В данной статье разработана, представлена и апробирована методика оценки социально-экономического развития региона с учетом оценки его инвестиционной привлекательности. Автором разработан и представлен концептуальный, теоретический подход к трактовке понятия «социально-экономическое развитие региона», составным элементом которого является инвестиционная привлекательность региона. На основе разработанного теоретического подхода сформирован и представлен практический подход к оценке социально-экономического развития региона на базе системного подхода с использованием сформированного набора показателей, составляющих агрегированный показатель социально-экономического развития региона. In this article, a methodology for assessing the socio-economic development of the region is developed, presented and tested, taking into account the assessment of its investment attractiveness. Author has developed and presented a conceptual, theoretical approach to interpretation of concept "socio-economic development of the region", where investment attractiveness of region is a component element of this concept. Based on the developed theoretical approach, a practical approach to assessing socio-economic development of region is formed and presented on the basis of systematic approach using a set of indicators that make up an aggregate indicator of socio-economic development of region.

The article analyzes a theoretical approach to the strategic management of the development of a municipal formation, considers the stages of developing a strategy and the requirements for it. Based on the analysis of existing methods for analyzing the implementation of development strategies for municipalities, the authors have developed their own assessment methodology, which is tested on the example of the currently implemented Strategy of socio-economic development of Kazan until 2030. The assessment includes an analysis of the mission of the strategy, the built tools for achieving strategic goals, implementing the set goals and development trends, monitoring target indicators of the strategy and adjusting it, the possibility of public participation in the discussion of the strategy. Based on the results of the study, it was concluded that the Kazan strategy has a positive assessment according to all the considered criteria.

Today the bankruptcy institution develops dynamically under the influence of various factors. This is required the formation of the universal goals of the bankruptcy institution with considering of features of the current socio-economic development. On the other hand, the transformation purposes of the bankruptcy institution towards rehabilitation focus is not always accompanied by an increase of efficiency of bankruptcy procedures, that confirms by the statistics data in the Russia. Thereby author investigated the issues of determining the universal target installation of bankruptcy institution, as well as an analysis of the bankruptcy models, which confirmed the effectiveness of the bankruptcy models in which decisions on rehabilitation or liquidation of the debtor is based on value criteria. In order to enhance the rehabilitation capacity of the bankruptcy institution in Russia on the basis of a systematic approach author proposed changes in the concept of the impact of the bankruptcy procedures, measures to improve the efficiency of bankruptcy procedures, and explore the essence of the process of restoring the debtor's solvency. It is proved that the purpose of rehabilitation of bankruptcy procedures should be the preservation of the debtor's business with the new owner of more efficient, taking into account interests of society as a whole.

The problem of ensuring high rates and level of socio-economic development of the country and its regions necessitates a thorough study and improvement of existing approaches to the functioning and future development of territorial entities. As a retrospective analysis of this issue shows, at present, there is an active discussion of scientific, methodological and practical provisions related to ensuring the socio-economic development of the regions. The objective of this study is the theoretical and methodological justification of the need and the possibility of using a new terminological unit of territorial entities in terms of a systematic approach. The article presents the results of applying a systematic approach to the study of territorial entities. In accordance with the requirements and features of the systematic approach, the necessity of distinguishing a new maxim “regional spatial system” is substantiated and a description of its most essential characteristics is made. The systemic aspects of the regional spatial system and their impact on the functioning of the system are considered, a group of priority development problems is identified, and the research and application of the regional spatial system are justified in order to ensure sustainable socio-economic development of the regions. Thus, the aspects of a systematic approach highlighted by the authors as applied to the analyzed object of research make it possible to reveal the substantive side of the CPF and, based on this, carry out forecasting and planning in order to ensure the effective strategic development of CPF in the conditions of the modern dynamic and volatile development of the national economy.

The article reveals the necessity to use a systematic approach when designing strategic plans and programs for the socio-economic development of rural municipalities in the present conditions of spatial and harmonious development of rural territories. The article has a word about methodological approaches to the formation and implementation of a strategy for sustainable rural development. The application of a systematic approach to strategic planning of sustainable rural development based on the foresight is methodologically justified. The article presents the results of foreseeing the economic development of rural territories of the Non-chernozem zone of the Republic of Bashkortostan. Summing up that the foresight technologies should be used as a system tool for developing a strategy for sustainable development of rural territorial systems

The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.
