Mr Ma perceived that humans gradually developed social existence through practical activities, strong social interactions, Mr Ma thought that society blending reality and existence could shape man into a generative social existence of sorts. Following that, humans might gain the ability to deconstruct the essence and connotation of society. The CPC owns the most Party members in the world and will insist on the road to socialist development and establish a "People first" scientific approach on development in accordance with the Marxist philosophy. The people-centered core connotation was successively proposed at the Third Plenary Session of the Sixteenth Central Committee of the CPC and the 19th National Congress of the Communist Party of China hosted by General Secretary President Xi , all of which regard people as the subject.

AbstractOn 15 November 2012, at the plenary session of the Central Committee of the Communist Party of China, Xi Jinping was elected the Party' general secretary, whereas he also became the chairman of the influential Central Military Commission. Too eager to wait to be inaugurated as President of the People' Republic of China in March 2013, the new national leader announced that in the following decade he is guided by the main objective of his predecessor Hu Jintao to double the prosperity of the people by the year 2020 and to keep the country' economy stable and growing fast. Unfortunately, it will be difficult for the new leader of China to implement his intentions, since, presumably, the country' new leadership will be from the older generation, hardliners, and, most importantly, politically conservative. But the difficulties lie in carrying out economic reforms because of rampant corruption and shadow banking in the central apparatus and in regions.According to the World Bank' analysis, China has become the world' largest economy. But the large expenditures to military reform and environmental protection are not sufficient for Xi Jinping to accomplish the goal to raise significantly the poor living standards of Chinese people. China has also faced difficulties in complying with the basic principles of its foreign policy, especially after the annexation of Crimea and its incorporation into the Russian Federation by China' strategic partner, Russia. In the past, China has carried out campaigns against “Americanization”, although with no tangible results. Thus, the leaders of today' China are faced with a number of dilemmas.

I derive the materials of the present paper from some memoranda which I find amongst my archaeological notes and which relate to certain explorations to which I was not a party, made so long ago as 1887. I have thought that the particulars then obtained may be deemed sufficiently interesting to deserve a record in the history of Trojan archaeological discovery.The subject is one of the four small tumuli dotted about and near the hill of Balli-Dagh, the crest of which according to the now exploded theory of Le Chevalier (1785) was supposed to represent the Pergamos of Troy. In a memoir contributed to the Journal of the Archaeological Institute of 1864, I proved that the site in question was no other than that of the ancient city of Gergis. In the same paper I gave an account of the results of the excavation of one of the group of three tumuli on Balli-Dagh, the so-named Tomb of Priam. The other two, namely Le Chevalier's Tomb of Hector, and an unnamed hillock, were excavated respectively by Sir John Lubbock (about 1878) and Dr. Schliemann (1882) without result. The present relates to the fourth mound on the road between the villages of Bournarbashi and Arablar (as shown in the published maps), which goes by the name of Choban Tepeh (Shepherd's hillock) and the Tomb of Paris, according to Rancklin (1799).

The article discuses some of the socio-psychological aspects of increasing of social advertising in the field of road safety. The author notes that in order to achieve the goal, the subject of propaganda must aware of the relationship between his individual behavior on the road and the reliability of the entire life support system.

The XXVI Congress of the CPSU defined the current national economic problems of the 1980s and the XI Five-Year Plan. As the General Secretary of the Central Committee of the CPSU, Chairman of the Presidium of the Supreme Soviet of the USSR Comrade LI Brezhnev noted, "our country has entered a new decade, making it the main task to ensure the further growth of the welfare of Soviet people." The program for improving the well-being of the people in the XI Five-Year Plan provides for the solution of the housing problem, improvement of working, living and recreation conditions. Caring for the health of Soviet people in the coming years remains one of the most important social tasks.

Safety of people and traffic police on road and the provision of prompt and appropriate treatment of injured persons in road accident are urgent concerns. The nine recommendations accordingly made are 1) Considering anyone who informs about or brings to the hospitals the accident victims as innocent until proved otherwise, 2) Annual payment by all vehicle owners (as per the cost of vehicles) to generate treatment fund for any road accident injured patients in the free general (not paying or private or extended health service) outdoor or emergency clinics or ward of the public hospitals irrespective of anyone’ fault in the accident (insurance or other agencies may be assigned to handle the amount deposited and reimbursement of the payments to the hospitals), 3) Implementation of helmet wearing by motorcycle riders and pillion riders in motorcycles, 4) Stricter fine for hazardous traffic offenses, 5) Drivers of the larger vehicles should not automatically be held responsible for any accidents involving other smaller vehicles (to prevent smaller vehicles and motorcycles to drive recklessly), 6) Drivers should not be just held responsible to bear health expenses of injured patients (which is much more than the compensation required in the event of death of injured persons); this is to encourage drivers to take injured persons immediately to hospitals and prevent inclination to allow their deaths indirectly or directly; the drivers should be proportionately fined or punished as per the traffic regulations if they are found to be negligent, 7) Safe and visible platform for the traffic police to stay on the road, 8) Provision of cost-effective respirators for traffic police and traffic supervisors, and 9) Compensation for occupational hazards to the traffic police and field traffic supervisors by distributing to them adequate proportion (e.g. one-third to one-half) of the fund collected by stricter fine paid for the hazardous traffic offences. Provision of various allowances, including for hazards, and benefits is a common practice in the country. Compensation for the occupational hazards of the traffic police provides incentives to and motivates them to remain vigilant about hazardous traffic offenses day and night everywhere and, thus, is essential for the safety of the people.

