Status: Postprint di Jurnal PUBLIKa Jilid 2 Terbitan April dan Oktober Halaman 48-58The region authority to controlling the development planning contained in a regulations No. 25 of 2014 about the system of development planning. The regulation give an opportunity to the public to become involved in every process of development especially in the long-term process, medium-term although short-term. Medium-term development plan (RPJMD) become the important ones to every region especially Peknbaru city, because this formula was an elaboration of the vision and mission of regional head (Walikota) as well as executives products that directly related to the policies of city government development. As part of the process of formulating the development plan, the discussion of development planning (musrenbang) was the only step where the public get the chance to participate. Through a descriptive qualitative approach by the ethic data analysis and emic, concluded that the public participate in the discussion of development planning RPJMD of Pekanbaru city fully initiated by the government of Pekanbaru city, there was nothing mobilitation from the government to the public in musrenbang because the public voluntary attendance for the invitation, participation from the formal way and group and also there was nothing informal way, so this participation has not been effective because the public were not involved from the start in the formulations of the RPJMD, so that the public still seen as a subject in the development planning.Key word: participation, social changes and development, RPJMD.

The flood problem is the long-time housework which is continuously done by the DKI Jakarta Government, to overcome the problem of the flood as the output from the policy of DKI Jakarta Government is the implementation of the flood prevention policy, both short-term, medium-term and long-term programs. In the implementation of the policy there are factors that can hamper and support the success of policy implementation there are communication, resources, bureaucratic or implementing attitude, and organizational structure including bureaucratic workflow. In terms of communication the real obstacle is the government are still difficult to establish communication with intermediary parties as one of the stakeholders. In terms of bureaucratic attitudes emphasized the independence of the apparatus to policy makers who have an important role in the success of policy implementation. In the government organization of DKI Jakarta itself has been applied innovation with the yellow, blue, and orange “soldiers” that can support the success of policy implementation. But unfortunately from DKI government's own policy environment does not yet have the full support of Jakarta DPRD so it can hamper the policies to be published by the executive. The conclusion of this paper is the government of DKI has a scope of problems that must be well compromised and which is still a wedge is the communication aspect, both internal and external so that the implementation of flood prevention policy in Jakarta can run well.

This study focuses on the consequence of discourse for bringing back the Main State Guidelines (GBHN) in the administration structure of Indonesian Republic. The GBHN has been considered a solution for the insustainability of Indonesian development, despite the fact that there have been the constitutions of National Development Planning System (SPPN), Long-Term Development Plan (RPJP), Medium-Term Development Plan (RPJM), and Annual Development Plan. The research method used is the study of normative law. The results obtained from the study are to bring back the GBHN, to require the amendment of Basic Constitution of 1945, to harmonize the statutory regulations such as the material test and juridical review of People’s Consultative Assembly’s decree regulating the GBHN, adjustment to the president’s liability in implementing the GBHN, and evaluation towards the National Development Planning System (SPPN) which so far have been implemented to produce the efficient development planning. This paper concludes that the GBHN presence will lead to the legal consequences of state administration and the rearrangement of the state administration itself.

