The main aim of this article is to prove the significance of the missile defense system  for military deterrence at the allied (NATO) and national level (the US, Poland, etc.). To achieve the aim, theoretical research methods such as analysis, synthesis, comparison and generalization were applied.  The results of the conducted research show that the missile defense system of Poland and other alliance members, and the NATO Integrated Air and Missile Defense System should be considered as the crucial elements of the military deterrence, even though such systems are not offensive in nature. Thus, the formulated thesis undermines the up-to-date understanding of the problem, and therefore may contribute to further discussion on the topic of using means of defensive deterrence.

In 2021, Russia and Belarus are planning to hold a record number of exercises. In particular, large-scale strategic maneuvers "West-2021" will be held on the territory of Belarus. The focus on the western borders is not accidental: according to the military ministers of the two countries, the situation there is not calm. At the level of the CSTO, NATO is active in Eastern Europe in building up the missile defense system and increasing the intensity of military exercises. According to Secretary General of the organization Stanislav Zasya, the confrontational course of the alliance creates dangerous preconditions for a new arms race and the alliance is forced "to take adequate measures. This chapter shows how Richard Nixon and his national security advisor, Henry Kissinger, were forced to change their strategy for nuclear arms control based on the collapse of the US congressional consensus behind nuclear superiority. Nixon entered office with strong convictions on the importance of nuclear superiority for supporting the United States’ national security commitments. Nixon also saw US technological advantages in ballistic missile defenses as one of the main bargaining chips to cap the growth of Soviet offensive forces at the upcoming Strategic Arms Limitation Talks. This strategy for détente was thrown into disarray, however, when Congress signaled its lack of support for a new ballistic missile defense system and the strategy of nuclear superiority. Nixon and Kissinger then changed tack, attempting to conclude a quick arms limitation agreement through backchannel negotiations with Soviet Ambassador Anatoly Dobrynin. This initiative failed, weakening the American hand at the formal talks.

Over the last three decades, the Israeli missile defense concept has evolved significantly along with the emerging threats. As a result of long-term strategy, implemented in the 1990s, contemporary missile defense of Israel has been developed into a complex, multi-tier system aimed to match the country’s unique security needs. The purpose of this study is to determine the main directions of the development of the Israeli missile defense concept that have led to its current form. The study identifies key elements of the multi-layered missile defense architecture as well as their role in overall defense strategy of Israel. With the use of theoretical research methods, the period of 1991-2020 was examined in order to trace the development of new missile defense systems and the evolution of Israeli posture on the subject in relation to changing international situation. The author concludes that comprehensive anti-missile shield, consisting of Arrow-3, Arrow-2, David’s Sling and Iron Dome systems, provides Israel with solid defense against short, medium and long range missile threats and presents potential to be developed into one of the most advanced missile defense systems in the world.

The USA considers missile potentials of Russia, China, Iran and North Korea as the main sources of threats to their national security. In the early 2000s following the withdrawal from the Soviet-American ABM Treaty the US began to deploy a global ballistic missile defense system to protect their “homeland, US forces abroad and its allies” from potential and real threats. The set of basic elements of a multi-layer ballistic missile defense is generally the same, its architecture is always adapted to the local conditions of the regions of deployment and specific tasks. Their common designation is the ability to work as subsystems within an integrated, global in scope antiballistic missile defense system controlled by the United States. In the Asia-Pacific region, the United States is actively engaging its regional allies Australia, South Korea and Japan in a joint effort to build-up ABM capabilities while simultaneously increasing its military-strategic presence in the region. Moscow strongly opposes the program considering it as potential threat to the effectiveness of the Russian strategic nuclear forces and undermining strategic stability and considers emergence the ballistic missile subsystems in Europe and the Asian-Pacific Region as a direct threat to its security. US ABM policy provokes the accelerated development by China and the DPRK of ballistic missile delivery systems, encourages Russia to create new weapon systems that are guaranteed to be able to overcome any existing and future missile defense.

The issue of teacher’s professional competence is multidimensional and multifaceted, it depends on several aspects, including educational policy, system implemented in every country and the particular educational establishment, which the educator works for. Being aware of the current pedagogical reality, challenges of the education system, pupils’ needs and manifold learning and teaching strategies, educators need knowledge, skills and experience of different levels formed for each particular individual in combination of education and experience with their physical, psychological and mental abilities. The goal of the article is to identify the structure of teacher’s professional competence being conscious of the theoretical and normative framework on the international and national level. In the article the theoretical research methods (method of comparison and critical thinking) and empirical research methods (data collection and document analysis) have been applied. In the society, educational institutions, also being aware of the transformation process in the education content and branch, there is a demand for teachers with a high level of professional competence. Education policy makers have set a very broad and extensive professional competence standard, which includes in itself both aspects related to the professional activity and individual characteristics, features and values. At the same time, there are various theoretical approaches which describe the framework of teacher’s professional competence and its multidimensional characteristic. The authors of the article have identified general knowledge, skills and attitude, as well as pedagogical knowledge, skills and attitude in the framework of the teacher’s professional competence structure.
