Purpose of the work: analysis of trends in the digitalization of socio-economic relations and the problem of their legal regulation predetermined by these relations.

The article is devoted to the study of legal approaches to the regulation of social relations associated with human interaction with technical devices (physical and virtual entities) capable of making decisions independently of the individual. The authors rely on the fact that technical means acquire the sign of autonomy only when they are under the control of an artificial cognitive system (artificial intelligence). It is shown that autonomous technical devices differ qualitatively from traditional objects of law (of material and intangible nature) due to their ability to perform legally significant actions independently of the will of the human. The thesis is put forward that human interaction with technical means should be considered in the following ways: interconnection (the actions of the object are under human control), coexistence (the actions of the object go beyond the will of the human) and merging (the actions of the object are under human control, but the object is implanted in a human being and is a part of him). It is concluded that at present legal regulation of human interaction with autonomous technical devicess is developing depending on the scope of their application and type of technologies. The authors propose an alternative approach representing the regulation of such social relations through the prism of legal models correlated with the ways of human interaction with technical devices (interconnection, coexistence and merging). This approach has made it possible to put forward and justify the idea that legal regimes for interconnection, coexistence and merging would be desirable in order to create sustainable and balanced regulation that provides for special ways of regulating legal relations and the use of a special set of legal means.

Direct and indirect criminological risks of the use of robotics are analyzed and issues of responsibility of the manufacturer (developer)and/or owner (user) of robotics are discussed for acts committed with their participation. This essay discusses promising areas of legal research related to robotics and its corresponding legal regulations. The definition of robotics is based and proposed as all categories of robots in their broadest sense, regardless of their purpose, degree of danger, mobility, or autonomy, as well as cyber-physical systems with artificial intelligence in any form. It is proposed to recognize socially dangerous acts committed with the use of robotics as crimes committed in a generally dangerous way if there are grounds for doing so. It is concluded that the commission of acts through robotics is capable, in certain cases, of creating a plurality of crimes in the form of a real aggregate. The expanding powers of State security bodies, which can carry out the functions of state policy development, legal regulation, control, and supervision in the field of robotics application, have been verified.

The article deals with the definition of the legal regulation of insult of the President of the Republic and its punishment in the territory of the Czech Republic after 1945 up to the present. Due to the fact that such a definition has not always been made exclusively by legislation of a criminal law nature, the contribution will also focus on legislation of an administrative and private nature. During the elaboration of the contribution, mainly explanatory memoranda to the laws that introduced, changed or deleted the legal regulation of insulting the President of the Republic will be drawn. Periodical comments explaining the individual starting points of these legal regulations and related case law will also be a necessary helper. This will show an overall view of the legal regulation of insults of the President of the Republic in the period under review.

In this paper we describe eBird, a citizen-science project that takes advantage of the human observational capacity to identify birds to species, which is then used to accurately represent patterns of bird occurrences across broad spatial and temporal extents. eBird employs artificial intelligence techniques such as machine learning to improve data quality by taking advantage of the synergies between human computation and mechanical computation. We call this a Human-Computer Learning Network, whose core is an active learning feedback loop between humans and machines that dramatically improves the quality of both, and thereby continually improves the effectiveness of the network as a whole. In this paper we explore how Human-Computer Learning Networks can leverage the contributions of a broad recruitment of human observers and processes their contributed data with Artificial Intelligence algorithms leading to a computational power that far exceeds the sum of the individual parts.

BACKGROUND: The renewed advent of Artificial Intelligence (AI) is inducing profound changes in the classic categories of technology professions and is creating the need for new specific skills. OBJECTIVE: Identify the gaps in terms of skills between academic training on AI in French engineering and Business Schools, and the requirements of the labour market. METHOD: Extraction of AI training contents from the schools’ websites and scraping of a job advertisements’ website. Then, analysis based on a text mining approach with a Python code for Natural Language Processing. RESULTS: Categorization of occupations related to AI. Characterization of three classes of skills for the AI market: Technical, Soft and Interdisciplinary. Skills’ gaps concern some professional certifications and the mastery of specific tools, research abilities, and awareness of ethical and regulatory dimensions of AI. CONCLUSIONS: A deep analysis using algorithms for Natural Language Processing. Results that provide a better understanding of the AI capability components at the individual and the organizational levels. A study that can help shape educational programs to respond to the AI market requirements.

AbstractThe first few months of 2020 have profoundly changed the way we live our lives and carry out our daily activities. Although the widespread use of futuristic robotaxis and self-driving commercial vehicles has not yet become a reality, the COVID-19 pandemic has dramatically accelerated the adoption of Artificial Intelligence (AI) in different fields. We have witnessed the equivalent of two years of digital transformation compressed into just a few months. Whether it is in tracing epidemiological peaks or in transacting contactless payments, the impact of these developments has been almost immediate, and a window has opened up on what is to come. Here we analyze and discuss how AI can support us in facing the ongoing pandemic. Despite the numerous and undeniable contributions of AI, clinical trials and human skills are still required. Even if different strategies have been developed in different states worldwide, the fight against the pandemic seems to have found everywhere a valuable ally in AI, a global and open-source tool capable of providing assistance in this health emergency. A careful AI application would enable us to operate within this complex scenario involving healthcare, society and research.
