This article presents results of a research carried out with the objective of analyzing the participation of Social Control in the sphere of Public Health Policy of a small municipality, located in the Extreme West of Santa Catarina. This is a qualitative study, carried out with the participation of twelve directors, six representatives of non-governmental entities and six of governmental entities. Data were collected between August and December 2019, through interviews with open and closed questions. The research was approved by the Ethics and Research Committee. All requirements contained in the Resolution of the National Health Council - CNS 466/2012 were observed and respected. The limits for the participation of members in the Council, time and lack of knowledge in the health area were found as limits, and with regard to the possibilities, a broader view of the health services offered, and within this, the prioritization of actions and actions. It is observed that Social Control is very important and necessarily needs to be maintained and strengthened. The Federal Constitution of 1988 consolidated and predicted in its devices the participation of citizens in the formulation and implementation of Social Control, public health policies. It is hoped that the result of the research can boost proposals that are configured as responses to the strengthening of participation in Social Control, recognizing the Health Councils are deliberative and permanent collegiate organs of the SUS, existing in each sphere of government and members of the basic structure of the health system.

One of the ways for small cities to deal rationally with the problems pointed out above has been through the municipalities associations for the implementation of public policies. Initiative is already foreseen in the legislation (law 11.107/95) and in the Federal Constitution itself of 1988 through the called intermunicipal consortia.  The purpose of intermunicipal health consortia is to make municipalities perform more efficiently and effectively the services vital to their population, based on the SUS principles. The municipalities come together to solve problems inherent to their region. Based on this vision, the intermunicipal health consortia seek to reduce costs and streamline accessible resources in order to offer medical assistance available in a municipality of the region to other municipalities in need of such services.  This research sought to verify how consortia are structured in terms of hierarchy, division of labor and sharing responsibilities. Interviews were carried out with the executive secretaries of the eight inter-municipal health consortia of Mata Mineira Area. For the analysis of the qualitative data was used the content analysis. For this, some subcategories were identified which are: physical structure, direction of the consortium, form of decision and apportionment. The results showed that they need improvements and adjustments so that they can successfully meet the objectives for which they were created.

Adopting an action research approach, this study presents the findings of an analysis of accountability and social control processes in place between the local government (Municipal Health Office) and the Anápolis-Brazil Municipal Health Council. The different stages of the action research process entailed: observation of plenary meetings, analysis of the composition of the council, a group interview with council members and the training of council members. The main results were the tabling and approval of a resolution defining a template for accountability reports and the drafting of a handbook with guidelines on how to read and analyze accountability reports. Members of the health council were seen to change their views concerning the process of analyzing the reports, the new emphasis being on their quality and on connecting them with the planning information. In the light of Habermas’s perspective, the authors question the role of training and the intention implicit in the guidelines: are they an opportunity for empowerment/liberation or, on the contrary, an instrument of domination and alienation?

ABSTRACTObjective: This study aimed to analyze the concept of health from the perspective of a group of public health system (SUS) users who live in a small city  in southern Minas Gerais, in a local health conference. Epidemiological Modeling supports the evaluation of various disease management activities. The value of epidemiological models lies in their ability to study various scenarios and to provide governments with a priori knowledge of the consequence of disease incursions and the impact of preventive strategies. A prevalent method of modeling the spread of pandemics is to categorize individuals in the population as belonging to one of several distinct compartments, which represents their health status with regard to the pandemic. In this work, a modified SIR epidemic model is proposed and analyzed with respect to the identification of its parameters and initial values based on stated or recorded case data from public health sources to estimate the unreported cases and the effectiveness of public health policies such as social distancing in slowing the spread of the epidemic. The analysis aims to highlight the importance of unreported cases for correcting the underestimated basic reproduction number. In many epidemic outbreaks, the number of reported infections is likely much lower than the actual number of infections which can be calculated from the model’s parameters derived from reported case data. The analysis is applied to the COVID-19 pandemic for several countries in the Gulf region and Europe.

The Public Health Service in Chile consists of different levels of complexity and coverage depending on the severity and degree of specialization of the pathology to be treated. From primary to tertiary care, tertiary care is highly complex and has low coverage. This work focuses on an analysis of the public health system with emphasis on the healthcare network and tertiary care, whose objectives are designed to respond to the needs of each patient. A review of the literature and a field study of the problem of studying the perception of internal and external users is presented. This study intends to be a contribution in the detection of opportunities for the relevant actors and the processes involved through the performance of Triage. The main causes and limitations of the excessive use of emergency services in Chile are analyzed and concrete proposals are generated aiming to benefit clinical care in emergency services. Finally, improvements related to management are proposed and the main aspects are determined to improve decision-making in hospitals, which could be a contribution to public health policies.
