Purpose. The aim of the study is development and harmonization of conceptual approaches to the improvement of normative and legal, organizational and economic mechanisms of development of foreign economic activity in the conditions of Euro-regional cooperation. Methodology of research. A set of general scientific research methods is used to achieve the defined goal and objectives, thanks to which the scientific literature and normative-legislative documents on the topic of scientific research are generalized. Thus, comparison methods are used to identify differences and find common features in the concepts of “cross-border” and “Euro-regional” cooperation; methods of generalization and abstraction to substantiate the concepts of “intensification of foreign economic activity of the region” and “organizational and economic mechanism of intensification of foreign economic activity of the region in terms of Euro-regional cooperation”. The system approach allowed to explore the essence of the concept of “foreign economic activity of the region”, namely its patterns, mechanisms, forms, types and directions, one of which is cross-border (Euro-regional) cooperation. Methods of classification (typology) are revealed for systematization of the factors having essential influence on development of foreign economic activity of regions in the conditions of Euro-regional cooperation. Findings. The main reasons for the low development of foreign economic activity of the regions of Ukraine are identified, which are primarily: the imperfection of the regulatory and legislative system of state regulation of foreign economic activity in the region; raw material nature of products of domestic enterprises, which has low competitiveness; difficult economic situation related to the global Covid-19 pandemic, which is accompanied by negative social and economic phenomena, etc. The main directions of intensification of foreign economic activity of the region in the conditions of strengthening of Euro-regional cooperation as one of priority preconditions of active development of innovative enterprises, which determines competitive advantages in the world market of goods and services, are substantiated. The own definition of such concepts as: “Euro-regional cooperation”, “intensification of foreign economic activity in the conditions of Euro-regional cooperation”, “organizational and economic mechanism of activization of foreign economic activity of the region in the conditions of Euro-regional cooperation” is formulated. It is determined that the intensification of foreign economic activity of the region in the field of Euro-regional cooperation allows to achieve stable and balanced development of international cooperation, develop mechanisms to ensure management of the entire system of interregional relations, integrate into the European space, which is especially important for Ukraine. Originality. For the first time, the concept of “intensification of foreign economic activity” in the context of Euro-regional cooperation as a set of organizational, legal and technical measures aimed at integrating the economy of Euro-regional entities into the new world economic space, including deepening international relations with EU countries. At the same time, in contrast to the existing one, the strategic guidelines for intensifying the foreign economic activity of the region in the field of Euro-regional cooperation are grouped in separate areas: organizational and institutional; organizational and legal; organizational, economic and financial. Practical value. The results of the research can be implemented in the activities of local and regional government in terms of intensification of foreign economic activity of the regions and Euro-regional cooperation, which will contribute to the processes of Ukraine's entry into the world economy. Although the global recovery continues to move ahead, it remains fragile and uneven, with continued high unemployment. Many countries are emerging from the crisis with high debt burdens, low growth, and still fragile financial sectors. At the same time, economic activity in many emerging market countries has picked up, attracting large capital inflows that challenge economic policy. Important steps have been taken to make financial sectors safer around the world, but the unfinished agenda is still substantial, particularly for cross-border finance and macro-prudential regulation. All this suggests serious vulnerabilities and challenges remain, requiring continued policy cooperation and collaboration.

The aim of this research is to examine how the coronavirus, which has become a global process, has affected the labour market. The goal is to confirm or reject the hypothesis that there has been an increase in unemployment since the beginning of the pandemic. Also, the aim is to answer the research question whether social dialogue has managed to mitigate the negative effects of the coronavirus (COVID-19). Analytical and descriptive methods were used in this research. The scientific research presented in this paper makes a significant contribution to the study of the impact of the coronavirus on the regions, economic activity and unemployment. The paper presents data on the number of the (un)employed in the world before the beginning of the pandemic and after the end of the first and most critical year.

The most common form of inter-regional cross-border participation of the countries of the world is para-diplomacy, which combines the use of tools of “soft” and “hard” power. Project management in the regional authorities contributes to the effective use of para-diplomacy in the regions of Russia.

One of the most fundamental objectives of Islam is to bring happiness (Falah) for all Moslems both in the world and in the Hereafter and to realize the brotherhood among members of the Moslems community. This objective cannot be achieved if there are inequality and injustice in the distribution of wealth among society, the gap between the rich and the poor is still widening and there is class conflict/class struggle in society. In order to realize a fair distribution of wealth, fair and equitable, enforceable by means of the mechanisms of economic and non-economic mechanisms. Economic mechanism directed towards the productive sector, whereas non-economic mechanism, is not through productive economic activity, but through non-productive activities, for example, zakat, inheritance, and sodaqoh sunnah.

