In this article, the authors consider modern approaches and methodology for defining the concept of public debt in the national economy. The author's interpretation of the economic category of public debt is given on the basis of the system analysis of literary sources. The activities carried out by the government of the Republic of Uzbekistan in the external borrowing market are studied separately, and projects implemented at the expense of the state debt are considered. The necessity of reasonable use of borrowings in long - term and medium-term projects is proved. Based on the analysis of the Japanese Plan to revive economic growth, or the "Three arrows plan" of S. Abe, the directions for regulating public debt for the conditions of the Republic of Uzbekistan are proposed. KEYWORDS: Public debt, borrowing, debt composition, state regulation, S. The 2020 began with the Coronavirus crisis and ended with the Artsakh war, causing both financial and human losses. An extremely difficult economic and political situation was created for the Republic of Armenia. The volume of military expenditures, which is expenditure priority due to military operations, has increased by about 40 billion drams in the current year. The epidemic restrictions reduced tax revenues by about 113 billion drams. The purpose of this article is to reveal the challenges that Armenia has been facing, due to the epidemic and the Artsakh war, substantiating the approach, that the above-mentioned instabilities will inevitably lead to a violation of the logic of the planned economic growth. During the research, the indicators of the government debt-to-GDP ratio of different years were calculated by the method of quantitative analysis, which show the amount of the debt burden. As a result of the research we came to the conclusion that the economic problems will lead to an increase in the budget deficit. And the lack of the resources to finance the latter will make it inevitable for the Republic of Armenia to attract new external public debt, which will increase the already heavy external public debt burden of the RA. Considering the above-mentioned issues as a priority, this article aims to study the dynamics of the external debt obligations of the RA economy during the difficult economic and political period for the Republic of Armenia.

One of the leading problems of Ukraine's economy at the present stage of its development is the issue of public debt, the constant increase in its size, irrational structure, which creates the preconditions for the dollarization of the national economy. Public debt is an important element of a market economy. As of today, there is no state that would not use borrowed funds. Borrowing by the state is due to the lack of own financial resources needed to finance the state budget and state functions. If used effectively, borrowed funds can be a positive factor in economic growth, but otherwise the increase in debt leads to economic dependence, deteriorating financial stability, as well as the financial crisis. The article reveals the issue of public debt of Ukraine, analyzes the dynamics of its value from 2009 to 2021 and identifies the reasons for the growth and / or reduction of this indicator. A study of the structure of debt obligations on the basis of the creditor, analyzed the advantages and disadvantages of internal and external borrowing. The article also provides a detailed description of the structure of internal and external creditors, the main tools used by the Government of Ukraine to attract domestic loans. Particular attention is paid to the analysis of domestic debt in terms of the structure of domestic government bonds. The ratio of public debt to gross domestic product and its comparison with the marginal and safe level are considered. A forecast was made for the amount of public debt for the future.

There is a large number of studies about energy long term trends and policies, published by national and international government organisations. Commercial companies, particularly manufacturers of power generation equipment, can take benefit of these studies to test the robustness of long term technology development strategies. Scenario Planning and System Dynamics have been used by the government organisations to study energy policies. In this paper an application of this methodology is proposed for manufacturers of power generation equipment, in particular gas turbine manufacturers. A generic company is used as an illustrative example, against scenarios produced by the International Institute for Applied System Analysis. A System Dynamics model is proposed, simplifications and assumptions are discussed, the type of results that can be obtained is shown and some recommendations are suggested for the construction of more realistic models.


Significance The Law and Justice (PiS) government has already enacted a bill changing the appointment system for the National Council of the Judiciary and another bill makes the justice minister solely responsible for selecting heads of district and appeal courts. After almost two years in power, the government is defying its critics and remains surprisingly strong and stable. It enjoys high popular support, presides over vigorous economic growth and has a stable working majority. Impacts Relative political stability and favourable economic conditions will encourage investors in the short-to-medium term. Concerns over the rule of law, especially judicial independence, may undermine Poland's long-term position. Growing political isolation will make it hard for Poland's voice to be heard in debates about the EU's future after Brexit.

According to the results of 2020, in the rating of the subjects of the Russian Federation for the production of gross agricultural output, the Republic of Bashkortostan came in 6th place and 2nd in the Volga Federal District. The long-term leadership of the republic in terms of the development of the agro-industrial complex is largely explained by the presence of large areas of agricultural land (more than 7.2 million hectares), sufficient labor resources and relatively favorable soil and climatic conditions for the development of many branches of agriculture. However, in the XXI century, without the introduction of agro-innovations and the development of high-tech agriculture, processing industry, an effective system for the sale of manufactured products, it is becoming increasingly problematic to ensure the long-term competitiveness of the agro-industrial complex of the region both at the All-Russian and global levels. Current trends in the development of agribusiness in the world and in our country clearly show the priority of using the latest achievements of scientific and technological progress and significant investments in new agricultural technologies at the regional level in order to ensure high quality products and compete with domestic and foreign companies. Within the framework of this study, the need to improve the interaction of agribusiness with the scientific and educational sphere and the formation of the regional innovation infrastructure of the agro-industrial complex in the Republic of Bashkortostan with the coordinating role of the Ufa Federal Research Center of the Russian Academy of Sciences and the Government of the Republic of Bashkortostan is actualized. The authors conducted a comprehensive analysis of the key problems in the creation of a regional agro-industrial scientific and production cluster in the Republic of Bashkortostan and outlined priorities in its development.

