MODERNIZATION OF THE SYSTEM OF ENVIRONMENTAL SECURITY OF ECOLOGICAL AND ECONOMIC DEVELOPMENT

The article describes in detail the essence of the ecological modernization concept, modernization conceptual provisions of the ecological safety system of sustainable development and system structure of the ecological modernization. The basic stages of theory development of the ecological modernization are considered. It has been established that eco-modernization determines the transition from a pre-green society through complex, long-lasting reforms to a green one. It envisages improvement of economic, political and social mechanisms of social development, assimilation of advanced industrial and information technologies for a certain historical period, economic forms, accompanying social and political institutions. Environmental modernization should become a nationwide strategy, making it possible to mobilize and concentrate the country’s existing resources to meet the challenges. The transition to a sustainable development model requires a harmonious combination of socio-economic growth and environmental security. An important role in this process is played by the application harmonization of technical, technological and organizational-economic innovations in the resource and environmental sphere. The introduction of innovative scientific and technological solutions, the development of high-tech industries will help increase the economy competitiveness and align its interests with the environmental and social spheres. In order to develop a mechanism for managing the ecological modernization of socio-economic development, it is necessary to establish its key tasks: the modernization type formation of environmentally-oriented activity of society; the ecological safety guarantee of innovative updating of enterprise production; the management actions coordination in the regional development system on the basis of updating the interests balance between business, government and society; enhanced reproduction of natural resources and factors based on updated technologies. Today, environmental modernization in Ukraine cannot be achieved on a large scale because of its focus on economic growth policy rather than sustainable development. The priority tasks of modernization of socio-economic development with the management purpose of ecological modernization are defined. The technological platforms of ecological development, their purpose, tasks and main directions of realization are analyzed. Topicality. The conceptual foundations of institutional support for the development of regional economic systems around the world are in state of constant transformation according to the impact of key topical trends. During the last two decades, the EU has adopted policy of active investment support for the development of local destinations, territorial centers of resource concentration and economic growth. The general rules of the investment activities conducting are combined with targeted measures of support for the implementation of strategically significant projects. The emphasis in the European regional policy has shifted towards the will of the investments attracting so much that, in fact, the whole policy of stimulating of regional sustainable development has turned into investment policy. An important task for the practical implementation of tools for a project, decentralization approach is the development of methodical tools for the preparation and execution of priority investment projects in the territorial communities in order to develop scientific and applied tools. Even the consideration of specific practical situations is urgent with the purpose of generation of new organizational and economic mechanisms that are to stimulate investment development of territories. Despite numerous theoretical and applied developments in the field of the socio-economic development stimulation of regions and territorial communities, the questions remain unanswered regarding the methodological bases for regulation of priority areas of economic activity of territorial communities and methodological approaches to selection, assessment of the degree of perspective and promotion of implementation of priority investment projects taking into account the specifics and the concentration of local resources. In more specific and applied aspects, the issue of project incentives for socio-economic development of communities is unresolved for the conditions of the national economy, on the basis of decentralization reform and taking into account the requirements of the ideology of sustainable development. Also, the description of various situations with the organization of socio-economic development of the territorial community in the conditions of decentralization, as an example of concrete projects, is still insufficiently considered.Aim and tasks. The purpose of the article is to formulate conceptual foundations, methodological approaches to the stimulation of the sustainable development of territorial communities in the conditions of decentralization, using the best European principles, practices and on the basis of specific situation description of the development and implementation of a long-term investment project for the territorial community. Consideration of the prospects and key aspects of the implementation of investment projects will be considered on the example of the planned association of the Lyman united territorial community of the Tatarbunarian district of the Odessa region.Research results. The conceptual, methodical principles of project support of investment activity in territorial communities are considered, algorithm of selection and support of investment project realization, which is a priority for the territorial community, is defined. There is considered, on the example of the Lyman United Territorial Community, a project on integrated recycling and rational waste management, the results of which the experts of the Institute for Market Problems and Economic & Ecological Research of the National Academy of Sciences of Ukraine with representatives of the future community testify to the demand for an individual, pro-project approach to the solution of territorial communities problems, on the basis of local features. Thus, in the considered example, taking into account the specifics of composition, volumes, garbage structure and taking into account the seasonal fluctuations in its formation, the original methods are proposed that are available for the community during the processing of waste products into useful products, which are in demand, first of all, in the domestic market segment of the same community. The economic, social, ecological effectiveness of this project is determined, prospects of viability and opportunities for project development are estimated.Conclusions. The experience of working with representatives of territorial communities in the field of implementation of scientific and applied developments to stimulate the socio-economic growth of economic systems on the basis of sustainable development suggests the need for methodological tools on planning sustainable development of territorial communities in the context of decentralization reform.The prospects of the proposed approach include the possibility of local administration and application of measures of economic and organizational assistance for the implementation of such unique projects by the very same territorial community. Support for promising investment projects can be carried out directly by the administrations of territorial communities on the basis of scientifically substantiated principles concerning economic, tax, organizational and other types of regulation.

