Currently, advanced technological hardware can offer mobile devices which fits in the hand with a capacity to consult documents at anytime and anywhere. Multiple user context constraints as well as mobile device capabilities may involve the adaptation of multimedia content. In this article, the authors propose a new graph-based method for adapting multimedia documents in complex situations. Each contextual situation could correspond to a physical handicap and therefore triggers an adaptation action using ontological reasoning. Consequently, when several contextual situations are identified, this leads to multiple disabilities and may give rise to inconsistency between triggered actions. Their method allows modeling relations between adaptation-actions to select the compatible triggerable ones. In order to evaluate the feasibility and the performance of their proposal, an experimental study has been made on some real scenarios. When tested and compared with some existing approaches, their proposal showed improvements according to various criteria.

This article examines the strategies used to foster citizens' interaction with government microblogs. While government agencies are urged to adopt social media, little is known about how citizens respond to those efforts. Using data collected from the publicity microblogs of prefecture-level municipalities in China, this article indicates that government microblogs can foster citizen-initiated interaction by acquiring microblog influencers as followers, diversifying the sources of government posts and posting more multimedia content. However, regularly updating a government microblog is not necessarily associated with citizen participation.

This work is devoted to the analysis of algorithmic support of multimedia content recommender systems and the development of a web service toincrease the efficiency of learning foreign languages using a recommender system that personalized the selection of educational content for the user.To form a list of necessary multimedia content, the main criteria of the recommender system were selected, the basic needs of users were identified,which the system should solve, since increasing the efficiency of learning a foreign language is achieved not only by choosing teaching methods, butalso by watching multimedia content, namely news, films, educational videos, clips, etc. Therefore, in order to form a list of the necessary multimediacontent, the main criteria of the recommender system were formed, the main needs of users were identified, which the system must solve. From theside of the method for implementing algorithmic support, various types of data filtering were considered, from modern technical methods to librariesto ensure the functionality of the system, and the algorithm based on hybrid filtering was chosen, in which known user ratings are used to predict thepreferences of another user. Functional requirements have been developed and a web service has been proposed that allows a comprehensive impact onuser learning when learning a foreign language, software implementation of which is made using Java Script, Python and additional libraries. Thisimplementation allows you to build a process for tracking changes in user requirements and transfer information to the database (DB) and, afteranalyzing the input data, change the proposed multimedia content to the user. In the course of further research, it is planned to conduct practicalexperiments, taking into account the specifics of certain methods of teaching foreign languages and the use of statistical data to assess the effectivenessof the algorithm of the proposed recommender system.

The spread of the COVID-19 virus has been widespread all over the world since its discovery in 2019. However, the spread of this virus can be prevented by means of health protocols conforming to World Health Organization standards. The Indonesian government continues to educate the public, especially school-aged children, to understand how to implement the health protocol. On the basis of the foregoing, it is necessary to carry out research on the creation of an interactive media based on multimedia content that can be used to educate on COVID-19 prevention, specifically for elementary school children. The research begins with problem analysis, storyboard writing, creating 3D animation characters, and merging all content into a complete 3D animation video. The results of this study are 3D animated multimedia content which presents 3D animated scenes on the application of health protocols such as hand washing with soap, wear masks and keep distance.

The article describes the changes in the sphere of encyclopedia publishing (online encyclopedic practice) on the example of some notable Internet resources (Scholarpedia and Scholarly Community Encyclopedia) caused by the development of digital technologies. With the appearance of electronic encyclopedias in the late 20th century, the encyclopedic activity has innovated with the multimedia content and the speed of its search. However, today digital encyclopedic practice is moving from formal to qualitative changes associated with the improvement of encyclopedic content and its building. In particular, the model of creating the analyzed in this article the Scholarpedia and the Scholarly Community Encyclopedia shows new approaches to the organization of encyclopedic practice that are different from the traditional ones. It expands the opportunities for improving the quality of encyclopedias as well as reaching them to a new level.

The authors analyzed and explored the promotion mechanisms as well as looked at the ways of monetizing multimedia content on Instagram. We discovered that organizations are using both the classic techniques for creating communication channels with their audience and most modern ones. The analysis was carried out during the peak of the COVID-19 pandemic in 2020. Eight Russian and foreign Instagram accounts of commercial organizations were taken for the study. The main criterion for choosing blogs was the number of subscribers as of 04/02/20–05/04/2020. We analyzed the marketing strategy of the following accounts: “kingarthurflour”, “intel”, “dictionarycom”, “pyaterochka_official”, “magnitkrd”, “traderjoes”, “respublica_ru”, “sberbank”. This sample is purposefully compiled in such a way as to comprehensively study how old and new Internet marketing tools are used to promote blogs specializing in different goods and services. We described in detail the techniques for promoting audiovisual and textual content. The reasons for the erroneous SMM marketing strategies are explained and examples of effective ones are shown. The main methods of monetization of media production are also presented and typologized. The relevance of this work lies in the need to show the advantage of SMM tools and discover previously unknown ones — for successful marketing in one of the most massive social networks. The study found that the appropriate selection and competent use of SMM technologies have a positive effect on promotion and monetization.

Background. Since the Covid-19 pandemic, many community-based services for people with traumatic brain injury (TBI) have been moved online, which may have hindered their accessibility. The study aims to assess the accessibility of online information and resources dedicated to people with TBI. Methods. The websites of 14 organizations offering information and resources to people with TBI in Quebec were evaluated. Two co-authors independently evaluated one page of each website and compared their results. Descriptive statistical analyses were performed. Results. The average accessibility score of the 14 websites evaluated was 54% with a standard deviation of 16%. Website design and writing were the most accessible aspects (72.3%). Only two out of the 14 websites (14%) presented multimedia content. This category presented the most barriers to accessibility with a score of 42%. Regarding images, they reached an accessibility score of 46%. Their main shortcoming was the absence of a caption. Conclusion. This study highlights accessibility issues specific to people with TBI to access online resources and identifies specific areas of improvement. The results of this study provide community organizations with avenues of improvement to make their online resources more accessible to people with TBI and may therefore lead to improved community practices.

It is said that what happens on the internet stays on the internet, forever. In some cases this may be considered a feature. Reports of human rights violations and corporate corruption, for example, should remain part of the public record. In other cases, however, digital immortality may be considered less desirable. Most would agree that terror-related content, child sexual abuse material, non-consensual intimate imagery, and dangerous disinformation, to name a few, should not be so easily found online. Neither human moderation nor artificial intelligence is currently able to contend with the spread of harmful content. Perceptual hashing has emerged as a powerful technology to limit the redistribution of multimedia content (including audio, images, and video). We review how this technology works, its advantages and disadvantages, and how it has been deployed on small- to large-scale platforms.

I will make a chronology and description of several multimedia projects hold on Catalan Wikipedia the last 20 years. I will focus on two of my last presentations at Wikimania and CEE meeting, about radio programmes and dubbed content, with special atention to the rationale and why some people believes that multimedia content is important in the context of a minoritized language.
