The history of the formation of the consulting service for agricultural producers in Russia dates back to 1797, and the theoretical justification of its essence and necessity belongs to the russian scientist A.V. Chayanov. In the modern development of agricultural production, the essence of the consulting service remains unchanged, and is supplemented by a wide range of issues, taking into account the conditions of agrarian reform, measures of state support for agricultural producers, natural and climatic features of the region, studying and implementing foreign experience in consulting. At this stage of development of the agricultural sector of the economy, the purpose of functioning of information and consulting services is aimed at increasing the competitiveness of agricultural producers while assisting them in making economically sound management decisions in the implementation of production tasks. The experience of the advisory service to agricultural producers of the state of Israel is recommended for use in the production in the modern agricultural production development in Russia and Republic of Bashkortostan.

Currently, the Russian population's need for vegetables is satisfied due to domestic production only by 87percent (at a rate of at least 90percent), fruits and berries – by 40percent (at a rate of at least 60percent), and milk – by 84percent (at a rate of at least 90percent). The present work clarifies the defining role of agricultural production taking into account the calculated indicators of food security. The analysis of the population’s provision with basic foodstuffs has led to the need to strengthen the competitiveness of Russian agricultural producers. The article predicts managerial decisions that would allow improving the performance efficiency of economic entities on the example of the agricultural sector of the Krasnodar Territory. The article presents an automated system-cognitive analysis of the effect of various factors on the efficiency of agricultural organizations. The degree and areas of the influence of various factors were assessed using SWOT analysis based on empirical data, namely, financial and economic indicators of agricultural enterprises of the Krasnodar Territory. The results of the automated system-cognitive analysis confirmed that subsidies for reimbursement of part of the costs of purchasing agricultural machinery and equipment, as well as subsidies aimed at increasing the productivity of farm animals have a significant impact on profits in the production of livestock products. The problem of modernization of agricultural production is associated with the problem of information and consulting services of agribusiness. The article substantiates the necessity of preparing a spiral scheme of the food security model, as well as emphasizes the importance of establishing and developing various service-providing consulting centers.

The article highlights the experience of Bulgaria in the field of public administration and regulation of logistical support of the agricultural sector of the economy under European integration conditions. The legislative bases of support of the national agricultural machine-building are analyzed with the aim of determining the factors of increasing the efficiency of agrarian production, depending on its logistical support in the conditions of European integration. In the course of the study, extensive methodological tools were used, in particular, methods of analysis and synthesis, generalization, unity of logical and historical approaches, comparative law, historical law and formal law. Main results: It has been found that in order to ensure high efficiency of agricultural production, a wide range of Bulgarian production equipment should be created. State support was provided by financing targeted programs aimed at improving the logistical base of the Bulgarian village. The state policy of promoting the development of innovative activity of agricultural producers has been investigated. Practical meaning: The author’s proposals to improve the logistics and increase the efficiency of agricultural machinery use by agricultural producers can be used in the formation of national state support policy in the formation of the material base of the Ukrainian village. Originality: For the first time in the Ukrainian historiography the Bulgarian experience of logistical support of the agrarian producer in the conditions of European integration has been investigated and generalized. The scientific novelty is to substantiate the Bulgarian experience in organizing the system of state support for logistics and supply of the agricultural sector of the economy. The structure of logistical support of the Bulgarian village is revealed through the system of legislative acts and targeted programs. The regularities of state support of logistical support of agriculture have been studied. It is substantiated that the logistics of agricultural production affects its efficiency and effectiveness.

To date, scientists have formulated the structure of the agro-industrial complex (APC) of Russia, which is adhered to by most researchers. This structure is interpreted as a model of four spheres. The fi rst is a collection of industries specializing in agricultural production. This also includes construction in the agricultural sector and its logistics. The second area is agricultural production itself, and the third is the industries associated with the storage, sale, processing, etc. The Russian APC also includes activities that have not entered any of the spheres. This is, for example, special agricultural science, management, training, etc. Determining the trend of the development of the engineering and technical system of the Russian APC, both in the pre-perestroika period, and at present, considering the domestic and foreign experience. Agricultural machinery is the locomotive of the agricultural sector, the improvement of which determines the structure of agricultural producers. Its constant development and application for agricultural work ultimately determines not only the technology of agricultural work, but also the social way of the rural population. It was the improvement of agricultural machinery that served to stratify the social situation of the peasantry, which was originally the owners of small plots of land. In recent years, the main direction of the development of technology is to increase its capacity and productivity, in the calculation of processing large areas, which does not always coincide with the needs of farmers. Despite the progress, a large part of agricultural producers works in very limited areas, which often aff ects the priority demand for the equipment of the previous generation. As a result of the research, the following basic principles of the key areas of the Agricultural Sector can be formulated: agriculture is an economic sector aimed at providing food (food, raw materials) and is a donor for other sectors of the economy, a source of replenishment of national income for solving the urgent problems of the country. At present, the eff ectiveness of Russia’s APC is signifi cantly lower than in the leading countries and it is important not only to analyze the existing problems, but also to consider options for changing the current situation; the main engine of agricultural development is agricultural machinery, which forms the potential of agricultural production. This capacity depends on the level of technical support for the industry with machines and equipment for agricultural work of a wide range. Consideration and analysis of the possibility of raising this level considering the national specifi cs of Russia and international experience of industrial development, including agricultural engineering, is also a very important task (Conclusions) according to the authors, TST is an integral and important element of agricultural engineering, and, therefore, the core element of the Agricultural Sector. Analysis of this element, considering past experience, as well as new domestic and foreign developments, will justify the direction of modernization of the TST taking into account the national mentality.

