The paper assesses the existing approaches to the problem of assessing the security of hazardous facilities. It is proposed to carry out an assessment using the system of modeling and calculating the state of protection of hazardous objects developed on the basis of the Clements-Hoffman method, in which a set of threats, protection mechanisms and objects of protection are used to describe the system of protection with full overlap. This system can be used to calculate any type of protection of hazardous objects when entering data on any threats and appropriate means of protection. The paper provides a block diagram of the security system, a functional diagram, the main parameters and stages of development and testing.

It is necessary to conduct an analysis of relations between Japan and Russia to determine the main trends and prospects for joint development. The purpose of the article is to study and disclose the stages of development of cultural relations between Russia and Japan and determine its features, highlight the most pressing problems of relations and identify possible ways to build strong interstate relations. The methodological basis of the study is the analytical method, for a comprehensive analysis of the changes that occurred during the development of cultural relations between Japan and Russia. Also a prerequisite is compliance with the principles of historicism and objectivity. In the course of studying used the method of study and systematization of literature. As a result of studying the problem, we can evaluate the historical development of cultural relations between Russia and Japan. Assess the state of relations between Russia and Japan and uncover limitations and growth points to strengthen relations between Japan and Russia. The results of this study can be useful as Japanologists and to specialists dealing with the problems of Asia-Pacific as a whole.

In this article the three stages of development of the Russian Constitution (1918, 1925, 1937), are discussed each of represents a certain phase of the constitutional development of the Soviet state. The first stage (1917—1925) is characterized with the transition from capitalism to socialism, the second one stages (1925—1937) is associated with the adoption of the Constitution of the RSFSR in 1925, reflecting changes in the state-building — the formation of the unanimous union of the republican states — the USSR and delegating some mostly important items to it, the formation of the new autonomous regions, the end of the civil war and the reconstruction of the national economics. The third stage (1937—1940) is connected with the adoption of the Constitution of the RSFSR in 1937 (based on the Stalin Constitution of the USSR), which was characterized with the victory of socialism, the industrialization of the country and the collectivization in the agriculture, sphere of economics, the construction of a society without exploiting classes based on the alliance of the working class and the peasantry.

This article examines the formation and development of the petty bourgeois' self-government of the late 18th — the early 19th centuries. The author made an attempt to reveal the main stages of development of petty bourgeois' self-government in Russia within the framework of the proposed periodisation. The paper analyses the main legal acts and the changes they make to the legal regulation of the activities of the local government bodies within a certain historical framework. The author provides an analysis of the legal regulation of issues of an intra-class nature and the representation of members of petty-bourgeois corporations in local government and state bodies. On the basis of the conducted research, conclusions are drawn up on the need for further reform of the existing forms of public participation in solving local issues, taking into account historical experience.

Раскрыта сущность и структура основных подсистем общества, их взаимосвязь, взаимовлияние и взаимодействие. На основе этапов развития ценностей / потребностей общества изучено и раскрыто социально-экономическое, политическое и духовно-нравственное содержание состояний общества и его динамика в определённые периоды до настоящего времени. Автором предложена к линейной, цикличной и спиральной формам развития общества симбиозная форма его развития, а именно – спирально-циклическая форма. The article examines the evolution of methodological views, concepts and approaches in the development of society in the historical periods of its development. The essence and structure of the main subsystems of society, their interrelation, mutual influence and interaction are revealed. On the basis of the stages of development of values / needs of society, the socio-economic, political, spiritual and moral content of the state of society and its dynamics in certain periods up to the present time are studied and disclosed. The author suggests a symbiotic form of society's development, namely, a spiral - cyclic form, for linear, cyclic and spiral forms of society's development.

The article discusses migration issues in the context of global challenges of our time. When analyzing migration processes, the author adheres to the theory of migration, as a transaction with three basic conditions. Today it is absolutely clear that the problem of adaptation of migrants from a biological problem has passed into a cultural one. Migration problems can be quite clearly seen in the example of Kazakhstan, the largest state in Central Asia. The author considers the stages of development of the migrant adaptation system, government programs, the hierarchy of the state system for managing migrant adaptation processes. Summing up, the author offers recommendations for solving the problems of adaptation of migrants.

The current paper features the peculiarities of colonization of the Kolosovsky district of the Omsk region in the 16th – early 20th centuries. The author integrally approaches the study of this process, analyzing the main ways of settling and economic development of the area. Considerable attention is paid to the factors that conditioned the process of development of the territory. The formation of the rural settlement network of the district, in many ways, was determined by the vectors of state policy, in particular, the policy of resettlement of peasants from the country's low-land regions. Favorable geographical and climatic conditions, the presence of the river artery made the territory of the Kolosovsky district attractive for settlers, who both established their own settlements and settled in old-timer villages. The history of the region is considered in the mainstream of the history of the state, taking territorial features into account. The article outlines the stages of development of the territory, characterizes each of them, by emphasizing the economic activity development. The author gives specific dates for the formation of villages, analyzing the available foundation versions.
