В статье рассматривается место и роль русского языка в жизни современного Казахстана. На основе исследования, проведенного в рамках международного проекта, выявляются ключевые индивидуальные мотивы жителей Республики Казахстан (представителей разных поколений) для изучения русского языка, делаются выводы о перспективах развития межкультурных отношений двух стран на общей языковой основе. The article examines the place and role of the Russian language in the life of modern Kazakhstan. Based on the research carried out within the framework of an international project, the key individual motives of the residents of the Republic of Kazakhstan, representatives of different generations, for studying the Russian language, are identified, conclusions are drawn about the prospects for the development of intercultural relations between the two countries on a common language basis.

Specifying evaluation expression through the words representing differ-ent parts of speech, the article considers the evaluative potential of nouns and explores a possible correlation between the semantic and grammatical charac-teristics of substantive words, as well as their ability to play the role of evalua-tive qualification means. The author of the article makes a supposition that the noun has the greatest evaluative potential. The article reviews the capability of nouns that belong to different lexi-cogrammatical classes (proper, collective, material, abstract, and personal ones) for including an evaluative component of meaning into their semantics. It identifies the most important groups among the mass of evaluative units –the nouns having the meaning of person or a collective of persons or abstract nouns. The author notes that the thematic grouping, the character of connota-tions inherent in some groups of collective nouns, proper names, and common-language metaphors reflect the ethnic axiological reference points for assessing the qualities of a person.Opportunities for using substantive words in the evaluative function graphically demonstrate that only nouns can become proprial units. Names with evaluative connotations turn into symbols, which bring up evaluative associa-tions within the space of national culture.Ability of the noun to convey the evaluative signal is supported by the abundance and variety of suffixes that impart the evaluative component to de-rivative substantive words.The noun special status as a tool for generating the evaluative pragmat-ics of an utterance is supported by its syntactic multifunctionality.By denoting values, anti-values, and specific ethnic concepts, nouns play the main role in the verbalization of the national axiological hierarchy. They reflect the newly appearing realities and denominate the new meaningful no-tions of social life.

The article substantiates the socio-economic and cultural-historical introduction of the Ossetians to the Russian language, which is considered as the result of the natural development of the standard of living of the highlanders. The aim of the study is to consider the history and characteristics of national-Russian bilingualism, the role of language interaction in the formation of a bilingual personality, society, identification of deformed linguistic processes that led to both the loss of the function of language proficiency and its use in everyday life, as well as measures that contribute to the revival of native language. The article emphasizes that the Russian language has become a civilizing factor that has significantly accelerated the development of the spiritual culture of the mountaineers, that it, along with the Ossetian language, is recognized as the state language of the Republic of North Ossetia-Alania as a language of interethnic communication, it is provided with free functioning throughout the republic. The work also focuses on the ethno-demographic composition of the population, emphasizes the polyethnicity of the region, which contributes to the strengthening of the role of the Russian language as a language of interethnic communication. During the 20th century, a sharp delimitation of the functions of the Russian and native languages leads to a weakening of the role of the national language, which exposes it to the threat of extinction. Loss of language entails a loss of self-awareness, culture, perception of the world, as well as the loss of self-identification. According to the authors, the republic itself needs to be concerned about the widespread use and all-round development of the native language in national government bodies, public organizations of science, culture, education, health care and the service sector. We need to work with those native speakers who do not consider it prestigious to communicate in their native language in the family, do not try to pass it on to the next generation: the lack of linguistic continuity is destructive. To preserve the language in the context of globalization, the authors propose to strengthen the role of the state and society, to consolidate the efforts of scientists, statesmen and public figures in order to influence the activities of the media to preserve the language and culture; direct their efforts towards harmonious bilingualism.

