Prison health, prisoner safety and imprisonment rates matter: intrinsically and for health and safety outside. Existing prison regulation apparatuses (e.g. OPCAT) are extensive and hold unrealized potential to shape imprisonment. However, criminologists have not yet engaged much with this potential. In this article, I reconceptualize prison regulation by exploring the work of a broad range of multisectoral regulators who operate across stakeholder groups. I illustrate that voluntary organizations and families bereaved by prison suicide act as regulators, although their substantive actions have been erased from official narratives. Mobilizing (threats of) litigation, these actors have responsibilized the state and brought qualitative changes across the prison estate.

John Lee's, David Fedman's, and Lisa Brady's essays persuasively show the value of studying environmental issues on the Korean peninsula. Each of the essays carefully explains how drives led by individuals and entities, such as the state, engineered nature for human needs, security, and later economic growth. In so doing, they show how these drives simultaneously altered nature and remade institutions, systems, and cultures that influenced people's agency and identity and reshaped forms of consciousness. By judiciously making visible the agents and social forces behind the reconstitution of nature, the essays collectively introduce diverse approaches to the study of environmental issues in Asia and elsewhere. Most of all, they demonstrate that transnational environmental history on the Korean peninsula can no longer be overlooked when dwelling on and debating major historical and theoretical issues in Korean, Asian, and environmental studies.

The article explores the limitations of the current scholarly game studies (GS) field. Its central presuppositions are (1) that there are certain attributes broadly understood as “GS” by those writing in or adjacent to the field; (2) that those attributes are historically rooted in an attempt to disassociate videogames from other types of electronic (and later—digital) media; and that (3) the preconditions that have led to this split are currently moot. In the first section of this article, I elaborate on these presuppositions through reading GS as a historically rooted field, centred around the videogame artefact. Following, by examining the notion of being ‘against’ something in academic work, I move to my central claim for the article: that maintaining this conception of GS is counterproductive to the state of contemporary videogames scholarship and that adopting a post-dualistic and post-humanities stance will greatly contribute to the broadening of the field. I break down this claim into three separate threads. Ontologically, I show that videogames are much closer to non-videogames than they used to be. Methodologically, I point out how re-integrating methodologies from outside the field is crucial to address the complex phenomena evolved in and around gaming. Politically, I highlight the importance of games in contemporary digital culture and show how boundary-work and gatekeeping might harm the attempt to make game scholarship engage with larger political issues. The article concludes with suggestions for a more inclusive and intermingled vision for the field, focusing on the notion of play rather than games.

The paper examines theoretical issues of crimes and offenses in the sphere of monetary circulation. Investigates the concept of monetary circulation, the brief description of the main types of offenses and crimes in this sphere. The authors point out that the responsibility for violation of money circulation and payments provides for administrative, civil, financial and criminal law. Given the systematization of the basic rules of law relating to crimes and offences in this sphere. Defined the concept of categories of monetary circulation and its role in economic and legal science. Also, the category of monetary circulation is considered from positions of the Constitutional Court of the RF. The peculiarities cash and cashless monetary circulation and money turnover concept. The authors discuss the Foundation of financial responsibility and its contrast to administrative and criminal responsibility. The authors indicate that the main distinguishing feature for financial responsibility - law recovery character. The authors note that given the importance of the sphere of monetary circulation, its tremendous importance to the economy, to solve social problems, but also to ensure the fi- nancial stability of the state is necessary and appropriate to develop the Institute of state and legal coercion in the sphere of monetary circulation, to expand and systematize its contents.

We draw attention to the problem of excessive restriction risk of human and civil rights and freedoms in the process of establishing and applying the institution of legal responsibility by the state. We consider general theoretical issues of the concept and functions of legal responsibility. We substantiate the position on the need to separate the restrictive function from legal liability. As an intersectoral institution of Russian legislation, legal re-sponsibility is characterized by the performance of the following functions: restrictive, preventive, guaranteeing, restorative and educational. We draw attention to the issues of legal liability proportionality in relation to its restric-tive function. We disclose the content of proportionality principle in relation to legal responsibility as an intersectoral institution of legislation. We imagine that the remedy actively used in the legal policy of the state in the form of legal punishment and legal responsibility in general should correspond to the maximum extent to proportionality principle in order to prevent arbitrary and excessive restriction of rights and freedoms. Various kinds of deviations, deviations from the principle of proportionality of legal responsibility are supposed to be interpreted in theory as one of the most important prerequisites for the formation of dysfunction and imbalance of the institution in question. Violation of proportionality principle of responsibility in law is proposed to be interpreted as its dysfunction.

