The article addresses the problem of evaluating the profession-oriented foreign language competency of cadets of a military educational establishment of higher education on the basis of the competency-based approach. The quality of education given to military specialists is an important task for any military educational organization of higher education and its chairs. To ensure a high level of training, it is necessary to organize the educational process and the competency evaluation in such a way as to create the necessary conditions for the formation of competencies required by the educational program, and also for the development of cadets' personalities. The article considers the evaluation system for the profession-oriented foreign language competency of cadets in the competency-based approach. A general description of the competency evaluation procedure is given. The proposed recommendations for making evaluation rely on the European experience in education and evaluation according to the competency-based approach. The article specifies twelve types of assignments for evaluation, which are divided into four groups, and gives a practical example of their use in the learning outcome monitoring and the midterm attestation for the foreign language discipline in a higher naval school. It is highlighted that using various types and methods of evaluation is important, and the continuous and differentiated character of such evaluation can provide feedback and ensure the implementation of the competency-based approach in foreign language learning.

The article explores the features of modern information and communication technologies implementation in teaching technical English. The specifics of teaching foreign languages for applicants for non-linguistic specialties has its own characteristics, which should be taken into account when constructing and conducting classes. The information society poses new challenges and correspondingly new goals for teachers and applicants to higher education, the achievement of which is ensured by analyzing situational data and creating the environment that would most closely reflect the realities of the modern professional environment, which requires an appropriate level of a foreign language knowledge. It was determined that electronic learning tools act as a catalyst in mastering the material and improve the quality of the educational process. The study analyzed psychological factors that provide an extremely high level of student motivation and form the corresponding priorities in the direction of professional growth. The pedagogical ways of introducing multimedia teaching aids while studying a foreign language are described in detail as a key condition for the fundamental training of a qualified specialist, focused on meeting the needs of the modern market. It is noted that higher education institutions do not yet fully possess educational computer programs and the latest software, which is one of the most pressing problems in the digitalization of the educational process. It is proved that the effectiveness of achieving didactic goals directly depends on the chosen forms and methods of training, and the inclusion of information and communication technologies has such advantages as individualization and intensification of the educational process, an increase in the amount of independent work of the applicant, which is an important component of the Bologna process. In this regard, and with the aim of developing the communication skills of future specialists, ICTs are considered to be the primary element in the training of qualified specialists in economic fields.

The article is devoted to the psychological and pedagogical substantiation of the expediency of learning foreign languages while studying in the institution of higher education. The authors analyse the current educational process in Ukrainian and identify the most important factors influencing the formation of qualified professionals and establish the role of foreign language in each of these factors. It was found that studying can be extremely intensified due to learning a foreign language. It is established that learning foreign languages increases a person’s ability to develop intellectually. Curriculum is a crucial component of any educational process. Curriculum development and instructional management serve as effective tools for meeting the present and future needs of the local and national communities. In trying to strengthen the quality assurance system in Philippine higher education, institutions of higher learning were mandated to upgrade higher education curricular offerings to international standards. Anchored on the PMI framework, data were gathered through indepth review of documents, interviews with program coordinators and on-site observation in selected schools offering Medical Technology program in U.S.A., Australia, Singapore, Japan, Thailand and Canada. The benchmarking results showed that there were major “plus” and “interesting” points that can be used as guide in the innovation of the existing Philippine Medical Technology program and can become the basis of enabling implementation activities: reform and improve curriculum structure, content, teachinglearning strategies and employ competency-based assessment process.   Keywords - curricular reform, international benchmarking, medical technology

The National Strategy of the Education Development in Ukraine for 2012-2021 includes modernization of structure, content and organization of education founded on competency-based approach, full implementation of which requires an appropriate assessment system. This article discusses the features of competency evaluation, recently appeared in Moodle learning management system, and compares them with "Skills repository" module which is used for certification of information and communication competencies C2i, which has been implemented in the system of higher education in France. It is shown, that new evaluation tools of competencies have much more convenient interface, are easy to use and have bigger functionality.

This article discusses the features of competency evaluation and use of "Skills repository" module for Moodle learning management system, created for the needs of the certification of information and communication competencies C2i, which has been implemented in the system of higher education in France since 2011. Work with examples and an instance of the repository is considered, as well as with summarizing evaluation report. New features that have appeared in the latest version of the module are reviewed.

