemented in the EU in 2014, stating that regions have to specify specialization areas for development of innovations. Economic specialization reveals a comparative advantage in that field. However, there are different arguments linking specialization to economic development. This study analyzes these arguments and aims to investigate the impact of economic specialization on regional economic development and to give insights into identifying prospective areas in regional economies. A panel fixed effect estimation of industry-level regional data suggests that economic specialization in broader regional employment, called relative specialization, is ambiguously associated with economic development. Our findings suggest that neither economic specialization nor economic diversity are a clear-cut solution for ensuring economic growth. Economic structure in EU regions differs, and there is no one answer for which approach is better for economic development. Specialization measures, particularly the location quotient, cannot fully capture the dynamics in the industry structure that could be essential for formation of regional development strategy.
