The article proves the need to "return" the state to the economy in order to implement digital mobilization and form a new mechanism of public administration, including the article analyzes the key conditions for Russia’s transition to the path of "advanced development", reveals not only the content of the levels of the digital sphere, but also its end-to-end digital technologies, all the challenges and threats generated by the development of the digital economy, examines the need and possibility of Russia’s movement to the sixth technological order, provides an algorithm for the transition to the phase of a new long wave (the big or Kondratiev cycle).

The article examines the role of digitalization in modern market relations. The key aspects of the development of the digital economy are reflected, as well as the role of IT companies in the global eco-nomic arena. The experience of digitalization in the Russian Federation, aspects of the development of information and communication technologies are considered. The structure of expenses of households and organizations of various sectors of the economy in terms of the use of information and communication technologies and digital technologies has been analyzed. The developed countries of the world are actively involved in the implementation of digital technologies, both at the enterprise level and at the level of all countries. The econ-omy of the Russian Federation, which is part of the global world economic system, is also trying to make the most of the benefits of digitalization. Households in the Russian Federation actively use information and com-munication technologies to improve their quality of life. In addition, the article presents data on various software tools that are currently used by Russian companies.

Introduction. There are ongoing changes in the economic and social spheres associated with increased information. This trend is taking place in today 's world, as it is not possible for a biosocial entity to process such a huge body of information. That is why positive dynamics in digital innovation are needed. They penetrate all sectors of the economy, both as industrial internet and in the form of digital assets. Japan, Canada and the Nordic countries are leading the way in this area. In particular, we are talking about accounting and auditing activities in terms of accounting for digital assets, as well as other digital signs. Materials and methods: legislation and scientific literature revealing the state of the economy in Russia, digital technologies of importance in the digital development of our country. The following methods of scientific knowledge of research materials were used: analysis, synthesis, derivation, induction, comparative method, description, trend analysis, etc. The results: the results of the study revealed issues related to the development and analysis of the state of the digital economy in Russia, as well as identified existing problems and identified ways to solve them and prospects for development in the context of the implementation of the process of digitalization of the national economy. Discussion: The study made it possible to determine the current situation of the Russian economy and its relationship with digital technologies; Identify problems in the digital economy and propose solutions of their own. Conclusion: The study is devoted to the phenomenon of the application of the digital economy in Russia. Issues addressed include the emergence and development of digital technologies; The challenges of a full transition to the digital economy; Prospects for the development of digital technologies in the Russian Federation. The author focuses on problems related to insufficient financing of the digital economy, which affects the world rating of countries and points to the need to develop new ways of developing digital technologies. Based on the study of the factual material, it has been established that Russian organizations tend to fully transition to the digital economy. The state of development of the digital economy in the Russian Federation has been analyzed. The main prospects for the development of the digital economy in Russia have been identified. Conclusions have been drawn on this material and proposals have been formulated to overcome barriers related to the problems of development and introduction of the digital economy in the Russian Federation. The current decade is a period of origination and manifestation of the game-changing strategic challenges and threats as well as the geopolitical, socio-economic, institutional, and technological risks that arise from the development and penetration of the digital technologies. The World economy is entering the new stage of its development that implies that the human production, exchange, distribution, and consumption activities are directly connected with the formation, processing, and application of large amounts of information and knowledge that exist in a digital format. The concepts "The digital economy" and "The knowledge-based economy" are becoming inseparable and this has an impact on the digital transformation of the institutions of public administration. The digital technologies are increasing the capabilities of the State to respond the global challenges but at the same time generating the new strategic risks, especially institutional and technological ones. Furthermore, the possible directions of the digital evolution of the State are still discussing, not defined. The paper deals with the concept of the digital transformation of the institutions of the public administration with the risks being taken into account. Conclusion that optimizing the above strategic risks is a critical national priority.The authors declare no conflict of interest.

The gist of this article boils down to the legal conditions for the formation of a unified system of digitalization of the economy based on the improvement of normative regulation of the digital environment are considered; creation of information infrastructure of the economy; providing the digital economy with competent personnel; ensuring information security. The authors conclude that the state concept of "digital transformation" has not yet been implemented, but the first steps in this direction have been taken. Achieving the national goal of digitalizing the economy will entail the creation of a new legal framework for relations between citizens, business and the state, which is necessary (and even inevitable) due to the development of digital technologies.

The relevance of the issue examined is stipulated by the results of the conducted study of the term “tax administration” and analysis of the impact of changes in tax administration of value added tax (VAT). The purpose of this study is to investigate the impact of changes in tax administration on VAT efficiency and collection rate. Within the context of digital economy, the state implements measures to digitize VAT tax control in order to reduce its own tax risks. The solution of this issue is the development of tax administration using digital technologies. A study has been conducted in order to assess impact of changes in the tax administration on VAT efficiency and collection rate.