ABSTRACT   In order to maximize taxes, the Government carried out reforms by implementing policies thatwere driven by the smaller possibility of hiding assets outside the territory of the Republic ofIndonesia.  One part of the current tax reform is the government policy regarding the Tax Amnestyprogram.  This study aims to find out how to increase awareness and compliance of Taxpayers and tofind out the achievement of Tax Amnesty results.  The results of this study are that the awareness andcompliance of individual taxpayers in the tax amnesty program is quite high because the governmentseeks to improve several sectors, namely by conducting socialization from the government itself andfrom the tax service office.  The results of achieving Tax Amnesty are quite significant even thoughthere are several obstacles.  It means that the Tax Amnesty program is planned in the long term andwas managed well and the State will get an increase in tax revenues in a short time. The regulation give an opportunity to the public to become involved in every process of development especially in the long-term process, medium-term although short-term. Medium-term development plan (RPJMD) become the important ones to every region especially Peknbaru city, because this formula was an elaboration of the vision and mission of regional head (Walikota) as well as executives products that directly related to the policies of city government development. As part of the process of formulating the development plan, the discussion of development planning (musrenbang) was the only step where the public get the chance to participate. Through a descriptive qualitative approach by the ethic data analysis and emic, concluded that the public participate in the discussion of development planning RPJMD of Pekanbaru city fully initiated by the government of Pekanbaru city, there was nothing mobilitation from the government to the public in musrenbang because the public voluntary attendance for the invitation, participation from the formal way and group and also there was nothing informal way, so this participation has not been effective because the public were not involved from the start in the formulations of the RPJMD, so that the public still seen as a subject in the development planning.Key word: participation, social changes and development, RPJMD.

The issues of the reasons, factors and features of labor migration of Mongolian citizens to the Republic of Korea in the post-socialist period of the country’s development are considered. The results of a comparative analysis of the data of official statistics, government bodies of Mongolia and the Republic of Korea, as well as international organizations are presented. A review of scientific works on this issue by domestic, Mongolian, South Korean authors is carried out. The relevance of the study is due to the need to analyze migration processes, which in the near future will determine the socio-economic development of the states of Northeast Asia, taking into account the age, professional, gender characteristics of the “receiving” and “arriving” communities. It has been proven that the government of Mongolia pays great attention to migration policy, which emphasizes the migration of Mongolian citizens to the Republic of Korea. The authors identified the main factors influencing migration flows, and also determined the mechanisms of state regulation in the recent historical period. In the conclusion, the results of the analysis carried out on the problem and the prospects for the development of the study are formulated, including in the field of studying migration flows from the border regions of the Russian Federation.

Abstract Overall, short-term and medium-term thinking prevails in Albania, while long-term strategic thinking is inexistent. This is reflected in the planning of each sector, where strategic planning is completely missing. The actual cost of addressing problems is much higher and almost unaffordable compared to a hypothetical situation where there would have been strategic studies in place to anticipate them. After analyzing the constitutional functions of the President of the Republic, we conclude that strategic planning functions should be vested on the President’s Office. Being that these functions are not carried out by any other institution the President is impartial according to the Constitution, therefore more reliable; this creates better chances of a solid communication between the President and the Prime Minister and the Speaker of the Assembly. This can be achieved by amending the Constitution, by a popular referendum, or simply by incorporating the solutions in the President’s Organic Law.

The article examines the state of food security in the Republic of Moldova and the provision of the country’s population with food since the last quarter of the XX century. Until now. Based on the analysis of various information for the specified period, the author showed that by the end of the XX century. due to the destruction of the main production potential of the agro-industrial complex, Moldova lost its food independence. On the one hand, this is the result of a significant decline in domestic food production. On the other hand, this trend is explained by a sharp increase in imports of traditionally produced in the country types of food products. In conclusion, it is concluded that ensuring food security in Moldova is possible on its own production basis, which is due to significant natural resources sufficient for the production of all major types of food products in the required quantity and proper quality. Due to the fact that in modern conditions agricultural production and food markets, being neither self-regulating nor self-sufficient, cannot successfully function without state regulation and support The government should take responsibility for the development and implementation of a specific state program in the field of national security in the food sector to provide the population with its own food.
