The article reviews three books: “Offshore Business in Foreign-Economic Activity” ed. by G. M. Kostyunina, “Capital Flow from Russia: Issues and Decisions” by S. S. Sulakshin et al. and “Deoffshorization of Russian Economy: Possibilities and Limits” by B. A. Kheyfets, that analyze capital flow from Russia, especially in the form of offshore investments of Russian residents. The author offers some hypotheses about specificities of these investments. Russian investments are analyzed against the background of recent anti-offshore campaign in Russia and the world. Some recommendations on state regulation of offshore business of Russian residents are formulated.

The Russian economy passed 2020 better than a number of developed countries in the world, although not without losses. The situation in 2021 remains tense: despite the vaccination of the population the coronavirus pandemic continues. In crisis conditions, much depends on the state socio-economic policy. The government’s task is not just to support economic activity and citizens, but to enter the trajectory of new qualitative growth. In this paper, the results of the actions taken in Russia are considered - in order to possibly adjust the decisions taking into account the observed trends and existing risks.

The article deals with the comparative analysis of the medium–term cycles the economic activity the scale of the world and Russian economy. The economic situation in 2008–2020 was similarly charactarized by balternating recessions, plateaus and rises in both the Russian and global economies. It is a big question whether well–known crises of 2008, 2014 and 2020 were standard resale crises, and the wobbling of sanctions and the coronavirus pandemic are new secondary factors of market fluctuations.

The results of Russia’s economic activity over the years of its reform, the indicators of economic development of the regions allow us to conclude that the liberal market approach to economic management has completely discredited itself. The current state of the Russian economy requires a revision of the previously established model of its reforming. A new model should be primarily focused on the new industrialization, the priority revival of the high-technological sector of the economy as the main goal of industrial policy. The author proves that the revival of the industrial potential of the country should be provided on the basis of scientific-based Strategy of innovative development and system-dialectical approach to economic management, which is based on the strengthening of economic and social functions of the state, on the usage of planning and economic mechanisms of state regulation.

The globalization of the world economy causes the active development of foreign economic activity. In these conditions, the key factor in the development of economic entities is their ability to integrate into global economic ties. The new conditions require the training of qualitatively different specialists capable of ensuring the entry of economic entities into the markets of foreign states. In the context of the integration of the Russian economy with the economy of a number of countries within the Eurasian Economic Union, the need for specialists who know the market of the EAEU countries is significantly increasing. The training of such personnel is possible only within the framework of the network interaction of universities of the EAEU countries implementing part of the educational program. At the same time, it is important to note that such an approach to the implementation of educational programs becomes a factor in the development of education exports. The article presents the experience of Altai State University in the implementation of such interaction with a foreign university.

The features and problems of using information technologies in the national economy of the Russian Federation have been analysed. It has been proved that the aforementioned technologies, acting as an urgent need and a mandatory requirement of modern state regulation of national business in the digital age, include various types of breakthrough technologies in the Russian economy, its production and social spheres, increasing their competitiveness, contributing to strengthening the country’s position in the world community in the long term. It is proved that these technologies are a chance for the national economy of Russia to take a leading position in the world ranking in the conditions of the country’s membership in the World Trade Organization. The purpose of the article is to explain the author’s position regarding the increase of the efficiency of the national economy of the Russian Federation as the result of the implementation of digital technologies in the business model of domestic enterprises.

Purpose. The aim of the study is development and harmonization of conceptual approaches to the improvement of normative and legal, organizational and economic mechanisms of development of foreign economic activity in the conditions of Euro-regional cooperation. Methodology of research. A set of general scientific research methods is used to achieve the defined goal and objectives, thanks to which the scientific literature and normative-legislative documents on the topic of scientific research are generalized. Thus, comparison methods are used to identify differences and find common features in the concepts of “cross-border” and “Euro-regional” cooperation; methods of generalization and abstraction to substantiate the concepts of “intensification of foreign economic activity of the region” and “organizational and economic mechanism of intensification of foreign economic activity of the region in terms of Euro-regional cooperation”. The system approach allowed to explore the essence of the concept of “foreign economic activity of the region”, namely its patterns, mechanisms, forms, types and directions, one of which is cross-border (Euro-regional) cooperation. Methods of classification (typology) are revealed for systematization of the factors having essential influence on development of foreign economic activity of regions in the conditions of Euro-regional cooperation. Findings. The main reasons for the low development of foreign economic activity of the regions of Ukraine are identified, which are primarily: the imperfection of the regulatory and legislative system of state regulation of foreign economic activity in the region; raw material nature of products of domestic enterprises, which has low competitiveness; difficult economic situation related to the global Covid-19 pandemic, which is accompanied by negative social and economic phenomena, etc. The main directions of intensification of foreign economic activity of the region in the conditions of strengthening of Euro-regional cooperation as one of priority preconditions of active development of innovative enterprises, which determines competitive advantages in the world market of goods and services, are substantiated. The own definition of such concepts as: “Euro-regional cooperation”, “intensification of foreign economic activity in the conditions of Euro-regional cooperation”, “organizational and economic mechanism of activization of foreign economic activity of the region in the conditions of Euro-regional cooperation” is formulated. It is determined that the intensification of foreign economic activity of the region in the field of Euro-regional cooperation allows to achieve stable and balanced development of international cooperation, develop mechanisms to ensure management of the entire system of interregional relations, integrate into the European space, which is especially important for Ukraine. Originality. For the first time, the concept of “intensification of foreign economic activity” in the context of Euro-regional cooperation as a set of organizational, legal and technical measures aimed at integrating the economy of Euro-regional entities into the new world economic space, including deepening international relations with EU countries. At the same time, in contrast to the existing one, the strategic guidelines for intensifying the foreign economic activity of the region in the field of Euro-regional cooperation are grouped in separate areas: organizational and institutional; organizational and legal; organizational, economic and financial. Practical value. The results of the research can be implemented in the activities of local and regional government in terms of intensification of foreign economic activity of the regions and Euro-regional cooperation, which will contribute to the processes of Ukraine's entry into the world economy. The article considers the interrelationship between external and internal factors of economic growth and their influence on the Russian economy at the turn of 2012-2013. Slowing of basic macroeconomic indicators is connected with fast reduction of financing sources - the investment pause of the biggest Russian companies and a sharp decrease of state investment. Besides, foreign investors withdrew their money from financial assets of Russian companies. The article presents the quality assessment of changes in domestic economic activity and volumes of financial flows between Russia and the rest of the world, taking into account possible impact of geopolitical shock caused by the events around Ukraine.

Conditions and features of the Russian economy development in 2011 are considered in the article. Having caused unprecedented outflow of the capital abroad, rising tension and turbulence on the world financial and stock markets have not broken off recovery of the Russian economy. Crisis recession was overcome. Record-breaking low inflation, rapid credit restoration and active government adjustment neutralized negative effects of the external tension and supported economic growth, having encouraged consumer and investment demand.

With signs of normalization seemingly in place in the world economy, a number of problems show the possibility of aggravation in the future. The volume of derivatives in American banks grows significantly, high risk instruments are back in place and their use becomes more active, global imbalances increase. All of the above requires thorough approaches when creating mechanisms which can neutralize external shocks for the Russian economy and make it possible to develop in the new post-crisis environment.