An increase the efficiency of agricultural production is the most important economic issue at the present stage. However, according to the authors’ opinion, the sharpness of the problem for a long time is underestimated and continues to be underestimated in the agrarian policy of the country. The consequences of such attitude to the problems of agricultural development particularly had a negative impact on the results of the agricultural producers in 1991-1998 years, when investment in agriculture was sharply reduced, the production potential of the sector has been undermined. The agricultural production fell by 50%, compared to the pre-reform period, 88% of agricultural organizations were unprofitable. During 1999 - 2013 years, the government of the country, scientists carried out considerable work to ensure the effective development of agriculture. But, nevertheless, in 2013, the level of agricultural production was by 10.3% lower, than in the pre-reform 1990 year, the financials continue to worsen. According to the authors, so that to ensure the conditions for agricultural producers for effective functioning, expanded reproduction, it requires substantially to increase the level of state support to agriculture, to improve the economic mechanism of management, to develop management forms manifolds, under which we mean a rational, mutually reinforcing combination of different forms of management, based on different forms of ownership, ensuring the efficient use of available natural, labour, material and financial resources. In the paper the author’s definition of management forms is given. The development of forms of management and ownership in the agricultural sector should be seen as a continuous process. The composition and structure of the management forms in the agrarian sector will be updated with the development of market relations, economic conditions change.

Introduction. The current stage of development of the economy of the advanced countries of the world is characterized by high-tech agricultural production with a sufficiently high level of its provision with production resources. Timely updating of the main technical means guarantees sustainable economic development of the industry. For agricultural producers, the importance of quantitative and qualitative parameters of basic technical equipment and their timely updating is enhanced due to the impact on the productivity of agricultural production of natural and climatic factors. However, the problem of technical and technological renewal of agricultural production remains unresolved in Ukraine for a number of subjective and objective reasons that require identifying and finding ways to eliminate them. Methods. Theoretical and methodological basis of the article is the fundamental provisions of modern economic science, the work of scientists. In the course of the research, in particular, the following methods are used: analysis and synthesis – to study the object and object of the research; abstract and logical (theoretical generalizations and formulation of conclusions); constructive and experimental (formation of strategic directions of technological modernization of production modernization). Results. It has been found that the formation of a strategy of reproduction of fixed capital is adversely affected by the disparity of prices for agricultural products and industrial production resources and the significant risks associated with the specific features of agricultural production. The strategy of reproduction of fixed capital is substantiated, which should be aimed at radical technical modernization of agriculture and equipping of agriculture with systems of machines for complex mechanization of all technological processes of production production. Innovative developments of scientific institutions for the subjects of agrarian business are highlighted. A strategic SWOT-analysis of the development of the technical base of agricultural producers has been conducted. Innovations are classified by agricultural enterprises of Ternopil region. It is determined that the key factor for effective technical modernization in agriculture is stimulating scientific research on the development, promotion and development of technological and technological innovations in the agricultural sector. Discussion. The obtained theoretical and applied recommendations can be used to improve the existing approaches to creating strategic directions for modernization of technological modernization of production in agricultural enterprises. The goal is to study the issues and prospects of digitalization in agricultural sector, aimed at ensuring sustainable development of the republic's economy, increasing labor productivity, management efficiency, intensive production in agro-industrial complex. Objectives – to study the aspects of this issue related to the implementation of the State policy of creating information and digital platforms to increase the competitiveness and export potential of agricultural production in the regions. The results of the study showed that despite the increase in agricultural production in 2018-2020, the dynamic processes of development of the industry are not significantly associated with the introduction of digital solutions, since the critical mass of the use of electronic, network technologies has not yet been formed. Examples of digital services used in Kazakhstan are presented. Recommendations on informing agricultural producers about the inclusion of this set of issues during the national census of population, necessary for the formation of an appropriate database in agricultural sector have been presented. Some aspects of participation of stakeholders in the formation of digital platforms and the concept of creating an information and communication ecosystem of agro-industrial complex of the republic are considered. Proposals on participation of local executive bodies in the implementation of digital technologies for management of the industry have been developed. Measures for the development of digital competencies of agricultural specialists are proposed. Conclusions – informatization of agricultural sector contributes to a significant reduction in production costs, ensures the rational use of the potential of natural resources.