Through Law no. 11 of 2006 concerning the Government of Aceh. Aceh has very broad powers, especially in the area of fiscal decentralization, which allows the Aceh government to have greater discretion in maximizing its fiscal needs. The phenomenon that occurred in North Aceh is very paradoxical with the fact that the North Aceh Government experienced a very large budget deficit after the end of PT. Arun. LNG as a contributor to oil and gas revenue sharing. This study aims to find out what innovation policies are carried out by the North Aceh Regency Government to overcome the budget deficit after the end of PT. Arun LNG. The results of the study show that various policies have been carried out by the North Aceh government but are still short-term in nature. So it can be concluded that the North Aceh Government does not have Social Accountability in implementing Aceh's Special Autonomy. In the Medium-Term Development Plan, a major policy that is substituted for income that will be lost after the end of the operations of PT. Arun.LNG so that the budget deficit can be overcome and the regional fiscal gap does not become negative.Through Law no. 11 of 2006 concerning the Government of Aceh. This study examines how the presence of "Madani Smart Card" and "Child Identity Card" which is a program rather than the development of smart cities in the city of Pekanbaru. Smart city which then emerged as one of the hot discourses was discussed in the discourse on sustainable development, which in this case will be applied in every city in all corners of the world. The author then in this study uses qualitative research methods, where data and field findings will be presented descriptively. By measuring how the causes of the two smart cards are presented, the author tries to find an understanding of any urgency that arises or real problems faced by Pekanbaru City. So in the theoretical framework the writer uses Dye's theory in analyzing the process of program formulation or termination and policies taken by the government, in this case the Pekanbaru City government. The findings which were then obtained by the authors through this research are that after referring to the Pekanbaru City Medium Term Development Planning 2017-2022 document, finally the author can pick up or know the backrest and framework that presents the two smart card program. So that from this study the authors can get the following results: First, theoretically the presence of the two smart card program will have a good impact on the ability or literacy of technology and information usability in the city of Pekanbaru. Second, the implementation of the two smart card program would have been right on target if it referred to one of the problems facing the city of Pekanbaru. Third and finally, although the presence of this program is good in some respects, on the other hand there are holes that should be prioritized to be patched actually by the city government through its innovations, one example of how the poor or marginal in the city can be utilized through the concept of smart city (smart city) and its development there. Penelitian ini menelaah tentang bagaimana kehadiran “Kartu Smart Madani” dan “Kartu Identitas Anak” di mana merupakan program daripada pengembangan kota pintar (smart city) di Kota Pekanbaru. Smart city yang kemudian muncul sebagai salah satu wacana yang hangat di perbincangkan dalam diskurus mengenai pembangunan berkelanjutan, yang dalam hal ini akan di terapkan di setiap kota di seluruh penjuru dunia. Penulis kemudian dalam penelitian ini menggunakan metode penelitian kualitatif, di mana data dan hasil temuan lapangan akan di sajikan secara deskriptif. Dengan menakar bagaimana penyebab dihadirkannya kedua kartu pintar tersebut, penulis mencoba untuk mencari pengertian dari setiap urgensi yang muncul atau permasalahan yang nyata di hadapi oleh Kota Pekanbaru. Sehingga dalam kerangka teoritis penulis memakai teori dari Dye dalam menganalisis proses perumusan atau pemutusan program serta kebijakan yang diambil oleh pemerintah, dalam hal ini pemerintah Kota Pekanbaru. Temuan yang kemudian di dapatkan oleh penulis lewat penelitian ini adalah setelah merujuk pada dokumen Rancangan Pembangunan Jangka Menengah  Kota Pekanbaru 2017-2022 akhirnya penulis bisa mengambil atau mengetahui sandaran serta kerangka kerja yang menghadirkan program dua kartu pintar tersebut. Sehingga dari penelitian ini bisa penulis dapatkan hasil sebagai berikut: Pertama, secara teoritis kehadiran program dua kartu pintar ini akan berdampak baik terhadap kecakapan atau literasi teknologi dan dayaguna informasi di kota Pekanbaru. Kedua, pengimplementasian daripada program dua kartu pintar ini kiranya sudah tepat sasaran jika merujuk kepada salah satu permasalahan yang dihadapi kota Pekanbaru. Ketiga dan terkahir, walaupun kehadiran program ini dalam beberapa hal baik adanya, namun di sisi lain terdapat lobang yang seharusnya lebih didahulukan untuk ditambal sebenarnya oleh pihak pemerintah kota melalui inovasi-inovasinya, salah satu contohnya bagaimana masyarakat miskin atau marginal di kota tersebut dapat didayagunakan lewat konsep kota pintar (smart city) dan pengembangannya di sana.

The purpose of this study is to describe and analyze the implementation of policies and strategies in the delivery of infrastructure, facilities and housing utilities in Sidoarjo from a legal standpoint, as well as the development perspective. Date analysis technique used is descriptive qualitative models. The results showed that the implementation of policy implementation of policies and strategies in the delivery of infrastructure, facilities and utilities housing in Sidoarjo influenced by several aspects, including regulatory aspects are not full ownership documents owned by the developer, negligence developer obligations, lack of coordination at each institution, and also belummempunyai complete data base regarding the infrastructure, facilities and utilities. In addition to regulatory aspects of the procedure is still considered berbilit-Sukau, inconsistent and inadequate. Given the purpose and role of each - each party must be done consistently in the submission process infrastructure, facilities and utilities, both the Government of Sidoarjo regency and the developer, so that the resulting synergies that can create the infrastructure, facilities and utilities are in short supply, both quantity and quality for the benefit of society. Alternative strategies that can be done is by setting short-term goals, medium term and long term.

Purpose of the study: This study examines the capacity planning of the new autonomous region (DOB) in the Seluma regency of Bengkulu province, Indonesia. Methodology: By applying the descriptive qualitative research and interactive model, the results show that capacity planning becomes an important process involved by all stakeholders. Moreover, the planning process, which reflected the development and implementation of the DOB’s objectives, includes four approaches (1) technocratic; (2) political; (3) top-down/bottom-up; and (4) participatory. Main Findings: The findings imply that policy actors are required to respond to parts of the process that have not been effectively accommodated. Additional planning further should be based on the results of academic studies and expert opinions. Therefore, it needs a strategy and capacity planning to deal with these threats employing diversification strategies to increase creativity and innovation. Applications of this study: This study can be useful in the government and regional development. This study can be useful to plan work programs every year as set out by the Regional Revenue and Expenditure Budget (APBD) in line with the vision and mission of the elected Regent. In addition, this study also can harmonize the APBD with the National Long-Term Development Plan (RPJPN), the National Medium-Term Development Plan (RPJMN), and the Regional Long-Term and Medium-Term Development Plan, so that all work programs can be implemented according to community needs. Novelty/Originality of this study: There are a few studies have been done so for on this sample. This study has value for the implementers (ASN) of BAPEDA in planning the work program of the new autonomous regional government.

