Introduction. There are ongoing changes in the economic and social spheres associated with increased information. This trend is taking place in today 's world, as it is not possible for a biosocial entity to process such a huge body of information. That is why positive dynamics in digital innovation are needed. They penetrate all sectors of the economy, both as industrial internet and in the form of digital assets. Japan, Canada and the Nordic countries are leading the way in this area. In particular, we are talking about accounting and auditing activities in terms of accounting for digital assets, as well as other digital signs. Materials and methods: legislation and scientific literature revealing the state of the economy in Russia, digital technologies of importance in the digital development of our country. The following methods of scientific knowledge of research materials were used: analysis, synthesis, derivation, induction, comparative method, description, trend analysis, etc. The results: the results of the study revealed issues related to the development and analysis of the state of the digital economy in Russia, as well as identified existing problems and identified ways to solve them and prospects for development in the context of the implementation of the process of digitalization of the national economy. Discussion: The study made it possible to determine the current situation of the Russian economy and its relationship with digital technologies; Identify problems in the digital economy and propose solutions of their own. Conclusion: The study is devoted to the phenomenon of the application of the digital economy in Russia. Issues addressed include the emergence and development of digital technologies; The challenges of a full transition to the digital economy; Prospects for the development of digital technologies in the Russian Federation. The author focuses on problems related to insufficient financing of the digital economy, which affects the world rating of countries and points to the need to develop new ways of developing digital technologies. Based on the study of the factual material, it has been established that Russian organizations tend to fully transition to the digital economy. The state of development of the digital economy in the Russian Federation has been analyzed. The main prospects for the development of the digital economy in Russia have been identified. Conclusions have been drawn on this material and proposals have been formulated to overcome barriers related to the problems of development and introduction of the digital economy in the Russian Federation. The transformation of the socio-economic sphere based on the widespread use of information and communication technologies (ICTs) has allowed us to form fairly stable trends in the development of the digital economy in many countries of the world. The innovative system of economic relations in developed countries has shown its effectiveness. Digital technologies have an impact on the decision-making about what to produce and what to buy, digital markets have a short formation period, they have fewer entry barriers, they are more dynamic. The digital format of modern life leads to the development of new economic relations and to significant changes in the process of learning, professional activity, leisure activities, allows you to think differently, plan and make decisions. In Russia, in 2017, the program "Digital Economy of the Russian Federation" was approved, according to the strategic goals of which, the use of digital technologies should lead to an increase in the competitiveness and well-being of the country's population. The program provides for improving the level of management based on planning (strategic, tactical, operational), coordination, and monitoring the practical implementation of the goals set. Funding for the program is provided at the level of 100 billion rubles per year, the total budget for 2018-2024 is 1634.9 billion rubles. The article considers the target program "Digital Economy of the Russian Federation", determines the possibility of its practical implementation in the context of digital globalization and identifies the factors that hinder its development: the imperfection of the regulatory framework; low volume of digital technologies used in enterprises, insufficient level for their financing; insufficient level of digital competencies, technologies and readiness for technological breakthrough; "digital inequality" among the population of the country; insufficient targeted state funding of innovative digital companies and high cybercrime.

One of the priorities of the government program “Digital economy of the Russian Federation” is the progressive development of the existing education system, which should provide the economy with competent personnel. In addition, this document declares the need to create a system of motivation for the development of the necessary competencies and participation of personnel in the development of the digital economy of Russia. All this requires the transformation of the classical educational system, which ultimately implies the creation of a “digital university”.According to the concept, proposed by the Agency for Strategic Initiatives together with Skolkovo University, the “digital university” will allow us to change the form and content of education in accordance with the requirements for new digital economy personnel. At the same time, the main emphasis should be placed on the individual trajectory of education, that is, collecting information not only according to the teacher’s assessment, but also collecting information in the student’s online course (what subjects the student was interested in, how he passed the intermediate tests, etc.). In addition, you need to create a specific set of services at the university. They should work in a similar way to the super services that are already being created in the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for receiving public services online. So, the student will be able to get help and get registered in the military enlistment office in a single window mode, without having to go to the offices. In addition, changes are needed related to the content of education. So, along with the already developing segment of mass online courses, courses using AR and VR and virtual simulators should be introduced in universities. With the help of modern technologies, students will be able to learn the profession more effectively in practice.The article attempts to generalize the minimum set of necessary transformations of a classical university into a “digital” one and present their description.