The subject of this research is bilingualism in the context of language policy in modern Bashkortostan. Special attention is given to actualization of the ethno-lingual identity of non-Russian population in the republic. Leaning on the ethnosociological studies, the author examine the scale of proliferation of national-Russian bilingualism in Bashkortostan, analyze the key markers in selection of the native language among some ethnic groups, as well as determine the role of Russian language as a language of interethnic communication. The novelty of this work lies in the attempt to determine the intensity of usage of national languages of non-Russian peoples and their interaction with the Russian language based on the wide-scale ethnosociological studies. The acquired results demonstrate that among Bashkir population, the native language still prevails over Russian by the level of language competence; while among urban Tatars, the Russian language has noticeably exceeded the native language of communication. At the same time, the results of ethnosociological research, confirming the results of the All-Russia Population Census of 2010 on the language competence of the residents of Bashkortostan, testify to the fact that their speech activity is oriented mostly towards learning Russian than the language of their ethnicity.

The integration processes, in which the Kyrgyz Republic is involved, require a new approach to teaching, especially teaching language. The participation of the Kyrgyz Republic in the EAEU becomes the basis for the further maintenance of the Russian language and education in Russian in our country. The issue of the ever-growing role of the Russian language and education in Russian in the Republic of Kyrgyzstan is of great importance: the language situation in our country is changing dynamically, and not only in a positive direction. In this regard, it is necessary to precisely raise such issues that will constantly and invariably contribute to the promotion and strengthening of the Russian language and education in Russian in Kyrgyzstan.

This article is devoted to the problem of using Russian time-prepositions by foreigners, especially by the Chinese. An analysis of modern literature allows the author to identify the main areas of the work aimed at foreign students’ development of the skills and abilities to correctly build the prepositional combinations and continuously improve the communication skills by means of the Russian language. In this paper, the time-prepositions in the Russian language have been analyzed in detail; some examples of polysemantic use of prepositions, their semantic and stylistic shades alongside with possible errors made by foreign students are presented. The results of the study are to help in developing a system of teaching Russian time-prepositions to a foreign language audience, taking into account their native language, on the basis of the systemic and functional, communicative and activity-centred basis. The role of Russian time-prepositions in constructing word combinations has been identified; the need for foreign students’ close attention to this secondary part of speech has been specified. It has been stated that prepositions are the most dynamic and open type of secondary language units within the quantitative and qualitative composition of which regular changes take place. The research substantiates the need that students should be aware of the function of time-preposition in speech; they are to get acquainted with the main time-prepositions and their meanings, to distinguish prepositions and other homonymous parts of speech as well as to learn stylistic shades of time-prepositions. Some recommendations related to the means of mastering time-prepositions have been given: to target speakers to assimilate modern literary norms and, therefore, to teach them how to choose and use them correctly by means of linguistic keys that are intended to fill the word with true meaning, to give it an organic structure, an inherent form and an easy combinability in the texts and oral speech.

Analysis of the current trends in the teaching of the Russian language allows to assert the value of the category of values in the educational strategy. In the context of orientation of the textbook to modern requirements the role of the text in the characteristic of language as an expression of value and personal meanings is emphasized. Providing personal and humanistic thinking and the formation of value view of students in the Russian language is more successful on a wide background of text material by stimulating a variety of ways of original work of students. Its predicted results are closely related to the awareness of the value of the Russian language. Attention is paid to the resources associated with the organization of open educational space on the basis of axiological ideas as the leading in the theory of school education and textbook.

The paper is dedicated to describing the word-building system of the Russian language in terms of its vocabulary. Lexical factors are discussed influencing the formation of lexical units’ potential as motivating units of word-building processes and relations and the realization of this potential in language activities. Of most interest for the authors are anthropocentric determinants, most of which are coordinating the lexical system and, through its mediation, the word-building system with the worldview of native speakers of the Russian language. The proposed model of derivational development of vocabulary provides such coordination through studying the deep-seated process of conceptualization of the words that are the potential motivators of neologisms. This study identifies the word frequency as an external manifestation of conceptualization. The frequency data were obtained from Google search system statistical data. Capturing not only usual but also occasional and potential words, this source is an effective tool for studying word-building processes and their results. This study has unveiled the interrelation between the language worldview of native speakers of Russian and their “word-building behavior” in language activities. The worldview has been found, first of all, to be determined by the pragmatic factor, which primarily influences the usage of a word in the speech reflected by its frequency. The frequency ranks lexical units due to their derivational potential and thereby provides a researcher with a reliable instrument for its study.