Pharmaceuticals agglomerations consistently use their brand image and versatile product portfolios to consolidate their position in the financial sector, which is evident in their continuous profit making and expansion in market share. This paper explores the short-term and long-term investment attractiveness through ‘consumer centric decision’ approach in two selected pharmaceutical companies, Renata Limited and Orion Pharma Limited, of Bangladesh over the last three years’ period. This research adopts a systematic approach which primarily addresses the various concerns of investors to illustrate the decision-making process of the existing and future investors. Using primarily domestic transaction data, this study explores how the leading pharmaceuticals companies of Bangladesh effectively use the wide array of drug portfolios mix with appropriate branding techniques to increase their financial profit and market share simultaneously. Both SWOT analysis and Porters Five Forces Model explore the business analysis of Renata Limited in compare to Orion Pharma Limited that provides a conclusion regarding investors’ decision to invest in Renata Limited. Considering the financial analysis, Renata’s financial liquidity is not very satisfactory and could have been improved further if management is prudent on financial strategy settings. Findings of the business analysis indicate that Renata Limited would be a good investment choice for existing and prospective shareholders based on its opportunities for long term and short term growth and further expansion in developing the market. The results suggest that even lower liquidity coupled with higher interest borrowings can be balanced by posing positive picture to the public shareholders by returning the positive dividend to them.

Network dimensioning is a critical task in current mobile networks, as any failure in this process leads to degraded user experience or unnecessary upgrades of network resources. For this purpose, radio planning tools often predict monthly busy-hour data traffic to detect capacity bottlenecks in advance. Supervised Learning (SL) arises as a promising solution to improve predictions obtained with legacy approaches. Previous works have shown that deep learning outperforms classical time series analysis when predicting data traffic in cellular networks in the short term (seconds/minutes) and medium term (hours/days) from long historical data series. However, long-term forecasting (several months horizon) performed in radio planning tools relies on short and noisy time series, thus requiring a separate analysis. In this work, we present the first study comparing SL and time series analysis approaches to predict monthly busy-hour data traffic on a cell basis in a live LTE network. To this end, an extensive dataset is collected, comprising data traffic per cell for a whole country during 30 months. The considered methods include Random Forest, different Neural Networks, Support Vector Regression, Seasonal Auto Regressive Integrated Moving Average and Additive Holt–Winters. Results show that SL models outperform time series approaches, while reducing data storage capacity requirements. More importantly, unlike in short-term and medium-term traffic forecasting, non-deep SL approaches are competitive with deep learning while being more computationally efficient.

Focusing on Italy's Middle East policies under the second Berlusconi (2001–2006) and the second Prodi (2006–2008) governments, this article assesses the manner and extent to which the observed foreign policy shifts between the two governments can be explained in terms of the rebalancing between a ‘Europeanist’ and a transatlantic orientation. Arguing that Rome's policy towards the Middle East hinges less on Italy's specific interests and objectives in the region and more on whether the preference of the government in power is to foster closer ties to the United States or concentrate on the European Union, the analysis highlights how these swings of the pendulum along the EU–US axis are inextricably linked to a number of underlying structural weaknesses of Rome's foreign policy. In particular, the oscillations can be explained by the prevalence of short-term political (and domestic) considerations and the absence of long-term, substantive political strategies, or, in short, by the phenomenon of ‘politics without policy’ that often characterises Italy's foreign policy.

AbstractIn the Rio de la Plata salinity, temperature, chlorophyll a (chl a), and densities (ind. m−3) of the copepods Acartia tonsa and Paracalanus parvus were measured from January to November in 2003 by following a nested weekly and monthly design. Such sampling yielded two separate datasets: (i) Yearly Dataset (YD) which consists of data of one sampling effort per month for 11 consecutive months, and (ii) Seasonal Weekly Datasets (SWD) which consists of data of one sampling effort per week of any four consecutive weeks within each season. YD was assumed as a medium-term low-resolution (MTLR) dataset, and SWD as a short-term high-resolution (STHR) dataset. The hypothesis was, the SWD would always capture (shorter scales generally captures more noise in data) more detail variability of copepod populations (quantified through the regression relationships between temporal changes of salinity, temperature, chl a and copepod densities) than the YD. Analysis of both YD and SWD found that A. tonsa density was neither affected by seasonal cycles, nor temporal variability of salinity, temperature and chl a. Thus, compared to STHR sampling, MTLR sampling did not yield any further information of the variability of population densities of the perennial copepod A. tonsa. Analysis of SWD found that during summer and autumn the population densities of P. parvus had a significant positive relationship to salinity but their density was limited by higher chl a concentration; analysis of YD could not yield such detailed ecological information. That hints the effectiveness of STHR sampling over MTLR sampling in capturing details of the variability of population densities of a seasonal copepod species. Considering the institutional resource limitations (e.g. lack of long-term funding, manpower and infrastructure) and the present hypothesis under consideration, the authors suggest that a STHR sampling may provide useful complementary information to interpret results of longer-term natural changes occurring in estuaries.