This article discusses the problems and prospects of the introduction of digital technologies in the activities of state authorities of the Vladimir region. The most acute problems of the implementation of the program “Digital Economy of the Russian Federation” in the region, the authors attribute: the inefficiency of the training system for the implementation of digital economy projects; low availability of communication services, relative to the average Russian value; a significant gap in the level of technological development of various sectors of the region’s economy. To solve these problems in the Vladimir region, a unified digital platform was developed, which will significantly increase the efficiency of the activities of state authorities, as well as a number of regulatory legal acts that are analyzed in this article have been adopted.

The subject of the study is the inter-regional differences in the state of public health and the demographic situation in the Russian Federation regions. The theoretical aspect of the subject is determined by the development of priorities of the Russian healthcare development strategy aimed at alignment of regional differences in the levels of healthcare development in the Russian Federation regions. The empirical aspect of the subject is to identify interregional differences in the state of public health and the demographic situation in the Russian Federation regions by using the EM cluster analysis method (Expectation Maximization). The method was implemented in the integrated development environment RStudio. The official statistics from Rosstat for the period 2014–2018 were used as the initial dataset. The purpose of the study is justifying the regulation of inter-regional differences of the Russian Federation regions. As a result of clustering, nine homogeneous clusters of the Russian Federation regions were identified. The main characteristics of the formed clusters are determined. Among the priorities of the RF healthcare development strategy are as follows: implementation of a unified tariff policy in the system of compulsory medical insurance; ensuring the balance of territorial compulsory medical insurance programs within the framework of the basic programme of compulsory medical insurance through financial security based on a single per capita standard; development of telemedicine, providing prompt remote consultation of leading experts in the provision of medical care, regardless of the territorial location of the patient and the doctor; ensuring the implementation of distance education courses and continuing education programs for medical workers; rationalization of the distribution of resources and capacities of medical organizations based on a three-tier system of medical care; development of regional public health centres. The results of this study can be used to develop federal and territorial programs for socioeconomic development, formulate a strategy for the development of healthcare at macro- and meso- levels, and optimize decisions of regional authorities regarding population policy.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. Целью исследования является анализ изменений налоговой системы Российской Федерации и системы налогового контроля под влиянием цифровых технологий. Научная новизна полученных результатов заключается в определении дальнейших перспектив и направлений развития налоговой системы РФ в условиях цифровизации российской экономики, которые необходимы для принятия эффективных решений по управлению налоговой системой региона и страны в целом. The article considers the problems of the development of the digital economy in Russia, as well as the problems of digital transformation, in particular, the digitalization of the processes of the tax system of the Russian Federation. The purpose of the study is to analyze changes in the tax system of the Russian Federation and the system of tax control under the influence of digital technologies. The scientific novelty of the results obtained consists in determining the further prospects and directions for the development of the tax system of the Russian Federation in the conditions of digitalization of the Russian economy, which are necessary for making effective decisions on managing the tax system of the region and the country as a whole.