In the conditions of a prolonged financial and economic crisis, limited volumes and forms of state support for agricultural production, maintaining structural imbalance and inequality of intersectoral exchange, the development of vertical integration processes is a priority in improving the competitiveness of the Russian agro-industrial complex. Vertically integrated corporations (VIC) have the potential to ensure the proportional development of the areas of territorial agribusiness, innovative modernization of production assets of agricultural producers, agro-processing structures. The article reveals the transformational potential of vertically integrated corporations (VIC) in improving intersectoral interaction in the agri-food complex (AIC) of Russia. Specific features of the development of integration processes in the agricultural sector of modern Russia are disclosed. The corporate mechanisms for the creation and functioning of vertically integrated structures in the territorial agricultural sector are systematized. The functional content and potential of the VIC in the structural modernization of the agro-industrial complex of Russia, in the development of the inter-branch exchange management system in the agro-industrial complex are disclosed.

Research background: Agriculture plays a vital role in producing food to ensure food security, but it is one of the biggest contributors to environmental pollution. One of the main goals of the new CAP is to set higher ambitions for environmental actions, which brings into the front the concept of agricultural eco-efficiency. The notion of eco-efficiency includes the economic and also ecological dimensions of sustainable agriculture. Purpose of the article: The main goal of this paper is to evaluate the eco-efficiency of agricultural production and its dynamics during the years 2013, 2015, and 2017 of NUTS 2 regions within the Visegrad 4  (V4), i. e. The Czech Republic, Slovakia, Hungary, and Poland. The part of the main goal is to verify the research hypothesis that all the biggest agriculture producers are eco-efficient. Methods: V4 regional eco-efficiency of the agricultural sector is expressed by the Malmquist productivity index and is estimated using the output-oriented Data envelopment analysis (DEA) model, under the assumption of constant return to scale (CRS). The Malmquist index is decomposed to technical eco-efficiency change (EC) and technological change (TC). Based on the eco-efficiency, technological and pure technical eco-efficiency change, V4 regions are classified into three groups: the most progressive regions, the progressive regions, and the regressive regions. Findings & value added: CZ02: Central Bohemia, CZ04: Northwest, HU33: Dél-Alföld, HU31: Észak-Magyarország, HU32: Észak-Alföld, PL21: Malopolskie, PL41: Wielkopolskie, SK01: Bratislava region, and SK02: Western Slovakia have an eco-effective agricultural sector, the remaining V4 regions have eco-ineffective agricultural sector. The research hypothesis that all the biggest agricultural producers are eco-effective is not confirmed. During the analyzed years, 19 V4 regions improve their agricultural eco-efficiency. The main contributor to eco-efficiency improvement is technological progress, which indicates that producers implement innovations that lead to more eco-efficiency agricultural production.

The article reveals the theoretical foundations of the system of financial and economic regulation of agricultural production, based on domestic practice and best foreign practices. Various author's approaches to the structuring of the components of financial and economic regulation of agricultural enterprises are considered. It is established that improving the efficiency of support for national agricultural producers depends on the rate of real economic growth, which, on the one hand, will increase the state's ability to subsidize agricultural enterprises, and on the other - increase domestic sources of investment in agricultural projects.

The economic behavior of business structures in agriculture directly depends on the organization of their cooperation in the economic activity process. The aim of the article is to study the features of modern economic behavior of agricultural producers in Ukraine. To do this, the author identified the distribution factors of organizational and legal forms of agricultural production by economic behavior type, as well as organizational and legal features of individual models of economic behavior of agricultural production in Ukraine. Materials of thematic scientific publications, as well as empirical methods (observation and comparison) and theoretical methods (analysis and synthesis, modeling) were used to highlight the features of the object of study. The influence of the oligarchic model of the national economy of Ukraine on the structural transformation of agricultural production entities in the form of subordination of the interests of the state to the interests of individual social groups and the low effectiveness of antitrust legislation is investigated. The author found that in Ukraine the dual structure of agricultural entities was formed, in which two models of their economic behavior were simultaneously developing. The corporate model is represented by large commodity production of agricultural products based on utilization of the resource potential of the reorganized collective agricultural enterprises. Individual small-scale model is presented in agricultural production using the resource potential of private households and farms. The author found out that the organizational and legal forms of agricultural business entities will be determined by their participation in the contract system, the feasibility of cooperation or their integration. Prospects for further research in this area are a comparative analysis of the role of behavioral economy in the economic growth of organizational forms of agricultural producers in Ukraine, as well as assessing the impact of innovative technologies on the evolution of management approaches in the agricultural sector.
