Введение. В настоящее время развитие социально-экономических систем немыслимо без цифровой трансформации, которая является не только драйвером такого развития, но и его обязательным условием. В последние десятилетия информационно-коммуникационные технологии существенно упростили ряд организационных и операционных процессов компаний всех без исключения секторов экономики. В здравоохранении ИКТ нашли свое применение в части совершенствования коммуникационных решений. Однако в целом цифровая трансформация данной сферы гораздо шире, а современные тенденции, проблемы и перспективы ее активизации нуждаются в дополнительных научных изысканиях. Данные и методы. Методология исследования основана на существующих теоретических разработках в области управления развитием сферы здравоохранения в условиях цифровизации экономики. В ходе работы над статьей были применены диалектический, абстрактно-логический и другие общенаучные методы познания, а также табличные и графические приемы визуализации статистических данных и результатов опросов, что обеспечивает высокую степень обоснованности и достоверности полученных результатов и выводов. В исследовании обозначены перспективные направления развития сферы здравоохранения, базирующиеся на внедрении искусственного интеллекта, робототехники, 3D-принтинга и других сквозных цифровых технологий. Произведен анализ мировой и российской практики в данном направлении. Результаты. Рассмотренные в ходе исследования тенденции позволили говорить не только о перспективных направлениях внедрения ключевых цифровых технологий в сфере здравоохранения, но и о наличии ряда ограничений. В частности, активизации этих процессов препятствуют пробелы в патентном праве и лицензировании. Заключение. В статье обозначены возможные управленческие и регуляторные решения для преодоления сложившихся ограничений. Результаты исследования могут быть использованы в качестве теоретической основы для управления развитием сферы здравоохранения в условиях цифровой экономики. Introduction. Currently, the development of socio-economic systems is unthinkable without digital transformation, which is not only a driver of such development, but also a prerequisite for it. In recent decades, information and communication technologies have significantly simplified a number of organizational and operational processes of companies in all sectors of the economy. In healthcare, ICTs have found their application in terms of improving communication solutions. However, in General, the digital transformation of this sphere is much broader, and current trends, problems and prospects for its activation need additional scientific research. Data and methods. The research methodology is based on existing theoretical developments in the field of health care development management in the context of digitalization of the economy. In the course of the article, dialectical, abstract-logical and other General scientific methods of cognition were used, as well as tabular and graphical methods for visualizing statistical data and survey results, which provides a high degree of validity and reliability of the results and conclusions. The study identifies promising areas for the development of the healthcare sector based on the introduction of artificial intelligence, robotics, 3D printing and other end-to-end digital technologies. The analysis of world and Russian practice in this direction is made. Results. The trends considered in the course of the study allowed us to speak not only about promising areas for the introduction of key digital technologies in the healthcare sector, but also about the presence of a number of limitations. In particular, gaps in patent law and licensing hinder the activation of these processes. Conclusion. The article outlines possible management and regulatory solutions to overcome the existing restrictions. The results of the research can be used as a theoretical basis for managing the development of the healthcare sector in the digital economy.

In healthcare, ICTs have found their way into improving communication solutions. However, in general, the digital transformation of this area is much broader, and current trends, problems and prospects for its activation require additional scientific research. The study outlines promising directions for the development of the healthcare sector, based on the introduction of artificial intelligence, robotics, 3D printing and other end-to-end digital technologies. The trends examined in the course of the study made it possible to speak not only about promising directions for the introduction of key digital technologies in the healthcare sector, but also about the presence of a number of limitations. In particular, the activation of these processes in Russia is hindered by gaps in patent law and licensing. The article identifies possible management and regulatory decisions to overcome the existing limitations. The research results can be used as a theoretical basis for managing the development of the healthcare sector in the digital economy.

Purpose. The aim of the article is substantiation of the role of digital infrastructure in the process of digital transformation of Ukraine and analysis of the possibilities of using blockchain technologies. Methodology of research. General and special methods of economic research are used in the course of scientific research, in particular: analysis and synthesis to reveal the economic essence of digital infrastructure; statistical and graphic methods ‑ in the analysis of world trends in the development of information and communication technologies, methods of induction and deduction, abstract and logical method ‑ in drawing conclusions from the results of the study. Finding. Definitions of digital economy, suggested in domestic economic literature, are considered. The author’s definition of this concept is substantiated. Areas of activity have been identified in which the introduction of digital technologies will play a decisive role in the context of digital transformation. The Concept of the development of the digital economy and society of Ukraine and the directions of digital development defined by this Concept are considered. The types of digital infrastructures and the main digital technologies that ensure their formation are given. The essence of the concept of blockchain and the scope of its possible application in Ukraine in order to protect data and ensure cybersecurity is revealed. Originality. The author's definition of digital economy is offered, in which special value is given to introduction and real use of digital technologies in various spheres of human activity. The role of digital infrastructure and main technologies that ensure its formation is substantiated. The directions of using blockchain technologies and measures that need to be implemented for further digital transformation of Ukraine are proposed. Practical value. The results of the study will contribute to the formation of the institutional basis for further development of information technologies in Ukraine, their introduction into the real sector of the economy, and in the future ‑ building an effective digital economy focused on innovation in production and services. The purpose of the research is to study the problems of the competence interface of personnel management of business structures in the context of digital transformation and to justify the organizational and managerial measures for its development and effective use. The analysis of various approaches to highlighting the competencies of personnel in the digital economy, by which is meant the confident and selective use of information and communication technologies in the ecosystem, is presented. It is determined that the use of digital technologies is a prerequisite for ensuring the competitiveness of business structures. The leading role of “soft” skills, including both cognitive and socio-behavioral abilities, is substantiated. A three-module model of personnel competencies in the context of digital transformation is suggested, in which such digital competencies and skills as: working with digital technologies, creative thinking and behavior, professionally oriented skills in the field of production and managerial activities are highlighted. The use of the competency-based approach to the digital transformation of economic processes helps to increase the adaptability of the existing system of economic relations to the conditions of the new technological structure, and provides the possibility of introducing end-to-end technologies into management decision-making processes in order to increase their efficiency.