Purpose. To create the concept of sustainable development of Ukraine in the context of global threats. Methodology. The research is based on the analysis of the components of integrated indicators and the formation of indicators based on them, which allow assessing the state of balance of socio-economic development of the national economy and determining the directions of corrective policy. In addition, the systematic approach is used to obtain the scientific results, which allowed us to consider the socio-economic development of society as the polysystem phenomenon, comparative analysis, statistical methods in comparing the situation of Ukraine with other countries, logical analysis in justifying and developing the concept of sustainable development of Ukraine in the context of globalization. Findings. The concept of sustainable development of Ukraine has been developed, which is aimed at forming the new format of social relations and the new model of economy to increase the resilience of the national economy to global threats. The components of the Sustainable Development Index were analyzed and the comparative analysis of the components of global threats to Ukraine and other countries was made. It has been determined that the most dangerous challenges for Ukraine at the present stage are the high prevalence of morbidity among the population, high infant mortality, corruption, low energy security and inefficient public administration. It has been offered that the main purpose of the concept of sustainable development of Ukraine is to create conditions for overcoming existing threats. This requires the creation of a new form of government, a new format of public relations and a new economic model. The directions of achieving the main goals of sustainable development in Ukraine have been developed: social justice, balanced economic growth, ensuring high quality of the environment, rational use of resources, demographic stability and mutually beneficial international cooperation. Originality. The authors concept of sustainable development of Ukraine is based on ensuring the ability of the national economy to take advantage of the positive external effects of globalization and thereby reduce its negative impact on society. Stages have been established. The necessity has been substantiated of introduction of consistent and interconnected measures which are aimed at changing the quality of socio-economic development of the country on the basis of using mainly intensive factors of economic growth, introduction of environmentally friendly methods of economic activity, ensuring implementation of sustainable development in the context of overcoming multidimensional poverty life expectancy, the formation of the effective system of social assistance and health care. It has been determined that the implementation of these measures will ensure the formation of the new format of social relations and the new model of economy, as well as achievement of the Sustainable Development Goals. Practical value. The results of the study can be used by national governments to develop the sustainable development policy, as well as by companies to operate their economic activity in the globalized space.

At the present stage of social development, which is forming a new high-tech world system with all its challenges and problems, it is necessary to provide all participants in social and economic relations with a single and convenient environment for interaction, to improve the level and quality of life, and to ensure sustainable development. «Smart city» technologies, and their further extrapolation to the scale of a regional entity – a «smart region» – make it possible to ensure sustainable development for all residents of the region and consumers of municipal and regional services – citizens, public and business organizations, as well as government. Due to the constant development of the transport industry and new opportunities for the transportation of passengers and goods, it is interesting to study the transport and logistics segment of the «smart region». It explains the relevance and practical significance of this study, which presents a theoretical and methodological substantiation of the formation of a «smart» transport and logistics complex with its positioning as a factor of sustainable development of the region, on the example of the Volgograd region. This approach is original, has a high degree of reliability, the ability to build and verify the forecast of the socio-economic development of the region. The developed model in the study represents the authors' vision of the development of the transport and logistics complex of the Volgograd region in the future, defines short, medium and long-term priorities, goals and objectives, proposes the main directions of development, mechanisms for achieving the set goals and objectives, taking into account the achieved level and identified problems. The results of approbation prove the expediency of its use in the development and scientific substantiation of the strategy of socio-economic development at the regional level.