The subject of the research is global processes dealing with pandemic. Measures aimed at curbing the corona-virus infection spread caused an unprecedented decline in economic activity in the world and in Russia, resulted in a serious drop in raw material and finance markets, decrease in revenues of budgets and incomes of people. The article analyzes key figures of the draft federal budget for 2021 and the planned period of 2022–2023. The focus is made on social obligations of the federal budget for the planned period, which are not subjected to sequestrating and dynamics of sequestrating federal budget expenses on national projects financing in 2021–2022 is given. The article shows key lines in implementing the program of mobilizing the profit part of the federal budget. The author proposed one way of overcoming finance challenges on the regional level, i.e. the card system of food distribution. In this context the article provides the overseas and home experience in theory and practice of the issue, gives ideas of Russian economists – supporters and opponents of social food cards. Designing budget on the basis of mentioned-above approaches could support economy in the period of restoration and promote reaching the national goals of development, i. e. the growth in real incomes of the population, cutting the level of poverty, providing conditions for healthy, comfortable life of Russian citizens.

In the first decade of the 21st century, Moscow and Beijing made two strategic decisions to expand and deepen bilateral economic relations. The first one was to endorse diversified energy partnership. The second was centered on cross-border area and has been offered in the program of regional cooperation between Russian and Chinese border regions. However, basic methodological illogicality between estimations and expectations in Russia–China economic relations has smashed the good intentions of both sides. Recommendations for the governments to develop economic relations were theoretically correct, but mostly generalized and abstract in nature. Subsequently, these relations had not found a stable ground and were undermined by numerous internal and outside factors, positive and negative. A narrow range of trade articles made Russian–Chinese exchange dependent on the demand and prices for these goods, and small mutual investments slightly influenced an economic exchange between two countries. In spite of a number of decisions related to cross-border and inter-regional relations accepted at the top level, these relations are still the weakest link in bilateral ties. Mutual investments and modern forms of economic cooperation did not flourish along the border also. Moreover, economic troubles in Russia of 2014–2016 have hampered the cross-border relations seriously, while Heilongjiang Province being the intermediary between many Chinese territories and Russia has become the biggest loser on the Chinese side. In spite of all problems in economic cooperation between Russia and China, today, China is the no. 1 trade partner of Russia and Russia is the no. 1 supplier of oil to China. Their energy alliance has strengthened both countries’ statuses in their economic interaction: the position of raw material supplier for Russia and the exporter of manufactured goods to Russia for the People’s Republic of China (PRC). Western sanctions amplified the Chinese high-tech goods export to Russia; China’s share in Pacific Russia’s foreign trade increased from 29.2% in 2014 to 33.4% in 2017 and the peoples’ mood in this region moved in favor of China. However, by the end of second decade of the 21st century, Russia’s and China’s favorable “economic complementarities” and geographic proximity happened to remain a virtual product of academic’s intellectual exercises and have not transformed into the genuine economic cooperation. This is because, on the one hand, the philosophy, political and cultural infrastructures of Russia–China economic relations did not change much since 1990s, and, on the other hand, of some domestic and international factors that prevented this transformation.

The article reviews three books: “Offshore Business in Foreign-Economic Activity” ed. by G. M. Kostyunina, “Capital Flow from Russia: Issues and Decisions” by S. S. Sulakshin et al. and “Deoffshorization of Russian Economy: Possibilities and Limits” by B. A. Kheyfets, that analyze capital flow from Russia, especially in the form of offshore investments of Russian residents. The author offers some hypotheses about specificities of these investments. Russian investments are analyzed against the background of recent anti-offshore campaign in Russia and the world. Some recommendations on state regulation of offshore business of Russian residents are formulated.

The article analyzes fundamental reasons for the world economic crisis in the light of global technological shifts. It proves that it is caused by the substitution of technological modes. It is shown that sharp increase and slump in stock indices and prices for energy resources are typical of the process of technological substitution which occurs regularly according to the rhythm of long-wave fluctuations of the world economic activity. The article rationalizes a package of anti-crisis measures aimed at stimulating the new technological mode. Its structure and role of the locomotive factor of the new long wave of economic growth are revealed.

For nearly three decades, English has been the lingua franca of cross-border business, yet studies on global language strategies have been scarce. Providing a rare behind-the-scenes look at the high-tech giant Rakuten in the five years following its English mandate, this book explores how language shapes the ways in which employees in global organizations communicate and negotiate linguistic and cultural differences. Drawing on 650 interviews conducted across Rakuten's locations around the world, the book argues that an organization's lingua franca is the catalyst by which all employees become some kind of “expat”—detached from their native tongue or culture. Demonstrating that language can serve as the conduit for an unfamiliar culture, often in unexpected ways, the book uncovers how all organizations might integrate language effectively to tap into the promise of globalization.