The paper provides information on the need to pass the “Unified entrance exam” in a foreign (English) language by students who have received a bachelor’s degree and wish to continue their studies to obtain a master’s degree. It is determined that when working with undergraduate students, it is advisable, firstly, to determine the percentage of graduates whose passing EVE is unlikely, and secondly, to intensify work with such graduates to increase this probability. The task was set to create a model for predicting the results of the unified entrance exam in a foreign language by bachelor’s graduates of higher education institutions upon entering the master’s program. A number of factors that affect the EVE score are proposed, namely: competitive score at enrollment (indicator of the student’s basic level), rating (assessment) based on the results of the first year of study (exam in the compulsory subject “Foreign Language”), choice “Foreign language” in the 2-3rd year (maximum of all or “0”, if the student did not choose), the rating of additional classes “Foreign language” in the 4th year, the average rating for the penultimate session (indicator “current” student’s attitude to the educational process), the fact of having additional points (an indicator of the student’s interest in other activities than learning), the average rating of a bachelor’s degree (an indicator of the general student’s attitude to the educational process). The available data concerning students of two years of the department of intelligent decision-making systems of the Donbas State Engineering Academy are given. A method of artificial neural networks with a two-layer perceptron architecture with ten neurons in each hidden layer, a sigmoid activation function, and an error backpropagation algorithm for network training is proposed. Calculations were performed in the Deductor Studio Lite environment, their results were analyzed. It is noted that the proposed approach to forecasting can be applied when working with undergraduate students, to determine the percentage of graduates whose EVI is unlikely to pass, and to intensify work with such graduates to increase this probability. The given article deals with some issues of foreign student’s educational process organization in teaching professionally-oriented English to university students of non-foreign language faculties taking into consideration their peculiarities as well as certain factors influencing upon the educational process efficiency. The article points out the difficulties that foreign students might experience when studying at the Russian Institution of higher education. As a means of solving the problem it is suggested to employ the most relevant methods of teaching in the educational process and to operate at three working languages: English, Russian and Arabic.

The article deals with the issues of structuring the variative foreign language training content. Variative foreign language training consists of a basic mandatory part for all students, which implements the requirements of Federal state educational standards at a minimum level and variation part. The variation part, represented by educational variants, is designed to meet the cognitive needs of students and take into account personal characteristics that affect the acquisition of a foreign language at the University. It is shown that the system approach is the basis for structuring the content. Professionally oriented foreign language training in higher education is considered as part of the higher education system, is subject to general goals, is regulated by the standard, program, and includes the levels of higher education: bachelor's, master's, specialty, and postgraduate. Disciplines related to foreign language acquisition are focused on the formation of foreign language communication skills, and also allow forming flexible skills that are necessary by specialists in different areas of professional activity today and are increasingly in the future. It is noted that the system approach regulates the construction of variative training parts in the aggregate, due to their interaction. The core of the system is the basic and variation variants availability. The framework of the system is the educational standards requirements, the educational program data, which sets the terms of the course development, the number of hours for classroom and self-study work, the form of intermediate and final control. The system integrity is manifested in the presence of horizontal and vertical links between the educational process elements. Horizontal links are located in the relationship between the basic and variation parts at each education level. Vertical links are found between the basic and additional parts of all levels on the basis of content and technology continuity. Continuity is understood as taking into account the individual level of educational achievements and reliance on the studied material. The results led to structure the variative foreign language training content in "Animal husbandry", to identify the basic and variation parts for the growth and development of foreign language skills and orientation training to suit individual needs and students’ characteristics.

The article highlights the specifics of professional activity of future foreign language teachers, which proves that increasing their competitiveness and reforming the system of general secondary and higher education in Ukraine increase the requirements for professional training of future foreign language teachers. It is stated that in the process of introduction of the latest information technologies in all spheres of activity of educational institutions the problem of formation of their information communicative competence in the process of studying in higher education institutions acquires special significance in the training of future foreign language teachers. The article describes the phenomenon of «multimedia technology» as a computer technology that allows you to flexibly manage the flow of various information. It is emphasized that there is no single approach to this phenomenon. The purpose of this article is to characterize the problem of multimedia technologies as a means of improving the effectiveness of professional training of future foreign language teachers. The author’s research proves that at the present stage the work on the introduction of multimedia in the educational process of higher education is carried out in two directions: the first is that multimedia is included in the educational process as an «aid» using traditional methods of education; the second direction involves changing the content of education, reviewing the methods and forms of organization of the educational process, building holistic courses based on the use of content in certain disciplines of higher education institutions that train future foreign language teachers. The article states that the use of multimedia by applicants for higher education, future teachers of foreign languages and ensuring the systematic use of multimedia technologies should be consistent with the didactic goals of professional training of applicants for higher education in foreign languages.