The development of financial technologies in Russia is an essential driver for the digitalization of socio-economic processes. The objective of this study is to identify trends in the formation and development of financial technologies (fintech) in Russian practice. Based on the analysis of international research in the field of fintech, a number of hypotheses have been formulated that serve as the basis for determining the patterns of development of fintech in Russia. The duality of the relationship between the level of development of the economy and the fintech sector is determined: the level of development of the economy is able to both restrain and stimulate the development of financial innovations. In order to test the hypotheses, a correlation and regression analysis was carried out, which made it possible to determine the influence of various indicators on the development of financial innovations in Russia. The national federal statistics of the Russian Federation, reports of the Central Bank of Russia, statistical data provided by the Russian Association of Venture Funding, the GfK (Growth from Knowledge) database, and data from the Moscow Exchange were used as the data sources. The Patent Lens database was used as a source of data on the development of fintech in the Russian Federation. Results of the study have demonstrated the following trends in the development of financial technologies in Russian conditions: (1) an increase in the gross domestic product of Russia contributes to the development of fintech, which is indicated by the development of financial technologies depends on the state of the economy; (2) negative dynamics of direct investment affects the development of financial technologies in Russia, which shows the connection between the development of financial technologies and institutional voids in the investment sphere; (3) the spread of the use of mobile devices in Russia contributes to the development of fintech (4) the development of the Moscow Exchange, which is one of the main indicators of the state of the capital market, has a positive impact on the development of financial technologies in Russia. The theoretical significance of the results obtained is in identifying trends in the development of financial technologies in Russian practice. The practical significance is the possibility of using the results obtained in developing a strategy for the development of the financial sector and the financial system in the domestic economy.

The presented study aims to identify priority directions for national policy in the context of the digitalization of the economy at the federal level. Tasks. The authors analyze program directions of the national project "Digital Economy of the Russian Federation" and determine their strategic objectives; identify products and services aimed at improving the human resources aspect of the digitalization of the economy.Methods. This study uses general scientific methods, such as analysis, generalization, and classification. Analysis of program documents allows the authors to identify the main strategic objectives of each federal project implemented within the framework of the national program "Digital Economy of the Russian Federation".Results. The analysis of implementation of federal projects during the digitalization of the economy in Russia makes it obvious that it is important to make allowance for the level of professional training in the field of digital technologies. Programs of educational institutions are often disconnected from the needs of the real sector of the digital economy. It is no coincidence that competencies of personnel in the field of the digital economy need to be developed. This problem is specifically addressed in the federal project "Human Resources for the Digital Economy".Conclusions. The relevance of digital technologies in various fields is obvious, and economic activity is no exception. Technological development is the starting point of the national program "Digital Economy of the Russian Federation", which covers the time range between 2019 and 2024. One of its objectives is to monitor the development of the digital economy in the country. It also affects such areas as the establishment of businesses in this field, the e-commerce market, human resources, quantum technologies, etc. The government must successfully tackle the current challenges or risk becoming non-competitive compared to other countries. It is advisable to pay increased attention to human resources. In particular, it is necessary to create a register of training programs (bachelor's and master's degrees), that should be adopted by the leading Russian universities.

Households in the Russian Federation actively use information and com-munication technologies to improve their quality of life. In addition, the article presents data on various software tools that are currently used by Russian companies.

Introduction: the changes in the social and economic situation in recent years and the sanctions policy towards the Russian Federation require adjustments to the main strategic interests and priorities of the Russian state’s policy in the field of agro-industrial complex and ensuring the country’s food security. The purpose of the work is to identify the main factors that influence the formation of new principles and interests of the state in the field of food security, their reflection in the basic documents on ensuring the national security of the Russian Federation. The methodological framework for the study is the method of scientific analysis, as well as the comparative method. The result of the research is to determine the main trends in the legal support of food security in the context of the constitutional and agrarian legislation reform. Conclusions: in comparison with the previous documents, it is concluded that the list of the state interests, goals and objectives in the field of agriculture is enlarged by strengthening the requirements of social security and social protection, as well as expanding national agricultural production in order to achieve a state of food independence, ensuring the export policy. In the context of the July 2020 decisions the all-Russian vote on Amendments to the Constitution of the Russian Federation justifies the increased importance of food security issues, creating conditions for improving the standard of living of citizens, social obligations of the state in the field of agriculture, and sustainable development of rural territories. It is pointed out that it is necessary to take into account the requirements of environmental safety in the strategic planning in the agri-food sector.
