Korean Wave or �hallyu� is a phenomenon of the spread of South Korean culture, which is very interesting to learn. Some influences in the entertainment industry this year, especially in Indonesia is pronounced, with many types of Korean cultural products that can be found in various forms, such as music, movies, culinary, fashion, language courses, and so on. As part of the strategy of cultural diplomacy, by the South Korean government, 'hallyu' is used optimally by the government, to promote South Korean culture. However, the spread of 'hallyu' now is not only an indicator of the success of cultural diplomacy on the part of South Korea�s government alone. The cultural hybridity also helps' hallyu' widespread, where the international community would accept the foreign culture, like Korean culture as part of their lifestyle.

The dissemination of South Korean culture in Indonesia becomes prominent as it attracts lot of people and creates many fans. The penetration of its spread in Indonesia is supported by some institutions which emphasizes on advocating and developing the South Korean culture and practice. The phenomena are not incidentally occurred, but it is well-managed by the government of South Korea as the advocate country of public diplomacy in collaboration with the target country which is Indonesia in achieving this mission. Public diplomacy is positioned as an approach of the advocate country to influence the public of foreign country to support the advocate’s country position which can be implemented through their state and non-sate actors in achieving mutual benefits. This paper observes the practice, impact, and challenges of South Korea’s public diplomacy in Indonesia based on Communication Pyramid Public Diplomacy framework. The findings show that the practice of public diplomacy allows cultural hybridity and increase enthusiasm of Indonesian in understanding the culture of the advocate country while the challenge is asymmetric direction between state and non-state actors of South Korea in the implementation of public diplomacy.

AbstractToday, international adoptees are welcomed to South Korea by the government, adoption agencies and different associations. These institutions organise educational programmes called 'cultural programmes'. Relatively cheap, these programmes generally include a tour of South Korea, visits to welfare facilities, and classes related to Korean culture: music, language, history, cuisine, martial arts. International adoptees are seen as Koreans of the diaspora, and as such need re-education to discover their true identity. When they return to their adoptive countries, they will be able to represent their birth country accurately and therefore contribute to Korea's successful globalisation. However, what is at stake in these programmes is less political and economical than social. I argue that most of the activities can be viewed as rites of passage and that the entire programme is constructed according to that logic. As a problematic category, international adoptees must be redefined by ritualised actions inside South Korean society. Recent studies considered these ceremonies as mock rituals; however, this article aims to show that these rituals have a valid purpose although they lead not to integration but to separation: defining the diaspora continues to rely on defining what is outside the national territory.

The Korean wave, the influence and spread of Korean culture in European and American countries The Korean wave, especially over the past few years, has had a significant impact on the world. More and more people have begun to be interested in the culture of South Korea to a greater or lesser extent. Some people are interested only in K-pop or Korean series, but there are many people who expand their interest in Korean culture, start learning the language, history, and customs. Of all aspects of South Korean culture, K-pop is certainly the most popular. Much more artists organize concert tours for the benefit of European countries and America, in 2019, in Poland there were 15 such concerts. More and more often, Korean food festivals, stationary stores selling Korean cosmetics and food products are organized, in some countries, there even appear themed dance schools focusing on learning specific K-pop dance arrangements. The Korean wave also affects the perception of beauty by people – in 2018, on the annual list of the most handsome men, there appeared much more Koreans than in previous years, even members of the BTS group occupy the first places on the list.

Global pandemic of COVID-19 has bee creating economic disruption in many countries including South Korea. The decline in the trade sector due to the COVID-19 pandemic does not only affect large-scale industries. The Small and Medium Enterprises sector is also affected by the impact of the implementation of various policies in place to anticipate the spread of this virus. This study aims to provide an overview of government policies and business strategies for South Korean SMEs in the midst of the COVID-19 Pandemic and this study is also expected to provide input for the Government to design appropriate, fast and quality economic recovery programs for SMEs affected by COVID-19. . This paper uses a qualitative approach. The data collection technique was carried out through literature study / literature study and interviews with the Republic of Indonesia Trade Representative in South Korea. The results showed that as a country that was first affected by COVID-19, the response of the South Korean government was relatively fast and sufficient to guarantee business continuity for SMEs, there are five main policies implemented by the South Korean Government and five Business Strategies of SMEs in dealing with COVID- 19.