Bangladesh Government has taken various initiatives for sustainable economic growth, creating strong employment market and upholding people’s prosperity in line with the achievement of targets of Sustainable Development Goals (SDGs) by 2030. Hence, utilization of huge active workforce consisting of 64 percent of the total population is a major concern that appears because of small employment market and the necessity of socio-economic development of this huge group as well as country. Engaging these potential human resources in overseas employment (OE) market has become a mandatory solution for development.OE constitutes of 9 per cent of total active workforce who are currently working across the world. In addition, about 30 million people are dependent on them. It indicates that the contribution of this active group on the society and economy is enormous. The study analyses connection between OE and SDGs, contribution of OE in achieving SDGs for socio-economic development and confusion about the sustainability of development. This paper utilized qualitative methodology and analysis was done using interpretative approach. Both primary and secondary data were used. The study found that overseas employees send about 15 billion US dollars every year to keep the economic growth stable and sustain foreign reserve. The remittance sent by the expatriates to their families is primarily used for buying food & cloth, educating their children, building houses and sanitation, establishing small businesses, contributing to social and religious organizations and also for buying permanent property i.e. buying land and houses with the saved money. Although their spending pattern signifies unproductive sector, it considerably contributes in the overall development of Bangladesh. The intended and unintended benefits of OE are directly connected to almost all SDGs. It is argued that without the contribution of OE, achievement of SDGs is unthinkable. Confusion of achieving sustainability arises as expatriates face myriad challenges because of extra cost, hazardous procedures, middle men involvement at home and abroad, precarious working conditions, unstructured job, misbehavior of foreign employers, non-availability of database of expatriates. A meaningful number of expatriates die every year because of accidents or lack of workplace safety. As the huge number of active workforce are migrant workers, country lacks of young generation and face social crisis. Receiving countries also face numerous challenges e.g. unemployment, overflow of illegal migrant workers, socio-economic and political crisis. These problems seriously affect expatriate workers who face banning and restriction. The study suggests to create opportunity in internal employment market to utilize potential human resources, develop and send skilled workforce to abroad, design real time database for all migrants, practice weekly monitoring for women and risky job holders, and develop effective negotiation with the host countries. The peculiarities of Ukraine’s socio-economic development are investigated and their problematic aspects are highlighted in the article, along with their systemic analysis. The need for state regulation to increase the transformation processes in the economy under crisis conditions is justified. The objective of the study is the further development of theoretical approaches, systematisation of the analysis results and definition of the main measures to improve the efficiency of the socio-economic processes management in Ukraine to ensure implementation of the economic growth model in the short term. The subject of the study is the state of socio-economic development of Ukraine. The object of study are the transformation processes taking place in the country’s economy. The study uses methods of logical generalisation, graphical, analysis, evaluation. The originality of the article lies in the approach of the authors to the definition and justification of ways to solve complex socio-economic problems of Ukraine. The new trends in management efficiency improvement of socio-economic processes in Ukraine, which are to ensure implementation of the economic growth model in the short term, are developed. The role of economic development in the investment attractiveness of the economy is justified. IT has been identified as an important activity for increasing the country’s income. It has been shown that structural restructuring of an enterprise, its transformation on the basis of technological renewal in connection with realisation of the potential of informatisation and technological innovations, implies a number of structural changes in the direction of innovative development. It is confirmed that intensification of processes of informatisation, digitisation will allow to unite business, capital, industrial, scientific and trading infrastructure in the direction of achievement of world standards of development. Ways to solve the outlined problems will accelerate the socio-economic development of Ukraine, ensure sustainable development of the country’s industry in the globalised economic space. At the same time, the development of cluster systems, which allow to combine science, business and government to solve the problems of sustainable development of regions, countries and their associations, is of great importance. The study also emphasises the high potential of Ukraine in the development of information systems, their active introduction in various industries of the country.

