The article examines the structure and state of the industry of the Volgograd region, analyzes the indicators by production sectors, and provides macroeconomic indicators of the region's activity. Based on the results obtained, the problems of the region are identified and directions for their solution are proposed. As an effective tool for the development of not only the industrial complex, but also the economic system of the subject, the authors propose the use of digital and information and communication technologies.

To date, hundreds of advanced teaching methods have been developed, such as game methods, problem-based learning methods, and information and communication technologies are widely used in education. Most of these technologies are based on the principles of student-centred and participatory learning. These interactive methods allow the learner to master the necessary professional knowledge, skills and competencies under the managerial guidance of a teacher. In this article, the author would like to share her experience of using one of such techniques - graphic organizers - in teaching the subject of computer science and information technologies. The graphic organizers as supportive tools for teaching and learning, their use and types are described. Examples of graphic organizers for learning IT and Information security, drawn using IT, are given.

Now, the cause of inefficient management in many enterprises of Ukraine is the insufficient use of information technology. Despite the active support of the sector by the state, the problems of studying and speeding up information flows, development and implementation of information and software systems for automation of management, lack of vision of the prospect IT implementation in managers and, as a consequence, reduction of management mobility, etc. are not fully resolved. The effectiveness of managing the settlement territories depends to a great extent on the completeness and reliability of the initial information used in making decisions on its strategic and operational development. The required information is measured by thousands of indicators that characterize the quantitative and qualitative state of the elements of the environment of the settlement and is collected, accumulated and processed by various branch bodies of state and local authorities. Using e-government tools will provide a significant improvement in service quality individuals and legal entities and increasing openness, transparency and efficiency of the activity of state and local self-government bodies. In addition, the introduction of e-government is a basic prerequisite for building an efficient digital economy and digital market in Ukraine. It is the generalization of electronic registers that will make it possible to make an effective management decision. The purpose of the scientific article is to identify the directions, mechanisms for improving the efficiency of management and control, case study and the influence of the information and communication technologies use on the management systems at the state and local levels. Methodology. The study of the subject area, theoretical foundations of information technology in the management of Vinnytsia areas of improvement; identifying tools and methods for implementing information systems in greening management. The subject of the study is the impact of information technology on improving the effectiveness of control and management decisions. Based on the analysis of information and communication technologies in management local authorities and experience of foreign countries in the area of urban improvement, areas of research to improve management and control are identified. Result of the research. It is determined that the use of information technologies in public administration contributes to the formation of an open democratic society, which will guarantee the observance of the constitutional rights of citizens, to participate in public life, to make appropriate decisions by public authorities and local self-government bodies. The use of e-government tools will significantly improve the quality of service for individuals and legal entities and increase the openness, transparency and efficiency of the activity of public authorities and local self-government bodies.

The purpose of this research was to study the impact of project-based learning and information and communication technologies on students’ motivation. Two second-year classes in electrical engineering at the University Tahri Mohamed in Béchar, Algeria, were involved in the study. The experiment compared the level to which one class of students mastered goals without the use of information and communication technologies, to the mastery achieved by a second class which participated in a tutorial that has a technological tool built into the project-based approach. The subject of power electronics was chosen for this study because of its different knowledge, which is strongly represented in difficult learning contents for students. A questionnaire about motivation was used to collect data within an experimental research plan. After three months of conducting the study, the results demonstrated that the integration of the tutorial with the project-based approach is likely to increase students’ motivation to learn and to master the subject of power electronics.

Essential to states organizing and regulating civil-military relations, the author analyses the actual and potential role and tasks that the defence sector and armed forces can take up in national cybersecurity policy and strategy. After identifying competences and capabilities that the defence sector could employ for national cybersecurity, the chapter identifies generic roles, from being an independent actor to being another integrated stakeholder, for the defence sector and the armed forces. The author notices how inclusion of the defence sector into national cybersecurity updates the concerns of the ‘military-industrial complex’ influencing not only cybersecurity policy but also how information and communication technologies are to be used in a society. Therefore, the chapter ultimately encourages states to implement strong political control in order to avoid unnecessary securitization and militarization of information technology and cyber development policies, misuse of public mandate and funds, and, ultimately, abuses of power by any elite.

This chapter evaluated the potentials of selected information and communication technologies in adult education programmes in Nigeria. Infrastructure and funding are among the important issues, but scepticism about the pedagogic value of information and communication technologies and staff development are probably the most challenging. Institutions are grappling with bringing use and funding of e-learning and other computer-based instructional strategies into the mainstream of their organizations, and are beginning to contemplate restructuring to take account of information and communication technologies, in terms of staffing, staff development, course design and student support. Even though studies have captured the imperatives of information and communication technologies in Nigeria's educational system, little is still known about the subject matter in relation to adult education systems in the country. Consequently, this chapter explores and provides the much-needed insight on the subject and the issues that the process raises in the context of adult education in Nigeria.

The speed of transformation and development in information and communication technologies is an important fact triggering the restructuring process of public administration. The developing countries have become integrated into this process through public administration reform methods presented by international institutions. Transfer of information and communication technologies have become important for modernizing public administration organizations of developing countries and adapting them to the global system. In multilevel governance, use and implementation of the information technologies enabling network structuring between institutions have a particular importance. The “information revolution” has not only transformed the world as we know it, but also its future potential. Information and Communication Technologies (ICT), with their major technological advances, have affected the lives and lifestyles of people across the globe, as well as the way institutions and organizations do business. However, not all outcomes of the spread of information technologies have been positive. A majority of the world’s population, especially those who live in poverty, have been largely bypassed by this revolution. The gap between them and the rest of the world has expanded precisely as a result of the facilitation capacity of these technologies for those who have access to them (Figueres, 2003). The majority of these people are situated in the African continent and other developing countries.

Following an initial euphoria about the power of the information superhighway to provide better access to information and wealth for all, what we have experienced in reality instead is that information and communication technologies have created further inequalities at individual, business, national and international level. To ease the effects of this “digital divide,” policy makers have taken up the role of change agencies, influencing the public in using innovative information technologies. This chapter focuses on the role of these change agencies for technology diffusion and the elimination of the digital divide. It is argued that examining the interest of change agencies and the other stakeholders involved in the diffusion process from a normative perspective can help in the preparation of effective information technology diffusion policies.