In this paper, we try to investigate the contribution of digitalization on economic growth in both developed and developing countries over the period 1990-2020. For this end, different econometric tools are applied on a panel dataset. Overall, we show that the digital technologies seem to significantly and positively affect economic growth in both groups of countries. The digitalization impact level tends to differ across countries. Our empirical results also display that the short- and long-term relationship between information and communication technologies and economic growth is well documented. Such results can be useful for policymakers to enhance the digital economy and provide novel channels to develop adequate policies and promote new institutions. So, benefits from digitalization can lead to realize substantial economic growth.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. The article examines the role of digitalization in modern market relations. The key aspects of the development of the digital economy are reflected, as well as the role of IT companies in the global eco-nomic arena. The experience of digitalization in the Russian Federation, aspects of the development of information and communication technologies are considered. The structure of expenses of households and organizations of various sectors of the economy in terms of the use of information and communication technologies and digital technologies has been analyzed. The developed countries of the world are actively involved in the implementation of digital technologies, both at the enterprise level and at the level of all countries. The econ-omy of the Russian Federation, which is part of the global world economic system, is also trying to make the most of the benefits of digitalization. Households in the Russian Federation actively use information and com-munication technologies to improve their quality of life. In addition, the article presents data on various software tools that are currently used by Russian companies.

The article is described the issue of «digital economy» and highlights its role in modern economic and social development of society, in particular the ability to implement simultaneous management of all sectors of the economy; the level of formation of the digital economy in Ukraine, the main threats and opportunities of digitalization and the readiness of Ukraine to introduce and using digital technologies are studied. Analyzing the current state of Ukraine's economy and global trends in the field of digital transformation, digitalization of all sectors of the economy should become a priority for the state. The main prerequisites for the formation of the global era of digital economy are information and communication technologies, which are one of the most influential factors in economic growth and welfare. Nowadays, Ukraine is one of the European country that does not have a sufficient digital resource of its own. In recent years, Ukraine is actively forming information infrastructure as an integrated set of computers and communications equipment, telecommunications networks, databases, information technology, information and analytical centers of various levels, which aims to ensure the effect of innovative economic development. Digitization processes are extremely important for the Ukrainian economy. The digitalization is a modern stage in the development of informatization, the characteristics of which are the predominance of digital technologies for the collection, processing, transmission, storage and visualization of data. The article identifies the relationship between Internet availability and the development of the digital economy, as well as identifies the main type of Internet that affects the level of digitalization of the national economy and its quality. Analyzing the trends of the digital economy in Ukraine, it should be considered as the economy of new business processes and new markets that provide a competitive offer using the latest ICT.

The economy has taken a new facet in recent times through technologies like Information and Communication Technologies (ICT), ushering radical change in all sectors in developed and developing nations. ICT has transfigured the traditional services and productivity of libraries and other organizations to more sophisticated methods. A powerful catalyst of this change is digital transformation, integrating ICTs into the economy, referred to as the “digital” economy. However, the chapter identified ingredients of the digital economy, and spheres ICT have influenced the digital economy. Information and Communication Technology Council (ICTC) and Spires and Barlett frameworks were adopted to buttress digital skill sets required for functioning effectively in the digital economy. Additionally, the chapter examines the promising future of ICT and the importance of entrepreneurship. Challenges were identified to affect full ICT implementation by developing countries in the digital economy. The chapter concluded that ICT is a key determinant and contributor to economic development in many nations.

Issues of development of the digital economy, digitalization of various aspects of socio-economic activity, in general, economics and management at all levels, from the enterprise to public services and public administration, are priority areas of activity. The article formulates the author’s definition of the digital economy, in which it is defined as an institutional system based on advanced digital technologies for generating, processing, storing and transmitting data, the preferential use of information and communication technologies, whose operation is aimed at improving the efficiency and growth of the economy, as well as quality of life of the population. The author analyzed the main breakthrough information (digital) technologies that have an impact on management efficiency at the macro and micro levels. These include the industrial internet of things, blockchain, virtual and augmented reality technology, artificial intelligence. For each of these technologies, the areas (spheres) of its application are presented, as well as factors for improving management efficiency in these areas. In addition, the article reveals the features of modern enterprise management in a digital economy, including flexible enterprise management technologies. In the era of the digital economy, management cannot be applied unchanged, it should be adapted to modern challenges and new philosophy, transform its main functions (goal setting, analysis, planning, organization, motivation and control). And since Russia has just entered the process of digitization of the national economy, many transformational changes are still expected in the coming decade.