Typologization of rural areas, taking into account differences in population density and level of socio-economic development, is necessary to identify “growth points” and strategic sustainability benchmarks. The method of integrated assessment of the level of socio-economic development of rural territories is proposed, according to which the grouping of Russian regions is carried out. Applying data on rural population density to the results of calculations allowed us to identify 12 typological groups, in the context of which unified recommendations on sustainable development of territories should be formed.

Rural settlements occupy a significant part of the territory of Russia, where about 25% of the population lives and significant natural resource potential is concentrated, but the level of their socio-economic development is significantly inferior to urban ones. Increasing depressiveness of rural areas and spatial socio-economic differentiation is a systemic problem and an obstacle to the balanced development of the national economy, reduces its competitiveness due to insufficient use of economic potential, creates challenges to the economic and national security of the state. A powerful tool for countering such trends is the formation and implementation of the potential for the development of small agribusiness, which is mainly based on households created in the form of peasant (farmer) and personal subsidiary associations. The article ana-lyzes the potential of small agribusiness development in rural areas.

Sustainable conservation, development, and utilization of natural and human resources is necessary for accelerated economic growth and fast-paced socio-economic transformation of Nepal. Asta-Ja Framework, which is a theoretically grounded grassroots based peaceful and self-reliant planning and development approach, offers practical strategies for sustainable conservation and development of natural and human resources enhancing food, water, climate, and environmental security, accelerated economic growth, and socio-economic transformation of Nepal. Asta-Ja includes interconnected eight resources in Nepali letter, Ja, – Jal (water), Jamin (land), Jungle (forest), Jadibuti (medicinal and aromatic plants), Janashakti (manpower), Janawar (animal), Jarajuri (crop plants) and Jalabayu (climate). Asta-Ja Framework is a unifying framework for planning and resources development and has a strong footing on science, business, and eastern philosophy. While providing practical guidelines for achieving food, water, climate and environmental security, this article presents Nepal Vision 2040, which is developed considering challenges that Nepal is currently facing and its available Asta-Ja resources, envisioning that Nepal’s economic development reaching at the par of developed nations by 2040. Key strategic sectors identified in Nepal Vision 2040 include smallholder mixed-farming system, agro-jadibuti industrialization, protection of drinking water sources, climate change adaptation, environmental pollution control, conservation of natural resources, infrastructure, tourism, renewable energy, alleviation of inequalities, and good governance. This article demonstrates strategies for addressing social discrimination and inequalities through the process of Asta-Ja community capacity-building and self-reliant development. Ecological balance of Asta-Ja resources is necessary for sustainable natural resources, economic development, and community resiliency. The Government of Nepal is suggested to adopt Asta-Ja Framework as its national planning and development framework for sustainable economic growth and fast-paced socio-economic transformation of the country.

The article explores the factors that allow the economies of the countries of the world to achieve sustainable economic growth at different stages of the country's economic development, depending on the level of GDP per capita. Among which are highlighted: basic factors, efficiency factors and innovative factors. For the Ukrainian economy, which is at the stage of focusing on efficiency, the issues of the place, significance and level of economic complexity of the Ukrainian economy and ensuring sustainable economic growth on this basis are considered. Economic diversification and complexity are defined as key drivers of long-term growth. The dynamics of the index of economic complexity in Ukraine is analyzed, modern trends are revealed. Directions and strategic approaches to the diversification of national production are proposed, which could have a significant multiplier effect, increase the complexity and level of knowledge in the economy. It also provides evidence on the relationship between socio-economic development, values of self-expression and democratic institutions. The conclusion is formulated: socio- economic development leads to the spread of the values of self-expression, and they, in turn, to the establishment and strengthening of democratic institutions.
