В статье приводятся аспекты деятельности, связанные с диагностикой состояния оборудования с точки зрения его эксплуатации и диагностикой состояния технологического процесса с точки зрения режимов его протекания. Также изложен подход к синтезу непараметрического регулятора. The article presents the aspects of the activity related to the diagnostics of the equipment condition from the point of view of its operation and diagnostics of the state of the technological process from the point of view of its flow modes. The article describes an approach to the synthesis of a non-parametric controller.

It should note and take into account the dual structure of the boards in Ukraine, i.e. supervisory and management board and the process of the separation of ownership and control in Ukraine that still lasts as the result of privatization of the state property the supervisory board practices in the part of the board meetings are very unique and need a very thorough classifications before its investigating. Moreover, the legislation development in Ukraine is very weak from the point of view of the putting the various board practices in order. From this perspective we apply the following criteria to investigate the supervisory board meeting practices in Ukraine: Frequency of the meetings; The meeting duration; The meeting agenda; The meeting place; The meeting time; The meeting openness; Information.

This factsheet focuses on the integration hydraulics and control of central ST systems in DHC. The first part gives an overview of the typical integration concepts and operating modes implemented in the state of the art. The second part illustrates general aspects of the integration of heat pumps to achieve higher shares of ST and describes recent projects: two implementation projects (Crailsheim and Salzburg-Lehen), and one feasibility study performed by the Technische Universität Dresden.

Western geopolitical studies have evolved over a hundred years, forming a systematic and authoritative classical geopolitical theory, providing a set of thought models and epistemological frameworks related to geopolitics, that is, "Western geopolitical imagination." Affected by this, contemporary western geopolitical elites will have two kinds of habitual thinking when interpreting China’s “OBOR” Initiative: the first is the historical analogy, by comparing China with the rising powers in history; the second is the common sense, by imagining that China will imitate itself pursuit of expansion and hegemony. This article critiques the cognitive foundations of traditional western geopolitical theories, and points out that neither the “OBOR” Initiative pursues power and control, nor follow the “state-centrism” path, nor take the perspective of the “dichotomy” of land and sea confrontation. It is an attempt to transcend traditional geopolitical thinking.

The analysis of the content of legislative, regulatory and technical sources regulating activities in the field of road safety in the Russian Federation is carried out. The federal target programs adopted for implementation in different years aimed at improving the state of road safety are studied. The object of the study is the theory of road safety. The theory is based on the principle of protecting the life and health of citizens enshrined in the Constitution of the Russian Federation. Several levels are considered from the point of view of the development, implementation and control of the effectiveness of measures to improve road safety. The result is obtained in the form of a single pyramid of the theory of road safety. The theory assumes the appearance of a significant factor in the assessment of the state of safety in transport processes. The presented concept allows you to predict the state of road safety.

The story of anti-communism in California schools is a tale well and often told. But few scholars have appreciated the important role played by private surveillance networks. This article examines how privately funded and run investigations shaped the state government’s pursuit of leftist educators. The previously-secret papers of Major General Ralph H. Van Deman, which were opened to researchers at the National Archives in Washington, D.C., only a few years ago, show that the general operated a private spy network out of San Diego and fed information to military, federal, and state government agencies. Moreover, he taught the state government’s chief anti-communist bureaucrat, Richard E. Combs, how to recruit informants and monitor and control subversives. The case of the suspicious death of one University of California, Los Angeles student – a student that the anti-communists claimed had been “scared to death” by the Reds – shows the extent of the collaboration between Combs and Van Deman. It further illustrates how they conspired to promote fear of communism, influence hiring and firing of University of California faculty, and punish those educators who did not support their project. Although it was rarely successful, Combs’ and Van Deman’s coordinated campaign reveals a story of public-private anticommunist collaboration in California that has been largely forgotten. Because Van Deman’s files are now finally open to researchers, Californians can gain a much more complete understanding of their state bureaucracy’s role in the Red Scare purges of California educators.

The article considers common classifications of measures to reduce environmentaleconomic damage from motor vehicles. Classification from the point of view of control impact is proposed, which allows to take into account relations between the state and citizens in the field of reduction of negative impact of motor vehicles on the environment. The analysis of the classification made it possible to identify areas of activity for improving the efficiency of management impacts, taking into account the incentives of citizens to comply with the requirements of the legislation and to create conditions for their exceeding. Increasing the efficiency of resource allocation in the Territory will allow the released funds to be allocated to the development of industry, agriculture, education and science.

The article is devoted to the study of the party model of Russian parliamentarism in post-soviet period. The focus is on the issues of party representation and its correlation with the distribution of the managerial positions and introduction of collective legislation at State Duma. These issues are examined from the point of view of reaching cross-party consensus and implementation of fair parliament party representation principle. According to the author Russian parliamentarism model aims at reaching full-fledged party consensus that corresponds better to the principles of popular representation than strict parliament polarization along the line of “authority-opposition”. Understanding of those issues by the majority of the players was noted from the very start of the State Duma activities, in spite of the acute conflicts in the 1990-ies.The author draws the conclusion that the equation of party representation continues to grow at the level of managerial positions in the parliament that allows to improve cooperation of the parties and to reduce authority and opposition conflicts. Thereby the Russian parliamentarism model makes an important contribution to the stabilization of socio-political situation of the country.

Abstract The paper attempts to determine an optimum structure of a directional measurement and control network intended for investigating horizontal displacements. For this purpose it uses the notion of entropy as a logarithmical measure of probability of the state of a particular observation system. An optimum number of observations results from the difference of the entropy of the vector of parameters ΔHX̂ (x)corresponding to one extra observation. An increment of entropy interpreted as an increment of the amount of information about the state of the system determines the adoption or rejection of another extra observation to be carried out.

The article deals with modern mechanisms for managing social protection of the population by the state and the private sector. From the point of view of forms of state regulation of the sphere of social protection, system indicators usually include the state and dynamics of growth in the standard of living of the population, material goods, services and social guarantees for the poorly provided segments of the population. The main indicator among the above is the state of the consumer market, as one of the main factors in the development of the state. Priority areas of public administration with the use of various forms of social security have been identified. It should be emphasized that, despite the legislative conflicts that exist today in Ukraine, mandatory indexation of the cost of living is established, which is associated with inflation. Various scientists note that although the definition of the cost of living index has a well-established methodology, there are quite a lot of regional features in the structure of consumption. All this is due to restrictions that are included in the consumer basket of goods and different levels of socio-economic development of regions. The analysis of the establishment and periodic review of the minimum consumer budgets of the subsistence minimum and wages of the working population and the need to form state insurance funds for unforeseen circumstances is carried out. Considering in this context the levers of state management of social guarantees of the population, we drew attention to the crisis periods that are associated with the market transformation of the regional economy. In these conditions, there is a need to develop and implement new mechanisms and clusters in the system of socio-economic relations. The components of the mechanisms ofstate regulation ofsocial guarantees of the population are proposed. The deepening of market relations in the process of reforming the system of social protection of the population should be aimed at social well-being.
