The article analyzes the role and importance of cluster structures in the development of the agricultural sector and foreign experience in organizing their activities. The authors also assessed the organizational mechanisms of agro-clusters and their role in improving the efficiency of cluster performance. As a result of the research, recommendations have been developed to improve the organizational and economic mechanisms of agro-clusters in Uzbekistan.

Regulation of scientific and technical progress is the most important block of an economic mechanism in the developed countries now. In article organizational and economic bases of innovative processes in agriculture of the leading economies of the world are formulated. The main directions in development of scientific and technical progress are allocated. The conclusion is drawn that as shows studying of foreign experience, improvement of the innovative mechanism at a separate stage not necessarily increases effectiveness of process in general. If the valuable funda-mental ideas aren't used for development of new technological processes, and new technologies don't turn into goods of social demand or find only very narrow application in local spheres, then the capacity of the NTP this direction is practically not implemented for consumer demand.

The article discusses the main approaches to the organization of budgetary and defense planning in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine in the context of the development of weapons and military equipment. The study focuses on the feasibility and necessity of bringing budgetary and defense planning to the best world practices applied by the world's leading countries, including on arms development planning, taking into account the life-cycle costs of weapons and military equipment. The generalized and substantiated views in the scientific and practical environment in Ukraine on the ways and problematic issues of introducing foreign experience of planning arms development into domestic practice. According to the results of the research, recommendations were made for the formation of technical and economic indicators of the life cycle of weapons and military equipment, which take place in the scientific and practical environment of customers and contractors of weapons.

The paper is devoted to the interpretation and analysis of risk insurance of agricultural enterprises. Agricultural insurance is one of the most specific types of insurance, because a huge number of natural factors and emergencies (drought, floods, sudden changes in air temperature, humidity, and insect pests) are constant and inevitable risks of any agriculture. They cause considerable financial losses, and therefore such a sector of the economy must find reliable opportunities to protect against them. One of the risky types of insurance is agricultural risk insurance. This type of insurance is an important means of reducing the degree of risk in agriculture. The paper considers the peculiarities of the functioning of the agricultural segment of the insurance market in foreign countries. The possibility of attracting and adapting foreign experience of state financial support to the insurance market of Ukraine within the framework of basic insurance models is determined. The purpose of the study is to study and generalize risks in insurance, insurance models, foreign experience in agricultural production, development of recommendations for improving insurance operations for public financial support in the agricultural sector of Ukraine, taking into account foreign experience. Risk in agriculture is seen as a threat or possibility to deviate from the expected results of activities or decisions made from the planned ones. The paper also considers the experience of working with foreign countries on this issue. The purpose of the paper is to study the theoretical aspects of risk insurance that arise in the implementation of business activities in agriculture, justification of ways to improve the legislative and financial influence of the state in this process. The purpose of state assistance is to develop insurance infrastructure, standardize insurance conditions, reduce the cost of insurance products for agricultural users and improve the quality of insurance products. So, the main task for insurers of Ukraine is to gain and maintain a decent reputation and provide effective insurance services. Today, the state is trying to improve and stabilize the situation in the agricultural sector, for example, it involves the practice of providing state support in insurance of agricultural products (providing from the state budget to agricultural producers in the form of subsidies to reimburse part of the insurance payment actually paid for them).

The history of the formation of the consulting service for agricultural producers in Russia dates back to 1797, and the theoretical justification of its essence and necessity belongs to the russian scientist A.V. Chayanov. In the modern development of agricultural production, the essence of the consulting service remains unchanged, and is supplemented by a wide range of issues, taking into account the conditions of agrarian reform, measures of state support for agricultural producers, natural and climatic features of the region, studying and implementing foreign experience in consulting. At this stage of development of the agricultural sector of the economy, the purpose of functioning of information and consulting services is aimed at increasing the competitiveness of agricultural producers while assisting them in making economically sound management decisions in the implementation of production tasks. The experience of the advisory service to agricultural producers of the state of Israel is recommended for use in the production in the modern agricultural production development in Russia and Republic of Bashkortostan.

The article examines foreign experience in the fi eld of pastures using, and the possibilities of their use in the conditions of Uzbekistan. Pastures occupy 23% of the world's land resources, but with an increasing amount of them, the desertification processes are increasing as well. Desertification covers 9 mln.sq.km., and threatening to cover another 30 mln.sq.km. Livestock breeding is an important agricultural sector in many countries of the world, using a huge amount of natural resources and having a significant impact on nature. For improvement the pasture system we need innovative technologies and the reform of environmental relations.

This article examines the possibility of constructing an optimal mechanism for the distribution of subsidies in Russian agricultural sector using the theory of economic mechanisms. The effectiveness of direct state support of agricultural companies is assessed. An approach to optimize the mechanism of subsidies on the basis of the model of rankings allocation of financial resources is presented.
