The article addresses the issue of unmanned aircraft vehicles used in the armed forces of the Republic of Poland as a technological object undergoing the exploitation process in accordance with an event-based exploitation model. The author discusses problems related to the semantics of drones, which, in conjunction with the study of technical documentation and participant observation, allowed to qualify the operating state and determine the exploitation process event model for these devices together with the permitted transitions matrix. The presented results are the basis for further research on the reliability of these systems.

The processes of exploitation of military objects are usually characterised by the specificity of the operation and the complexity of both the process itself and the object. This specificity may relate both to the type of tasks that these objects carry out and to the environment in which these processes take place. Complexity is usually reflected in the very structure of an object (for example, a ship, an aircraft or a helicopter) and, consequently, in its operation/maintenance system. The above mentioned features, as well as the limited access to data, naturally limits the set of publications available on this subject. In this article, the authors have presented a method of assessing the readiness of military helicopters operated by the Armed Forces of the Republic of Poland. The readiness of technical objects used in military exploitation systems is a basic indicator of equipment preparation for executing tasks. In exploitation process research, the mathematical models are usually discrete in states and continuous in time stochastic processes, in the set of which Markov models are included. The paper presents an example of using Markov processes with discrete time and with continuous time to assess the readiness of a technical object performing tasks appearing in random moments of time. At the same time, the aim of the examined system to achieve a state of balance is presented.

The paper is a theoretical introduction to the reliability tests of unmanned aerial vehicles used in the Polish armed forces. The purpose of the article is to determine the type/model of the unmanned aircraft in the service in the Polish Armed Forces, which results from the conducted reliability tests will be the basis for generalizing them to the largest group for the subsequent research. In order to achieve the assumed goal, the author, first, reviewed the terms and definitions describing the subject of the study. The trends occurring in the description of the examined subject-matter were recognized. Then, the typologies and classifications of unmanned aerial vehicles were analyzed on the basis of Polish and international sources, as well as normative documents. The last part of the paper comprises of a comparison of tactical and technical data of unmanned aerial vehicles used by the Polish Armed Forces.

The impact of the 2014–2016 Ebola epidemic in West Africa on human immunodeficiency virus (HIV) treatment in Sierra Leone is unknown, especially for groups with higher HIV prevalence such as the military. Using a retrospective study design, clinical outcomes were evaluated prior to and during the epidemic for 264 HIV-infected soldiers of the Republic of Sierra Leone Armed Forces (RSLAF) and their dependents receiving HIV treatment at the primary RSLAF HIV clinic. Medical records were abstracted for baseline clinical data and clinic attendance. Estimated risk of lost to follow-up (LTFU), default, and number of days without antiretroviral therapy (DWA) were calculated using repeated measures general estimating equations adjusted for age and gender. Due to missing data, 262 patients were included in the final analyses. There was higher risk of LTFU throughout the Ebola epidemic in Sierra Leone compared to the pre-Ebola baseline, with the largest increase in LTFU risk occurring at the peak of the epidemic (relative risk: 3.22, 95% CI: 2.22–4.67). There was an increased risk of default and DWA during the Ebola epidemic for soldiers but not for their dependents. The risk of LTFU, default, and DWA stabilized once the epidemic was largely resolved but remained elevated compared to the pre-Ebola baseline. Our findings demonstrate the negative and potentially lasting impact of the Ebola epidemic on HIV care in Sierra Leone and highlight the need to develop strategies to minimize disruptions in HIV care with future disease outbreaks.

Abstract. Flooding represents one of the most severe natural disasters threatening the development of human society. A model that is capable of predicting the hydrological responses in watershed with management practices during flood period would be a crucial tool for pre-assessment of flood reduction measures. The Soil and Water Assessment Tool (SWAT) is a semi-distributed hydrological model that is well capable of runoff and water quality modeling under changed scenarios. The original SWAT model is a long-term yield model. However, a daily simulation time step and a continuous time marching limit the application of the SWAT model for detailed, event-based flood simulation. In addition, SWAT uses a basin level parameter that is fixed for the whole catchment to parameterize the unit hydrograph (UH), thereby ignoring the spatial heterogeneity among the sub-basins when adjusting the shape of the UHs. This paper developed a method to perform event-based flood simulation on a sub-daily timescale based on SWAT2005 and simultaneously improved the UH method used in the original SWAT model. First, model programs for surface runoff and water routing were modified to a sub-daily timescale. Subsequently, the entire loop structure was broken into discrete flood events in order to obtain a SWAT-EVENT model in which antecedent soil moisture and antecedent reach storage could be obtained from daily simulations of the original SWAT model. Finally, the original lumped UH parameter was refined into a set of distributed ones to reflect the spatial variability of the studied area. The modified SWAT-EVENT model was used in the Wangjiaba catchment located in the upper reaches of the Huaihe River in China. Daily calibration and validation procedures were first performed for the SWAT model with long-term flow data from 1990 to 2010, after which sub-daily (Δt=2 h) calibration and validation in the SWAT-EVENT model were conducted with 24 flood events originating primarily during the flood seasons within the same time span. Daily simulation results demonstrated that the SWAT model could yield very good performances in reproducing streamflow for both whole year and flood period. Event-based flood simulation results simulated by the sub-daily SWAT-EVENT model indicated reliable performances, with ENS values varying from 0.67 to 0.95. The SWAT-EVENT model, compared to the SWAT model, particularly improved the simulation accuracies of the flood peaks. Furthermore, the SWAT-EVENT model results of the two UH parameterization methods indicated that the use of the distributed parameters resulted in a more reasonable UH characterization and better model fit compared to the lumped UH parameter.

The position of the Military Court is a body that executes the judicial power in the circle of the Indonesian National Armed Forces to enforce the law and justice with due observance of the interest in the state defense and safety. The Military Court is authorized to try the crimes committed by someone who when committing such crime is a soldier of the Indonesian National Armed Forces, a member of a group or office or body or equal to a soldier pursuant to the Law and someone is not included in the said group as set forth in the Law Number 31 of 1997 on Military Court. Following the reform of 1988, the existence of the Military Court is developed by some activists and the public that observe the Military Court, insisting the Parliament of the Republic of Indonesia to revise Law Number 31 of 1997 on Military Court, with the focus point for a soldier of the Indonesian National Armed Forces who commits a general crime to be tried in the General Court with the reason that the Military Court practice is closed in nature, and another reason is the equalization of rights before the law. The method used in this research is the normative law research that is carried out to obtain the necessary data relating to the problem. The data used is secondary data consisting of primary law materials, secondary law materials, and tertiary law materials. In addition, primary data is also used as the support of the secondary data law materials. The data is analyzed by the qualitative juridical analysis method. The results of the research show that the Military Court is one of the mechanisms that are always tried to be maintained. The outcome from the research discovers that the role of the Martial Court in Indonesia remains effective, fair, and democratic to this date realistically marked by fair punishment within the jurisdiction offended, which corresponds to the need of TNI institution in the aspects of Culture, Benefit, Assurance, and Fairness. It is recommended that the RI Government continuously develop and improve the same by maintaining the role of the Martial Court in punishing criminal offenses committed by military members on the Martial Court system currently in force.