The development of operating speed models has been the subject of numerous research studies in the past. Most of them present models that aim to predict free-flow speed in conjunction with the road geometry at the curved road sections considering various geometric parameters e.g., radius, length, preceding tangent, deflection angle. The developed models seldomly take into account the operating speed profiles of motorcycle riders and hence no significant efforts have been put so far to associate the geometric characteristics of a road segment with the speed behavior of motorcycle riders. The dominance of 4-wheel vehicles on the road network led the researchers to focus explicitly on the development of speed prediction models for passenger cars, vans, pickups, and trucks. However, although the motorcycle fleet represents only a small proportion of the total traffic volume motorcycle riders are over-represented in traffic accidents especially those that occur on horizontal curves. Since operating speed has been thoroughly documented as the most significant precipitating factor of vehicular accidents, the study of motorcycle rider's speed behavior approaching horizontal curves is of paramount importance. The subject of the present paper is the development of speed prediction models for motorcycle riders traveling on two-lane rural roads. The model was the result of the execution of field measurements under naturalistic conditions with the use of an instrumented motorcycle conducted by experienced motorcycle riders under different lighting conditions. The implemented methodology to determine the most efficient model evaluates a series of road geometry parameters through a comprehensive literature review excluding those with an insignificant impact to the magnitude of the operating speeds in order to establish simple and handy models.

ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. This figure is even greater in the short term, when applied can lead to a new increase in the elasticity to be about - 0.28., Where the parking lot reducing the length of parking time and reduce the amount of parking.  Keywords: Regional Regulation, Rates Parking, Traffic Order

“Why do we have to pay the price of poverty? We didn’t create poverty, adults did.” This might be the sentiment of every child who is forced to work at an age when he or she deserves to go to school unlike the fellow kids who are born in a family that can afford to give them a decent childhood. Child Labor is the single most damaging impediment on the road to achieving the goal of development and the purpose of this paper is to show the obstacles that this social evil poses in the path to development. The study used Exploratory, rather unstructured research design and instruments such as case studies and life histories. The study indicates that the government of India has taken some strict measures to eradicate this evil such as the passing of the Right to Education Bill, illegalization of employment of children under the age of 14 years, schemes like “Sarva Siksha Abhiyan” (Education for all campaign), free afternoon meal and so on. But on the ground level their implementation is shoddy due to (as bureaucrats would put it) practical problems. The problem is of course, in the system but it has more to do with the mindsets of the people too. There are people who speak against child labor in India and back at their own house or office, many of them will have at least one child working for them. On 1 September 1982, 1,545 delegates and 145 alternates convened the 12th National Congress of the Chinese Communist Party. The meeting was announced in advance (at the seventh plenum of the 11th Central Committee, held in Beijing 4–10 August) and proceeded with well-rehearsed smoothness to its scheduled adjournment 15 days later. The meeting agenda conformed closely to established protocol, consisting of speeches and work reports, discussion and adoption of a new Party constitution, culminating in the election of new members to the Central Committee and other “standing” (i.e. permanently tenured) positions and convention of the first plenary meetings of these organs. The meeting began on 1 September with a relatively brief opening speech by Deng Xiaoping, the presiding chairman (though in a typical gesture to collective leadership there were no less than nine other presiding chairmen), and was followed by Hu Yaobang's comprehensive report and by speeches or reports by Ye Jianying, Chen Yun, Li Xiannian and others. These documents were all published as part of a general effort at greater publicity that included prior announcement of the dates of convention and adjournment, invitation of more than 70 responsible persons from democratic parties, non-Party patriots and other well-known personages from various circles to attend as observers (as had been done previously during the Eighth Congress), fairly detailed reporting of the election of deputies, their assembly and daily activities, arrangements and so forth, and even a sort of press conference that Zhu Muzhi, spokesman of the conference, held for Chinese and foreign reporters – although no foreign Communist Party members or foreign journalists were permitted to attend the Congress itself.

The purges of former Politburo Standing Committee member Zhou Yongkang, former Central Military Commission Vice Chairman Xu Caihou, and the former head of the Central Committee Office Ling Jihua in 2014 re-excited a long-standing debate in the field of elite Chinese politics: how contentious is politics at the elite level? On the face of it, these purges, as well as the arrests of ninety nine senior officials associated with these three individuals and with other cases, seem to prove that elite politics remains highly contentious at the top (People's Daily 2015). This outcome was surprising considering that decades of institution building had taken place after the Cultural Revolution. However, proponents of institutionalized politics in the CCP argue that the leadership had a genuine desire to clean house, and that these arrests, even if politically motivated, instilled a renewed discipline in the party. Once the “bad apples” were eliminated, the leadership under Xi Jinping would have continued on the road of institutionalization (Li 2014). Cadre promotion institutions, regular meetings of the Politburo and its standing committee, party congresses, and retirement rules remain largely unaffected by the purges and will continue to ensure relatively harmonious decision making and predictable successions in the foreseeable future.