This thesis discusses Indonesia's efforts in dealing with allegations of dumping Indonesian paper products from the South Korean government. The lengthy process of negotiations and negotiations between the two countries is an obstacle in the process of settling trade disputes that occur. In this matter, Indonesia and South Korea conduct negotiations to resolve the problem of imposition of Anti-Dumping Import Duty (BMAD) for Indonesian paper products under the supervision of the authorized body of the WTO, namely the Disputes Settlement Body (DSB). The negotiations proposed by Indonesia as the claimant country to South Korea are a form of trade dispute settlement through a diplomatic mechanism. Through diplomatic steps, trade problems that occur between the two countries can be resolved concretely and peacefully. However, after the trial was running and the DSB had issued its results by winning Indonesia, both the Korea Trade Commission (KTC) and the South Korean government were reluctant to apply the results of the DSB panel session decisions. Therefore, Indonesia is trying to uphold the results of the DSB WTO panel decision through diplomacy. First, diplomacy is carried out by involving state actors directly, namely the Indonesian government. Both diplomatic efforts were carried out by Indonesian business actors in a cooperative manner at the time the KTC investigation was conducted. Since the beginning of the "Korean Wave" in the 2010s, Korean language and the Hangeul alphabet are integral parts in the dissemination of South Korea's soft power across the world. For instances, the South Korean government provided support for the preservation of Cia-Cia language of Cia-Cia ethnic group in Bau-Bau, Southeast Sulawesi, Indonesia - a program that was originally initiated by Hunminjeongeum Society Foundation in 2008. This study examines the perception of students with Cia-Cia ethnic background toward South Korea. Questionnaire surveys and interviews are used to further look into their perceptions. This study, that started from a thesis, finds that the students who participated in the program have positive perceptions of South Korea. Furthermore, the demonstration of Korean culture and the use of Korean language become more apparent in the students’ daily life, creating a new social reality in the local community. Studi ini mengukur persepsi siswa dengan latar belakang etnis Cia-Cia terhadap Korea Selatan. Survei kuesioner dan wawancara digunakan untuk melihat lebih jauh persepsi mereka. Studi ini berangkat dari tesis yang dilakukan dan menemukan bahwa siswa-siswa yang terlibat dalam program tersebut memiliki persepsi yang positif tentang Korea Selatan. Selain itu, peragaan budaya Korea dan penggunaan Bahasa Korea menjadi lebih jelas dalam kehidupan sehari-hari siswa-siswa tersebut sehingga menciptakan realitas sosial baru di komunitas lokal. South Korea is an example of a country that realizes the strategic meaning of public diplomacy. Korea uses public diplomacy with the Korean Wave or Hallyu being one of the media. The public diplomacy carried out by South Korea through Hallyu attracted the attention of many groups. Hallyu itself refers to all aspects of South Korean culture, including television dramas, films, music, fashion, hairstyles and cosmetics that spread throughout the world. This paper aims to describe the achievement of state interests through the implementation of public diplomacy. The research method used is normative research using conceptual and historical approaches and using literature study. This paper finds that public diplomacy has succeeded in increasing the popularity of South Korea. The South Korean government then uses this popular culture as a diplomatic strategy.

The world is now entering the 4th Industrial Revolution (IR4) and South Korea is the example that accepted the cutting-edge evolution as it is a country with the most wired in the world. Hence, this study intends to explore the initiatives taken by the government of South Korea in succeeding to encourage and expand internet users among South Korean by implementing an auxiliary cyber policy. This study will implement a qualitative method by focusing on the case study of South Korea. The researcher intends to examine the cyber policy made by the South Korean government and its effect on the increasing internet usage among South Korean. The findings show that there are demographic factors in influencing internet users and mechanisms taken by the government by collaborating with private agencies in influencing South Korean through media platforms about the benefits of using the internet as part of daily life despite its vulnerability in cybercrimes.

Purpose The purpose of this study is to explore the essential cause for the policy failure of Trade Adjustment Assistance (TAA) in South Korea. Design/methodology/approach To substantiate the claims made for the failure of the policy, this paper focuses on the differences in policy preferences among the government ministries and agencies involved in TAA. Findings The failure in the TAA policy, according to this study, was attributed to the conflicts and miscoordination arising from the differences in policy preferences among government ministries and agencies. To rectify this failure, the South Korean government had to revise its laws and regulations several times over a short period. Originality/value Drawing on the analytical framework of the literature on policy failure, this paper examines the causal relationships between outcomes of TAA policy and the conflicts or miscoordination among government bodies at each stage: initiatives and planning, implementation and operation of the policy.

China Fine Dust issue has emerged in 2013 and increase in 2014 so that South Korea suffered from the impact. Meanwhile, China as a contributor of the haze refuses to take responsibility for tackling this issue, so that South Korea must securitize. This study aims to describe the process of securitization of China Fine Dust issue carried out by South Korea to China by using the concept of securitization by Barry Buzan as an analytical framework. The research method used is a qualitative method with a descriptive approach. The data used in this research was collected through literature study. The securitization process carried out by the South Korean Government against China began with South Korea carrying out a scientific agenda to identify a threat with China's initial involvement of 48%. Then political agenda, which are three points; influencing the public to gain support, forming a domestic emergency policy, holding a bilateral meeting to convince China to work together because domestic actions are not enough yet. The continuation of political management shows that the agenda of securitization carried out by South Korea made China accept the issue as a threat and agreed to cooperate in tackling the haze issue by releasing several projects.