Carl Schmitt thought and wrote in contradictions. Was this already a revolt of thought in the sense of Alain Badiou? Or was Schmitt—as some interpreters think—merely an opportunist, albeit a powerful one in terms of language? A certain recalcitrance towards the so-called ‘mainstream’ influenced him throughout his life. From the beginning of his academic work, he always attracted the attention of experts—and often of those beyond—with his sometimes extremely provocative theses. His sharpness of thought and his polished style made and still make his writings worth reading. Using the tools of political science analysis, this book deals in six parts with the myth of the state and the friend–foe thinking that made Carl Schmitt famous, the reason for the state and states of emergency, thinking about the greater space and world order, and Schmitt's elective affinities with Hobbes, Bodin and Machiavelli. Finally, it endeavours to answer the question of the significance of Carl Schmitt in contemporary debates. Carl Schmitt is the great stimulator. In his writings, he brought problems to the fore that other observers missed and he foresaw political developments before they became virulent. In view of our crisis-ridden times, engaging with his sometimes unconventional views is particularly worthwhile, even if he remains controversial as a person. This volume is the revised and updated new edition of the book ‘Denken in Widersprüchen’ (Thinking in Contradictions), the first edition of which was published by Nomos in 2015.

Abstract The state and the development prospects of the Lubusz cluster initiative “The Lubusz Wine and Honey Route”. The concept of economic clusters, which are an effective way of seeking synergy effects resulting from cooperation of individual entities, became a synonym for the success of the economy of the region. The prospect of potential benefits for enterprises and regions, resulting from functioning of the bunches, encourages their potential participants to engage in creation and development of cluster structures. Such deliberate and organized effort of crucial players of the cluster, aimed at improvement in its competitiveness, is defined as a cluster initiative. The aim of this article is to analyse the state and the development prospects of the Lubusz cluster initiative „The Lubusz Wine and Honey Route”.It is in the article that the theoretical issues associated with problems of clusters and cluster initiatives were discussed. It is later in this article that a brief characterization of the cluster potential of the Lubusz Voivodeship with particular emphasis on the wine industry was carried out. It is in the third part of the article that the findings of empirical research carried out were presented. Next, further to the discussed research, the conclusions and recommendations were presented for the best ways of supporting the development of the wine industry as well as the described cluster initiative.

This essay investigates the conditions of portrait photography in Taiwan during Japanese colonization. After a brief introduction to the theoretical issues concerning the indexical nature of the photograph, I consider the Japanese colonial photographic industry and its products (portraits) in three contexts: the state of photographic technology in the world at that time, the ideological machinery of colonization in Taiwan, and the wider phenomenon of colonial mimicry. In this consideration, I offer a diachronic analysis of photo albums and commercial directories that contain formal portraits of politically and economically influential (almost exclusively) men. Bringing these considerations together suggests an aspect of the colonial ideological machinery that has been underrepresented in other studies: the colonial portrait as a mask in several forms.

An attempt is made to analyze the Russian financial system based on the existing international OECD methodology according to the Central Bank of Russia. The modern controversial views on the concepts of the impact of the financial system on economic growth, existing in the world financial science, are presented. The fundamental theories of economic growth in the format of production functions and the author’s interpretation of macroeconomic identity are presented; the role of labor and capital in economic growth, as the main factors subject to qualitative changes to the greatest extent, is noted. As an intermediate result for the analysis of the financial system of the Russian Federation, a coefficient is proposed that allows one to potentially analyze the influence of the qualitative characteristics of the state of the financial system on the socio-economic development of the national economy. The hypothesis about the influence of the financial system on the state of the national economy has been confirmed.
